:00:54. > :01:00.are living is unsustainable. And it was a special birthday for mum.

:01:07. > :01:11.this felt like a grown-up thing to do, to do something important. They

:01:12. > :01:18.joined thousands of people for the march. Joining the rally, the singer

:01:19. > :01:25.Lita Grey Beale -- Peter Gabriel who says he is switching to a greener

:01:26. > :01:29.lifestyle. I am looking at my house and studio and changing energy

:01:30. > :01:37.sources. I am looking at the way I conduct myself and how much energy I

:01:38. > :01:42.can seem, with the festival and tours. But how do the organisers

:01:43. > :01:47.deal with measurements that show that something happened recently

:01:48. > :01:52.with the long-term trend. More than 15 years ago, for some reason,

:01:53. > :01:57.temperatures stopped rising. The majority of the world's scientists

:01:58. > :02:05.say that as a temporary pause. We need to act and starting now. For

:02:06. > :02:10.one family it was a day out to remember and happy birthday for mum.

:02:11. > :02:12.In the wake of the Scottish "No" vote,

:02:13. > :02:15.devolving more power to Scotland, Wales and Northern Ireland has been

:02:16. > :02:19.But what about the other UK assembly - the one here in London?

:02:20. > :02:22.Should City Hall enjoy extra powers in the near future?

:02:23. > :02:34.London has half the population of Scotland and economy twice the size

:02:35. > :02:38.so when London was offered more powers, it was inevitable it would

:02:39. > :02:42.want some too. On Friday morning, that was hinted that it may be on

:02:43. > :02:46.the cards. It is also important that we have wider civic engagement about

:02:47. > :02:53.how to improve governments throughout the United Kingdom. And

:02:54. > :02:58.rightly so say some conservatives who think the time is right for

:02:59. > :03:02.change. London will need to stand up as well including England and that

:03:03. > :03:08.means having sufficient powers to assure London has a fair deal.

:03:09. > :03:13.London already has a voice, its own regional Assembly at City Hall. It

:03:14. > :03:17.has powers over things like transport and polluting. What more

:03:18. > :03:21.does want? Particularly the ability to hold onto tax as it raises and

:03:22. > :03:27.says this could be used to build more homes and infrastructure

:03:28. > :03:33.projects. At the moment 93% of money London raises in taxes is handed

:03:34. > :03:37.over to the government. Compare that to New York which is allowed to keep

:03:38. > :03:43.half its revenues. Could London s layers of government mean it is not

:03:44. > :03:46.ready for devolution? The problem with the London model is the

:03:47. > :03:54.borrowers and the Assembly, there are different layers of bureaucracy.

:03:55. > :03:58.This may not be London's biggest obstacle. The Prime Minister's focus

:03:59. > :04:03.now maybe getting a deal for London as a whole. I do not think it would

:04:04. > :04:07.be right to give the powers to London that are going to Scotland as

:04:08. > :04:11.a whole. I think they should reside in England as a whole. People are

:04:12. > :04:16.telling me they want justice for England. We are fed up with our

:04:17. > :04:22.country not being on the map and not having a voice. So London may have

:04:23. > :04:25.to wait its turn in this devolution giveaway.
