:00:38. > :00:42.war. Her friends suffered life`threatening injuries.

:00:43. > :00:49.A happy young woman. Sabrin` Moss, celebrating her 24th birthd`y. Soon,

:00:50. > :00:56.she would lose her life. According to police, caught in the crossfire

:00:57. > :01:00.of a gang over drugs. Today, Scotland Yard this footage. It shows

:01:01. > :01:06.two men who armed themselves with a machine gun and a shotgun. But they

:01:07. > :01:10.killed a completely innocent by`stander. We can see them running

:01:11. > :01:16.up to the road and then thex open fire.

:01:17. > :01:23.Sabrina is gone and her son has been left without a mother. Sabrhna was a

:01:24. > :01:27.completely innocent victim of a totally senseless and callots crime.

:01:28. > :01:33.She was out celebrating. Whdn it started to rain she joined ` group

:01:34. > :01:40.of people sheltering under ` shop. Standing nearby were members of the

:01:41. > :01:47.South Kilburn gang, who werd being hunted by some rivals. Huss`n

:01:48. > :01:54.Hussein opened fire. Yassin James used a shotgun. Sabrina Moss died

:01:55. > :02:01.later in hospital and her friend was lucky to survive. After being hit by

:02:02. > :02:06.more than 50 shotgun pellets. There was no warning as to what w`s

:02:07. > :02:12.happening. I thought it was fireworks. I did think it w`s

:02:13. > :02:18.fireworks. Sabrina was stood in front of me. That was when H heard

:02:19. > :02:23.her say that she'd been shot in her heart. In Kilburn High Road they

:02:24. > :02:28.have not forgotten A neighbouring shopkeeper believes this is a bullet

:02:29. > :02:36.hole left by the attack. Today, at the Old Bailey, three men wdre

:02:37. > :02:41.convicted of murder and the attempted murder of rival g`ng

:02:42. > :02:48.members. This was a callous act committed by individuals who are

:02:49. > :02:52.willing to fire a MAC`10 machine pistol, double barrel shotgtn at a

:02:53. > :02:56.group of people out celebrating They had no regard as to who was

:02:57. > :03:00.present and who would be catght up. They wanted to injure, maim or kill

:03:01. > :03:05.as many as possible. The police are pleased with these verdicts. All the

:03:06. > :03:07.defendants guilty of all ch`rges and they will be sentenced here at the

:03:08. > :03:18.Old Bailey next month. London should be split into five

:03:19. > :03:22.megaboroughs to speed up pl`nning decisions and enable development.

:03:23. > :03:27.That is according to a new report put together by a City law firm

:03:28. > :03:34.Critics claim giant boroughs are costly to run and are insensitive to

:03:35. > :03:39.local opinion. The constituencies ` millions of

:03:40. > :03:43.ballot papers are being counted .. As the political state of the nation

:03:44. > :03:47.comes up for decision. This was the last time that the set`up of

:03:48. > :03:51.London's boroughs changed, back when Harold Wilson was winning the 1 64

:03:52. > :03:55.election. The map of London Government was being drawn hnto

:04:37. > :04:41.their own mayor and Town Hall as well as a city`wide authority and

:04:42. > :04:47.mayor. New York has five boroughs, but a mayor with more powers than

:04:48. > :04:51.the one in London. This was a pep project of Ken Livingstone hn the

:04:52. > :04:55.old days. It was rejected bdcause it will make the huge boroughs too

:04:56. > :04:59.remote from the people they serve on a day`to`day issue. London has seen

:05:00. > :05:04.councils joining up some services already. These three West London

:05:05. > :05:07.boroughs, saving through sh`ring things like their libraries. Even

:05:08. > :05:12.that agreement is under revhew, after Labour won one of the councils

:05:13. > :05:16.at the recent elections. Thdre is scepticism in Hammersmith over the

:05:17. > :05:21.report from the City law firm. I would like to see mechanisms

:05:22. > :05:26.focussing on making councils more efficient, focussing on affordable

:05:27. > :05:30.housing. This seems to be a wrong mechanism, at the wrong timd, be I

:05:31. > :05:36.the wrong people. Any changd would need a change in the law and it is a

:05:37. > :05:48.change that's not on the cards just yet. Crystal Palace have bedn fined

:05:49. > :05:55.by the Premier League for allegedly providing a team's line`up before

:05:56. > :06:05.the game. This was known as "spy gate. Cardiff
