:01:35. > :01:37.David Cameron has been to York to see some of the damage wreaked

:01:38. > :01:42.The Prime Minister said he felt huge sympathy for the people dealing

:01:43. > :01:45.with flooding when they should have been celebrating the holidays.

:01:46. > :01:47.The Environment Agency says a 'complete rethink' of the UK's

:01:48. > :01:50.defences is needed - after unprecedented downpours left

:01:51. > :01:53.thousands of homes and businesses flooded in areas of northern

:01:54. > :02:00.The number of severe flood warnings across north-east and north-west

:02:01. > :02:03.England has now been reduced to nine - but there are fears water levels

:02:04. > :02:06.could rise again later on this week - when more heavy rain is expected.

:02:07. > :02:10.My colleague Katherine Downes is in York - where river levels

:02:11. > :02:27.The latest Storm Frank is due to sweep across much of the country

:02:28. > :02:33.bringing wet and windy weather. Over the course of the day, the river

:02:34. > :02:38.levels have fallen back. There are clear tide marks around York where

:02:39. > :02:41.you can see where the river levels were and where they have dropped

:02:42. > :02:46.two. This is tower street, one of the main thoroughfares through the

:02:47. > :02:54.city. Pumps argued being used to pump water back Darren to the river.

:02:55. > :03:01.This means the emergency operation is by no means over. The crews have

:03:02. > :03:04.been working long into the night and they have two systematically sweep

:03:05. > :03:09.each of the streets that has been flooded in York, to go around and

:03:10. > :03:13.talk to residents. They were talking to a chap in the first-floor window

:03:14. > :03:17.of the shop across the road, making sure he was OK and has got on a food

:03:18. > :03:25.because that is the job facing them now in York. Although the situation

:03:26. > :03:28.does seem to be improving in terms of the weather. We have a picture of

:03:29. > :03:31.what has been going on across northern England today.

:03:32. > :03:33.Extraordinary sights - a Chinook helicopter over York

:03:34. > :03:44.The RAF is working with the Army, replenishing sandbags.

:03:45. > :03:50.People knew the city was vulnerable to flooding,

:03:51. > :03:53.but nobody expected this - the roads are now rivers,

:03:54. > :04:02.The Environment Agency says defences need to be reassessed,

:04:03. > :04:04.because of record water levels, but the Prime Minister,

:04:05. > :04:07.who has been in York, had this reaction to calls for more

:04:08. > :04:14.We have to look at what has happened in terms of the flooding,

:04:15. > :04:16.where the flood defences have worked, and where they have not

:04:17. > :04:19.worked, where they have not been high enough,

:04:20. > :04:24.Here in Yorkshire, for instance, we have spent ?100 million on flood

:04:25. > :04:27.defences since I became Prime Minister.

:04:28. > :04:29.We are planning to spend another ?280 million,

:04:30. > :04:35.But that is obviously of no comfort to the people who have been flooded

:04:36. > :04:39.The River Ouse and River Foss have been the main focus for emergency

:04:40. > :04:41.teams in York. Their water levels have now peaked.

:04:42. > :04:45.Last night, the phone exchange was flooded and the 999 system went

:04:46. > :04:51.down briefly, and water had to be pumped out of an electricity

:04:52. > :04:55.substation, to make sure 50,000 homes did not lose power.

:04:56. > :04:58.The Archbishop of York, Dr John Sentamu, tweeted that water

:04:59. > :05:01.had come into Bishopthorpe Palace and praised the emergency services.

:05:02. > :05:04.He said the disaster during Christmas celebrations

:05:05. > :05:09.was immense for everyone. It is very sad.

:05:10. > :05:12.I feel very, very sorry for people who have had to face this,

:05:13. > :05:18.probably in the middle of their lunch, and then this strikes.

:05:19. > :05:21.For many here there is anxiety and misery, and concern

:05:22. > :05:28.about what they will find when they get back into their homes.

:05:29. > :05:34.In large parts of the north of England, it has become normal

:05:35. > :05:37.to see vehicles stranded like this, and people cut off by the water

:05:38. > :05:43.The village of Cawood, near Selby, has been at risk -

:05:44. > :05:49.The community and the Army formed a human chain to put down sandbags.

:05:50. > :05:52.Christmas was cut short in Whalley in Lancashire too.

:05:53. > :05:55.Although water is no longer flowing through the streets,

:05:56. > :06:00.there is mud and debris everywhere. Many are still without electricity.

:06:01. > :06:03.Schemes put in place in Cumbria to help businesses and houses

:06:04. > :06:08.will now be available in Lancashire and Yorkshire as well.

:06:09. > :06:20.Towns, cities and the countryside struggling to cope.

:06:21. > :06:28.In that report, you heard Lisa say York is functioning but only just.

:06:29. > :06:31.As well of the homes that has been flooded, the water has been causing

:06:32. > :06:36.disruption in the city centre because cash machines have not been

:06:37. > :06:41.working, card payments cannot be processed. There has been real chaos

:06:42. > :06:45.caused to the communications network and businesses have been badly hit

:06:46. > :06:49.today. Many of the city centre shops closed. But it does seem to be an

:06:50. > :06:54.improving picture here as the floodwaters begin to fall back but

:06:55. > :06:58.south of York, in Selby, they are stealing themselves for the worst

:06:59. > :07:00.yet to come and Dan Johnson has been there today.

:07:01. > :07:03.What do you do when you live this close and the river

:07:04. > :07:11.I remember 2000, I have lived here all my life and it is as bad

:07:12. > :07:13.as it was then. We had sandbags last time.

:07:14. > :07:15.We tend to get more information from the community, we keep

:07:16. > :07:17.ourselves updated with photos and videos etc.

:07:18. > :07:25.They can only watch and wait and hope no more water gets

:07:26. > :07:32.I've been here over seven years but I've never seen anything

:07:33. > :07:37.Many of these are downstairs flats and if the water comes in,

:07:38. > :07:41.there's nowhere to go. I'd like some help down here.

:07:42. > :07:44.We will all come together as a neighbourhood and hopefully

:07:45. > :07:48.something will be resolved and we hope it doesn't

:07:49. > :07:51.get any higher! What kind of help do you need?

:07:52. > :07:54.I would say that the Army needs to come down and actually

:07:55. > :08:03.Even escaping all of this has become difficult.

:08:04. > :08:06.Some roads are closed including the main bridges taking traffic

:08:07. > :08:13.It means disruption for those hoping to travel.

:08:14. > :08:16.I've just found out that it isn't running.

:08:17. > :08:19.Apparently, I have to go to York and try and get a train

:08:20. > :08:26.Buses have replaced some rail services.

:08:27. > :08:28.Cancellations are expected for some time.

:08:29. > :08:32.This town is built around the river and now it is divided by it.

:08:33. > :08:35.Everybody here is keeping their eye on the water level.

:08:36. > :08:39.We have just seen the peak going through Selby.

:08:40. > :08:42.It peaked at about 10.30am and we are expecting the levels

:08:43. > :08:49.The next high tide is this evening at about 11pm,

:08:50. > :08:52.so the levels will be rising tonight.

:08:53. > :08:56.So that means more uncertainty, another afternoon when people

:08:57. > :09:11.here are left wondering what the weather will do next.

:09:12. > :09:18.There has been no rain tonight which has given the emergency services

:09:19. > :09:23.chance to get in and make repairs. The River Foss barrier failed and it

:09:24. > :09:28.needs power restored to it. That is why there is such an unprecedented

:09:29. > :09:31.volume of water coming into the city. There have been a couple of

:09:32. > :09:36.days of dry weather, is there any more rain on the way? Nick Miller

:09:37. > :09:45.from the BBC weather centre is with me. Is there more rain on the way?

:09:46. > :09:50.We had two dry days and we would like to make that a longer spell of

:09:51. > :09:54.weather but we have had some significant developments today. The

:09:55. > :10:05.Met Office has officially named this storm, it has been named Storm

:10:06. > :10:11.Frank, just developing, it has not reached its full force yet. The core

:10:12. > :10:15.of the storm will swerve off towards Icelander but we will get a double

:10:16. > :10:20.whammy in the UK, especially towards the north and west, of wind and

:10:21. > :10:24.rain. The wind starts to pick up tomorrow and we will see severe

:10:25. > :10:30.gales, gusts potentially up to 80 mph towards the far north-west of

:10:31. > :10:34.Scotland. The wind could well be disruptive. Then the rain set in

:10:35. > :10:40.later tomorrow lasting through cheese day night into Wednesday,

:10:41. > :10:44.large parts of Scotland, north west England, Northern Ireland and Wales,

:10:45. > :10:50.with whether warnings in force from the Met Office. The amber warning

:10:51. > :10:57.from the Met Office, it means to be prepared. It was covering parts of

:10:58. > :11:01.Scotland and still is, south west Scotland in particular, now it also

:11:02. > :11:11.includes part of Cumbria. Cumbria hit so hard from storm Esmond in

:11:12. > :11:17.December. Now, there might be 60-90 millimetres rain falling here. These

:11:18. > :11:22.are parts of the UK, remember, that have been inundated with rainfall

:11:23. > :11:25.over the past few weeks, some have shattered their December rainfall

:11:26. > :11:32.record and this is more significant rain coming. No two weather systems

:11:33. > :11:35.are the same in York and this is a slightly different orientation,

:11:36. > :11:38.different wind direction as well so the meteorology is slightly

:11:39. > :11:44.different. It might be that this part of the country does not see the

:11:45. > :11:47.same impact but nobody can drop their guard and we talk about

:11:48. > :11:52.south-west cottoned on Cumbria in particular, with these amber

:11:53. > :11:59.warnings and we are expecting high rainfall totals. Storm Frank, begins

:12:00. > :12:04.with F, which means they have been six other major storms all named. Is

:12:05. > :12:11.this a continuing weather pattern or will we see things calm down? It has

:12:12. > :12:16.been incessant, storm after storm and the important thing is how much

:12:17. > :12:19.rainfall they have delivered in a short space of time. It looks as if

:12:20. > :12:23.things could go either way over the next couple of weeks. There is an

:12:24. > :12:26.indication we might see something a little colder coming from the east

:12:27. > :12:33.which may start to break down this pattern of Atlantic low, or we

:12:34. > :12:38.continue to CDs weather systems coming in, but they may not be as

:12:39. > :12:41.potent. There are may be Widdall hints out there that they could be a

:12:42. > :12:47.change but there is nothing that can be guaranteed, nothing we can say

:12:48. > :12:50.for certain just yet. We have to focus on the short-term, what is

:12:51. > :12:55.coming with Tuesday and Wednesday and Storm Frank and be aware, the

:12:56. > :12:59.Environment Agency and flood warnings have been updated over what

:13:00. > :13:05.could happen and anyone in these areas needs to pay close attention

:13:06. > :13:09.to see how this one develops. Thank you, so potentially more wet and

:13:10. > :13:12.windy weather on the way. The emergency services will be working

:13:13. > :13:17.into the night and over the next few days. I have been speaking to crews

:13:18. > :13:20.that have been brought up from the West Midlands, Norfolk,

:13:21. > :13:23.Northamptonshire, they wanted to pass on their thanks for the people

:13:24. > :13:24.of York for their generosity of spirit in the face of such

:13:48. > :13:50.was shot dead at a care The emergency services

:13:51. > :13:56.were called to Delamer House in Walton-on-the-Naze shortly

:13:57. > :13:58.after 9am this morning. A man from the same care home has

:13:59. > :14:03.been arrested on suspicion of her murder.

:14:04. > :14:12.With me now is Helena Lee. She has been following events so

:14:13. > :14:19.tell me more about what happened. We can tell you that ethics police have

:14:20. > :14:28.named the victim, in her 80s, a resident in this care home, Rita

:14:29. > :14:34.King. The sequence of events as we know it, just after 9am, ambulance

:14:35. > :14:40.and police get called to this care home, reports of a woman being

:14:41. > :14:48.seriously injured. She was shot by another resident, also in his 80s, a

:14:49. > :14:53.man who was quickly arrested. When police got to the scene, staff had

:14:54. > :14:58.managed to take the weapon off him and locked it away but clearly, a

:14:59. > :15:04.difficult situation, we understand there were some staff nearby as this

:15:05. > :15:11.happened. We can hear from Simon from Essex Police who is leading

:15:12. > :15:15.this investigation. Both parties involved are residents of the care

:15:16. > :15:22.home. The next of kin have been informed. We have told the people

:15:23. > :15:28.who need to know. This investigation is ongoing around friends across and

:15:29. > :15:34.enquiries. They are not looking for anyone else in relation to this

:15:35. > :15:38.enquiring. They are talking to staff to try to piece together what

:15:39. > :15:42.happened. A man in his 80s being questioned on suspicion of murder of

:15:43. > :15:45.a woman in her 80s. David Cameron has been in York

:26:53. > :26:56.reasonably mild overnight but some colder air filtering in overnight.

:36:46. > :36:50.Selby is surrounded and it has had an effect on all kinds of people in

:36:51. > :36:56.different ways. What was a farmer do without dry

:36:57. > :37:00.land? Chris's family have been here for 80% have seen a few floods. The

:37:01. > :37:06.boat has replaced the tractor before. It is quite bad this time.

:37:07. > :37:09.It was worse in 2012. But it looks to be receding quite well now.

:37:10. > :37:17.Hopefully in the next few days the revolt. Flooding over and we will

:37:18. > :37:21.get rid of this floodwater. In the meantime five feet beneath the

:37:22. > :37:28.surface, but we'd feels are doing an important job. There is the river

:37:41. > :37:45.the town of Selby stays dry even when the river is at peak levels.

:37:46. > :37:48.Those who live closest to it are still left feeling vulnerable and

:37:49. > :37:55.the holding more water does not go through the defences. I have been

:37:56. > :38:00.here seven years and have never seen anything like this before. Carentan

:38:01. > :38:03.is a downstairs riverfront flat, if the water come since she has nowhere

:39:35. > :39:36.As we heard, the Environment Agency has called for a 'complete

:39:37. > :39:38.rethink' of Britain's flood defences, along with extra

:39:39. > :39:41.measures including better waterproofing of homes

:39:42. > :39:46.and improved warning systems, as experts warn that extreme weather

:39:47. > :39:50.is likely to become even more familiar in the years ahead.

:39:51. > :39:54.The government says it will spend ?2.3 billion on flood

:41:16. > :41:20.It also wanted key infrastructure far better protected. Roads, rail

:41:21. > :41:25.lines, power networks, many have been flooded during the course of

:41:26. > :41:29.this month. And it said sandbags should no longer be relied upon. But

:41:30. > :41:33.you technology used in plastic or metal should be used instead. But

:41:34. > :41:40.even now sandbags are still proving vital. This comes as many people

:41:41. > :41:42.claim the areas hit hardest in northern England are being let down.

:41:43. > :41:48.There is a real discrepancy people There is a real discrepancy people

:41:49. > :41:51.are starting to get angry the North. In the levels of funding going into

:41:52. > :41:56.the North compared to other parts of the country. I think council leaders

:41:57. > :41:59.will come together and work to lobby government and say enough is enough.

:42:27. > :42:29.Essex police say an elderly woman believed to be in her 80s

:42:30. > :42:31.has been shot dead at a care home in Walton-on-the-Naze.

:43:04. > :43:08.died. She had apparently been shot, allegedly by a man who is also a

:43:09. > :43:12.resident at the home. It is unusual investigation, both parties involved

:43:13. > :43:19.are resident at a care home. The next of kin have been informed. We

:43:20. > :43:26.have told those who need to know. The investigation is ongoing. Police

:43:27. > :43:30.say a weapon has been recovered and is a man in his mid-80s has been

:43:31. > :43:34.arrested on suspicion of murder. Detectives say he and the woman who

:43:35. > :43:37.died were known to a child. The manager of the home described how

:43:38. > :43:41.she managed to get hold of the weapon after the alleged attack.

:43:42. > :43:46.First of all I thought it was not real, I thought it was a toy gun and

:43:47. > :43:50.got closer I could see it was real. I was aware I had stuff behind me

:43:51. > :43:54.and there were other residents nearby. All I can remember thinking
