:00:09. > :00:15.The Duchess of Cambridge is in labour at a London hospital with

:00:15. > :00:18.her husband by her side. The couple arrived at St Mary's

:00:18. > :00:28.this morning - a spokesman for Kensington Palace says things are

:00:28. > :00:33."progressing as normal". News of a Royal birth will be

:00:33. > :00:41.formally announced in the grounds of Buckingham Palace with it

:00:41. > :00:46.announced in public view. Her these are the scenes live as crowds begin

:00:46. > :00:50.to gather in expectation. Crowds outside the Palace begin to gather

:00:50. > :00:53.in expectation - as they and the world's media watches and waits for

:00:53. > :00:58.the birth of the third in line to the throne. I am at St Mary's

:00:58. > :01:01.Hospital where the media is waiting for news. So far there isn't any.

:01:01. > :01:04.We'll also be live in York and in Bucklebury where the prospective

:01:04. > :01:07.grandparents are also awaiting news. And coming up: Every household in

:01:07. > :01:16.the UK will have internet pornography blocked as David

:01:16. > :01:19.Cameron tries to protect children from online dangers.

:01:19. > :01:23.There are unprecedented requirements to teach children

:01:23. > :01:27.about online safety. It does not mean teaching children about

:01:27. > :01:33.pornography, it means age appropriate conversation about what

:01:33. > :01:37.to expect on the internet. The intense heat wave continues

:01:37. > :01:40.with today forecast to become the hottest of the year so far.

:01:40. > :01:46.And triumphant cyclist Chris Froome celebrates winning the 100th Tour

:01:46. > :01:51.de France. Nothing could have prepared me for that. I was

:01:51. > :01:54.overwhelmed with emotion. I could feel myself welling up.

:01:54. > :01:57.Later on BBC London: We'll be live at Kensington Palace

:01:57. > :01:59.as Londoners await the birth of the Royal baby.

:01:59. > :02:09.Who should run this school? The parents and the politicians fight

:02:09. > :02:24.

:02:24. > :02:27.it out for the future of this Good afternoon.

:02:27. > :02:29.The Duchess of Cambridge is in hospital having been admitted this

:02:29. > :02:33.morning in what Kensington Palace described as the early stages of

:02:33. > :02:36.labour. The Duchess arrived at St Mary's hospital by car with the

:02:37. > :02:39.Duke of Cambridge shortly before 6:00am this morning. A palace

:02:39. > :02:43.spokesman has said things are "progressing normally". The couple

:02:43. > :02:53.do not know the sex of their first child, who will be third in line to

:02:53. > :02:54.

:02:54. > :03:01.the throne. Simon McCoy is outside the hospital for us. Simon.

:03:01. > :03:07.As the temperature in London saws, expect -- speculation is reaching

:03:07. > :03:13.fever if pitch. Speculation can be heard in many languages, the

:03:13. > :03:17.world's media gathered outside. At 6 am, a car pulled up at the side

:03:17. > :03:22.entrance to the hospital and two photographers saw the Duchess of

:03:22. > :03:26.Cambridge. They thought it was her getting out and going into the

:03:26. > :03:31.hospital. A couple of hours later, confirmation from Kensington Palace

:03:31. > :03:36.that it was the Duchess of Cambridge. She is in the early

:03:36. > :03:41.stages of labour. That is all we know. The next thing we will hear

:03:41. > :03:45.will be a sign been put up outside Buckingham Palace to announce the

:03:45. > :03:52.Royal baby. Third in line to the throne. The build-up has made this

:03:52. > :03:55.a waiting more frustrating. She had gone into the early stages

:03:55. > :04:00.of labour at Kensington Palace early this morning. Overdue,

:04:00. > :04:06.perhaps by a week. So at this stage when doctors may have been

:04:06. > :04:12.considering inducing the birth. Shortly before 6:00am, she arrived

:04:12. > :04:22.with William to a side entrance at St Mary's Hospital. At 7:30am,

:04:22. > :04:33.

:04:33. > :04:37.Kensington Palace issued this Within minutes, the media, who have

:04:37. > :04:44.gathered from around the world where relaying the news. Inside the

:04:44. > :04:48.private wing, matters are in the hands of the medical team led by

:04:48. > :04:53.the Royal gynaecologists. They have kept in close touch with the

:04:53. > :04:57.pregnancy from its anxious the early-stage his last winter, when

:04:57. > :05:01.the duchess had to be hospitalised suffering from acute pregnancy

:05:01. > :05:06.sickness. Now she has been admitted to give birth, with the country's

:05:06. > :05:11.good wishes, which were led by the Prime Minister. It is a very

:05:11. > :05:15.exciting occasion, and the whole country is excited with them.

:05:15. > :05:19.outside the hospital, where the crash of media and curious

:05:19. > :05:25.bystanders has been growing by the minute, there was the inevitable

:05:25. > :05:34.speculation, a boy or a girl. it is going to be a girl. Quite

:05:34. > :05:40.excited. I would say a little boy. I still say it is a boy. I still

:05:40. > :05:43.say it is a boy, because my first- born was a boy and he was late.

:05:43. > :05:48.Confirmation a baby has been born will come when an official leads

:05:48. > :05:53.the hospital with an announcement bound for Buckingham Palace. It

:05:53. > :05:57.will only be when that announcement is put on display, we will know

:05:57. > :06:02.whether William and Kate have a son or a daughter. Until then, all we

:06:02. > :06:08.can do is wait. Here we are waiting. News is

:06:09. > :06:16.something of a premium, do we know any more? Not a lot. Seven and a

:06:16. > :06:26.bit hours since she went in. Princess Diana had a 16 hour

:06:26. > :06:28.

:06:28. > :06:31.pregnancy macro to give birth to Prince William. -- labour. Her

:06:31. > :06:37.parents are not here, they may visit when the baby is born. It is

:06:37. > :06:41.not clear whether doctors have taken any steps to induce the baby

:06:41. > :06:47.before she left Kensington Palace. But there is no further news of any

:06:47. > :06:52.moment. This crowd tells us something significant is about to

:06:52. > :06:57.happen? We shouldn't lose sight of the fact it is significant. The

:06:57. > :07:02.child will be third in line to the thrones. And for a hereditary

:07:02. > :07:10.monarchy, a clear line of succession is important. King or

:07:10. > :07:15.queen? Whether it is a boy or a girl? I know the Prime Minister

:07:15. > :07:18.have declared their will that it should be so. It is not law yet and

:07:18. > :07:23.it is complicated to push it through the Parliament of the 16

:07:23. > :07:27.countries involved. There is constitutional challenge in Canada.

:07:27. > :07:34.And they are confident it will become law, but the devil, as ever,

:07:34. > :07:38.is in the detail. We won't know about anything to do with the birth

:07:38. > :07:44.until the announcement at Buckingham Palace. So let's go to

:07:44. > :07:49.Buckingham Palace. Once the baby is born way you are, we won't know the

:07:49. > :07:53.details whether it is a boy or girl until the official announcement at

:07:53. > :07:57.Buckingham Palace. Joining me as someone who knows that the workings

:07:57. > :08:04.of Buckingham Palace, a former press secretary to the Queen.

:08:04. > :08:08.Charles, the announcement, no Twitter, no Facebook, it is a

:08:08. > :08:13.traditional way to announce the Royal birth? I think the Palace

:08:13. > :08:17.wanted that elements of tradition, in this very modern world, when

:08:17. > :08:22.news travels so fast. They wanted to stick to the traditional way of

:08:22. > :08:26.announcing these details. What is your sense of the level of interest

:08:26. > :08:32.in his Royal Berk, and subsequently the amount of preceded Duke and

:08:32. > :08:36.Duchess will be able to afford their growing family? With 24 hour

:08:36. > :08:41.news around the world, there is a great deal interest and it is a

:08:41. > :08:45.minute-by-minute, from when the pregnancy was first announced.

:08:45. > :08:49.There is this huge interest, it is not just in this country and the

:08:49. > :08:54.Commonwealth, but throughout the world. A lot of the Republic as

:08:54. > :08:59.well, and that has to be balanced with the need for privacy. It is

:08:59. > :09:04.hard for the Royal couple. Once the Duchess believes the hospital, in a

:09:04. > :09:08.sense, the baby has become a baby the whole world feels they have any

:09:08. > :09:14.interest and perhaps a share in, in a funny kind of way. Thanks for

:09:14. > :09:17.joining us. Just like everyone else, we are waiting here. Not as friends

:09:17. > :09:24.read at the hospital, but we know this is where the announcement will

:09:24. > :09:29.be made. It won't stop the speculation. But

:09:29. > :09:35.as far as what is going on outside a hospital, the news is, we have

:09:35. > :09:45.done no news yet. Back to the studio.

:09:45. > :09:50.

:09:50. > :09:53.Well it's an exciting day for both sets of prospective grandparents.

:09:53. > :09:56.In a moment we'll be speaking to our reporter, who's outside the

:09:56. > :09:59.Middleton family home near Bucklebury in Berkshire. But first,

:09:59. > :10:01.let's talk to Danny Savage in York, where the Prince of Wales and the

:10:01. > :10:04.Duchess of Cornwall are visiting the National Railway Museum.

:10:04. > :10:08.Prince Charles was visiting here today. His first port of call was

:10:08. > :10:13.at the National Railway Museum in York. He arrived by steam train on

:10:13. > :10:17.the Royal train. It is another Royal arrival that everybody wanted

:10:17. > :10:21.him to talk about. People talk to him politely while he was there.

:10:21. > :10:26.They did not ask any questions about the birth of his first

:10:26. > :10:31.grandchild. But there are reminders everywhere and he was taken to see

:10:31. > :10:34.a locomotive called Prince William. A journalist at forward to ask him

:10:34. > :10:39.a question about the imminent arrival, and the journalist was

:10:39. > :10:44.told to be quiet. Someone did get a question to him later on. Prince

:10:44. > :10:49.Charles said he did not have any information. So for him, it is

:10:49. > :10:52.business as usual as he continues his tour of Yorkshire. After the

:10:52. > :10:58.railway museum he came by car to York Minster and spends about an

:10:58. > :11:03.hour looking at restoration projects. He looked very relaxed.

:11:03. > :11:06.If he is anxious about the arrival of his first grandchild, he is not

:11:06. > :11:16.showing it. It is business as usual as he continues his official duties

:11:16. > :11:19.

:11:19. > :11:26.in Yorkshire today. Our reporter is outside Kate's family in Berkshire.

:11:26. > :11:30.Things hotting up here. The weather is scorching. Of the media have

:11:31. > :11:36.arrived and the locals are certainly very expectant. I have

:11:36. > :11:40.spoken to a couple today and they are very excited. They fully expect

:11:40. > :11:44.this village did play a big part in the baby's life. There have been

:11:44. > :11:50.reports the Duchess will be bringing the baby here for a six-

:11:50. > :11:54.week period at some point in the near future. The Duchess, very much

:11:54. > :11:59.a part of this village. She was born and raised here, educated here.

:11:59. > :12:05.We know she was at the family home until last week. The family home is

:12:05. > :12:08.just up the road. The family, we believe is in London. But the

:12:08. > :12:13.police presence in the village is huge. And there are parts of the

:12:13. > :12:18.village we cannot go to us. Nonetheless, the mood is very

:12:18. > :12:26.expectant. Plenty of pubs here and we know that the champagne is on

:12:26. > :12:35.ice. Many thanks. For You can find much more coverage about the royal

:12:35. > :12:38.baby on our BBC News website. Now, in other news, every household

:12:38. > :12:41.in the UK will have pornography blocked from their computers unless

:12:41. > :12:44.they actively choose to receive it. That's under tough new measures

:12:44. > :12:47.announced by the Prime Minister. David Cameron warned that access to

:12:47. > :12:49.online pornography is corroding childhood. Critics have said the

:12:49. > :12:56.plans don't go far enough. Our Political Correspondent, Louise

:12:56. > :13:00.Stewart reports. David Cameron says as a politician

:13:00. > :13:04.and a parent, he wants to see action to tackle internet

:13:05. > :13:08.pornography. He has already said internet companies must block

:13:08. > :13:14.searches for offensive terms, and is announcing further measures to

:13:14. > :13:20.restrict access to obscene images. I have a very clear message, you

:13:20. > :13:23.have a duty to act on this, and it is a moral duty. I do not accept

:13:23. > :13:27.the argument that some of these companies have used to say,

:13:27. > :13:32.searches should be allowed because of freedom of speech. The law will

:13:32. > :13:36.be changed to make possession of pornography depicting rape a

:13:36. > :13:42.criminal offence in England and Wales. All new customers setting up

:13:42. > :13:47.a broad band account will have filters banning adult content sites

:13:47. > :13:52.automatically switched on, unless they disable them. By the end of

:13:52. > :13:55.2014, all homes connected to the internet will be asked whether

:13:55. > :14:00.family-friendly filters that block pornography sites and it should be

:14:00. > :14:04.switched on or off. This action comes after David Cameron met the

:14:04. > :14:11.families of five year old April Jones and Tia Sharp last week. Both

:14:11. > :14:15.of them murderers had viewed pornography images online.

:14:15. > :14:21.Neighbour, who had challenged the Government to bring in new laws,

:14:21. > :14:28.have accused the Government to cut in funding. Last year Theresa May

:14:28. > :14:31.cut CEOP, the bits of the plays that deal with child abuse by 10%.

:14:31. > :14:36.There are 50,000 people in this country downloading child abuse

:14:36. > :14:41.images, but they were only able to pursue 2000 of those. Industry

:14:41. > :14:45.sources warned it is not easy to police the Internet. Campaigners

:14:45. > :14:49.have welcomed the proposals, but say they do not go far enough.

:14:49. > :14:53.welcome these announcements, but it is just the start, and what needs

:14:53. > :14:58.to happen next is the governor needs to ensure it is effective

:14:58. > :15:02.implementation. There is a way to go to reach agreement with internet

:15:02. > :15:08.service providers. They say they take a zero-tolerance approach to

:15:08. > :15:12.child sexual abuse imagery that supports freedom online. David

:15:12. > :15:22.Cameron a wants to see a blacklist and is prepared for a row with the

:15:22. > :15:42.

:15:42. > :15:46.internet companies about it, if specific in -- specific measures.

:15:46. > :15:51.On the illegal images, people say this should be more of a focus for

:15:51. > :15:55.the government, they are criticising the approach of calling on search

:15:55. > :16:00.engines to do more, they say this is not how people find these images,

:16:00. > :16:06.they are hidden deep on the net, and they are calling for more resources

:16:06. > :16:11.for CEOP which has had its budget cut.

:16:12. > :16:17.The issue of parental controls and how effective they will be?

:16:17. > :16:21.The question is about the automatic nature of them, which is what the

:16:22. > :16:26.providers have been reluctant to commit to. They have committed to

:16:26. > :16:32.contacting every household to give this choice, yes or no, to parental

:16:32. > :16:42.controls. What the government is celebrating today is the fact that

:16:42. > :16:46.this will be pre-ticked, as a default. The companies are saying,

:16:46. > :16:52.no, what is important is the customers have further choices of

:16:52. > :17:02.exactly what they want to filter. But, a lot of concern from Civil

:17:07. > :17:09.is expected to reach its peak later, before giving way to thunderstorms

:17:09. > :17:13.and potential localised flooding. Temperatures dipped slightly over

:17:13. > :17:17.the weekend, but the forecast is set to rise as high as 33 degrees in

:17:17. > :17:20.parts of the country, in what could be the hottest day of the year so

:17:20. > :17:26.far. Sangita Myska is in St James' Park in central London.

:17:26. > :17:32.How does today compare? It is hot, but the people here in central

:17:32. > :17:36.London are being really sensible, taking plenty of precautions and

:17:36. > :17:44.staying in the shade. People are awash with suntan lotion and plenty

:17:44. > :17:52.of bottles of water. They are keeping their fluid intake high. As

:17:52. > :17:58.you say, we understand temperatures could go into 34 Celsius, making it

:17:58. > :18:03.the hottest day of this period so far. We are still in a level three

:18:03. > :18:07.health alert period in London, the south-east and east of the country.

:18:07. > :18:12.What that means is if you are vulnerable, very young or very old

:18:12. > :18:20.or have a chronic disease, you must take special care. You can get that

:19:04. > :19:10.nothing could have prepared him for the overwhelming emotion of winning

:19:10. > :19:13.cycling's biggest prize, the Tour de France. It's Britain's second

:19:13. > :19:16.successive victory in the race and, with the Tour starting in Yorkshire

:19:16. > :19:26.next year, the sport's now set to go from strength to strength. This

:19:26. > :19:31.report from Tim Muffett in Paris contains flash photography.

:19:31. > :19:35.COMMENTATOR: Chris Froome, second last year, is the winner. The moment

:19:35. > :19:42.Chris Froome joined that exclusive club, winner of the Tour de France.

:19:42. > :19:46.Any cyclists are less macro dream, for him, a reality. It was

:19:46. > :19:50.incredible to see another Brit on the podium. British sport is doing

:19:50. > :19:56.so well at the moment. And I am delighted, and so are so many

:19:56. > :20:02.people. We have seen British flags everywhere. Coming one year after

:20:02. > :20:07.Sir Bradley Wiggins had victory in Paris and at the Olympics, British

:20:07. > :20:12.cycling has really never been in a stronger position, it is dominating

:20:12. > :20:15.the sport. For the winner, today was a chance to reflect on his

:20:15. > :20:19.extraordinary achievement. Nothing could have prepared me for

:20:19. > :20:25.that, it really was, I was overwhelmed with emotion, I could

:20:25. > :20:31.feel myself welling up with tears, with my team-mates are coming up to

:20:31. > :20:37.the finish line, a special moment. In Kenny, where Chris Froome was

:20:37. > :20:42.born, members of his old cycling group also paid tribute. It is going

:20:42. > :20:48.to change lots of things, for sure. Not only in Kenny, but all over

:20:49. > :20:53.Africa. The best thing is there will be a lot of attention for our young

:20:53. > :20:58.riders here, and that gives us a chance to prove more what we have

:20:58. > :21:02.already been delivering. Next year, British cycling will

:21:02. > :21:10.receive another boost, the Tour de France will begin in Yorkshire, the

:21:10. > :21:14.first time it has visited the UK since 2007. Huge crowds are expected

:21:14. > :21:20.as the British effect grows. It couldn't be better, the fact that

:21:20. > :21:24.it will be in Britain next year, it will be crazy. The sport has grown

:21:24. > :21:29.in Britain, we have brilliant fans. It will be fantastic to race in

:21:29. > :21:31.front of them, I am looking forward to it.

:21:31. > :21:37.Lance Armstrong's drug-taking revelations were seen to have

:21:37. > :21:44.tarnished the sport. To Chris Froome, many questioned questioned

:21:44. > :21:48.his performance. But, with victory under his belt, Chris Froome can
