:01:58. > :02:01.As we come on air, a shooting has just taken place at

:02:02. > :02:03.a shopping centre in Munich in southern Germany.

:02:04. > :02:05.The police are reporting that people have been injured.

:02:06. > :02:08.There are few details at present, but a police operation is underway

:02:09. > :02:10.now at the mall in the north-west of the city.

:02:11. > :02:16.Our correspondent Richard Galpin has the latest.

:02:17. > :02:20.Our Security Correspondent Frank Gardner is here.

:02:21. > :02:27.We need to treat these reports with caution, it is easy to jump to

:02:28. > :02:33.conclusions, but there is little at the moment. Within the last hour,

:02:34. > :02:37.there has been a major incident at something called the Olympia, a

:02:38. > :02:42.shopping ball in Munich. That has now been evacuated and shots have

:02:43. > :02:46.been fired. One news agency is reporting one person dead and

:02:47. > :02:51.several injured. Police have confirmed that there has been

:02:52. > :02:55.shooting and there have been injuries and possible deaths. The

:02:56. > :03:00.area is in lockdown. The shooting is believed to be over but the

:03:01. > :03:04.situation is still live. They haven't apprehended the shooter or

:03:05. > :03:09.shooters yet. We don't know who they are, their motive or how many people

:03:10. > :03:13.are killed or injured. When one hears about a shooting, the

:03:14. > :03:17.temptation is to jump to the conclusion of a terror attack. We

:03:18. > :03:23.can't say this at that point. We have no idea who the shooter is or

:03:24. > :03:28.what their motive is. None. This is coming hard on the heels of things

:03:29. > :03:33.like the Nice attack, an axe attack in Germany a few days ago on a

:03:34. > :03:38.train, the curious incident at RAF Marham airbase, the failed abduction

:03:39. > :03:42.of an RAF serviceman, also unsolved and we don't know the motive for

:03:43. > :03:47.that. You are right, we don't know the motive. This could be somebody

:03:48. > :03:52.with psychiatric problems. It could be a personal feud, a dispute, a

:03:53. > :03:58.family dispute. We don't know. We are seeing pictures of people

:03:59. > :04:03.outside the shopping mall. We can see police and emergency services,

:04:04. > :04:08.but few details. Germany has been on alert for something like this for

:04:09. > :04:11.some time. Whatever the motive, Germany is expecting terrorist

:04:12. > :04:15.attacks. They are in the target sites or so-called Islamic State and

:04:16. > :04:19.their followers, but that isn't to say that this had everything to do

:04:20. > :04:24.with them. We have to keep an open mind. We hopefully will get a

:04:25. > :04:29.statement in the next few minutes or hours from German police, confirming

:04:30. > :04:33.what the casualties are and what the situation is. This only happened

:04:34. > :04:38.minutes ago so we are dealing with this as it happens. If there is a

:04:39. > :04:39.police statement, we will bring that to you.

:04:40. > :04:41.New figures suggest that, post-Brexit, one measure of the UK

:04:42. > :04:44.economy has fallen to its lowest level since the recession in 2009.

:04:45. > :04:46.The sudden drop in activity in manufacturing and services has

:04:47. > :04:49.led some analysts to warn of more pain to come, possibly

:04:50. > :04:53.Speaking on a visit to China, the Chancellor, Philip Hammond,

:04:54. > :04:58.has warned UK economic policy could be "reset" in the autumn,

:04:59. > :05:00.indicating a potentially significant change -

:05:01. > :05:02.though not what that change might be.

:05:03. > :05:09.Our Economics Editor, Kamal Ahmed, sent this report from Beijing.

:05:47. > :05:50.as well as managing effectively the challenges that it will give

:05:51. > :05:58.One thing that is coming into sharp focus is that the government is very

:05:59. > :06:01.aware it needs support from foreign investors and that it may have

:06:02. > :06:04.to change its approach to tax and spending in Britain

:06:05. > :06:08.if the economy takes a turn for the worse.

:06:09. > :06:11.In the slightly longer term coming up to the Autumn Statement,

:06:12. > :06:13.if it is necessary, we have an opportunity then to reset

:06:14. > :06:16.fiscal policy to be appropriate for the economic circumstances

:06:17. > :06:23.What could that mean, more borrowing and spending

:06:24. > :06:24.by the Government to support the economy?

:06:25. > :06:28.We have said already that we will no longer pursue

:06:29. > :06:31.a budget surplus in 2019-20, but we will replace that target

:06:32. > :06:38.That will depend on the data we see in the coming months.

:06:39. > :06:42.That data, those figures, at least today, were poor.

:06:43. > :06:46.The key economic measure of UK business output and new orders

:06:47. > :06:52.Any number below 50 shows a slowdown.

:06:53. > :06:56.That is the lowest level since the 2009 recession.

:06:57. > :06:58.And manufacturing activity also dropped to the lowest for three

:06:59. > :07:03.years, although there was better news on exports.

:07:04. > :07:07.We have had the survey today with bad news in it and we have

:07:08. > :07:10.worries in the housing market, the exchange rate falling

:07:11. > :07:13.really quite significantly, but it won't be for a few months

:07:14. > :07:19.until we know, in a sense, quite how bad it is going to be.

:07:20. > :07:22.Not everyone in Parliament was happy and Labour said the government's

:07:23. > :07:25.rule on rapidly balancing tax and spending, the fiscal rule,

:07:26. > :07:30.Hammond needs to come back from China, change the fiscal rule,

:07:31. > :07:33.let Government start investing again, because that will mean

:07:34. > :07:36.private investment can come back in because confidence

:07:37. > :07:41.Here in Beijing, the Chancellor has certainly been

:07:42. > :07:46.Britain is indeed open for business, but I think the big point

:07:47. > :07:53.The government could change the way it taxes us if the economy needs it.

:07:54. > :07:57.It could change the way it spends its money.

:07:58. > :07:59.If the economy needs that it could even borrow more to spend

:08:00. > :08:08.Keeping the UK economy on the move may need Chinese help,

:08:09. > :08:13.particularly if slowly is the speed we need to get used to.

:11:34. > :11:37.newspaper, Munich police are now confirming there have been multiple

:11:38. > :11:40.deaths in that shopping centre. We are also getting reports that

:11:41. > :11:46.shopping centre staff are still hiding in the shopping mall. That

:11:47. > :11:51.police operation is still ongoing. You can see people leaving the

:11:52. > :11:56.building. People running just a few minutes ago. To reiterate, a German

:11:57. > :12:00.newspaper is suggesting that Munich police have confirmed there have

:12:01. > :12:04.been multiple deaths. We will bring you all the latest is that story

:12:05. > :12:05.unfolds. It is happening as we are on air.

:12:06. > :12:07.The International Paralympic Committee is set to exclude

:12:08. > :12:09.the entire Russian team from this summer's Games in Rio.

:12:10. > :12:11.It follows allegations of state-organised doping.

:12:12. > :12:13.The news has just broken in the last few minutes.

:12:14. > :12:20.Our Sports Correspondent, Richard Conway, has the latest.

:14:24. > :14:26.to a Victorian workhouse than a High Street retailer.

:15:04. > :15:06.Three years ago Chris King lost both hands in an industrial accident.

:15:07. > :15:09.Today, he's the first person in the UK to have received

:15:10. > :15:10.a double hand transplant, thanks to a ground-breaking

:15:11. > :15:12.operation at Leeds General Infirmary.

:15:13. > :15:18.Chris King is in awe of what surgeons have

:15:19. > :15:24.As soon as I saw them, I realised I couldn't wish

:15:25. > :15:32.It's better than any lottery win, because you feel whole again.

:15:33. > :15:34.He lost both his hands in an accident involving a metal

:15:35. > :15:36.pressing machine at work three years ago.

:15:37. > :15:39.Now somebody else's hands have been transplanted to him,

:15:40. > :15:57.It was like the hands were made to measure.

:15:58. > :16:00.They absolutely fit, and it actually opened up a memory

:16:01. > :16:02.because I could never remember what my hands looked

:16:03. > :16:06.This picture of Chris's hands shows how much of the donor's hands

:16:07. > :16:09.Bones are joined with titanium plates then surgeons connect key

:16:10. > :16:11.tendons and muscles before blood vessels are connected.

:16:12. > :16:19.He lost his hand at that angle and so all of the fine structures,

:16:20. > :16:27.Professor Simon Kay who carried out the transplant said this highlights

:16:28. > :16:31.People haven't had to think about donating limbs before

:16:32. > :16:33.but when you see Chris you see what a life transforming,

:16:34. > :16:36.life restoring thing it is, and I would like people

:16:37. > :16:38.to have the conversations they have about donating organs

:16:39. > :16:44.with their family, about donating hands.

:16:45. > :16:47.The donor in relation to this transplant will remain anonymous

:16:48. > :16:49.but his brother issued a statement saying he would have given the shirt

:16:50. > :16:57.What followed was a 12-hour operation in Leeds to repair

:16:58. > :17:04.It's like somebody putting an arm round you.

:23:43. > :23:44.deliver what they promise all the time.

:23:45. > :23:47.But Marius, one of four Romanians working here, fears he may

:23:48. > :23:54.I feel like a family, because I work for this boss nearly

:23:55. > :24:02.Their boss voted Leave, saying things couldn't get any worse.

:24:03. > :24:04.Hopefully, moving forward the trade agreements

:24:05. > :24:09.can be set up with Europe and the rest of the world.

:24:10. > :24:11.There's no way about it, if things don't change in

:24:12. > :24:14.the next 12 months, I really don't want to be working 90-hour weeks

:24:15. > :24:20.The question now facing this community is whether the

:24:21. > :24:22.break with Brussels will make them feel any more connected with

:24:23. > :24:32.And we return to our top story, the shooting at a shopping

:24:33. > :24:35.In the last few minutes, Munich police have confirmed

:24:36. > :24:36.there are multiple injuries and deaths.

:24:37. > :24:38.The attack happened this afternoon at the Munich

:24:39. > :24:46.They believe they are dealing with a shooting rampage and there is more

:24:47. > :24:59.than one shooter. This woman verifying video

:25:00. > :25:04.apparently shows families running to safety after shots were fired the

:25:05. > :25:08.huge sopping shopping centre in Munich. A massive police operation

:25:09. > :25:12.is now underway with reports there have been casualties. Shop owners

:25:13. > :25:20.have been told to stay inside and the Metro has been closed down. Here

:25:21. > :25:28.we are seeing just ambulances. Firemen, the lease. This area was

:25:29. > :25:35.evacuated, all of the streets are now no cause, just the sides of the

:25:36. > :25:42.streets. Judge no cars. Everyone is running around. -- no cars. Details

:25:43. > :25:46.are still coming in but it seems to be a major incident with staff still

:25:47. > :25:49.hiding inside the shopping centre. One police official told the BBC

:25:50. > :25:56.they had received many calls about injured people.
