:03:52. > :03:56.There could be all kinds of good reasons for that.

:04:06. > :04:08.from different parties think that one of the biggest problems is what
:04:09. > :04:12.It is possible for somebody to get building on a piece of land,
:04:13. > :04:16.but they have reasons for not doing so, largely to do with sitting on it
:04:17. > :04:20.for a long time and then selling it at a later date for a large profit.
:04:21. > :04:25.There is an argument some pdople make for greater and more effective
:04:26. > :04:28.powers of compulsory purchase which the local authorities could use,
:04:29. > :04:34.A lot of that land is privately owned
:04:35. > :04:38.Quite a lot of it is also ptblic land, so there is a particular
:04:39. > :04:40.question about how local authorities can get that public
:04:41. > :04:46.We've come to Barking and Dagenham, where housing has always bedn
:04:47. > :04:52.The council here feels it h`s found innovative new ways to ensure that
:04:53. > :04:58.In terms of councils building themselves, and I think councils can
:04:59. > :05:03.do much more, we have strained every sinew within the
:05:04. > :05:17.Other councils can do more in that respect.
:05:18. > :05:28.And I think we've shown that in terms of bringing
:05:29. > :05:30.in institutional investment, setting up special purpose vehicles
:05:31. > :05:35.Other London councils can do exactly the same.
:05:36. > :05:38.Talking to Ken brought home to me how important it is for London
:05:39. > :05:41.boroughs to be imaginative and innovative in making sure that
:05:42. > :05:43.land they control is brought forward for housing.
:05:44. > :05:45.It also showed the value of giving those authorities some additional
:05:46. > :05:49.powers so that they can make sure that land which is privatelx held is
:05:50. > :05:52.built on by developers and not allowed to go to waste.
