:01:19. > :01:22.in London should be sold to British people and Londoners before being

:01:23. > :01:26.In his speech to the annual Conservative gathering,

:01:27. > :01:29.Mr Johnson spoke of creating up to 400,000 houses

:01:30. > :01:35.His opponents dismissed the pledge as unworkable.

:01:36. > :01:39.The Mayor also rounded on UKIP defectors on the day one of his

:01:40. > :01:42.former deputy mayors announced that he'd decided to join the party.

:01:58. > :02:00.booming under Boris. Today, he was able to stress after a recent

:02:01. > :02:06.constitutional scare that the capital was more than just the

:02:12. > :02:16.not just the capital of England but, thanks to the wisdom of a clear

:02:17. > :02:20.majority of Scots, it is thd capital of Britain and the capital of the

:02:21. > :02:26.united kingdom. The Prime Mhnister watched on. He pros used a brick

:02:27. > :02:31.collected from a Midlands f`ctory to back this claim. We've been able to

:02:32. > :02:37.build more affordable homes in the recession than Labour ever did in

:02:38. > :02:43.the boom. And we'll get up to 100,000 over this time. I sde space

:03:56. > :04:01.affect them. Former colleagtes on the assembly said he was disgruntled

:04:02. > :04:05.after failing to be selected as a Tory councillor. It was a f`ilure

:04:06. > :04:09.about not being selected at the last look at elections. That's hhs

:04:10. > :04:14.motivation? Absolutely. That's why he's done this. I don't think it is

:04:15. > :04:18.damaging in the slightest. With the spirit of this conference, we are

:04:19. > :04:21.out to wall lop all parties as far as I can see. The mayor himself made

:04:22. > :04:27.no reference to the individtal but he did deal with the type. @re there

:04:42. > :04:47.inFenton a return to Westminster. Today, we had the spectacle of him

:05:12. > :05:15.in the run up to the election. There wasn't a sense of new ideas or new

:05:16. > :05:20.politician to fill this timd 18 months or so. The housing

:05:21. > :05:24.announcement itself, it is not that fresh or new. You just were struck

:05:25. > :05:28.by the sense in which he'd glided back into the mainstream of the

:05:29. > :05:32.party here. Not just the st`r player that David Cameron wants but staying

:05:33. > :05:37.on side. It is quite an achhevement some people say for the dur`tion of

:05:38. > :05:42.a conference. How much of an impact did the latest edition to UKIP, that

:05:43. > :05:48.of his former deputy mayor Richard Barns have? Richard Barns fdels this

:05:49. > :05:52.is a party which has departdd from his values. Doesn't speak for the

:05:53. > :05:58.kind of people that he thinks it should speak for. These are

:05:59. > :06:03.genuinely held feelings undoubtedly. But he's not someone with a profile

:06:04. > :06:07.outside the London. There h`sn't been a huge impact individu`lly from

:06:08. > :06:12.his decision. It is just another one of those things that contributes to

:06:13. > :06:15.the atmosphere here, that threat hovering over conference. There are

:06:16. > :06:21.still rumours about further defections. It would have h`d more

:06:22. > :06:23.impact if he was in that current position, still elected. Our

:12:55. > :12:59.traffic's in a queue. For the sake of recognise dents area suffering.

:13:00. > :13:03.What is the council saying `bout it? The council is stressing thd

:13:04. > :13:08.long`term benefits of receiving this ?30 million grant from the Layor of

:13:09. > :13:13.London. They say ultimately it will create cleaner air. As for what s

:13:14. > :13:17.happening at the moment, thdy say they are monitoring all of the

:13:18. > :13:22.traffic flow. They will respond to any concerns people have. They are

:13:23. > :13:27.asking residents to bear with them for this two`week period. Qtite a

:13:28. > :13:31.few people are still struggling with the New Road layout we've ptt in

:13:32. > :13:36.around Walthamstow village. We've seen a significant reduction in rat

:13:37. > :13:40.running. Cutting out those vehicles which should not be coming through

:13:41. > :13:47.residential areas. This shotld be for those visiting and living in

:13:48. > :13:51.this area. The majority of people I've spoken

:13:52. > :13:58.to today have been against these measures. Cyclists in particular who

:13:59. > :14:02.are excited by them. Saying they have a positive effect. One man s

:14:03. > :14:07.collected 200 signatures ovdr the weekend saying it is a good thing.

:14:08. > :14:12.This is one of three burrows to receive ?30 million each. What

:14:13. > :14:16.happens here will be monitored closely by other parts of London. It

:17:12. > :17:16.years to see, helped by loc`l school children, 89`year`old Cliff Short

:17:17. > :17:21.opens a memorial garden in Dnfield. It hit the roof. It went straight

:17:22. > :17:29.down to the basement. Where the men were taking shelter. That is when

:17:30. > :17:35.they lost all their lives. Ht was one of seven bombs dropped on

:17:36. > :17:47.Enfield on the night of 30th September 194 o 0 at the Two Brewers

:17:48. > :17:51.pub, 20 died. Cliff was a mdssenger for the firefighters who carried out

:17:52. > :17:56.the rescue. For 40 years he has been campaigning for a memorial garden on

:17:57. > :18:01.the site. Today his dream fhnally came true, helped by ?40,000 from

:18:02. > :18:07.the Mayor and Enfield Counchl and, doing their bit, planting btlbs in

:18:08. > :18:13.the garden, pupils from St Latthew's Primary School. Every person who

:18:14. > :18:16.come round on the bus they can see the remembrance of those 20 people

:18:17. > :18:20.who died here. The organisers have been keen to involve as manx local

:18:21. > :18:26.people as possible in this project. These poems around the site have

:18:27. > :18:30.been written by members of the Enfield Branch of MIND, the mental

:18:31. > :18:35.Hale charity, this reads, "ht was late in the evening, closing time.

:18:36. > :18:40.The beg, "time gents!" Came the landlord's cry. Then it happened."

:18:41. > :18:47.For Cliff it's the end of a long and traumatic journey. It's a mdmory

:18:48. > :18:54.I've tried to lose, but I kdpt it until we got all this work done for

:18:55. > :18:59.this garden. I was very upsdt the way it was used as a rubbish dump

:23:36. > :23:38.stature to this. So, you know, I think it's a good, bold movd to go

:23:39. > :23:44.and do something this high`profile and just to see if it works really.
