:00:54. > :00:59.estuary, tonight it is dead. City Hall suspect the plan will not be
:01:00. > :01:04.short listed by the Governmdnt's aviation commission. Anti`expansion
:01:05. > :01:08.campaigners say it is not a big surprise. There were two big
:01:09. > :01:14.problems, one is that there didn't seem to be money behind it.
:01:15. > :01:18.Secondly, it was almost certainly would have required the closing down
:01:19. > :01:24.of Heathrow and I'm not surd any government would risk putting 7 ,000
:01:25. > :01:29.people out of work. Tonight City Hall called the decision sadly
:01:30. > :01:35.short`sighted and said the commission has taken us back to the
:01:36. > :01:38.same old failed choice. The Mayor believes it would have moved
:01:39. > :01:44.pollution away from the caphtal but the south`east has one of the
:01:45. > :01:51.biggest air spaces in the world `` busiest. This is a tricky issue but
:01:52. > :01:56.it is also really important and just because something is diffictlt, you
:01:57. > :02:00.cannot avoid it, so we need clear recommendation from Howard Davies
:02:01. > :02:06.and we want politicians getting on with it, and ultimately we want
:02:07. > :02:13.spades in the ground by 2020. Without this, left on the short list
:02:14. > :02:17.are new runway for Heathrow, are another option would be to dxtend
:02:18. > :02:22.the existing runway to allow take`offs and landings at the same
:02:23. > :02:31.time, and another option now is for another runway at Gatwick. The
:02:32. > :02:36.debate over if and how London's airports should be expanded has been
:02:37. > :02:41.going on for decades, as was the case in 1971 in Buckinghamshire
:02:42. > :02:45.expansion would be fiercely opposed by local groups. Both Heathrow and
:02:46. > :02:50.Gatwick airports believe thdy are the best option for expansion but
:02:51. > :02:55.the huge price tag for the dstuary was always a big hurdle. We have
:02:56. > :02:59.said the months if not years now that this option is prohibitively
:03:00. > :03:05.expensive and has a whole r`ft of issues with it. We think thd only
:03:06. > :03:10.deliverable option is expanding Gatwick. An announcement is expected
:03:11. > :03:14.tomorrow. The Mayor has said previously he will continue to fight
:03:15. > :03:23.for that option. A final recommendation from the comlission
:03:24. > :03:27.will be made next summer. Tom is here with reaction from Citx Hall.
:03:28. > :03:32.The gloves have come off in City Hall, they are not happy at all
:03:33. > :03:35.there are even questions about the role of the commission itself but I
:03:36. > :03:40.don't think they were that surprised. The cost was the biggest
:03:41. > :03:45.hurdle, and it also felt Boris Johnson was always on his own when
:03:46. > :03:51.it came to making the case politically for the estuary airport.
:03:52. > :03:55.The Tories on the London Assembly are absolutely fuming, they think
:03:56. > :03:59.the Davies commission should be scrapped. It is the first thme I
:04:00. > :04:06.have heard that. In a statelent they said with a budget of 20
:04:07. > :04:09.million it is heading down ` blind alley whilst wasting cash and the
:04:10. > :04:14.Government should pull the plug On the other hand, opposition
:04:15. > :04:21.politicians will say the Maxor has wasted ?5 million of money promoting
:04:22. > :04:43.what they call a folly. We will get a lot more of this tomorrow.

:04:47. > :04:49.new CCTV footage of the so`called Plebgate incident in Downing Street
:04:50. > :04:51.which led to the resignation of Andrew Mitchell as chief whip.
:04:52. > :04:54.The officer in charge of the investigation said it was
:04:55. > :04:56.the first time the material could be published, because of crhminal
:04:57. > :04:57.and disciplinary proceedings. Chris Rogers has more

:05:02. > :05:04.cost four police officers their jobs following disciplinary action over
:05:05. > :05:08.their obligations and leaks to the press. One of those officers were
:05:09. > :05:13.sent to prison for lying about being here that night and what he
:05:14. > :05:19.witnessed. The controversy has led to the step of The Met Police
:05:20. > :05:23.producing a lengthy report, and with it some unseen CCTV footage showing
:05:24. > :05:29.Andrew Mitchell with his bike making his way to the main gate. Dtring an
:05:30. > :05:35.exchange with police officers, we can only assume he has been told he
:05:36. > :05:39.has got to use the side exit. As he makes his way to that gate, Mr
:05:40. > :05:52.Mitchell admitted he swore `t the officers but denies calling them
:05:53. > :05:58.plebs. The CCTV did not havd sound, but it was accepted the footage
:05:59. > :06:02.backs up claims, and some mdmbers of the public crossing at the time were
:06:03. > :06:08.visibly shocked by what thex heard. Friends of Mr Mitchell says the
:06:09. > :06:12.report backs up their belief, that the police officers went out of
:06:13. > :06:16.their way to mislead the investigation to reinforce their
:06:17. > :06:20.views of what happened that night. This report will help win b`ck
:06:21. > :06:25.public trust but there is only one concrete conclusion to this, and
:06:26. > :06:33.that is that there were no winners in what became known as the Plebgate
