:00:56. > :00:59.Police in Germany say last night's terror alert in Munich was based

:01:00. > :01:04.on concrete information about a planned suicide attack.

:01:05. > :01:06.Officials say a tip-off from the French intelligence service

:01:07. > :01:09.suggested there were up to seven people involved,

:01:10. > :01:15.including Syrians and Iraqis linked to so-called Islamic State.

:01:16. > :01:18.Authorities are continuing to look for the suspects but say they no

:01:19. > :01:23.longer believe an attack is imminent.

:01:24. > :01:26.Gordon Corera explained why authorities responded as quickly

:01:27. > :01:41.They have been defending themselves in Munich in Germany today,

:01:42. > :01:44.arguing that the fact they got tip-offs from

:01:45. > :01:49.two separate foreign intelligence services,

:01:50. > :01:51.it seems, France and perhaps America, it is less clear.

:01:52. > :01:54.Both seeming to be about the same kind of attack being planned,

:01:55. > :01:56.the fact the details of the attackers,

:01:57. > :01:58.including names, that was pretty specific, not vague chatter that

:01:59. > :02:00.an attack is being planned in Munich.

:02:01. > :02:02.And it had targets of these train stations.

:02:03. > :02:04.That is why they felt they had to take some action

:02:05. > :02:14.Whether through time it proved to be wrong or there was something there,

:02:15. > :02:18.They felt it was the only course of action they could take.

:02:19. > :02:21.It was very short notice and they only got the information

:02:22. > :02:24.Do you know the nature of the intelligence?

:02:25. > :02:30.It does not sound like vague chatter.

:02:31. > :02:33.It sounds more like human intelligence

:02:34. > :02:38.Something relatively strong that would have led them to that kind

:02:39. > :02:48.of conclusion for them it is difficult

:02:49. > :02:50.to assess that quickly and know how serious it is.

:02:51. > :02:57.Time was not an option with the New Year's Eve

:02:58. > :03:12.It seems this is a sign of things to come -

:03:13. > :03:16.operations around big days, celebrations and events.

:03:17. > :03:19.Belgium cancelled its fireworks, Paris changed its plans and Germany

:03:20. > :03:23.Countries are having to look at how they deal with the risk

:03:24. > :03:28.You are seeing countries trying to work out how much risk

:03:29. > :03:35.they are willing to tolerate, how much they try to go about things

:03:36. > :03:38.and how much they try to reassure their own citizens.

:03:39. > :03:41.They are all working through that in different

:06:42. > :06:43.extremists from so-called Islamic State

:06:44. > :06:49.were planning attacks at two railway stations.

:06:50. > :06:51.New guidance on safe drinking levels, expected to include

:06:52. > :06:56.recommending no alcohol at least two days a week.

:08:17. > :08:18.separate foreign countries, German officials today said they had

:08:19. > :08:26.It was on information, and we have to do our job

:08:27. > :08:32.And we have to guarantee the security and safety

:08:33. > :08:38.Today, the stations were open again, a police presence visible,

:08:39. > :08:41.although authorities now say they can't be sure if the attackers

:08:42. > :08:45.really are in the city or even in the country.

:08:46. > :08:49.New year celebrations had been the focus of real security concerns.

:08:50. > :08:52.It wasn't only Germany, with the closure of rail

:08:53. > :08:57.Two days ago, Turkey arrested two men in Ankara,

:08:58. > :09:02.said to be planning a suicide attack on celebrations.

:09:03. > :09:05.The Belgian capital, Brussels, cancelled its fireworks

:09:06. > :09:08.after a group of men were arrested, also said to be plotting

:09:09. > :09:16.And in New York, the FBI arrested one man said to be planning a knife

:09:17. > :09:18.attack on a restaurant yesterday, to demonstrate his support

:09:19. > :09:25.Paris had also cancelled its usual fireworks, instead projecting

:09:26. > :09:28.a video onto the Arc de Triomphe, amid tight security, a message,

:09:29. > :09:43.the city's mayor said, that Paris was still standing

:09:44. > :09:47.In his new year message, France's president warned

:09:48. > :09:49.that the terrorist threat was still at its highest level.

:09:50. > :09:58.In central London, 3000 police were on duty, including

:09:59. > :10:01.But last night's celebrations passed without incident.

:10:02. > :10:04.Europe has been on edge, and while the New Year passed

:10:05. > :10:11.peacefully, concerns for the year ahead will still remain.

:10:12. > :10:13.In a major rethink of the guidance on alcohol consumption,

:10:14. > :10:16.it is believed that people are to be advised to avoid alcohol

:10:17. > :10:23.The daily limit for the amount men should drink is also expected to be

:10:24. > :10:25.lowered to the same level as that for women.

:10:26. > :10:28.It follows a review which has been carried out

:10:29. > :10:31.by the Chief Medical Officer, Dame Sally Davies.

:10:32. > :10:38.A new year, and even in busy pubs and bars

:10:39. > :10:46.Yeah, I suppose try and cut down little bit on the drink, save money.

:10:47. > :10:48.Cut down on alcohol and possibly go to the gym.

:10:49. > :10:55.Many will have overindulged over the Christmas period but medical

:10:56. > :10:58.experts agree heavy drinking is increasingly

:10:59. > :11:04.Liver disease, of course, is one of the major consequences

:11:05. > :11:08.of alcohol excess, and we've seen liver disease rise to be the fifth

:11:09. > :11:14.most common cause of mortality in the UK.

:11:15. > :11:16.The top four causes, such as heart disease and cancer,

:11:17. > :11:25.the rates of mortality are dropping, whereas liver disease

:11:26. > :11:30.per week without alcohol, advice already given in Scotland,

:11:31. > :11:33.and a maximum of three units consumed on any one day,

:11:34. > :11:36.which, for the first time, would bring men's daily limits

:11:37. > :11:42.The current guidelines on alcohol consumption were last revised

:11:43. > :11:45.in the mid-1990s but have been criticised as confusing

:11:46. > :11:49.and ineffective, with research suggesting many people just don't

:11:50. > :12:13.a relax, but sometimes you just need to maybe take a step back.

:12:14. > :12:15.But then what is two units, what is six units?

:12:16. > :12:18.Most people are reasonably clued up but you have to let people

:12:19. > :12:27.The country has a little bit of an alcohol problem, I think,

:12:28. > :12:30.in terms of the damage it does to society in numerous ways.

:12:31. > :12:34.The new drinking recommendations are due to be published this month,

:12:35. > :12:37.just in time to reinforce those new year resolutions.

:12:38. > :12:39.A gunman has opened fire at a restaurant in Israel,

:12:40. > :12:41.killing two people and wounding several others.

:12:42. > :12:44.Hundreds of police are searching the area in Tel Aviv but detectives

:12:45. > :12:45.say the motive for the attack is unclear.

:12:54. > :13:01.video cameras captured the moment of the shooting. The killer calmly

:13:02. > :13:07.raising his weapon and opening fire. In an area of Tel Aviv filled with

:13:08. > :13:16.packed bars and cafes, it was a terrifying moment. I hid myself

:13:17. > :13:26.under the bar. I waited till it had finished. It was horrible. It is

:13:27. > :13:31.happening all over the world. Gunman escaped on foot and a huge manhunt

:13:32. > :13:34.began. Security full quickly sealed off the scene. Working to save this

:13:35. > :13:41.seriously injured inside the shattered our. The painstaking work

:13:42. > :13:46.of piecing together a picture of what had happened began immediately.

:13:47. > :13:53.Armed police units have been combing Tel Aviv. It is not clear if there

:13:54. > :13:58.have been credible sightings of the gunman since the attack. The motive

:13:59. > :14:05.is not clear. It may have been straightforward criminality rep may

:14:06. > :14:10.have been a hate crime. It is believed the bar owner was popular

:14:11. > :14:14.with the Tel Aviv Gay community. The suspect has been identified.

:14:15. > :14:17.Deepening suspicions the attack was linked to an increase in tension in

:14:18. > :14:21.the long-running dispute between Israel and the Palestinians.

:14:22. > :14:24.Firefighters in Dubai have spent the day dousing a blaze

:14:25. > :14:27.which engulfed a 63-storey skyscraper last night.

:14:28. > :14:29.At least 15 people were injured, although none of them seriously,

:14:30. > :14:40.Investigators are still trying to identify the cause of the fire.

:14:41. > :14:43.Newly-released documents show that a number of prominent figures wrote

:14:44. > :14:46.letters in support of a bishop under investigation over allegations

:14:47. > :14:52.George Carey, who was then Archbishop of Canterbury,

:14:53. > :14:56.was among those who defended Peter Ball during the inquiry.

:14:57. > :14:59.Ball was jailed in October for misconduct in office

:15:00. > :15:09.Aged 83, Bishop Peter Ball is the most senior Anglican

:15:10. > :15:14.clergyman to have been convicted of sexual abuse.

:15:15. > :15:17.But it was more than 20 years before he finally admitted

:15:18. > :15:23.Famous for dressing in a monk's habit in the 70s, 80s and 90s,

:15:24. > :15:30.he groomed and exploited the young men who followed his teachings.

:15:31. > :15:33.Police investigated in 1993 but he wasn't charged.

:15:34. > :15:35.Instead he was given a caution, after 2000 letters, some

:15:36. > :15:39.of which have now been released by prosecutors,

:15:40. > :15:43.In a letter to police, the then Archbishop of Canterbury,

:15:44. > :15:56.George Carey, wrote that on hearing the allegations that Ball

:15:57. > :16:12.The archbishop said he didn't want to interfere.

:16:13. > :16:14.But he said he felt justified in pointing out the...

:16:15. > :16:23.Another letter came from a senior judge.

:16:24. > :16:25.Phil Johnson accuses Ball of indecently assaulting him

:16:26. > :16:51.The former Archbishop of Canterbury has said he does not wish to

:16:52. > :16:52.influence events. You have a Lord Justice who is supposed to be

:16:53. > :16:55.impartial. With no prosecution,

:16:56. > :16:57.Ball's victims were left in limbo. One of them, Neal Todd,

:16:58. > :17:00.deeply damaged by his experiences, took his own life in 2012

:17:01. > :17:04.and never saw justice. Flood warnings remain in place

:18:19. > :18:24.such floods in future? One place that hasn't flooded

:18:25. > :18:27.in the past few days is here, the North Yorkshire

:18:28. > :18:30.town of Pickering. That's thanks to a new ?2 million

:18:31. > :18:33.flood prevention scheme Pickering Beck flooded the town four

:18:34. > :18:40.times in eight years, causing millions of

:18:41. > :18:43.pounds' worth of damage. The solution, this new dam,

:18:44. > :18:45.designed to hold back the water and slow the flow,

:18:46. > :18:50.completed in October. It passed its first

:18:51. > :18:54.test this Christmas. When I turned on the news and saw

:18:55. > :18:57.this absolute devastation, right across the North of England,

:18:58. > :18:59.and I thought, well, this is just a little ray

:19:00. > :19:02.of sunshine in an absolutely massive black cloud covering the whole

:19:43. > :19:54.hospitality and love. He delivered his new year message

:19:55. > :20:00.from a community in Kent that has helped refugees both at home

:20:01. > :20:02.and across the Channel. Justin Welby filmed his message

:20:03. > :20:06.at Marsh Academy, a school Away from the cameras,

:20:07. > :20:11.he met one boy, who had come here alone as a refugee,

:20:12. > :20:14.aged just 14, fleeing war in North This is just one example of the many

:20:15. > :20:19.desperate journeys children are making on their own

:20:20. > :20:24.to save their lives. This school represents the best

:20:25. > :20:27.of what we can do in this country. It teaches and equips people

:20:28. > :20:35.and demonstrates our ability to live up to our long established tradition

:20:36. > :20:42.of warmth and hospitality. The Archbishop's message comes

:20:43. > :20:44.at the start of a year which is likely to see many more

:20:45. > :20:47.people fleeing persecution, war and poverty, risking

:20:48. > :20:52.all on their perilous journey. In 2015, just over a million

:20:53. > :20:55.refugees and migrants reached Justin Welby points out that Jesus

:20:56. > :21:02.himself started life He tells us to be those who welcome

:21:03. > :21:09.the alien and stranger, In today's world, hospitality

:21:10. > :21:18.and love are our most formidable weapons against hatred

:21:19. > :21:23.and extremism. He said Britain had always offered

:21:24. > :21:27.asylum to those fleeing persecution and that offering such welcome

:21:28. > :21:38.brought hope and joy. Now it's time for the
