:01:13. > :01:16.For years it's been the Mayor's big transport idea ` to build a brand

:01:17. > :01:19.new airport in the Thames Estuary to serve the growing demand

:01:20. > :01:37.never get further than a computer generated image.

:01:38. > :01:39.The Mayor's aviation advisor has told the BBC within

:01:40. > :01:42.the last hour that he believes the estuary airport won'y bd

:01:43. > :01:44.on the shortlist of proposals being announced by the government's

:01:45. > :01:48.It comes as a leading busindss group warned that the UK economy will

:01:49. > :01:51.suffer unless there is a single hub airport for the capital.

:01:52. > :01:52.Here's our Transport Correspondent Tom Edwards.

:01:53. > :02:04.It seems the Mayor's dream of an airport in the Thames Estuary has

:02:05. > :02:13.been killed off. City Hall call it a failed choice. he became maxor, he

:02:14. > :02:17.has backed an airport in thd Thames Estuary. The Mayor believes that an

:02:18. > :02:20.estuary airport will solve this The South East has one of the

:02:21. > :02:24.busiest air spaces in the world Business groups say it is t`king too

:02:25. > :02:30.long. This is a tricky issue

:02:31. > :02:33.but we are saying to politicians it is also really important and just

:02:34. > :02:36.because it is difficult, we cannot duck it, so we want to see ` clear

:02:37. > :02:39.recommendation from Howard Davies, who leads the Airports Commhssion,

:02:40. > :02:42.and we want to see politici`ns We want spades in the ground

:02:43. > :02:47.by 2020. Without a Thames Estuary airport

:02:48. > :02:56.left, the airport is on the short list are:

:02:57. > :02:59.So far on the commission's short list are a new runway

:03:00. > :03:02.at Heathrow to the north west that could extend over the M25 or another

:03:03. > :03:05.option would be to extend the existing runway to allow take`offs

:03:06. > :03:09.A third option would be for another runway at Gatwick.

:03:10. > :03:12.There was a suggestion that London's third airport should be sitdd not

:03:13. > :03:14.in England at all but somewhere in Europe.

:03:15. > :03:17.The debate on whether and if London's airports should be expanded

:03:18. > :03:21.As was the case in 1971 in Bucks, expansion would be opposed

:03:22. > :03:25.Heathrow today took out advdrts in local newspapers saying only it

:03:26. > :03:26.could deliver world`class connections and capacity.

:03:27. > :03:31.Gatwick though says it is the soluthon.

:03:32. > :03:38.The Thames Estuary was alwaxs too expensive. We have said for months

:03:39. > :03:42.or four years that the Thamds Estuary option is too expensive and

:03:43. > :03:49.has a number of issues with it. We think the only deliverable option is

:03:50. > :03:52.expanding Gatwick. An offichal announcement on the Thames Dstuary

:03:53. > :03:59.airport is expected tomorrow. The Mayor says he will continue to fight

:04:00. > :04:04.for that option. The final recommendation comes next stmmer.

:04:05. > :04:10.Our political correspondent joins us. It seems that City Hall has

:04:11. > :04:19.broken the bad news rather than waiting until tomorrow. It hs like a

:04:20. > :04:25.boxer who has thrown in the towel but they have done so with some

:04:26. > :04:30.strong words. They have said that they suspect the commission have not

:04:31. > :04:39.short listed the Thames Esttary option and call it short sited. We

:04:40. > :04:44.only had one opportunity to break out of this and it seems like the

:04:45. > :04:47.airport commission has taken us back to the same old failed choice.

:04:48. > :04:51.Speaking to other sources at City Hall, some have gone further and

:04:52. > :04:56.calls the decision criminally feeble. They have called thd thought

:04:57. > :05:02.process meandering. I understand there was no silver bullet that sunk

:05:03. > :05:06.the idea. There was a phone call between Howard Davies and the

:05:07. > :05:11.Mayor's team. We understand that there were concerns raised. Things

:05:12. > :05:19.like the cost and environmental impact, things that they cotld not

:05:20. > :05:24.really overcome in the short term. Reminders what options for dxpansion

:05:25. > :05:28.are left on the table. We h`ve two options at Heathrow for exp`nsion.

:05:29. > :05:35.We know the coalition droppdd the idea of the runway when thex came

:05:36. > :05:39.into power. That is controvdrsial. There is the option of expansion at

:05:40. > :05:45.Gatwick, an extra runway. That will prove unpopular with many local

:05:46. > :05:51.people in the area. We're not going know until, conveniently, after the

:05:52. > :05:52.next election. That is when the commission comes up with thd final

:10:27. > :10:32.him suspicious. I think that the machine could retain my information.

:10:33. > :10:35.At the card in, it does its duty and you would hope it would deldte the

:10:36. > :10:41.information. It is scary th`t it does not. I want to see how far I

:10:42. > :10:46.can push the gang soap I botght a supply of prepaid debit cards,

:10:47. > :10:50.pretending they belong to the customers. After I process the

:10:51. > :10:57.payment, I am shown what to do with it. Can you plug that into xour

:11:02. > :11:07.they need to clone my cards and withdraw my cash with the PHN

:11:08. > :11:12.numbers it had collected. As the cards are in my name, I can check

:11:13. > :11:16.what has been happening. Thdse cards have never left my wallet btt

:11:17. > :11:20.according to the transaction history, they have been emptied of

:11:21. > :11:27.operates across Europe and hn operates across Europe and hn

:11:28. > :11:31.Canada. In Toronto, this is home to one gang member. I decided to pay

:12:11. > :12:14.collusion of two criminals. It said that it takes the security of

:12:15. > :12:19.consumer data very seriouslx and works with authorities to uncover

:12:20. > :12:23.fraud and its machines are not to blame. A decade after we were

:12:24. > :12:25.promised chip and pin technology would cut fraud, it is being used by

:12:26. > :12:33.at least one gang to commit it. And you can see Jonathan's full

:14:21. > :14:28.family and staying in touch with police. The headteacher says she is

:14:29. > :14:32.an exceptional student. She is a fantastic student, academic`lly able

:14:33. > :14:41.but an all`rounder as well, and exceptional singer and musician She

:14:42. > :14:45.is exceptionally gifted. It is very urgent that we need to find her

:14:46. > :14:50.Police have carried out a m`jor search of the area but are lost

:14:51. > :14:55.concerned because the teenager left home without money or her Oxster

:14:56. > :15:03.card. She has had health problems recently. Five or 6000 young people

:15:04. > :15:08.are reported missing to ple`se every year which is a shocking st`tistic.

:15:09. > :15:14.Angry, most people who go mhssing are found safe within a short period

:15:15. > :15:19.of time, usually a couple of days. The family say her disappearance is

:15:20. > :15:24.out of character. I miss thd sound of her voice. She is a big part of

:15:25. > :15:32.our family and there is a m`ssive hole now. We really need her back as

:15:33. > :15:43.soon as possible. They hope news from the public will help to locate.

:17:32. > :17:41.zoo, in the 19th century. Btt for some this piece of art is anything

:17:42. > :17:45.but. It is rude in 2014 that an institute like the Barbican thinks

:17:46. > :17:49.that putting black people in cages is challenging art. And it hs

:17:50. > :18:00.important work for London. H keep saying, who is it important for But

:18:01. > :18:07.the Barbican insists that these exhibitions constitute important

:18:08. > :18:12.work for us all. The biggest challenges racism. It

:18:13. > :18:18.does not endorse racism in `ny way. It aims to educate people. Ht aims

:18:19. > :18:24.to expose these terrible histories. I think it is important that arts

:18:25. > :18:29.organisations like the Barbhcan engage in this kind of debate. It

:18:30. > :18:33.will make people feel uncomfortable not just about racism at whdre we

:18:34. > :18:42.exist in the wider framework historically. Whether it is racist

:18:43. > :18:45.is a different question. Thd row over the show coming to London

:18:46. > :18:50.raises some perennial questhons such as what is art and who is qtalified

:18:51. > :18:56.to tell the stories of individual communities. The Barbican s`ys it

:18:57. > :18:58.stands `` stands by its dechsion to host the exhibition at the dnd of

:18:59. > :19:05.September. viewers may find upsetting.

:19:51. > :19:55.academies. A new study suggdsts 80% of parents questioned thought that

:19:56. > :19:58.they should. But the findings paint a picture of confusion when it comes

:19:59. > :20:07.to who has what powers over at the school. For boys schools is one of

:20:08. > :20:10.30 new opening its doors in London this week. But the survey stggests a

:20:11. > :20:16.whole parents are still sceptical and confused. 81% think councils

:20:17. > :20:20.should have more influence over where and when schools are built.

:20:21. > :20:24.60% felt they should have more powers to intervene although half of

:20:25. > :20:29.those with children at a prdschool mistakenly already believe they can.

:20:30. > :20:33.And 41% would still go to the council with concerns inste`d of

:20:34. > :20:38.said was central government. The survey paints a picture of

:20:39. > :20:45.confusion. `` instead of offset or central government. It is not

:20:46. > :20:48.surprising that parents do not understand by the buck stops but

:20:49. > :20:52.what is clear is whether yot think it should stop is at the door of the

:20:53. > :20:59.local council. We as parents from across the capital this chiles with

:21:00. > :21:03.them. There is no clarity and you do not know where to go in terls of

:21:04. > :21:09.transparency or accountabilhty. The answer is not to hand power back to

:21:10. > :21:18.councils either. Parents ard content to have good and accountabld schools

:21:19. > :21:20.whichever kind of school th`t is. That is what we're hearing from

:21:21. > :21:22.across London. They are concerned at the lack of transparency and

:21:23. > :21:26.openness and accountability within their schools. If the London

:21:27. > :21:31.councils are really interested in parents and children, they would be

:21:32. > :21:33.proposing how they would ch`nge the system to make it better rather than

:21:34. > :21:38.just saying, trust us and ghve us back power. People who deal with

:21:39. > :21:44.councils have little trust hn their systems. Does not mean they trust

:21:45. > :21:46.academies or free schools more. Preschool campaigners say p`rents

:21:47. > :21:51.are often more engaged with these kind of schools. It is right that

:21:52. > :21:57.parents need information but that involves everyone, schools `nd local

:21:58. > :22:03.authorities all working togdther and not squabbling about who controls

:22:04. > :22:06.what. Ministers insist that the new schools are raising standards and

:22:07. > :22:08.giving parents choice even hf there appears to be work to be done to

:22:09. > :22:12.convince some. do keep them coming.
