:01:28. > :01:30.Thousands of people have had to be rescued in and around

:01:31. > :01:32.the US city of Houston - as waters continue to rise

:01:33. > :01:37.The area's expected to have received a year's rainfall within a week.

:01:38. > :01:39.Helicopters have plucked victims from rooftops as roads have

:01:40. > :01:44.And the flooding - already described as 'catastrophic' in Texas -

:01:45. > :01:47.is not only expected to get worse, it's also expected to spread -

:01:48. > :01:49.with concerns now for neighbouring Louisiana.

:01:50. > :01:57.Our North America Correspondent James Cook reports.

:01:58. > :02:02.Three days after Hurricane Harvey smashed into their state,

:02:03. > :02:07.Texans are still struggling in its wake.

:02:08. > :02:10.In this suburb of Houston, they called for help all night,

:02:11. > :02:15.In the end, it wasn't police or fire fighters who came to the rescue,

:02:16. > :02:19.They say they called 911 and there was no answer.

:02:20. > :02:23.Well, we just happened to be here, and we had a boat

:02:24. > :02:27.And that's what's happening all over Texas, isn't it?

:02:28. > :02:33.Texans have formed their own armada, offering a helping hand to friends

:02:34. > :02:39.You must be grateful to these guys here?

:02:40. > :02:42.Grateful to actually the whole community,

:02:43. > :02:44.seeing Houston coming together and helping each other out.

:02:45. > :02:50.I was saying to my mom yesterday, I wish we had something

:02:51. > :02:56.It was extremely scary, we didn't expect this to happen at all.

:02:57. > :02:58.Have you ever seen anything like this before?

:02:59. > :03:05.This neighbourhood really doesn't flood, so this was a first for us.

:03:06. > :03:08.Well, there is frenetic activity here as boats buzz

:03:09. > :03:14.This little vessel alone has rescued 30 people so far, and the situation

:03:15. > :03:22.Even at 75 years old, this is something she has never

:03:23. > :03:38.For a time, this picture seemed to sum up the desperation, it is a care

:03:39. > :03:42.home and the owner 's daughter treated it to plead for help. She

:03:43. > :03:48.said within 15 minutes, the water went from ankle height to waist

:03:49. > :03:51.height. Immediately, they were under water. The National Guard saw the

:03:52. > :03:57.photograph and everyone was led to safety. Many more are still waiting

:03:58. > :04:02.to be rescued and in desperation all they can do is cling on and call for

:04:03. > :04:12.help. We have a two story home and on the first floor, it is up to here

:04:13. > :04:14.and all the furniture is just floating. Everything. Mattresses,

:04:15. > :04:17.all of it. In Houston alone, more than 20 helicopters are flying

:04:18. > :04:23.rescue missions but pulling people from the floods is delicate and it

:04:24. > :04:29.is dangerous and the city's troubles may yet get worse. Parts of those

:04:30. > :04:36.regions will continue to receive incredibly heavy rain, that will

:04:37. > :04:40.lead to even more flooding and more danger for Texas. Texas is now

:04:41. > :04:45.saturated and it is struggling, more than 2000 people have been rescued,

:04:46. > :04:52.6000 have called for help, this is a disaster on an epic scale.

:04:53. > :04:58.James, there seems to be no let up in the rain.

:04:59. > :05:04.The rain is still coming down, not as intense, but there is still a

:05:05. > :05:09.huge amount of water coming out of the sky and you can see the result

:05:10. > :05:14.of that behind me. Vehicles coming out, bringing people out in the past

:05:15. > :05:19.hour or so. Now the authorities I think here in Texas are frankly

:05:20. > :05:24.stretched to breaking point at this stage. They had suggested that they

:05:25. > :05:28.had rescued more than 2000 people and perhaps just a couple of hundred

:05:29. > :05:44.remain to be taken from their homes, but I

:05:45. > :05:48.must have seen 100 people being taken out here in this tiny slice of

:05:49. > :05:51.the state in the last hour alone. Clearly, the crisis is on a much

:05:52. > :05:53.bigger scale than that. There has not been significant loss of life

:05:54. > :05:56.that we know of, but it is the scale of the flooding and the disruption

:05:57. > :05:59.and what we are left with here, as President Trump prepares to visit is

:06:00. > :06:01.a staple of refugees. James, thank you.

:06:02. > :06:03.Formal Brexit negotiations have resumed in Brussels this afternoon,

:06:04. > :06:05.with British officials calling on the European Union to show

:06:06. > :06:08.Brexit Secretary David Davis wants to broaden

:06:09. > :06:12.But the EU says there has to be progress on the issues

:06:13. > :06:14.of citizens' rights, the Irish border and the "divorce

:06:15. > :06:17.Our correspondent, Damian Grammaticas is in Brussels.

:06:18. > :06:22.How high should expectations be for these talks? I think they should be

:06:23. > :06:26.pretty low. When you listen and you see that beginning today, you see I

:06:27. > :06:31.think that there is a gulf between the sides and there is a chilly this

:06:32. > :06:35.as well. David Davis talking about flexibility and imagination, what he

:06:36. > :06:38.means is that he hopes that the EU 's side can be persuaded to lean

:06:39. > :06:42.toward some of the ideas that the UK has been putting on the table about

:06:43. > :06:52.ways of dealing with the Irish border and the rights of citizens

:06:53. > :06:54.and also to broaden the talks to talk about the future trading

:06:55. > :06:56.relationship. Michel Barnier, his response, I think it was pretty

:06:57. > :06:59.cutting. He said that he wanted detailed papers, and enter

:07:00. > :07:03.ambiguity, he said if there could be any real progress in negotiations.

:07:04. > :07:06.Dismissing some of those papers that have been produced and the EU side

:07:07. > :07:11.will stick to that particularly on the one issue that the UK has not

:07:12. > :07:14.addressed, money, how much will be paid. Damien, thank you.

:07:15. > :07:17.A lorry driver has appeared in court following a crash on the M1 motorway

:07:18. > :07:21.Two lorries and a minibus were involved in the collision

:07:22. > :07:25.Our correspondent Andy Moore reports.

:07:26. > :07:28.Twelve people were in the minibus, heading down towards London in

:07:29. > :07:31.The driver was a man from Nottingham, his passengers

:07:32. > :07:36.were a group of people from India, about to start a tour of Europe.

:07:37. > :07:38.Lorry driver Ryszard Masierak, who lives in Worcestershire,

:07:39. > :07:40.but comes from Poland, blinked back tears and was given

:07:41. > :07:43.a tissue as a total of 20 charges were put to him

:07:44. > :07:51.Court proceedings lasted about half an hour.

:07:52. > :07:58.He will appear before a Crown Court in Aylesbury next month.

:07:59. > :08:01.Afterwards, Thames Valley Police gave a short statement.

:08:02. > :08:03.We've had full cooperation from the two freight companies

:08:04. > :08:06.involved and they are fully supporting us with our enquiries.

:08:07. > :08:12.Our thoughts remain very much with those affected by this tragedy.

:08:13. > :08:15.Mr Masierak was the driver of this lorry.

:08:16. > :08:17.He has been charged with 12 counts of causing death or serious injury

:08:18. > :08:20.by dangerous driving and eight counts of causing death

:08:21. > :08:25.It was alleged he was about one and a half times

:08:26. > :08:30.Of the four people seriously injured, three of them are said

:08:31. > :08:34.to be fighting for their lives, one is a five-year-old girl.

:08:35. > :08:36.The driver of this lorry, David Wagstaff, who is 53

:08:37. > :08:39.and from Stoke-on-Trent, has been bailed to appear before

:08:40. > :08:45.He is charged with 12 counts of causing death or serious injury

:08:46. > :08:59.A controversial guru in India has been jailed for 20 years

:09:00. > :09:03.Gurmeet Ram Rahim Singh's conviction last week triggered large-scale

:09:04. > :09:05.riots by his devotees, in which 38 people were killed.

:09:06. > :09:08.Thousands of police have been deployed to the region

:09:09. > :09:10.where his movement is based, amid fears of further unrest.

:09:11. > :09:13.The town where the controversial self-styled guru is being held

:09:14. > :09:20.The normally flamboyant God Man was subdued as the 20-year

:09:21. > :09:28.The victims said that was too light and they will appeal.

:09:29. > :09:30.After the explosion of violence that followed his conviction,

:09:31. > :09:34.the Indian authorities say they are taking no chances.

:09:35. > :09:40.16,000 paramilitary police and troops have been deployed.

:09:41. > :09:43.This town is the focus of concern today.

:09:44. > :09:45.The is where the vast temple complex that serves as the guru's

:10:04. > :10:08.who stars in his own movies and has millions of followers.

:10:09. > :10:11.Many devotees say, despite the rape convictions, they have not lost

:10:12. > :10:17.faith in the man they regard as a living saint.

:10:18. > :10:30.Tonight, the guru's temple complex is effectively under siege,

:10:31. > :10:36.surrounded by heavily armed police and troops.

:10:37. > :10:40.Inside, there are reckoned to be 15,000 hard-core disciples.

:10:41. > :10:42.The fear is, what happens when the authorities

:10:43. > :11:04.Experts are still trying to work out what caused 150 people to be treated

:11:05. > :11:08.in hospital after being affected by a chemical haze that drifted off the

:11:09. > :11:12.sea on the south coast yesterday. This report is from Birling Gap near

:11:13. > :11:14.Beachy head in East Sussex, the worst affected area.

:11:15. > :11:17.Everyone, you know, anxiety was high, and we were all

:11:18. > :11:19.shaking and getting really nervous and everything.

:11:20. > :11:21.Like, just didn't really know what to do.

:11:22. > :11:27.We had itchy eyes, sore throat, throbbing head, and nausea.

:11:28. > :11:30.They come to the beach for a bank holiday day out by the sea.

:11:31. > :11:33.But around 5pm, they were engulfed by a chemical cloud

:11:34. > :11:35.which led to hundreds of people being evacuated.

:11:36. > :11:37.The toxic fumes even affected lifeboat crews sent out to help

:11:38. > :11:42.We actually went straight into this cloud, which we weren't

:11:43. > :11:47.And we could feel our eyes burning straightaway.

:11:48. > :11:50.So we advised the coastguards, and we were told to stay

:11:51. > :11:52.inside the lifeboat, close all the doors,

:11:53. > :11:58.But it hasn't stopped people coming back to the beach today.

:11:59. > :12:07.As soon as we heard that it was fine and that the beach

:12:08. > :12:10.We'd looked at other beaches that hadn't been affected,

:12:11. > :12:15.As to what caused the haze, well, the coastguard say

:12:16. > :12:17.that the English Channel was particularly busy

:12:18. > :12:19.with shipping at the time, and they are currently looking

:12:20. > :12:22.into all the vessels that were in the area yesterday.

:12:23. > :12:24.While investigations continue, though, people on the beach today

:12:25. > :12:27.didn't want to let anything stop them getting their dose

:12:28. > :12:37.German prosecutors say a nurse who is serving a life sentence

:12:38. > :12:41.for murdering two patients may have killed as many as 90 people.

:12:42. > :12:43.Niels Hoegel was convicted and jailed two years ago

:12:44. > :12:47.for giving lethal drug injections to intensive care patients.

:12:48. > :12:49.Investigators have since exhumed more than 100 bodies

:12:50. > :12:52.of patients who died in clinics where he worked.

:12:53. > :12:58.From Berlin, Damien McGuinness reports.

:12:59. > :13:01.This man could turn out to be the deadliest serial killer post-war

:13:02. > :13:07.In 2015, former nurse Niels Hogel was sent to jail

:13:08. > :13:13.But police now say they've found evidence that he murdered

:13:14. > :13:17.around 90 other patients, and that there are dozens

:13:18. > :13:22.of other suspected murders that can't be proven.

:13:23. > :13:26.TRANSLATION: If the clues had been duly investigated at the time,

:13:27. > :13:28.even in Delmenhorst Hospital, then the deaths of many

:13:29. > :13:33.patients, in our opinion, could have been prevented.

:13:34. > :13:36.The nurse injected patients at this hospital with drugs

:13:37. > :13:44.His aim was to then resuscitate them and win recognition from colleagues.

:13:45. > :13:46.There are now allegations that some in the hospital

:13:47. > :13:51.TRANSLATION: The current circumstances lead to the conclusion

:13:52. > :13:54.that the former management was aware that Niels H had an awful

:13:55. > :14:01.That means that German authorities are asking questions

:14:02. > :14:05.about whether hospital staff turned a blind eye, and about why

:14:06. > :14:09.it took so long for the murders to be uncovered.

:14:10. > :14:22.A year ago today BHS closed its doors for the last time

:14:23. > :14:26.12 months on - only 25 of the company's 159

:14:27. > :14:29.Including the likes of Primark and Morleys -

:14:30. > :14:31.as our Business correspondent Emma Simpson has been finding out.

:14:32. > :14:34.BHS, one of the best-known names on the high street.

:14:35. > :14:37.It had its heyday, but this time last year, nearly 90 years

:14:38. > :14:45.And the question, who would fill this gap?

:14:46. > :14:49.At Bexleyheath's shopping centre, a shiny new department store.

:14:50. > :14:55.And new jobs for these two former BHS workers.

:14:56. > :14:58.We couldn't get people in to fix anything for BHS.

:14:59. > :15:00.But now we've got brand-new fixtures, brand-new walls,

:15:01. > :15:06.It is like moving out of a house, having it refurbished

:15:07. > :15:15.So whatever was going on in this building,

:15:16. > :15:18.we'd clearly be interested in, and the fact that we

:15:19. > :15:24.It's a good outcome here, but what has happened to the other

:15:25. > :15:30.More than half are still sitting empty.

:15:31. > :15:34.35 properties have deals or plans in place.

:15:35. > :15:43.Only 25 of the former BHS stores have so far been reoccupied.

:15:44. > :15:50.I am not surprised to see that a vast majority of these

:15:51. > :15:53.stores are unoccupied, because many of them are very large

:15:54. > :15:58.And secondly, they are in quite marginal towns where there is a lot

:15:59. > :16:02.of out of town competition from other locations.

:16:03. > :16:04.Therefore those retailers who would normally have

:16:05. > :16:08.been there in the past have moved elsewhere.

:16:09. > :16:10.I have lived in Stockport all my life.

:16:11. > :16:12.I remember being dragged, I might use that word,

:16:13. > :16:14.dragged around Stockport on a Saturday morning with my mum.

:16:15. > :16:18.It would never be complete a visit without coming to BHS.

:16:19. > :16:20.So yes, I do remember what it was like.

:16:21. > :16:28.The council is spending millions on improving Stockport town centre.

:16:29. > :16:31.Its leader is convinced a solution can be found.

:16:32. > :16:34.What makes it a real shame, because this is actually

:16:35. > :16:43.We feel there is a lot of potential interest in this building.

:16:44. > :16:45.I think there is an incredible opportunity here.

:16:46. > :16:48.I genuinely believe it can be relatively easy let.

:16:49. > :16:51.But he and the owners may need to come up with something more

:16:52. > :16:56.The same goes for many of the other former BHS stores

:16:57. > :17:08.and England's Moeen Ali scored a crucial half-century

:18:07. > :18:10.ambulance crews and attended 500 people and there have been 150

:18:11. > :18:14.arrests, but bearing in mind that this event 1 million people per day

:18:15. > :18:16.let's look at the highlights of the Notting Hill Carnival.

:18:17. > :18:18.Everyone can be a king or queen at carnival.

:18:19. > :18:19.It's flamboyant, eccentric, extravagant.

:18:20. > :18:39.The heroes of the sound system, playing to crowds

:18:40. > :18:42.There was fierce competition amongst the DJs.

:18:43. > :18:45.This sound system, we're giving a message, yeah?

:18:46. > :18:49.A message of love and unity for everybody.

:18:50. > :18:53.But, as I hear the music, and that baseline resonates

:18:54. > :18:57.through my body, like I say, it's a spirit that wakes up,

:18:58. > :19:02.and it's just higher, higher, higher, until you just go, oh!

:19:03. > :19:09.Carnival is the Caribbean, with its culture and music.

:19:10. > :19:12.A celebration born out of the struggle of the West Indian

:19:13. > :19:15.immigrants living in London in the 1960s.

:19:16. > :19:19.They refused to be beaten, and so, with colour and pride,

:19:20. > :19:22.they marched proudly through the streets of Notting Hill.

:19:23. > :19:25.Today, it's the biggest street party in Europe.

:19:26. > :19:28.In terms of visitor numbers, Notting Hill is ten times

:19:29. > :19:38.There are 70 performing stages, and 40 sound systems.

:19:39. > :19:46.But, yeah, I really enjoy Carnival here.

:19:47. > :19:55.We've been doing it for 24 years now, it's part of our life.

:19:56. > :20:00.Once this is done, we start planning next year.

:20:01. > :20:16.And so, as the sun sets on another Notting Hill Carnival,
