:01:10. > :01:16.Good evening and welcome to the programme. I'm Victoria Hollins

:01:17. > :01:20.Sabrina Moss was out with friends, celebrating her birthday last year,

:01:21. > :01:23.when she became the unintended victim of a battle between drug

:01:24. > :01:27.gangs. As she stood outside a fast food restaurant in Kilburn, taking

:01:28. > :01:32.shelter from the rain, she was gunned down by two hooded mdn and

:01:33. > :01:35.died in hospital. Her friend was seriously injured. Today, as three

:01:36. > :01:39.men were found guilty of her murder, the Old Bailey heard the attack was

:01:40. > :01:44.part of a violent antagonisl between two gangs, and the two women just

:01:45. > :01:51.happened to be near the intdnded targets. Gareth Fergie has been in

:01:52. > :01:55.court. Some emotion in court eight of the Old Bailey. The mothdr of

:01:56. > :01:59.Sabrina Moss, weeping steadhly as those verdicts were announcdd.

:02:00. > :02:03.Afterwards, her father made it clear that for the family, this does not

:02:04. > :02:08.make that much difference. Of course, Sabrina is still de`d. She

:02:09. > :02:16.was the victim of an apparent turf war between gangs.

:02:17. > :02:22.A happy young woman, Sabrin` Moss celebrating her 24th birthd`y. But

:02:23. > :02:25.soon, she would lose her life. According to police, she was caught

:02:26. > :02:32.in the crossfire of a gang war over drugs. Today, Scotland Yard released

:02:33. > :02:36.this footage. It shows two len, who would arm themselves with a machine

:02:37. > :02:39.gun and a shot gun, and opened fire on Kilburn high Road. But they

:02:40. > :02:47.killed a completely innocent bystander. Sabrina is gone, and her

:02:48. > :02:53.son has been left without a mother. Sabrina was a completely innocent

:02:54. > :02:57.victim of a totally senseless and callous crime. She was out

:02:58. > :03:01.celebrating, and when it st`rted to rain, she joined a group of people

:03:02. > :03:07.sheltering under a shop awnhng. But standing nearby were members of the

:03:08. > :03:13.South Kilburn gang, who werd being hunted by some rivals. Hass`n

:03:14. > :03:19.Hussein opened fire with a Lac ten machine gun. And Yass in Jales used

:03:20. > :03:26.a shot gun. Sabrina Moss didd later in hospital, and her friend was

:03:27. > :03:30.lucky to survive. After being hit by more than 50 shotgun pellets. There

:03:31. > :03:37.was no warning given as to what was happening. We thought it was

:03:38. > :03:51.fireworks. Sabrina was stood in front of me. That was when H heard

:03:52. > :03:53.her say that she had been shot. They have not forgotten in Kilburn high

:03:54. > :03:57.Road neighbouring shopkeeper believes this is a bullet hole left

:03:58. > :04:01.behind by the attack. Today at the Old Bailey, the same James `nd the

:04:02. > :04:07.third man who was driving the car they used were convicted of murder

:04:08. > :04:11.gang members. This was a callous gang members. This was a callous

:04:12. > :04:16.act, committed individuals who were willing to fire a machine gtn and a

:04:17. > :04:21.double`barrelled shot gun indiscriminately at a group of

:04:22. > :04:25.people out celebrating. Thex had no regard as to who was present, and

:04:26. > :04:33.who would be caught up in it. They wanted to injure, maim or khll as

:04:34. > :04:38.many as possible. So police are pleased with the verdict and the

:04:39. > :04:40.sentencing, which will be ndxt month. But the machine gun tsed in

:04:41. > :04:45.this attack has never been recovered. It has been used

:04:46. > :04:50.previously in at least two darlier attacks in London. A senior officer

:04:51. > :04:54.involved in the case told md afterwards that he hopes it will now

:04:55. > :04:56.become so hot in the crimin`l fraternity that it will nevdr be

:04:57. > :05:03.used again. Thank you for joining us.

:05:04. > :05:07.The verdict in the Sabrina Loss case came as the government annotnced how

:05:08. > :05:12.2000 young people in the capital have been given jobs and tr`ining to

:05:13. > :05:15.help them escape gangs. It says a scheme to put specialist advisers in

:05:16. > :05:22.job centres in 21 Burrows h`s had some success. `` borrowers.

:05:23. > :05:27.He has been in a gang and ilprisoned but says his life is starting to

:05:28. > :05:30.change. My family is not as stressed, wondering if I'm going to

:05:31. > :05:34.be OK or that they will get a phone call saying I'm in dead or hn jail.

:05:35. > :05:38.He does not want to be identified but he told me how his new job in a

:05:39. > :05:42.hotel is helping to keep hil out of prison. How tempting is it to go

:05:43. > :05:47.back to what you were doing before, given that you don't make a great

:05:48. > :05:51.deal of money? It is tempting I mean, yeah, it depends on how strong

:05:52. > :05:55.a person you are. Staff that already work at the job centre have been

:05:56. > :06:01.trained to work with people in gangs with those at risk of joining them.

:06:02. > :06:08.Now there people this in 21 London boroughs. It is more than shtting

:06:09. > :06:12.behind a desk. I took the approach of a mother, and did this bx

:06:13. > :06:17.suspending time with them, hanging out with them in places thex enjoy

:06:18. > :06:22.being. `` spending time with them. I set myself up in very cute centres

:06:23. > :06:26.and recognise they needed something more. The government says it has

:06:27. > :06:32.helped 357 young people find jobs, 12 working for themselves and 9 8

:06:33. > :06:35.have done training courses. It is a mural that has been set up for the

:06:36. > :06:40.young people around this estate There has been a lot of deaths.

:06:41. > :06:44.Gifford has been working to get youngsters out of gangs for eight

:06:45. > :06:47.years. It is likely these khnd of jobs will not give them the kind of

:06:48. > :06:50.income which will replace a substitute what they are usdd to.

:06:51. > :06:55.You have to remember as well, there's a lot of young people that

:06:56. > :06:58.are not necessarily even in the benefit system. They don't claim at

:06:59. > :07:03.all. They are not being picked up by this kind of initiative. It is part

:07:04. > :07:07.of a programme, not the onlx thing that part of a tapestry of

:07:08. > :07:12.interventions that help change the lives of these people. But

:07:13. > :07:17.governments have turned a blind eye to this for far too long. Now we are

:07:18. > :07:23.just beginning to get on top of it. But they agree it is a start, only a

:07:24. > :07:31.small part of the solution, though. Lots more to come tonight, hncluding

:07:32. > :07:33.from 32, to just five: The plan is to redefine London boroughs, but

:07:34. > :07:42.Will Londoners themselves bd on board? `` the plans.

:07:43. > :07:44.Police have issued a photo of a suspect believed to be involved in a

:07:45. > :07:51.violent burglary in Wimbledon last week. Oskar Pawlowichz is 28 and

:07:52. > :07:54.from southern Poland. He is described as six tour and stocky,

:07:55. > :07:59.walking with a limp. Detecthves believe he is the man who appeared

:08:00. > :08:02.on CCTV footage they recently released. Paul Kohler, a 55`year`old

:08:03. > :08:07.academic, suffered multiple injuries when he was attacked in his home.

:08:08. > :08:11.Two men have been arrested `nd charged. A woman has been sdxually

:08:12. > :08:15.assaulted on a train in front of other passengers. The attack lasted

:08:16. > :08:18.up to 20 minutes. Police believe other people on board may h`ve

:08:19. > :08:21.thought the man and woman wdre a couple. Police are appealing to talk

:08:22. > :08:24.to this man about the inciddnt, which took place on the trahn from

:08:25. > :08:27.London Bridge to choose a couple. Police are appealing to talk to this

:08:28. > :08:30.man about the incident, which took place on the train from London

:08:31. > :08:32.Bridge to Jews are appealing to talk to this man about the inciddnt,

:08:33. > :08:35.which took place on the trahn from London Bridge to choose a h`rness to

:08:36. > :08:37.late on Friday night. `` to Chislehurst. London should be split

:08:38. > :08:39.into five big borrowers to help up to speed up planning and

:08:40. > :08:42.development. That is accordhng to a new report by city law firm, which

:08:43. > :08:44.wants the issue discussed in the party conference season but critics

:08:45. > :08:51.claim that giant boroughs are costly to run and are insensitive to local

:08:52. > :08:56.opinion. In the constituenches, millions of ballot papers are being

:08:57. > :09:01.counted. As the political f`te of the nation comes up for dechsion.

:09:02. > :09:05.This was the last time that the setup of London boroughs ch`nged,

:09:06. > :09:08.when Harold Wilson was winnhng the 1964 general election. The lap of

:09:09. > :09:12.London government was being drawn into something like what we see

:09:13. > :09:15.today but without the London May. Since those black`and`white days,

:09:16. > :09:20.many have documented the ch`nges in the city and many have calldd for

:09:21. > :09:25.them. A small number of London boroughs have far greater expertise

:09:26. > :09:28.and resources, and will havd much more firepower and ability to make

:09:29. > :09:32.schemes happen, to bring forward compulsory purchase orders, to push

:09:33. > :09:37.forward public`private partnerships and bring forward housing

:09:38. > :09:41.development. Things have ch`nged in London, though. Before 1965, there

:09:42. > :09:45.were 91 separate authorities running London, which were joined up to form

:09:46. > :09:49.the current 32 boroughs and the City of London Corporation. That is still

:09:50. > :09:53.more than Paris, which has 20, all with their own town hall as well as

:09:54. > :09:59.a citywide authority. New York has five boroughs, but the Maher has

:10:00. > :10:02.many more powers than the one in London. That was a pet projdct of

:10:03. > :10:06.Ken Livingstone in the old days and it was rejected by the Labotr and

:10:07. > :10:11.Conservative London boroughs. It would make the huge bar is far too

:10:12. > :10:15.remote from the people they serve on a day`to`day basis. `` huge

:10:16. > :10:18.boroughs. London councils h`ve joined up some of their services

:10:19. > :10:21.already, with these three Wdst London boroughs saving monex through

:10:22. > :10:25.sharing things like librarids but even that agreement is under review

:10:26. > :10:28.after Labour won a council `nd the recent elections. There is

:10:29. > :10:33.scepticism in Hammersmith, `t least, over the new report from thd city

:10:34. > :10:37.law firm. I would like to sde mechanisms that focus on making

:10:38. > :10:39.councils more efficient and on their ability to deliver affordable

:10:40. > :10:44.housing and the things Londoners care about. This seems to bd the

:10:45. > :10:48.wrong mechanism at the wrong time by the wrong people. Any new to feel

:10:49. > :10:53.boroughs would need a changd in the law and the changes not on the cards

:10:54. > :10:58.yet. `` any move to fewer boroughs. We would like to hear from xou on

:10:59. > :11:03.this. Do you support the idda? Perhaps you think it would save

:11:04. > :11:06.money or maybe you think it would destroy London's local identity Get

:11:07. > :11:12.in touch using the details on your screen.

:11:13. > :11:16.A grieving widow from Hertfordshire is demanding answers after her

:11:17. > :11:21.husband fell 100 feet to his death while on a quad bike expedition in

:11:22. > :11:25.Morocco. He was on a trip, booked through the virgin hotel whdre he

:11:26. > :11:29.was staying. His wife, Sallx, claimed the expedition was dangerous

:11:30. > :11:32.and poorly organised. Virgin says the trip was arranged by an

:12:06. > :12:09.47 your old Jamie booked a puad bike trip at the hotel reception. She

:12:10. > :12:12.took this picture, just before he set off. She says the expedhtion

:12:13. > :12:19.group was ill`prepared and their guide spoke little English. He did

:12:20. > :12:22.not have a chance to practice. The guide spoke inadequate Englhsh. He

:12:23. > :12:26.did not give them any instrtction. He was just pointing to whatever

:12:27. > :12:30.they were meant to do. The expedition went up a narrow mountain

:12:31. > :12:33.path and Jamie was at the b`ck. He was found, critically injurdd, at

:12:34. > :12:42.the bottom of a sheer drop, soon afterwards. Where Jamie was found is

:12:43. > :12:48.a drop of about 100 feet, possibly more. It is onto a sheer rock face.

:12:49. > :12:51.There is no guarding, there is no fencing. Virgin limited`edition

:13:20. > :13:21.promoting the quad bike ridds online before the accident and the hotel

:13:22. > :13:28.sold places on the expedition. For sold places on the expedition. For

:13:29. > :13:33.his grieving widow, it could take months to get the answers she is

:13:34. > :13:36.desperate for. Meanwhile, Moroccan police are also investigating.

:13:37. > :13:37.Jamie's family are now warnhng other holiday`makers to be aware of the

:13:38. > :13:49.possible dangers of quad bike rides. Dozens of people who were rdscued

:13:50. > :13:52.from a shipping container at Tilbury docks in Essex are now in the care

:13:53. > :13:56.of the border force and are believed to have been transferred to

:13:57. > :14:00.temporary accommodation in Croydon. The group of 35, which incltded 13

:14:01. > :14:06.children, are thought to have been enclosed inside the containdr for 18

:14:07. > :14:09.hours. One man was found de`d. I'm joined by a film`maker from the

:14:10. > :14:13.Afghan seat community in Sotthall. Thank you for joining us. You went

:14:14. > :14:19.back to Afghanistan around 08 months ago. `` Afghan seat community. What

:14:20. > :14:24.kind of conditions are people keen to leave and why? At present, the

:14:25. > :14:30.security situation in Afghanistan is not very good and there is ` fair

:14:31. > :14:32.part of the population, aftdr the withdrawal of the British and

:14:33. > :14:37.American troops at the end of this year, they fear there will be chaos

:14:38. > :14:40.like in 1989 when the Soviet troops left. There was a civil war,

:14:41. > :14:46.anarchy, warlords that came to power and destroyed Kabul. There hs a fear

:14:47. > :14:50.the same thing will happen. If you look at the history, it might be

:14:51. > :14:55.repeated. Currently, if you look at the political sphere in Afghanistan,

:14:56. > :15:01.we have had presidential eldctions. But because of vote rigging, they

:15:02. > :15:04.have not reached a consensus. If no pact is signed between the TS troops

:15:05. > :15:21.and the Afghan government, the same thing will happen

:15:22. > :15:32.reduction in the Sikh community in Afghanistan? Currently estilates are

:15:33. > :15:41.there are three to 5000 people. Most of them have left to neighbouring

:15:42. > :15:51.countries. In Pakistan we h`d 2 million refugees because of the

:15:52. > :15:59.conflict. Is this about persecution predominantly? It is a mixttre of

:16:00. > :16:07.things. There are minority groups who predominantly Shia Muslhms. In

:16:08. > :16:15.general, there is in security. Every week there are bomb explosions

:16:16. > :16:22.throughout the country and hnnocent people died. Do you think this group

:16:23. > :16:31.of people, their intention would have been to get to London `nd

:16:32. > :16:40.settle here? Their intention would have been to get to anywherd in the

:16:41. > :16:51.West. To get to any freedom and security I think. It all depends on

:16:52. > :16:56.the human traffickers. When you handle your money or whatevdr to

:16:57. > :16:59.these traffickers, they detdrmine where to take you. These people do

:17:00. > :17:02.not know the language, they have never been to Europe before and it

:17:03. > :17:05.all depends on traffickers. We have had traffickers coming all the time.

:19:01. > :19:04.used to clamp motorists on park but campaigners want the law concerning

:19:05. > :19:08.all private firms tightened even more. Lets make the comparison with

:19:09. > :19:12.highway parking, enforced bx local authorities. Of course, that is

:19:13. > :19:15.exactly the comparison the companies seek to use. They try to mask

:19:16. > :19:21.arrayed as official parking fines. Highway parking is controlldd by an

:19:22. > :19:25.enormous raft of laws, meanhng local authorities are held very closely to

:19:26. > :19:30.account, as regards how thex sign parking rules, how they enforce

:20:17. > :20:23.because both teams were fachng relegation. Following the g`me which

:20:31. > :20:34.sporting manager managed to obtain the starting line`up before the

:20:35. > :20:39.game. They say that gave Crxstal Palace and unfair sporting
