:00:33. > :00:35.because he was a police informant. Kester David's body was found under
:00:36. > :00:36.a railway arch in Palmers Green in 2010.
:00:37. > :00:38.Scotland Yard say they are still investigating.
:00:39. > :00:40.It's now emerged that a report by the police watchdog is demanding
:00:41. > :00:42.the Commissioner, Sir Bernard Hogan`Howe,
:00:43. > :00:45.apologise to Kester David's family for the way Scotland Yard handled
:00:46. > :00:46.the original investigation. Alex Bushill has this
:00:47. > :00:55.exclusive report. Kester David was a 53`year`old bus
:00:56. > :00:59.driver and a DJ in his spare time. His family believe he was killed by
:01:00. > :01:03.a criminal gang or acting as a police informant, using his DJing as
:01:04. > :01:08.a cover. His charred body was found here, decide the tracks at Pammers
:01:09. > :01:13.Green station in 200010. He had been burned alive. His mother doesn't
:01:14. > :01:17.want her face shown for fear of reprisals and believes the Met has
:01:18. > :01:26.conspired to rob her of any chance of justice for her son. Very broken,
:01:27. > :01:33.very, very broken. Very broken. Yes, it's been like a living hell for the
:01:34. > :01:38.past four years. Looking at his picture. Every time I look at t I
:01:39. > :01:43.would cry and it is the same for everybody. `` I look at it, I would
:01:44. > :01:46.cry. Some of of the boys can't read or talk about it. The fist police
:01:47. > :01:51.investigation into Kester David's murder said he took his own life. A
:01:52. > :01:57.year later, an internal report, Said that investigation amounted to a
:01:58. > :02:01.catalogue of otherors, a failure of duty. `` catalogue of errors and the
:02:02. > :02:06.Commissioner ordered a new investigation then last year an
:02:07. > :02:12.employment tribunal said Inspector Casson had been treated unfairly
:02:13. > :02:15.after police failed to check CCTV footage, mobile phone evidence and
:02:16. > :02:18.speak to witnesses. Now be IPCC report is calling on the Commission
:02:19. > :02:21.to apologise for those original failings and this was the response
:02:22. > :02:25.of the Commissioner yesterday I have not yet seen the report. I was only
:02:26. > :02:30.told about that report this morning. Once I have had a look at the
:02:31. > :02:34.report, if we need to apologise, I will. I don't know what the report
:02:35. > :02:37.says and for what parts we are to apologise. The Met has refused to
:02:38. > :02:41.comment on whether Kester David was an informant or not, why CCTV was
:02:42. > :02:46.everlooked, showing Kester the night he died at a service station. Why it
:02:47. > :02:51.took so long to speak to witness, one of whom said they heard a man
:02:52. > :02:56.screaming "no" and sounding scared. Not the action, the family say of a
:02:57. > :03:00.suicidal man. S it was all about covering up the fact that he was a
:03:01. > :03:05.police informant and he was working for the police. `` it was all about.
:03:06. > :03:09.And that, I think, all through, they have been covering up. Zblet have
:03:10. > :03:13.tonight said the investigation into The Met have said the investigation
:03:14. > :03:16.into Kester's death is ongoing and anyone with information should come
:03:17. > :03:21.forward. That's of little comfort to his family.
:03:22. > :03:25.Well Tarah Welsh is at New Scotland Yard tonight. You have seen a copy
:03:26. > :03:30.of this report. That's right. It is here. It details some of the most
:03:31. > :03:36.basic police work that wasn't done or wasn't done properly. Like
:03:37. > :03:40.passing inaccurate information on to the coroner, like the time of death
:03:41. > :03:47.and the fct that DNA results had been lost. According to the IPCC the
:03:48. > :03:52.failings weren't racially motivated but what they are calling for is the
:03:53. > :03:56.Met to make standard practice, to make it known if an officer, subject
:03:57. > :04:00.to a complaint, intends to retire. In this case the two detectives, the
:04:01. > :04:03.pi. CC says are responsible for the above failings are now retired and
:04:04. > :04:09.therefore couldn't face disciplinary proceedings this. Report said there
:04:10. > :04:15.would have been a case to answer for gross mis`Connaught D and for the
:04:16. > :04:32.family that's incredibly frustrating. `` gross misconduct.

:04:36. > :04:38.going to revolutionise parking in the capital has just won backing
:04:39. > :04:40.from a major investment firm. Justpark connects drivers looking
:04:41. > :04:42.for a space with homeowners and others looking to make a bit

:04:48. > :04:50.the streets for a parking space, getting increasingly desperate but

:05:15. > :05:17.with new backing from investors and a deal to put the app in every
:05:18. > :05:21.Mini, it's really taking off. With a couple of taps we are soon
:05:22. > :05:23.on the way to someone's driveway. As well as private homes,
:05:24. > :05:25.all sorts of organisations are profiting from the site.
:05:26. > :05:28.This church across from Euston Station made nearly ?40,000
:05:29. > :05:31.in the past year, offering eight spaces to all sorts of people.
:05:32. > :05:33.Obviously tourists but also people coming to their children's gradation
:05:34. > :05:36.ceremonies for the university, or visiting people in hospital.
:05:37. > :05:40.And the profit we are making is able to be used to be benefit
:05:41. > :05:43.of maintaining the building. Justpark is probably
:05:44. > :05:48.the most successful British example of a new trend, the sharing economy,
:05:49. > :05:51.which involves taking under`used resources, in this case parking
:05:52. > :05:55.spaces, and sharing them with those who need them.
:05:56. > :05:58.The best`known is America's air B which allows you to take
:05:59. > :06:02.your spare room and share it with holiday`makers, but is this new
:06:03. > :06:06.trend quite as caring and sharing as it is cracked up to be?
:06:07. > :06:11.One technology pundit says firms like Justpark run up against one
:06:12. > :06:15.big problem, regulation. Take the example of someone that
:06:16. > :06:18.has a driveway in their house. They have spare capacity.
:06:19. > :06:20.They are looking to make some more money, but how does that affect
:06:21. > :06:23.their neighbours, the council and the regulation
:06:24. > :06:26.and the rules around them? Because this is a new business
:06:27. > :06:28.world, those rules aren't there yet. Justpark's founder believes he can
:06:29. > :06:33.transform the way parking works. But if that means more cars heading
:06:34. > :06:39.for central London, not everyone will share his enthusiasm.
