:01:03. > :01:08.Good evening, and welcome to the programme.
:01:09. > :01:11.A jury has severely criticised the Metropolitan Police for failing a
:01:12. > :01:15.teenager who was stabbed more than 60 times by her jealous
:01:16. > :01:20.ex`boyfriend. Arsema Dawit was killed by Thomas Nugusse just days
:01:21. > :01:24.after her 15th birthday. Her family had reported him to the polhce
:01:25. > :01:30.around five weeks before shd died, saying he had threatened to assault
:01:31. > :01:35.and kill her. The jury at hdr inqust today said the police investigation
:01:36. > :01:39.into that complaint was inadequate. This was to be Arsema Dawit's last
:01:40. > :01:45.journey, on the bus home from school. The inquest was shown this
:01:46. > :01:51.CCTV of her being followed by her former boyfriend, Thomas Nugusse,
:01:52. > :01:56.minutes before his frenzied attack. Arsema Dawit was murdered hdre a few
:01:57. > :01:59.yards from her front door in this residential block in Waterloo. Her
:02:00. > :02:06.neighbours found her body in the lift. She was covered in blood.
:02:07. > :02:11.Alongside her a knife, she had been repeatedly stabbed in the ndxt.
:02:12. > :02:17.These later pictures show Thomas Nugusse leaving with what appeared
:02:18. > :02:32.to be a bloodied cloth. He later phoned the police to confess.
:02:33. > :02:38.Despite those chilling words, he will never stand trial. He hs now
:02:39. > :02:41.severely brain damaged after he tried to kill himself in prhson
:02:42. > :02:45.Today, though, the family h`d justice, of a sort. Speaking through
:02:46. > :02:50.a lawyer, this was their re`ction to an inquest's verdict that their
:02:51. > :02:55.daughter had been killed unlawfully. Arsema Dawit was a loving d`ughter
:02:56. > :02:59.and sister, she was assaultdd, harassed and terrorised by Thomas
:03:00. > :03:03.Nugusse. The inquest also found in favour of the family's long`standing
:03:04. > :03:07.criticism that the police f`iled them. In the weeks before hdr
:03:08. > :03:11.murder, Arsema Dawit's mothdr went here, to her local station to report
:03:12. > :03:14.how Thomas Nugusse had struck her daughter, leaving her with ` black
:03:15. > :03:17.eye and threatened to kill her. The jury at the inquest said thd police
:03:18. > :03:20.investigation was insufficidnt and not carried out in a timely manner.
:03:21. > :03:24.There were insufficient measures to communicate with the family as an
:03:25. > :03:27.interpreter was needed and crucially, the family's warning
:03:28. > :03:31.wasn't given the attention ` threat to kill requires. While the pain of
:03:32. > :03:36.the loss of my daughter will never go away, I can take some colfort
:03:37. > :03:41.from the fact that the publhc now know the truth, that Arsema's death
:03:42. > :03:45.was avoidable and her life could have been saved if the police had
:03:46. > :03:48.acted. Tonight the Met rele`sed a statement saying they have carried
:03:49. > :03:51.out two internal reviews and they have now implemented all thd
:03:52. > :03:56.recommendations of a separate critical police watchdog review into
:03:57. > :04:01.their failings. Lots more to come this evenhng,
:04:02. > :04:07.including: Dreaming of FA Cup glory, the
:04:08. > :04:13.Romanian Londoners hoping to progress in England's oldest Cup
:04:14. > :04:17.competition. The soaring cost of housing could
:04:18. > :04:20.drive Londoners away from the capital, and damage the economy
:04:21. > :04:24.here. That's the conclusion of an opinion poll for business ldaders,
:04:25. > :04:28.which found that more than 40% of people, living in the capit`l, would
:04:29. > :04:31.consider moving out because of high rents and house prices. It comes on
:04:32. > :04:36.the day the Government reve`led plans to help some tennants with
:04:37. > :04:40.rent so they could save to buy their own homes.
:04:41. > :04:43.12 months ago the Turners wdre about to leave London. They ran a small
:04:44. > :04:47.bakery but property was too expensive to let them expand and the
:04:48. > :04:51.cost of living was too high for anyone wanted to work for them.
:04:52. > :04:56.Today they live in Northamptonshire, where it's baking day and they've
:04:57. > :05:02.just hired a new member of staff. I lived in London for far too lock. I
:05:03. > :05:06.became too London centric. We started thinking that there is only
:05:07. > :05:11.life in London. Once you cole to the countryside then you find you out
:05:12. > :05:14.that actually it is not just sheep and towns, and roaming in the
:05:15. > :05:17.fields. The Turners have already fled but for those who remahn,
:05:18. > :05:21.staying in London feels mord like surviving and less about living We
:05:22. > :05:26.are nearing the end of the lonth, so how tight do things really get?
:05:27. > :05:30.Thankfully because I have s`vings I'm relying on them a bit. But the
:05:31. > :05:36.realisation is I'll need to get a better job soon to be able to have a
:05:37. > :05:40.comfortable lifestyle in London I find it difficult to meet all the
:05:41. > :05:45.payments month by month. Wotld you be tempted to leave? No, I have to
:05:46. > :05:50.work. It is possible to survive in London. How? #1y50 I think ht is
:05:51. > :05:56.about finding a job and then managing what you spend according to
:05:57. > :06:00.what you learn. A survey cl`ims that 56% of London's workers strtggle to
:06:01. > :06:03.pay their rent or mortgage `nd live in the capital. 46% say thex're
:06:04. > :06:09.thinking about leaving becatse of this, and this number rises to 9%,
:06:10. > :06:14.if prices are going to rise as they are at the moment. And how luch do
:06:15. > :06:19.people feel they need to earn to be comfortable in the capital? ?70 000.
:06:20. > :06:24.Of course, if more and more people do decide they want to leavd, then
:06:25. > :06:28.London faces a fresh problel. Namely, it runs the risk of losing
:06:29. > :06:33.the very elements that make it so great. If people in the prile of
:06:34. > :06:37.their working lives, in thehr late 20s, early 30s and who is, can't
:06:38. > :06:42.afford to live here with thdir family, we run a real risk that
:06:43. > :06:47.global businesses won't be competitive and will be who will
:06:48. > :06:52.yoed out and London will no longer be an economic power horse. It is
:06:53. > :06:55.not those on an average wagd. One of the country's biggest accouncy firms
:06:56. > :06:58.is helping its employees to get a mortgage to make sure they stay
:06:59. > :07:03.here. The gap between what xou earn when you start and whether xou can
:07:04. > :07:07.save and get a deposit and service a mortgage is very big now. So, kids
:07:08. > :07:10.starting now are spending a long time saving. Anything we can do to
:07:11. > :07:14.accelerate that is really appreciated. So, could a new
:07:15. > :07:18.Government plan to give somd Londoners the chance to pay less
:07:19. > :07:22.rent so they can save for a deposit offer a part`way solution? London
:07:23. > :07:27.has a huge demand. It has a particularly unique housing market.
:07:28. > :07:31.We want to do what we can to make sure people in London, as wdll as
:07:32. > :07:34.the rest of the country r gdtting extra support to get a deposit to
:07:35. > :07:38.get into their first house. In Northamptonshire they are wdll a
:07:39. > :07:43.world away from London's hotsing woes. There are no needs for fresh
:07:44. > :07:47.initiatives here, just a stdady hand. More on this from our
:07:48. > :07:50.Political Editor, Tim Donov`n. Will this plan make any difference when
:07:51. > :07:54.it comes to affordable homes? Well, it is another attempt, isn't it to
:07:55. > :07:57.send a signal to those people who are worried they will never, ever
:07:58. > :08:03.get on the housing ladder, that help is on its way. The National Housing
:08:04. > :08:08.Federation, which represents housing negotiations says that anything any
:08:09. > :08:12.money, any loan that is going to help our members access funding and
:08:13. > :08:16.get developers developing whll be good but they are dubious about
:08:17. > :08:20.whether this is going to help people, because how much money are
:08:21. > :08:25.people going to have to put aside for their deposits, if you like
:08:26. > :08:30.seven years after paying thdse discounted rents. So, there is some
:08:31. > :08:34.uncertainty about that, but the intention, of course, is to send a
:08:35. > :08:40.signal if you find a property r you can stay there for seven ye`rs, you
:08:41. > :08:46.get 20% off the market rent in the area and it is a hybrid. At the end
:08:47. > :08:49.of it, you are then able to buy that property. But it shows how serious
:08:50. > :08:52.the housing problem in the capital is, doesn't it? Yes and these next
:08:53. > :08:55.few months, it becomes a highly political issue. The Mayor of
:08:56. > :09:00.London, who will be in charge of this fund, incidentally this, 2 0
:09:01. > :09:05.million fund over three years, he has been struggling to repe`t the
:09:06. > :09:11.affordal housing performancd of his first term. 58,000 in his fhrst
:09:12. > :09:14.term. He is looking for 48,000 this tempt the Government wants to give
:09:15. > :09:19.him some help. We are waiting to see what Labour will do in terms of
:09:20. > :09:23.unlocking supply. Whether they are prepared to build on green belt and
:09:24. > :09:26.whether they will give councils more borrowing powers.
:09:27. > :09:31.Next, the death of a father who died in a house fire, caused by ` faulty
:09:32. > :09:34.fridge freezer has led to c`lls for greater safety over electrical
:09:35. > :09:39.appliances. Santosh Benjamin Muthiah saved his two daughters but was
:09:40. > :09:43.overcome by fumes in his opdns in wool stone in 2010. Today a coroner
:09:44. > :09:55.backed recommendations put forward by the London Fire Brigade.
:09:56. > :09:59.The man in charge of safety, at fridge freezer manufacturers Beko
:10:00. > :10:05.left court today We need to go and discuss what happened today and get
:10:06. > :10:11.a second view. What about second`hand appliances? That's what
:10:12. > :10:14.we are addressing. The coroner nund Santosh Benjamin Muthiah didd
:10:15. > :10:19.because of smoke inhalation after one of the freezer caught fhre. The
:10:20. > :10:23.family were unaware the fridge freezer had a history of problems
:10:24. > :10:27.going back to 2003. The couple managed to save three 6 thehr
:10:28. > :10:30.daughters a three`year`old `nd a three`month`old baby out of the
:10:31. > :10:34.window and into the arms of neighbours. The coroner said he
:10:35. > :10:42.couldn't commend highly enotgh the actions of members of this community
:10:43. > :10:47.who put their own lives in danger to help. A statement from Santosh
:10:48. > :10:53.Benjamin Muthiah's widow was read out When we brought our fridge, we
:10:54. > :10:56.trusted the manufacturer for a safe product. Manufacturers, producers
:10:57. > :11:02.and their retailers should be held more accountable for their `ctions
:11:03. > :11:08.or their lack of response to consumers safety concerns. The value
:11:09. > :11:12.of a human life is priceless. This footage, released by the London Fire
:11:13. > :11:18.Brigade shows the recent devastation caused by a similar fridge freezer
:11:19. > :11:22.fire at a London home, all Beko defrost models made between 200 and
:11:23. > :11:27.20006 have since been recalled. We are grateful to the coroner for the
:11:28. > :11:30.recommendations he has taken from us and Trading Standards. We hope they
:11:31. > :11:34.will make people safer in their homes in the future. In a statement
:11:35. > :11:39.from their Watford headquarters the manufacturer said, "At all times

:11:53. > :11:54.The Metropolitan's current terrorism searches continued today. 18
:11:55. > :11:58.properties across London were examined for evidence T comds after
:11:59. > :12:03.nine men, including radical preacher, Anjem Choudary, w`s

:12:12. > :12:16.for three years for keeping two men in servitude in one of the first

:12:31. > :12:33.More now on the continuing search for the missing teenager Alhce
:12:34. > :12:38.Gross. Police have today bedn searching a park in west London
:12:39. > :12:45.near the canal towpath wherd she was last seen four weeks ago. G`reth
:12:46. > :12:48.FFurby is in Elthorne Park for us tonight.
:12:49. > :12:53.Yes, we have learned a police search team identified a section of this
:12:54. > :12:57.park which appeared to have an area of disturbed earth. Now, thhs could
:12:58. > :13:02.have been a signifier that something had been hidden or buried there So
:13:03. > :13:07.it was taken very seriously initially and detectives ordered a
:13:08. > :13:14.full investigation. Day 29 and the search focussed on a
:13:15. > :13:18.small park, bordered by thick scrub. This is the biggest police operation
:13:19. > :13:23.in almost a decade, with se`rch teams covering 25 square miles.
:13:24. > :13:28.But police later ruled out this potential lead, saying an area of

:14:03. > :14:07.Alice Gross's father is still haunted by the last message they

:14:24. > :14:28."5. 45 and that was it." Th`t was the last time I had any contact with
:14:29. > :14:31.Alice. Every tree and street nearby seems to have a yellow ribbon, to
:14:32. > :14:38.keep people think being Alice, but so far no`one has been able to say
:14:39. > :14:42.where she might be. What Scotland Yard are saying is
:14:43. > :14:49.that a full assessment was carried out on this area of disturbdd earth
:14:50. > :14:52.but the conclusion is that ht is not of relevance to the Alice Gross
:14:53. > :14:53.investigation. So 29 days on, there is still no breakthrough in this
