:00:24. > :00:27.month in a row. Its lowest level for over a year, down to 3.6% but

:00:27. > :00:32.with family incomes tight, it's still tough out there. Generally it

:00:32. > :00:36.is tight. Definitely. The Budget is tight so we are aware of how much

:00:36. > :00:40.we are spending and keeping an eye on it. A warning for George Osborne

:00:40. > :00:43.- Britain could lose its top credit rating if the economy doesn't grow.

:00:43. > :00:48.Financial trouble for one of the great football clubs - Rangers goes

:00:48. > :00:56.into administration. Will the Muslim extremist Abu Qatada be sent

:00:56. > :01:05.home to Jordan? A British minister is there for urgent talks. And Kate

:01:05. > :01:10.may be alone on Valentine's day but she still has plenty of admirers.

:01:11. > :01:20.She was looking stunning! She was. The got pictures of the back of the

:01:21. > :01:47.

:01:47. > :01:54.hair but we don't mind. She looked Inflation is down to its lowest

:01:54. > :01:59.level for more than a year. It now stands at 3.6 %, showing that

:01:59. > :02:02.prices are still rising but not at the same rate as before. The

:02:02. > :02:05.falling cost of clothing, footwear and some household goods helped to

:02:05. > :02:08.bring inflation down although it still remains above the Bank of

:02:08. > :02:17.England target. But how much will all this help families still facing

:02:17. > :02:22.a squeeze on their incomes? households in Liverpool, as in so

:02:22. > :02:26.many other communities, any easing off of inflation would always be

:02:26. > :02:35.welcome. Well the last year they have had to live with the reality

:02:35. > :02:42.of gloomy news on the cost of The A80 goes up to 20%, the highest

:02:42. > :02:46.rate ever. So aweing energy prices raise inflation up. Inflation

:02:46. > :02:51.measuring price rises of goods and services has fallen sharply, for

:02:51. > :02:56.many families visiting this museum in Liverpool free entry it is an

:02:56. > :03:00.obvious attraction. Inflation was much higher than average wage rises,

:03:00. > :03:04.putting pressure on household budgets but now there is price

:03:04. > :03:08.pressures are easing. Geno and Clare have started to feel the

:03:08. > :03:17.difference. I noticed with petrol prices, they stayed static recently

:03:17. > :03:22.which help to. But generally it is still quite tight on Budget. They

:03:22. > :03:28.definitely. For James and Lynsey, low-inflation cannot come soon

:03:28. > :03:34.enough. Gas, electricity, food prices, petrol, everything has gone

:03:34. > :03:39.up. It keeps rising and rising. So to go down is really nice.

:03:39. > :03:49.increase in VAT helped push up inflation last year. Take a cup of

:03:49. > :04:01.

:04:01. > :04:05.This price stayed the same due to no VAT increase. It is not just

:04:05. > :04:10.families and other consumers who were hit by high inflation, the

:04:10. > :04:13.museum itself has had to deal with sharply rising costs. It is as

:04:13. > :04:18.hopeful as anyone that inflation it really does carry on falling from

:04:18. > :04:22.here. For the first time in 10 years they have had to charge for

:04:22. > :04:25.entry to one exhibition and they do not want to do that again. I hope

:04:25. > :04:30.inflation starts to drop and I particularly hope gas and

:04:30. > :04:34.electricity prices godowns. It will ease pressure on us but I will

:04:34. > :04:38.believe it when I see it. Economists say it is important

:04:38. > :04:42.inflation falls because it has damaged growth. If the value of

:04:42. > :04:47.your pay packet is going down you cannot afford to buy as many goods

:04:47. > :04:50.and services, therefore, if the demand is not there there is no

:04:50. > :04:55.incentive for producers to supply. So that is the essential recipe

:04:55. > :04:59.that has slowed growth in the UK economy. A brighter horizon is in

:04:59. > :05:08.prospect with inflation expected to fall more this year but even then

:05:08. > :05:11.prices will still be rising, just not as rapidly as before.

:05:11. > :05:14.David Cameron welcomed the news on inflation but there was a sharp

:05:14. > :05:17.reminder today of other challenges facing the economy. There was a

:05:17. > :05:20.warning that Britain could lose its coveted triple A credit rating. It

:05:20. > :05:26.came from Moody's, one of the organisations that sets the rating

:05:26. > :05:30.for countries around the world. It gave Britain a "negative outlook"

:05:30. > :05:34.over fears that the economy is not growing fast enough. Here's our

:05:34. > :05:38.economics editor Stephanie Flanders. Remember these three letters?

:05:38. > :05:43.George Osborne has always said they stood for something very important,

:05:43. > :05:47.Britain's economic credibility. well maintained our triple-A credit

:05:47. > :05:51.rating. This credit rating agency says our economic credibility will

:05:51. > :05:56.be on the line at the election. One of the things I am keen on doing is

:05:56. > :06:00.to preserve Britain's credit rating. Sir you might have expected

:06:00. > :06:05.investors to take fright today after a major and writings agency

:06:05. > :06:09.said there was a 30% chance of losing its status in the next 18

:06:09. > :06:16.months -- major ratings agency. But there was not much reaction. The

:06:16. > :06:20.cost of borrowing actually fell slightly. With the markets -- would

:06:20. > :06:24.be markets get more excited if the downgrade happened? Probably. But

:06:24. > :06:28.America and France have lost their rating recently. They are finding

:06:28. > :06:32.it cheaper to borrow than before. That might be because borrowing

:06:32. > :06:36.from international investors is a bit like entering a beauty contest.

:06:36. > :06:40.It is not how pretty well, but how you line up against the others.

:06:40. > :06:44.fear is if the UK were downgraded then people would be less willing

:06:44. > :06:50.to lend money to the UK government, borrowing costs would rise and that

:06:50. > :06:53.would feed into higher borrowing rate across the economy. But if it

:06:53. > :06:57.is other countries been downgraded and downgraded further, then the UK

:06:57. > :07:02.still looks like a relatively safe bet so in reality a UK downgrade

:07:02. > :07:07.might not have that much impact. The problem for the Chancellor is

:07:07. > :07:12.that he said keeping the Triple A is a big deal. The Chancellor said

:07:12. > :07:16.their economic policies should be judged a on what the credit rating

:07:16. > :07:18.agency said, to date the rating agency put the government on a

:07:18. > :07:23.negative outlook because growth is that lining and unemployment is

:07:23. > :07:25.rising. But Labour cannot make too much of the decision, after all,

:07:26. > :07:31.the ratings agency said it was worried about the government doing

:07:31. > :07:34.too little to tackle the deficit, not too much. Britain has to

:07:34. > :07:39.confront its problems, that is the clear message from the rating

:07:39. > :07:42.agency today. That is a reality check to the entire political

:07:42. > :07:47.system that Britain cannot duck dealing with its debt problem.

:07:47. > :07:51.Moody's is not looking for a Plan B in next month's Budget, far from it,

:07:51. > :07:55.but the warning today is an uncomfortable reminder that you can

:07:55. > :08:02.have a lot of austerity but without growth, you can still end up with a

:08:02. > :08:06.lot of debt. We have two things it - the inflation figures and the

:08:06. > :08:10.credit rating. Where does it leave us? It is a mixed bag. I think many

:08:10. > :08:14.chancellors would have shrugged off the station, it is one ratings

:08:14. > :08:17.agency out of three, they are really saying there is a chance we

:08:17. > :08:20.will get a downgrade and frankly the ratings agencies have got

:08:20. > :08:24.things wrong in the last two years, you could say we should not pay

:08:24. > :08:27.attention to them at all. But as we know, that option is not open to

:08:27. > :08:30.the Chancellor, he has said that keeping the Triple A is very

:08:30. > :08:35.important. I think for most people watching what is happening to

:08:35. > :08:38.inflation today is much more important to them and what is

:08:38. > :08:41.happening to their cost of living than anything that has happened to

:08:41. > :08:50.the credit rating. We know inflation is going faster, prices

:08:50. > :08:53.are rising, but come the summer when inflation is going down, real

:08:53. > :08:58.income has might start to grow again after several years of a

:08:58. > :09:06.squeeze. That could boost confidence and help the economy.

:09:06. > :09:16.Fenty. You can -- fine -- thank you. You can find that your personal

:09:16. > :09:20.

:09:20. > :09:22.rate of inflation by looking at the It has been announced that a

:09:22. > :09:25.meeting of European Finance ministers due to take place

:09:25. > :09:28.tomorrow to discuss the great crisis has been cancelled. It is

:09:28. > :09:32.claimed Greece, which was hit by a riot on Sunday, had failed to

:09:32. > :09:41.provide enough information on how it plans to make Budget savings.

:09:41. > :09:44.Greece wants a European Union bail- out of 130 billion euros. One of

:09:44. > :09:49.the most famous clubs in football Rangers has gone into

:09:49. > :09:56.administration. It comes after the tax authorities said the club owes

:09:56. > :09:59.up to 75 million. Rangers face an immediate loss of ten points in the

:09:59. > :10:01.Scottish Premier league almost certainly handing the title to

:10:01. > :10:05.their great rivals, Celtic. Our Scotland Correspondent James Cook

:10:05. > :10:10.is live at Ibrox now. Surely this is not the end of Rangers? It would

:10:10. > :10:12.be extraordinary if this 140 Road club were to cease in existence.

:10:13. > :10:18.Extraordinary if one of the most famous rivalries of world football

:10:18. > :10:25.came to an end. But tonight that is no longer unthinkable. My report

:10:25. > :10:28.contains flash photography... A sporting institution it now when

:10:28. > :10:32.administration. For Rangers Football Club this moment was a

:10:32. > :10:37.long time coming but it is still painful. We need to know what is

:10:37. > :10:40.happening to the club. Nobody seems to want to talk to the fans, but

:10:40. > :10:48.they are the people who bring the cash into this club to make it run,

:10:48. > :10:53.and that is what needs to happen. It is not just the club, it is

:10:53. > :10:58.families that come here together. Are you upset? Devastated, of

:10:58. > :11:05.course. But we will come back stronger because of it. So how did

:11:05. > :11:09.it come to this? Founded in 1873, Rangers is a footballing giant, its

:11:09. > :11:14.54 domestic league titles the MD of any team. But success comes at a

:11:14. > :11:20.cost. The previous owner splashed the cash, winning nine league

:11:20. > :11:25.titles in a row and leaving the club with debts. Today he said he

:11:25. > :11:31.was usually disappointed at the decision to appoint administrators.

:11:31. > :11:41.David Murray had Rangers making losses of about 29 million in one

:11:41. > :11:44.year, 33 million another year, and about 50.000.003rd gear. -- 50

:11:44. > :11:48.million in the third year. Nobody can tell me that is not reckless

:11:48. > :11:51.management. Last May Craig White took over but the venture

:11:52. > :11:55.capitalist is controversial, he had been banned for seven years from

:11:55. > :12:01.holding company directorships. Last week of evidence in a court case

:12:01. > :12:08.was judged unreliable. Last night he was booed by fans. None the less,

:12:08. > :12:13.he now hopes to fashion a debt-free company from the Ibrox Ashes.

:12:13. > :12:17.Whilst a day is very sad for Rangers and its fans, the

:12:17. > :12:22.administration addresses and uncertainty that has hung over the

:12:22. > :12:28.club. The administration period, whilst difficult for all involved,

:12:28. > :12:32.will give stability to the club in order for the club to move forward.

:12:32. > :12:35.The immediate implication for Rangers is a 10 point penalty in

:12:35. > :12:40.the Scottish Premier League, probably a hand it -- probably

:12:40. > :12:44.handing the title to Celtic. After that, what happens is far from

:12:45. > :12:48.clear. In the next few days Strathclyde police want to know

:12:49. > :12:53.whether the club can foot the Bill for policing this Saturday's

:12:53. > :13:03.fixture at Ibrox against Kilmarnock. If not, that game could be in

:13:03. > :13:04.

:13:04. > :13:08.jeopardy along with the future of this club. Award at the Royal

:13:08. > :13:11.Cornwall Hospital in Truro has been closed and staff so suspended after

:13:11. > :13:19.an investigation was opened into the care given to an elderly

:13:19. > :13:22.patient. -- staff suspended. Abu Qatada is spending his first full

:13:22. > :13:26.day out of jail but the government is still determined to deport him.

:13:26. > :13:30.A Home Office minister is in Jordan for high-level talks over whether

:13:31. > :13:34.he will receive a fair trial there. Tonight be senior Jordanian

:13:34. > :13:41.Minister told the BBC his country's Constitution now contains

:13:41. > :13:45.guarantees that would meet the European standards. Wembley in

:13:45. > :13:48.north London, a new resident is believed to have moved in but his

:13:48. > :13:52.bail conditions mean he will not be out and about in the neighbourhood.

:13:52. > :13:58.This is where Abu Qatada is said to be living with his wife and

:13:58. > :14:02.children. It was laid last night that the man described as a threat

:14:02. > :14:06.to national security was finally freed from Long Lartin jail top-

:14:06. > :14:10.security jail. As he headed through the Worcestershire countryside to

:14:10. > :14:15.London preparations were underway for a highly sensitive

:14:15. > :14:19.international mission. Today a UK ministerial delegation flew into

:14:19. > :14:23.Jordan. Their task - to get assurances that evidence obtained

:14:23. > :14:30.through torture will not be used against Abu Qatada if he returns

:14:30. > :14:35.there. This is what a minister told the BBC... Any statement made by

:14:35. > :14:39.any accused person as a result of torture, or harmful acts, or

:14:39. > :14:44.threatening of doing so, even if it is mental, is not admissible in

:14:44. > :14:49.court. And Abu Qatada could be back there within a week, according to

:14:49. > :14:56.one family friend. His brother told me Abu Qatada requests from the

:14:56. > :15:02.British Government that he wants to have a guarantee from King Abdullah

:15:02. > :15:07.that he will not face -- that he will face a fair trial and not be

:15:07. > :15:11.put under torture. It is four years since Abu Qatada was last free in

:15:11. > :15:15.the UK, now, as then, he will only be allowed out for a couple of

:15:15. > :15:19.hours a day. Once Abu Qatada was known for his sermons but this time

:15:19. > :15:23.there will not be any preaching, he will not even be allowed to attend

:15:23. > :15:33.a mosque. He has to stay within a short distance of his home and will

:15:33. > :15:35.

:15:35. > :15:39.Abu Qatada is seen as a man who can implodes others and gives religious

:15:39. > :15:44.just a vocation to extremist views. But by ministers want him booked on

:15:44. > :15:46.a one-way plane ticket. -- that is why ministers once embarked on a

:15:46. > :15:49.one-way plane ticket. Our top story tonight.

:15:49. > :15:55.New figures on the cost of living. Inflation drops for the second

:15:55. > :16:05.month in a row, down to 3.6%. Coming up. Back in the spotlight.

:16:05. > :16:07.

:16:07. > :16:11.Manchester City striker Carlos Inflation is down. Britain's credit

:16:11. > :16:20.rating is under question but how have the market reacted? We have

:16:20. > :16:23.the latest results from Indian giant owners of player to and

:16:23. > :16:26.Jaguar. It's Valentine's Day and her

:16:26. > :16:29.husband is 8,000 miles away but the Duchess of Cambridge wasn't short

:16:30. > :16:33.of admirers today as she embarked on her first full day of solo

:16:33. > :16:39.public engagements. Kate was in Liverpool visiting a charity and a

:16:39. > :16:46.children's hospital. And, as Judith Moritz reports, she was greeted by

:16:46. > :16:50.hundreds of well-wishers. Her husband may be postdate 1,000

:16:50. > :16:55.miles away in the Falklands, but the Duchess of Cambridge still

:16:55. > :16:59.celebrated Valentine's Day. Her suitor was an eight-year-old boy

:16:59. > :17:03.called Jackson, apparently Prince William also sent a card and

:17:03. > :17:08.flowers to his wife, who spent the day in Liverpool on his second ever

:17:08. > :17:12.solo public engagement. First stop, and alcohol-free bar in the city

:17:13. > :17:20.centre. She was shown how to make a non-alcoholic cocktail called, of

:17:20. > :17:26.course, the Duchess. There was also a performance by this choir of

:17:26. > :17:32.recovering addicts, run by the charity Action on addiction, one of

:17:32. > :17:36.four organisations of which she is patron. For her to come here was

:17:36. > :17:44.fantastic. Some of the stuff she heard today, people's personal

:17:44. > :17:48.testimonies about their life, alcoholism and addiction,. Onwards

:17:48. > :17:51.to the all-day children's hospital where the crowds braved the cold.

:17:51. > :17:55.This are the first time she has done a public walkabout without her

:17:55. > :18:01.husband at her side and she has come to Liverpool to find that all

:18:01. > :18:06.of these people have turned up just for her. She was a big hit with the

:18:06. > :18:12.children here. This nine-year-old has crones disease and is being

:18:12. > :18:20.treated at the hospital. Amazing when she came. She was really nice

:18:21. > :18:25.to me. Was she how you thought she would be? No. Why? I thought she

:18:25. > :18:29.would have been a bit older. Just months into her royal career, she

:18:29. > :18:32.is already becoming known for her relaxed personal approach,

:18:32. > :18:37.something appreciated by the parents and children on the cancer

:18:37. > :18:44.Ward. It's an honour to meet her for that she is beautiful and she

:18:44. > :18:47.made you feel at ease. Style watchers were satisfied, too. Her

:18:47. > :18:53.high street out of it met with local approval. She was looking

:18:53. > :18:58.stunning. We only got pictures of the back of her hair. She looked

:18:58. > :19:02.gorgeous. Next month, she will accompany the Queen on two

:19:02. > :19:08.engagements. Later she will travel to the Far East with William. From

:19:08. > :19:12.now on, her public life will only get busier.

:19:12. > :19:17.The government has suffered a fresh debate over its welfare reforms,

:19:17. > :19:23.one of the most controversial piece of legislation to become before

:19:23. > :19:26.Parliament. Peers voted to reject moves to cut benefits to claimants

:19:26. > :19:34.and with a spare bedroom but now ministers say they will push

:19:34. > :19:36.through their proposal regardless. Let's go live to the House of Lords

:19:36. > :19:40.now and join our Political Correspondent Ben Geoghegan. What

:19:40. > :19:43.does this mean? It's embarrassing for the government and means the

:19:43. > :19:48.legislation will have to go from house of Lords back to the House of

:19:48. > :19:52.Commons, where MPs are going to try and the jet was amendment, which is

:19:52. > :19:56.what they have already done in the case of the seven defeats the

:19:56. > :20:00.government has suffered already in this legislation. What has happened

:20:00. > :20:05.just now his peers have voted to change a proposal which would have

:20:05. > :20:09.limited some benefits to people who lived in council housing and where

:20:10. > :20:18.they had a spare room. Peers have argued that that would be unfair.

:20:18. > :20:23.It would have a bad effect on children with families so what

:20:23. > :20:28.happens now this Bill will have to return to the House of Commons in

:20:28. > :20:33.parliamentary ping-pong. It has been hugely controversial. Where

:20:33. > :20:38.does it stand now? The government is determined to force this Bill

:20:38. > :20:41.through, and today, the ministers have said they want to put in place

:20:41. > :20:47.transitional arrangements and they have already announced some will,

:20:47. > :20:52.for example, 26,000 benefit cap they want to introduce will not be

:20:52. > :20:56.imposed until summer has been claiming for nine months. The

:20:56. > :21:01.government says it may make some other reassurances this evening but

:21:01. > :21:05.they have also been telling members of the Lords today that the message

:21:05. > :21:09.from the credit rating agency Moody's is that this country has to

:21:09. > :21:14.reduce its spending including on welfare. Thanks very much. Thank

:21:14. > :21:17.you. Police in Thailand say four people and an Iranian man have been

:21:17. > :21:20.hurt in a series of explosions in the capital Bangkok. The Iranian

:21:20. > :21:23.man, believed to be the bomber, was hurt after attempting to throw a

:21:23. > :21:28.bomb at police. Two other explosions were reported in the

:21:28. > :21:31.same busy commercial district of the city.

:21:31. > :21:34.It's been announced that Whitney Houston's funeral is to be held on

:21:34. > :21:38.Saturday at the church in Newark where the performer sang as a child.

:21:38. > :21:43.The 48-year-old's body has now been flown to New Jersey. The singer was

:21:43. > :21:46.found dead on Saturday in a bath tub at a hotel in Beverly Hills.

:21:46. > :21:50.One of the world's most important waterways, the Strait of Hormuz, is

:21:51. > :21:54.once again at the centre of heightened international tension.

:21:54. > :21:56.Last month the Iranians threatened to close it. But today, in a show

:21:57. > :22:03.of strength, the American aircraft carrier USS Abraham Lincoln sailed

:22:03. > :22:05.through the Strait. The second time in a month. Although shadowed by

:22:05. > :22:13.Iranian patrol boats, there were no incidents. Our Defence

:22:13. > :22:18.Correspondent Jonathan Beale is on board.

:22:18. > :22:22.It is the most potent symbol of America's military might. The USS

:22:33. > :22:40.jets are more than a show of force, they are here to send a clear

:22:40. > :22:45.message to Iran as to who really controls these waters. As it

:22:45. > :22:50.approaches the narrowest point, just 21 miles wide, the coast is in

:22:50. > :22:54.sight. Iran are threatened to close it through which 20 per the double

:22:54. > :23:00.world oil troubles. It hasn't yet, but it is watching every inch of

:23:00. > :23:04.this journey. The USA says this is a routine voyage but it comes at a

:23:04. > :23:10.time of growing concern about Iran's nuclear programme and rising

:23:10. > :23:16.tension. The presence of the ship is provocative. You look at the

:23:16. > :23:20.weaponry on board, we routinely transit in and out from the Arabian

:23:21. > :23:25.Gulf added to the north Arabian sea so that we can go out and do our

:23:25. > :23:30.work in supporting the troops in Afghanistan and give the carriers

:23:30. > :23:33.out there a break. But they are taking no chances. USA helicopters

:23:42. > :23:48.planes brazenly shadows overhead. But if this is an attempt to scare

:23:48. > :23:53.off the US Navy, it doesn't seem to have worked. We see small boats but

:23:53. > :23:58.they are far enough away and we don't have to do anything. If they

:23:58. > :24:03.did do something, you could deal with it? Yes, I'm confident. With

:24:03. > :24:07.open waters inside, the Abraham Lincoln can continue on its next

:24:11. > :24:19.replaced by another US carrier which will also patrol of these

:24:22. > :24:28.Bobby Majesty the City striker Carlos Tevez has finally returned

:24:28. > :24:35.to his club. He has been back home in Argentina following his feud

:24:35. > :24:40.with Roberto Mancini. He hasn't kept quiet, saying the club are

:24:40. > :24:45.mistreated him in a way no player deserves. There are some flash

:24:45. > :24:49.photography in this report. Today the inconceivable became the

:24:49. > :24:53.merely bizarre. Carlos Tevez, one of the highest paid players,

:24:53. > :24:58.arrived in Manchester to be frantic reception, three months after going

:25:07. > :25:11.in a Champions League fixture. Roberto Mancini said Carlos Tevez

:25:11. > :25:15.was finished at the club. On the eve of his return, though, contrite

:25:15. > :25:19.seemed to be the hardest word. Manchester City treated me in a way

:25:29. > :25:35.He has been fined 1.2 million by his club for breach of contract. He

:25:35. > :25:40.has lost 9.3 million overall including wages and bonuses. He has

:25:40. > :25:45.missed 30 games for the club. So why has he decided to return to his

:26:56. > :27:01.Breezy conditions will be with us throughout tonight bringing in a

:27:16. > :27:22.because of the breeze, it would be too cold tonight. Temperatures, 5-6
