:03:37. > :03:38.been delivered. It is important with counsel and -- council tax
:03:39. > :03:43.notification, the people who need that are on smaller incomes, and are
:03:44. > :03:46.probably not in a position to work out what has happened to their mail.
:03:47. > :03:50.That could put them in difficult financial positions. TNT Post say
:03:51. > :03:54.that most of their mail is delivered without a hitch and they take any
:03:55. > :03:57.incident very seriously. Royal Mail says that TNT post are only
:03:58. > :04:02.delivering the most profitable parts of the country, mostly London, and
:04:03. > :04:08.that gives them an unfair advantage. The universal service offering is
:04:09. > :04:15.prescribed by law. From our perspective, we have got to operate
:04:16. > :04:25.to every address in the UK. If we do not have volumes of mail that allow
:04:26. > :04:30.us to subsidise, we will effectively get to a tipping point where the
:04:31. > :04:34.economic s of the universal service does not make sense. Royal Mail has
:04:35. > :04:43.now complained to Ofcom and a review is promised next year.
