:09:23. > :09:28.we'll have to spend more. We're going to look at this,
:09:29. > :09:30.very, very carefully. It is a horrendous thing that
:09:31. > :09:34.people are going through. We have spent an incredible amount
:09:35. > :09:37.of money on flood defences over the last ten years and we will over

:09:45. > :09:48.to assess the damage - just one part of this historic city
:09:49. > :09:56.that's counting the cost. In Tadcaster in North Yorkshire,
:09:57. > :09:58.a bridge has collapsed into the River Wharf
:09:59. > :10:12.and there are concerns that a gas There had been fears about the
:10:13. > :10:16.bridge. It had been closed to traffic and to pedestrians since the
:10:17. > :10:21.flooding on Boxing Day. However, during the day it was clear that the
:10:22. > :10:26.bridge was looking iffy, I think you could say. A short time ago suddenly
:10:27. > :10:29.it collapsed on the eastern edge and there are concerns too that collapse
:10:30. > :10:35.may have severed a gas main. People certainly have been able to smell
:10:36. > :10:41.gas near the bridge. For now, we have all been evacuated away from
:10:42. > :10:45.the area about 150 metres up Bridge Street to a junction. People here
:10:46. > :10:49.are gathered. The police are in attendance. We are waiting to see
:10:50. > :10:53.whether there is any gas problems. Gas engineers, I have seen vans
:10:54. > :11:01.arriving, so that's the situation at the moment. But it's really
:11:02. > :11:05.difficult here in Tadcaster, the town is dissected by the river and
:11:06. > :11:09.the bridge is a vital link. They've been unable to cross it since
:11:10. > :11:12.flooding on Boxing Day and obviously the collapse of the bridge means
:11:13. > :11:18.that difficulty will continue for some weeks to come. It's an example
:11:19. > :11:21.of not just the devastation that the floods have caused to people's
:11:22. > :11:28.homes, but the sheer force of the water in these conditions and what
:11:29. > :11:34.it can do. Yes, that's right. Certainly the real surge was on
:11:35. > :11:38.Boxing Day, that's when the flooding happened and the levels here rose
:11:39. > :11:42.and higher than in living memory. The river here does run past homes
:11:43. > :11:48.that are used to flooding and expect it, but they've had water go into
:11:49. > :11:51.hair houses where they never have before, even in serious floods in
:11:52. > :11:55.previous years. -- their houses. They did know the bridge had been
:11:56. > :12:00.damaged, which is why they closed it. The irony is in some ways it's
:12:01. > :12:03.been clear today the flood waters are receding, the level is going
:12:04. > :12:07.down, but obviously the damage perhaps was done a couple of days
:12:08. > :12:11.ago and what's hopped now is just the inevitable consequence of the
:12:12. > :12:19.damage done on Boxing Day. -- what's happened. There's now a severe flood
:12:20. > :12:23.warning in Tadcaster as a result of that bridge collapse. Significant
:12:24. > :12:28.flooding is expected in the area. Those in the area are advised to
:12:29. > :12:31.evacuate immediately as Ben Ando was saying. The situation is described
:12:32. > :12:35.as serious and there is a significant risk to life, which is
:12:36. > :12:40.what a severe flood warning means. And the instruction is that people
:12:41. > :12:43.should follow the advice of the emergency services and officials in
:12:44. > :12:49.the area. Let's bring you up to date on the wider picture. On the line is
:12:50. > :12:54.Doug Wilson, director of scientific and evidence services at the
:12:55. > :13:00.Environment Agency. What is the picture this evening? Good evening.
:13:01. > :13:04.Over the last couple of days we have actually seen river levels falling,
:13:05. > :13:09.as a result of the dry weather we have had. Even places like Selby and
:13:10. > :13:14.York which have taken sometime, we have now seen those levels have
:13:15. > :13:19.peaked and are starting to recede. As we heard before, still very much
:13:20. > :13:23.an evolving situation. Our teams have been out today inspecting
:13:24. > :13:27.assets and repairing defences with good support from the Army. What we
:13:28. > :13:32.are expecting over the course of this evening and into tomorrow is
:13:33. > :13:38.another weather front coming in which will bring some rain with it.
:13:39. > :13:44.We are expecting the heaviest rain to be in Lancashire and also
:13:45. > :13:50.Cumbria. But we are looking there at up to 40 milimetres in Lancashire
:13:51. > :13:53.and maybe 60 in couple playia. Nowhere near the levels we are
:13:54. > :13:59.expecting to see previously -- Cumbria. This is Storm Frank you are
:14:00. > :14:04.talking about? Exactly, yes. You talked about the levels there being
:14:05. > :14:08.less than people had to endure before, sufficiently less for you to
:14:09. > :14:14.be reasonably confident that people will not be flooded again? No, we
:14:15. > :14:20.can't say that. The ground is very wet already, rivers will respond and
:14:21. > :14:24.there is a risk of some isolated flooding and travel disruption, as
:14:25. > :14:30.well. We have issued, still have severe flood warnings out which
:14:31. > :14:34.means there is a risk to life and we also have other warnings. What we
:14:35. > :14:38.will be asking people is to keep an eye on the Environment Agency
:14:39. > :14:44.website and contact our floodline number to keep up to date with the
:14:45. > :14:48.situation. With regards to people in their homes tonight who fear Storm
:14:49. > :15:01.Frank drawing near, is there anything they can usefully do beyond
:15:02. > :15:05.following the advice online? Well, they can use our floodline number to
:15:06. > :15:09.get the most up to date information there and any advice as well if
:15:10. > :15:16.people are concerned, but really it's then taking the advice there in
:15:17. > :15:22.terms of warnings and if people are concerned to make contact. Thank
:15:23. > :15:26.you. An assessment there of the current
