:00:23. > :00:25.and European elections. The Electoral Commission described

:00:26. > :00:26.the council's count, which lasted four times longer than

:00:47. > :00:50.and local council in Tower Hamlets. Eventually independent candhdate

:00:54. > :00:59.as he left the count were as chaotic Hundreds of supporters gathdred

:01:06. > :01:08.and claims of intimidation. Today the electoral commisshon has

:01:09. > :01:11.published a report into events at the count,

:01:12. > :01:13.it doesn't make pretty reading. It says the venue was too small,

:01:14. > :01:16.that there weren't enough counting It points to security delays

:01:17. > :01:21.and says some counting staff were Fundamentally, the problems were

:01:22. > :01:26.a failure in planning. There were delays in getting

:01:27. > :01:28.counting staff and counting agents That delayed things by two

:01:29. > :01:32.and a half hours. There were insufficient staff to be

:01:33. > :01:35.able to either recover from that or to do the counting in the thme

:01:36. > :01:38.the returning officer had intended. Fundamentally,

:01:39. > :01:40.that meant that a local election count he planned to take six hours

:01:41. > :01:46.took 23 and a half hours. All of this, says Peter Gold,

:01:47. > :01:48.an opposition councillor, He'd written to the

:01:49. > :01:52.Electoral Commission about it years The authority should actually say

:01:53. > :01:57.something is going wrong here. What about the Government saying

:01:58. > :02:00.that Tower Hamlets is not c`pable of running a proper election and count

:02:01. > :02:03.and appointing people to do it? They have commissioners

:02:04. > :02:04.for various things in local authorities, we should have

:02:05. > :02:07.outside people run our elections in The Electoral Commission has now

:02:08. > :02:15.ordered Tower Hamlets to have its plans for next general election

:02:16. > :02:18.by December, a full five months There are major problems

:02:19. > :02:24.and the council needs to stop being complacent and face up to them

:02:25. > :02:27.and make sure this never happens again, otherwise

:02:28. > :02:29.the public rightly won't have confidence in our democracy, in the

:02:30. > :02:32.case of residents in Tower Hamlets. The election count was

:02:33. > :02:39.John Williams' responsibility. He says he's learned lessons

:05:31. > :05:33.on at least three occasions. In response to our investigation, Mr

:05:44. > :05:50.detail, repeatedly declined to be interviewed and said if we tried to
