:00:00. > :00:00.That is it for me for the moment, I shall be back with the main news at

:00:00. > :00:21.10pm. Now it is time for the news where you are.

:00:22. > :00:28.A 23-year-old rapper from Maida Vale, is believed to be one of a

:00:29. > :00:30.number of suspects being investigated by security forces for

:00:31. > :00:39.the murder of the American journalist James Foley, in Syria.

:00:40. > :00:53.It is believed that this is a keen rapper who grew up in central

:00:54. > :00:59.London. He is called Abdel-Majed Abdel Bary. He is thought to be a

:01:00. > :01:02.key suspect in the investigation of the murder of James Foley. All of a

:01:03. > :01:08.sudden last year he decided he would give up his rather plush home in

:01:09. > :01:12.London, and he was radicalised, probably by the same sort of people

:01:13. > :01:16.that radicalised the two people who killed Lee Rigby. Militants have

:01:17. > :01:22.posted a video online showing James Foley being beheaded by an Islamic

:01:23. > :01:27.State fighter. It is too graphic to show but the apparent killer appears

:01:28. > :01:30.to speak with a London accent. As a government, you have been at the

:01:31. > :01:34.forefront of the aggression towards Islamic State... That accent is now

:01:35. > :01:38.going to be scrutinised by specialists. My opinion, from

:01:39. > :01:43.listening to that short sample, was that this was a native English

:01:44. > :01:49.speaker, younger generation, probably from London, south London.

:01:50. > :01:51.But also there were influences in his speech from other languages one

:01:52. > :01:55.his speech from other languages, one of which, in my opinion, might be

:01:56. > :02:00.fastening. Just one year ago, Abdel-Majed Abdel Bary he was living

:02:01. > :02:09.here in Maida Vale, with his family. -- might be Farsi. This is not the

:02:10. > :02:13.first time that he has made headlines, this could be him

:02:14. > :02:17.clutching a severed head, although it cannot be verified. And his

:02:18. > :02:21.father is an Egyptian refugee facing terror charges in America. Look at

:02:22. > :02:27.some of his Twitter pictures, he posted a number of pictures with his

:02:28. > :02:30.father, saying "I shall see you in Paradise", he is obviously a figure

:02:31. > :02:34.of some importance. Given that around 400 British citizens are now

:02:35. > :02:37.believed to have fought in Syria, identifying the killer of James

:02:38. > :02:41.Foley will no doubt be a difficult task. The Home Office would not

:02:42. > :02:44.comment on this particular case but it has said that its priority is to

:02:45. > :02:50.dissuade people from travelling to areas of conflict like Syria and

:02:51. > :02:56.Iraq. It insisted has wide-ranging powers, including prosecuting those

:02:57. > :02:57.who break the law. -- it insisted it has.

:02:58. > :03:03.Tens of thousands of partygoers and 6000 police officers have headed to

:03:04. > :03:08.west London for the first day of the Notting Hill Carnival. Today was

:03:09. > :03:15.children's Day, it's all family friendly floats making their way

:03:16. > :03:17.towards Ladbroke Grove. That August bank holiday in the capital can only

:03:18. > :03:23.mean one thing, the Notting Hill Carnival. -- it saw family friendly

:03:24. > :03:28.floats. The smell of jerk chicken and curried goat filling the air a

:03:29. > :03:31.month wonderful costumes. Today is traditionally known as children s

:03:32. > :03:34.day in the carnival, by the end of today, more than half a million

:03:35. > :03:39.people will have taken to the streets of Notting Hill gate. We

:03:40. > :03:44.love it, we come every year, we dance and we have fun! Dance and

:03:45. > :03:48.have fun and enjoy yourself! This is our first year, we thought she was

:03:49. > :03:53.old enough to come down to the Carnival, so we brought her down.

:03:54. > :03:56.Organisers say that this years event marks the first milestone in the

:03:57. > :04:01.build-up to its 50th anniversary in 2016. Planning with the

:04:02. > :04:05.stakeholders, all year round, to make sure these two days go as

:04:06. > :04:09.smoothly as possible. We look forward to them being the greatest

:04:10. > :04:12.of the year. There has been a visible police presence, more than

:04:13. > :04:17.6000 officers patrolling over two days. A small number of arrests have

:04:18. > :04:22.been made, mainly for public order offences. If you are planning on

:04:23. > :04:27.committing crime at Carnival, do not come to Carnival, we will intercept

:04:28. > :04:31.you en route and if you manage to get here, we will deal with you

:04:32. > :04:34.swiftly and robust Lee. As children's day winds down, the focus

:04:35. > :04:39.now turns to the main events tomorrow. And the advice is, if you

:04:40. > :04:43.are planning to head down to Carnival, buying your route, as many

:04:44. > :04:48.roads surrounding the festivities will be closed. -- plan

:04:49. > :04:55.Is this one of the best marriage proposals ever captured on camera?

:04:56. > :05:00.600 feet above the ground, courtesy of the Metropolitan Police

:05:01. > :05:03.helicopter, this candlelit request was captured in Gladstone Park,

:05:04. > :05:08.dollar still, as the helicopter looked for a stolen car! Do you know

:05:09. > :05:12.who the couple are, and was it a yes? We would love to hear from

:05:13. > :05:15.you, the details of how to get in touch on your screen now. -- Dulwich

:05:16. > :05:24.Hill. I hope that you have managed to

:05:25. > :05:26.enjoy some sunshine, tomorrow, precious little of that, The Met

:05:27. > :05:30.office are warning of some heavy rain, which could cause large

:05:31. > :05:34.puddles and difficult driving conditions. As it comes in tomorrow

:05:35. > :05:37.morning it will be light and patchy, it is through the afternoon that it

:05:38. > :05:41.will be a heavy burst of it, coming through. Right into the evening.

:05:42. > :05:46.Blustery day and temperatures will only be 18 degrees in London.

:05:47. > :05:47.Feeling cool as well. Damp weather through Tuesday morning, drier and

:05:48. > :05:58.brighter in the afternoon. We are back to the 10pm news, you

:05:59. > :06:06.can get the latest news and travel and weather forecast on the website.

:06:07. > :06:11.After that cold start this morning, it has been quite a nice day for

:06:12. > :06:14.most of us. We have seen cloud amounts increasing but it is this

:06:15. > :06:19.cloud that is coming in from the Atlantic which is going to bring

:06:20. > :06:22.change in weather. Not too much rain from it, further patchy rain across

:06:23. > :06:27.Northern Ireland overnight, some rain at times across Wales and the

:06:28. > :06:30.south-west, shovelling further east. Far north of England and

:06:31. > :06:35.particularly Scotland, saying drive. Clearer skies, still quite cold,

:06:36. > :06:39.elsewhere, not as cold as it was last night. Cloudy day tomorrow

:06:40. > :06:42.across England and Wales, some rain at times, heavy rain, brighter

:06:43. > :06:44.colours coming into the south-west, through the morning, pushing into

:06:45. > :06:47.the Midlands, towards the south east the Midlands, towards the south-east

:06:48. > :06:51.and parts of Northern Ireland as well. Further north, Scotland may

:06:52. > :06:56.well stay dry, the North West of Scotland is the place to be, quite a

:06:57. > :07:00.bit of sunshine. Cool breeze off the North Sea, picking up for eastern

:07:01. > :07:04.Scotland, may be gusty winds. It is the south of Northern Ireland which

:07:05. > :07:05.is going to see most of the rain. For
