:00:41. > :00:42.Jessica is a 12-year-old vibrant young girl who will

:00:43. > :00:48.She's a lovely little girl with a bubbly personality.

:00:49. > :00:52.We're just worried and concerned about her and we just want her home.

:00:53. > :00:56.It happened in front of their eyes - first there was shock,

:00:57. > :00:58.then there was grief - now residents want answers .

:00:59. > :01:02.But there is a public anger underneath and we

:01:03. > :01:09.do want to see someone held accountable for this.

:01:10. > :01:11.Theresa May visited the scene today and then announced

:01:12. > :01:17.We need to have an explanation of this.

:01:18. > :01:20.We owe that to the families, to the people who have lost loved ones,

:01:21. > :01:25.friends, and the homes in which they lived.

:01:26. > :01:29.They went in when others were running out -

:01:30. > :01:31.how are the firefighters coping with what they're calling

:02:19. > :02:21.Behind me, Grenfell Tower - its 24 storeys now

:02:22. > :02:33.Once home to hundreds of people - today it's an ugly reminder

:02:34. > :02:35.of a tragedy that many people around here believe

:02:36. > :02:39.The scale of that tragedy is becoming much clearer.

:02:40. > :02:40.Seventeen people are now confirmed dead -

:02:41. > :02:43.but the police believe the final figure will be higher.

:02:44. > :02:46.The first victim has been named by friends and family

:02:47. > :02:48.as Mohammed Alhajali - a Syrian refugee who came

:02:49. > :02:53.This afternoon, Theresa May has announced a public inquiry.

:02:54. > :02:55.It follows growing anger among residents here.

:02:56. > :03:03.The Queen has sent a message of sympathy.

:03:04. > :03:14.Our first report on this devastating fire is from our home editor.

:03:15. > :03:18.Slowly, inch by painstaking inch, fire officers continued their grim

:03:19. > :03:22.and dangerous work. Amid the blackened shell of what was once

:03:23. > :03:27.home to hundreds are some who did not make it out. Exactly how many,

:03:28. > :03:33.we do not know that the emergency services are warning the scale of

:03:34. > :03:38.the tragedy is yet to become clear. Sadly I can confirm the number of

:03:39. > :03:44.people who have died is now 17. We do believe that number will sadly

:03:45. > :03:51.increase. There are 37 people receiving treatment of which 17 are

:03:52. > :03:56.still in critical care. The agony of a wounded neighbourhood is written

:03:57. > :03:59.on a wall, the desperation of people searching for family and friends.

:04:00. > :04:04.Prayers and solace from near and far. For the past two days Jason

:04:05. > :04:12.Garcia has been searching for his 12-year-old cousin Jessica. I feel

:04:13. > :04:16.helpless. We are hoping that, by putting up posters, sharing her

:04:17. > :04:20.image on social media, and talking to people like yourself, that maybe

:04:21. > :04:25.someone with information will get in touch. Syrian refugee Mohammed

:04:26. > :04:31.Alhajali, an engineering student seeking a better life in Britain was

:04:32. > :04:36.named by his family as having died in the fire. People crave answers,

:04:37. > :04:41.but complain of delays and evasion. At the moment we are grieving, but

:04:42. > :04:46.there is a bubbling anger underneath and we want to see somebody held

:04:47. > :04:51.accountable for this. The love and generosity that has poured into

:04:52. > :04:57.North Kensington cannot make up for the numbing sense of loss. The Prime

:04:58. > :05:00.Minister made a private visit today, speaking to emergency workers before

:05:01. > :05:05.announcing a full public inquiry into what went wrong. When I spoke

:05:06. > :05:11.to the emergency services they told me the way this fire progressed and

:05:12. > :05:16.took hold of the building was rapid and ferocious and unexpected. We

:05:17. > :05:20.have to get to the bottom of this. The Labour leader Jeremy Corbyn also

:05:21. > :05:26.went to North Kensington, insisting he would speak up for the community.

:05:27. > :05:31.Shock and grief are joined by outrage and anger. The question is

:05:32. > :05:37.raining down, like the charred lumps of cladding, which locals hold up as

:05:38. > :05:43.possible evidence that people were housed in a preventable death trap.

:05:44. > :05:47.This tower block fire looks just like North Kensington. They came in

:05:48. > :05:53.and said evacuate. It was three years ago in Melbourne Australia and

:05:54. > :05:58.the similarities do not stop there. We have never seen a fire developing

:05:59. > :06:03.this way. In my 29 years in the London Fire Brigade I have never

:06:04. > :06:07.seen a fire of this nature. We never expected to see a high-rise fire

:06:08. > :06:12.that would spread so quickly from the eighth to the 21st floor. In

:06:13. > :06:17.London the fire raged from the ground to the 24th floor in less

:06:18. > :06:22.than half an hour. Attention in Australia focused on aluminium

:06:23. > :06:27.cladding, in enquiry blaming cheaper plastic backed cladding. The same

:06:28. > :06:30.distinction is being made about Grenfell Tower, although the

:06:31. > :06:37.authorities insist regulations were followed. The London mayor Sadiq

:06:38. > :06:44.Khan was heckled by a group of people on a visit to Grenfell Tower

:06:45. > :06:50.today. Feelings are running high. Understandably, residents are angry

:06:51. > :06:56.and concerned and have genuine questions that demand answers and so

:06:57. > :07:02.whereas... Deaths could have been prevented! The concerns are not just

:07:03. > :07:07.about what went wrong in North Kensington, they are also about what

:07:08. > :07:12.could go wrong in thousands of tower blocks in Britain. Residents in

:07:13. > :07:16.Trellix Tower who can see Grenfell Tower from their balconies now have

:07:17. > :07:18.a reminder of the risks of high-rise living.

:07:19. > :07:21.It's coming up to 48 hours since the fire

:07:22. > :07:24.began in Grenfell Tower and still there is no real sense

:07:25. > :07:28.of exactly how many people might have fallen victim to the inferno.

:07:29. > :07:32.In fact, in the last hour, police say they may never be able

:07:33. > :07:39.If you walk around the streets here, or visit the temporary shelters

:07:40. > :07:41.you will see handwritten posters listing the names of loved ones that

:07:42. > :07:51.Our special correspondent Lucy Manning reports now

:07:52. > :07:52.on two families' desperate search for relatives.

:07:53. > :07:55.A warning - you may find some of the details distressing.

:07:56. > :07:57.Mohammed Hakim fears he's lost everyone.

:08:04. > :08:06.All his extended family supporting him now rushed

:08:07. > :08:11.to the fire when the calls of panic came.

:08:12. > :08:14.I spoke to her, the last few words she said to me was,

:08:15. > :08:20.please forgive me if I've said anything to upset you or hurt you.

:08:21. > :08:23.I don't think we're going to make it out of the building.

:08:24. > :08:25.They were supposed to be celebrating next month.

:08:26. > :08:27.His sister, Huzna, was getting married, but the entire family

:08:28. > :08:37.And they were reciting from the Koran.

:08:38. > :08:39.It was just heartbreaking, and then it cut out.

:08:40. > :08:46.She was, like, we're not going to make it.

:08:47. > :08:48.We can't make it because there's flames under the door.

:08:49. > :08:57.I kept saying, try and put things under the door to stop the smoke

:08:58. > :09:00.coming in and get as low as you can come and open the windows.

:09:01. > :09:03.Someone's going to come, call the Fire Brigade, do something.

:09:04. > :09:06.All I could hear was this crackling noise in the background,

:09:07. > :09:10.because the phone was still on, but she wasn't saying anything.

:09:11. > :09:16.I really need to find out where they are.

:09:17. > :09:21.The family stood helpless outside, unable to rescue them.

:09:22. > :09:27.This is the worst thing I remember in my life.

:09:28. > :09:35.He kept shouting, please, help us, get us out.

:09:36. > :09:40.He was saying Allah's name, and all this.

:09:41. > :09:45.Mohammed, it must be extremely difficult, just not knowing?

:09:46. > :09:47.Not losing one member of my family, but losing

:09:48. > :09:53.I don't have my parents any more and you only get one set

:09:54. > :09:58.They are all gone, in a couple of hours,

:09:59. > :10:03.after leaving their house, they are all gone.

:10:04. > :10:05.And no-one wants to give us any information about their whereabouts,

:10:06. > :10:10.if they are still within the building, or not.

:10:11. > :10:14.They still have hope, but feel bereft of help.

:10:15. > :10:20.Adel is another relative deep in grief and frustration.

:10:21. > :10:25.Baby Leena, just six months old, is missing,

:10:26. > :10:28.along with her mum, Farah, and her dad, Omar.

:10:29. > :10:30.They eventually found two of the baby's

:10:31. > :10:36.We found one of the children there, the younger.

:10:37. > :10:38.My brother is looking around, and he is

:10:39. > :10:47.Asks Farrah's older sister to have a look.

:10:48. > :10:49.Farrah's older sister says, that's the other child,

:10:50. > :10:55.They were beds apart and nobody in authority was making any

:10:56. > :11:03.So many families here are looking, hoping, dreading

:11:04. > :11:14.It's something we have become all too familiar

:11:15. > :11:17.with in the last few weeks - the list of those who are

:11:18. > :11:21.This is a wretched time for families and friends -

:11:22. > :11:27.hoping for the best, but fearing the worst.

:11:28. > :11:30.Our correspondent reports on those still missing in the Grenfell Tower

:11:31. > :11:31.fire. Hour by hour, the roll call

:11:32. > :11:36.of the missing lengthens. Friends and relatives, desperate

:11:37. > :11:38.for information, have posted photos Khadija Saye is a 24-year-old

:11:39. > :11:46.photographer whose work is on show She lived on the 20th floor

:11:47. > :11:51.with her mother, Mary Mendy. Fatima, Mirna, and three-year-old

:11:52. > :12:03.Zainab Choucair also lived She too lived on the 20th floor.

:12:04. > :12:13.with their parents and grandmother. Her father was visiting friends

:12:14. > :12:15.lower down and couldn't get back She was only making her way

:12:16. > :12:27.down with some people Jessica is a 12-year-old,

:12:41. > :12:47.and her partner, Marco They had only recently moved

:12:48. > :12:53.into the 23rd floor. They were unable to get out

:12:54. > :12:56.and called the relatives around 4am A family lawyer said there was no

:12:57. > :13:04.hope of finding them alive. Possibly dozens more

:13:05. > :13:11.are still to come. Behind every picture,

:13:12. > :13:14.there is a family, friends and loved ones searching,

:13:15. > :13:36.hoping, and in some Fergus Walsh reporting. We can go to

:13:37. > :13:45.Scotland Yard now. I gather the police have been giving an update on

:13:46. > :13:49.the investigation. Yes, and they are warning it will be a very long and

:13:50. > :13:54.difficult process. The building of Grenfell Tower is still so dangerous

:13:55. > :13:59.fire officers and police cannot get into some parts of the building to

:14:00. > :14:06.find out how many bodies are there. They managed to recover six bodies

:14:07. > :14:10.but in 11 bodies they have found are still in the building and they

:14:11. > :14:14.believe the number of bodies in the building will be much higher,

:14:15. > :14:18.significantly higher. Detective saying they hope that the final

:14:19. > :14:24.death toll will not reach triple figures. Then the process of

:14:25. > :14:28.identifying people will be difficult because of the damage to some of the

:14:29. > :14:33.bodies from the fire. They will rely on dental records and many people

:14:34. > :14:38.who lived in Grenfell Tower were recent immigrants and might not have

:14:39. > :14:43.been to the dentist here. Detectives are worried they may never identify

:14:44. > :14:49.some victims who died. They have taken 5000 calls to the casualty

:14:50. > :14:52.bureau and 200 officers from eight forces are working through

:14:53. > :14:57.information, calling people back to check if anything has changed, but

:14:58. > :15:00.detectives are warning it will take weeks, if not longer, to work out

:15:01. > :15:11.exactly who has died in the fire. Daniel, thank you. If you are still

:15:20. > :15:25.reached on 0800 0961 233. As we've seen there's plenty

:15:26. > :15:35.of anger and frustration here. It will be the job of the public

:15:36. > :15:38.inquiry announced by the prime minister to provide the answers

:15:39. > :15:40.to the questions on everyone's lips. How was the fire able to take

:15:41. > :15:43.hold in just minutes. What about thousands of other

:15:44. > :15:45.high-rise residential Our science editor David Shukman

:15:49. > :15:58.concern right across the country. In Belfast, fire safety leaflets

:15:59. > :16:00.are being handed out Suddenly there's intense scrutiny

:16:01. > :16:04.at every detail of the arrangements And while there are questions

:16:05. > :16:08.about all tower blocks, the key focus is on ones that have

:16:09. > :16:11.been fitted with cladding. All day there's been pressure

:16:12. > :16:13.from safety experts for every council building to be made

:16:14. > :16:18.safer with sprinklers. People don't die in

:16:19. > :16:20.sprinkler buildings. A single death in a sprinkler

:16:21. > :16:22.building is a very, very extremely One of many tragic aspects of this

:16:23. > :16:34.tower block disaster is that for years experts have warned

:16:35. > :16:38.of the dangers of fire. Back in 2013, a coroner called

:16:39. > :16:41.for sprinklers to be fitted A fire in south London

:16:42. > :16:47.had killed six people, but the recommendation wasn't

:16:48. > :16:49.followed and sprinklers are usually Next, having just one staircase -

:16:50. > :16:58.like in Grenfell Tower - has repeatedly been criticised

:16:59. > :17:01.as a hazard, limiting the chance for people to escape

:17:02. > :17:05.and for firefighters to get in. And there have long been

:17:06. > :17:07.concerns about cladding, the panels fitted

:17:08. > :17:10.outside the buildings. These are usually metal with a layer

:17:11. > :17:13.of insulating material. Back in 1991, the rules

:17:14. > :17:16.about them were tightened, but regulations do not require

:17:17. > :17:21.that the panels should never burn. Some critics say the current

:17:22. > :17:23.system of testing them The cladding at Lakanal House

:17:24. > :17:33.in south London was judged to have intensified the blaze

:17:34. > :17:36.there eight years ago. An architect who gave evidence

:17:37. > :17:39.at the inquest of the six people who died there says promises

:17:40. > :17:42.of action led nowhere. He fears the same could

:17:43. > :17:45.happen again this time. When something like Lakanal House

:17:46. > :17:59.happens, they are all eager to go on television saying "lessons

:18:00. > :18:02.will be learned, our thoughts are with the families" and so on,

:18:03. > :18:06.but then nothing happens. It may be that the horror

:18:07. > :18:09.at Grenfell Tower will bring real change but it will be

:18:10. > :18:11.a monumental task. And in the meantime the company that

:18:12. > :18:14.did the refurbishment work, Rydon, says that it met all regulations

:18:15. > :18:17.and now welcomes the public inquiry. As we've heard, both Theresa May

:18:18. > :18:28.and Jeremy Corbyn were here today. In parliament, MPs have been

:18:29. > :18:34.questioning Nick Hurd, the government minister responsible

:18:35. > :18:37.for the fire service. He described the Grenfell Tower fire

:18:38. > :18:44.as a "national tragedy". The Labour MP David Lammy,

:18:45. > :18:49.who's friend in the tower block is still missing,

:18:50. > :18:49.has called for a criminal The Prime Minister met

:18:50. > :19:01.firefighters who have given everything at Grenfell,

:19:02. > :19:04.but none of the families that have She met volunteers on the ground,

:19:05. > :19:08.but returning to Number 10, the focus today, getting

:19:09. > :19:13.help to those that need it. The Government stands ready

:19:14. > :19:14.to provide every assistance necessary to the emergency services

:19:15. > :19:19.and to the local authority. I know we've all heard

:19:20. > :19:21.absolutely heartbreaking, as I did this morning,

:19:22. > :19:23.heartbreaking stories of the people that were caught up in this

:19:24. > :19:31.terrible, terrible tragedy. The Labour leader was on hand

:19:32. > :19:36.in a local church, hearing fears... Somebody has to be held accountable,

:19:37. > :19:39.somebody has to be held responsible. We do not want this kicked

:19:40. > :19:45.into the long grass. We do not want the Government

:19:46. > :19:47.to hide this with some hollow platitudes

:19:48. > :19:49.that lessons will be learned. They knew.

:19:50. > :19:55.They knew that Grenfell was unsafe. We cannot allow people to live

:19:56. > :20:06.in a dangerous state, and that is a worry,

:20:07. > :20:09.but the resources have to be found and we will demand and make sure

:20:10. > :20:12.those resources are found. With worries for people

:20:13. > :20:14.who live in similar blocks and so much still unknown,

:20:15. > :20:16.MPs demanded a meeting When we talk about this

:20:17. > :20:20.as a tragedy, we're talking about it The truth is, it wasn't

:20:21. > :20:23.some natural disaster. We look to you both, as ministers,

:20:24. > :20:29.to leave no stone unturned in getting justice and getting

:20:30. > :20:33.to the bottom of this. It's really important

:20:34. > :20:37.that there is utter clarity today about whether people should stay

:20:38. > :20:40.in their flats in the event of another horrific fire,

:20:41. > :20:44.which could happen this afternoon, as we speak here, or

:20:45. > :20:48.whether they should leave. The Government did promise

:20:49. > :20:53.all the survivors would get We have to act and think

:20:54. > :20:57.as if it was our friends, We have to have that emotional

:20:58. > :21:03.connection with what is going on, because there is no room for cool,

:21:04. > :21:07.detached, plodding bureaucracy. Yet only those that lost their beds,

:21:08. > :21:10.their homes and their loved ones Our political editor

:21:11. > :21:19.Laura Kuenssberg is in Westminster. Laura, we barely understand this

:21:20. > :21:35.tragedy, but it's already It certainly is. An incident on this

:21:36. > :21:39.scale, it has been described by government ministers today is a

:21:40. > :21:43.national disaster. It is an emergency of such gravity with the

:21:44. > :22:01.death toll expected to rise that it has already become a significant

:22:02. > :22:02.issue for the Government and of course at a very volatile time. The

:22:03. > :22:02.first priority however is to focus on getting help to where it is

:22:03. > :22:03.needed. They have announced this afternoon a scheme where they will

:22:04. > :22:03.provide extra cash for the council to make sure they have enough

:22:04. > :22:08.resources to deal with the immediate situation, and they want to get on

:22:09. > :22:12.with having a full public inquiry, Theresa May announcing that pretty

:22:13. > :22:16.rapidly. That will be led by a judge and it will get going pretty soon.

:22:17. > :22:27.There are layers of accountability in terms of figuring out what

:22:28. > :22:29.happened, the housing association, the company involved in doing the

:22:30. > :22:31.refurbishment, the Council and the Government. But there is no

:22:32. > :22:34.question, the handling of such an awful on sensitive situation is very

:22:35. > :22:38.risky for the politicians and it may well be that once this inquiry gets

:22:39. > :22:43.up and running that are very uncomfortable truth emerges here at

:22:44. > :22:47.Westminster. Potentially some people expect it may show that not just

:22:48. > :22:50.this Government but previous governments have simply not done

:22:51. > :22:54.enough to make sure this kind of housing is safe and that when

:22:55. > :22:58.looking at regulations, safety has not been taken seriously enough.

:22:59. > :23:04.Those results will only be known in the course of time, but there is a

:23:05. > :23:08.sense here that of course the emergency is most immediate and most

:23:09. > :23:14.awful for the people who have been caught up in it, but the events just

:23:15. > :23:15.a couple of miles from here are also a big political challenge. Laura,

:23:16. > :23:23.thank you very much. I just want to show you these

:23:24. > :23:28.pictures, this is a Fire Service drone and it has been running up and

:23:29. > :23:33.down the facade of Grenfell Tower. Remember right now what the

:23:34. > :23:37.specialists are trying to do is establish how safe the building is

:23:38. > :23:42.for the Fire crews to go in and begin the recovery operation. So

:23:43. > :23:48.that has been happening while you have been watching the reports from

:23:49. > :23:51.Laura and listening to Laura. We have seen that drone systematically

:23:52. > :23:53.going from window to window and just checking out.

:23:54. > :23:56.Within hours of the fire breaking out, the streets around

:23:57. > :23:58.here were filled with tables covered in food, water and clothes

:23:59. > :24:01.for those that have lost absolutely everything.

:24:02. > :24:04.In fact, there have been so many offers that some temporary shelters

:24:05. > :24:10.Our correspondent Elaine Dunkley is at the Latimer Road community

:24:11. > :24:24.Generosity is keeping this community together, and still more things are

:24:25. > :24:28.arriving. Last night and today there was a constant stream of people

:24:29. > :24:33.donating food, clothing and offering time. Right now there are people

:24:34. > :24:38.packing boxes and more things are still arriving. The message for now

:24:39. > :24:42.is no more perishable foods but charities in this area desperately

:24:43. > :24:45.need vans and storage. It is resident in this community who have

:24:46. > :24:49.taken such an active role in trying to organise the goods but there has

:24:50. > :24:50.been criticism that the council could do more to coordinate

:24:51. > :24:53.collections. From all over the country,

:24:54. > :24:55.donations are arriving, Many have not slept since

:24:56. > :25:03.the fire destroyed homes. We are working under

:25:04. > :25:04.an umbrella of humanity, So that communities

:25:05. > :25:12.do come together. There are Muslim people

:25:13. > :25:15.donating to churches, and I was one of them,

:25:16. > :25:18.there were Christian people It's just a network of not races,

:25:19. > :25:29.not colours, not anything, Many people felt helpless as they

:25:30. > :25:32.watched the tower block on fire. Donating food and clothes is helping

:25:33. > :25:35.this community heal. I lived in New York

:25:36. > :25:38.when the towers came down. Just, generally, you want to help,

:25:39. > :25:50.you want to do whatever you can. But as well as generosity,

:25:51. > :25:52.there is frustration that food and clothes are being left

:25:53. > :25:54.on the street. We're trying to create

:25:55. > :25:57.a central base here. He's organised a sorting facility

:25:58. > :26:04.to take collections. We don't want any bags left

:26:05. > :26:07.on the street that's been sent I don't think people need to send

:26:08. > :26:11.so much stuff any more, but people need to support

:26:12. > :26:14.the community in whatever In the midst of this

:26:15. > :26:19.horror and destruction, There's a bit of upliftment,

:26:20. > :26:27.a bit of seeing that we have a lot Clothes are going here,

:26:28. > :26:43.food only is going there. As more boxes arrive, those

:26:44. > :26:46.who are trying to help are feeling overwhelmed and say the council

:26:47. > :26:49.could do more to organise But I've got to say, the council

:26:50. > :26:54.sort of dragged their feet a lot. We've just come to help,

:26:55. > :26:58.and there hasn't been any contingency plans,

:26:59. > :27:00.there hasn't been any strategies. I've got a week off,

:27:01. > :27:03.and I've just given my time But there are so many people here,

:27:04. > :27:12.and I'm just waiting The local authority says

:27:13. > :27:17.it is trying to manage donations, but says the priority is finding

:27:18. > :27:19.homes for vulnerable families. How do you respond to the criticism

:27:20. > :27:21.from people around here that the council hasn't done

:27:22. > :27:30.enough to help? Well, I'm sorry there

:27:31. > :27:32.is that criticism. In fact, we were very quick

:27:33. > :27:34.to set up three emergency They are staffed by council staff,

:27:35. > :27:38.who have expertise in looking after younger people,

:27:39. > :27:40.older people with particular Tonight, most residents

:27:41. > :27:43.are in temporary accommodation. What people need is

:27:44. > :27:56.a roof over their heads. And as well as donations of course,

:29:42. > :29:44.career. I have seen lots of fires in the London Fire Brigade but nothing

:29:45. > :29:48.on this scale. Exhausted, having spent hours tackling a fire that has

:29:49. > :29:55.been described as unprecedented in its scale and the work is far from

:29:56. > :29:59.over. Now comes the tasks of making the building safe enough for search

:30:00. > :30:03.and recovery. You have a chance to speak to some of those involved, how

:30:04. > :30:08.are they doing if not physically, mentally? I have spoken to quite a

:30:09. > :30:13.few people, they are OK. The main thing is that they are tired but

:30:14. > :30:17.they are so keen to ensure we complete the job. They were on duty

:30:18. > :30:22.again a lot of them last night, some will be on duty again tonight and

:30:23. > :31:02.they want to come back and assist. Thankfully only a handful

:31:03. > :31:16.They went in to try to save people. In that. They are heroes. Sarah

:32:24. > :32:28.people sobbing uncontrollably. One man we spoke to looking for his

:32:29. > :32:32.brother who these Syrian Solidarity campaign have confirmed have died,

:32:33. > :32:36.Mohammed Alhajali, who fled the Syrian civil war to come to safety
