:01:33. > :01:34.live and work in Great Britain? Few questions are as politically charged

:01:35. > :01:39.and some of the Romanians arriving at this airport today seem to know

:01:40. > :01:44.it. I came to work in this country. Open the border and I come to work

:01:45. > :01:50.to make money and go home. I am here to work. If they have jobs, I will

:01:51. > :01:57.work. There was plenty of scrutiny of them today. Happy New Year,

:01:58. > :02:03.everybody! And there will be scrutiny too for politicians who

:02:04. > :02:05.spent weeks reassuring voters. From today there will be a three-month

:02:06. > :02:08.delay before migrants can claim job-seeker's allowance although they

:02:09. > :02:17.have not said how many people that will affect. After six months is,

:02:18. > :02:20.migrants will have to show they have a good chance of getting a job to

:02:21. > :02:24.receive benefits. They can be barred from coming back for up to a year as

:02:25. > :02:28.well. These changes will make sure people are coming here for the right

:02:29. > :02:33.reasons, to work and to contribute. And not to try and claim from the

:02:34. > :02:36.benefit system. One factor behind all the attention for arrivals at

:02:37. > :02:39.Luton today is an estimate made ten years ago when eight new countries

:02:40. > :02:47.entered the EU, and there were no temporary work restrictions in the

:02:48. > :02:50.UK. 13,000 people were expected to travel to the country but in the

:02:51. > :02:53.end, hundreds of thousands came, and that has had a profound affect on

:02:54. > :03:04.the sometimes stormy politics of immigration. Looking back, Labour

:03:05. > :03:11.admits they got it wrong in the past and a debate is needed now. This is

:03:12. > :03:16.a crucial party political issue. The European elections are coming and

:03:17. > :03:20.they fear voters could turn to UKIP. There is a huge benefit in open-door

:03:21. > :03:26.migration but you have to weigh it up with social benefits and with

:03:27. > :03:31.those who are unemployed. You have to weigh it up with the cost of

:03:32. > :03:34.primary school education. You have to weigh it up with the social cost

:03:35. > :03:37.of communities that feel very divided. Some employers are looking

:03:38. > :03:42.to migrants to fill vacancies. This jobs website has 5,000 positions on

:03:43. > :03:46.offer here. It will take more than a New Year's Day trip to the airport

:03:47. > :03:53.to get a clear view on how many will visit Britain and the impact they

:03:54. > :03:56.will have. Politicians in Romania and Bulgaria say the numbers likely

:03:57. > :04:04.to leave their countries have been overstated. The situation today is

:04:05. > :04:07.very different from the one which existed during the last significant

:04:08. > :04:10.expansion of the European Union a decade ago, when Poland and a number

:04:11. > :04:16.of other Eastern European countries joined, as our Home Editor Mark

:04:17. > :04:21.Easton explains. This time is different. In 2004, most of Europe

:04:22. > :04:25.had temporary restrictions preventing others from working in

:04:26. > :04:31.their countries. Sweden, Ireland and the UK offered free access. A large

:04:32. > :04:36.proportion of migrant workers headed for Britain. This time, the UK is

:04:37. > :04:44.among eight countries who have had restrictions on Romanians and

:04:45. > :04:48.Bulgarians working in them. So, migrants from Romania and Bulgaria

:04:49. > :04:53.can choose any of these countries. There was a good reason to think

:04:54. > :04:57.they may not choose Britain. Spain has a Romanian population of 800,000

:04:58. > :05:07.already, and their languages are similar. Germany, with historic

:05:08. > :05:12.links, has 300,000. The UK has 100,000. It is a similar story for

:05:13. > :05:16.bald area. A quarter of a million are already in Spain, compared to

:05:17. > :05:22.50,000 in Britain. How many will come? Some people are predict Dean

:05:23. > :05:28.50,000 a year. Some research from the previous government suggests

:05:29. > :05:32.fewer than 13,000 will come each year. Ministers are refusing to put

:05:33. > :05:37.a figure on it, saying no one will know. The answer will depend on how

:05:38. > :05:46.attractive written will look as a place for a foreigner to set up

:05:47. > :05:51.home. And Ross Hawkins is here now. We will get some figures, won't we,

:05:52. > :05:56.to suggest whether that has been a big influx? Ministers did not come

:05:57. > :06:01.up with a forecast because they said they could not do it accurately, and

:06:02. > :06:08.probably knew voters could not trust any figures they brought out. We

:06:09. > :06:11.will get some figures in May and that information is scheduled to

:06:12. > :06:16.come out just a week before the European elections, you can imagine

:06:17. > :06:22.the impact that that will have. This is not just a story about numbers.

:06:23. > :06:27.Government are aware of individual stories of individual behaviour and

:06:28. > :06:38.that is why, in part, they are keen to take us to information about the

:06:39. > :06:41.measures they have taken. Police and coastguard teams in Cornwall have

:06:42. > :06:44.spent the day searching search for a 27-year-old man who was washed out

:06:45. > :06:47.to sea overnight. The man from Guildford in Surrey was swimming

:06:48. > :06:50.with a group of friends on a beach in Porthleven in the early hours of

:06:51. > :06:53.this morning. The search has now been called off for the night and

:06:54. > :06:56.will resume in the morning. Michael Schumacher remains critical but

:06:57. > :06:59.stable in hospital in France, where he's being treated for severe brain

:07:00. > :07:02.injuries. The seven-time Formula One motor racing champion hit his head

:07:03. > :07:08.during a skiing accident at the weekend. Maddy Savage is outside the

:07:09. > :07:18.hospital in Grenoble where he's being treated. Maddy. Well, Michael

:07:19. > :07:22.Schumacher is still in a medically induced coma here tonight so that

:07:23. > :07:27.doctors can continue to monitor him closely and try and reduce some of

:07:28. > :07:30.the swelling around his reign. His manager was here earlier and she

:07:31. > :07:36.described his condition as stable and said that that was good news but

:07:37. > :07:39.we needed to consider this in context of his wider situation which

:07:40. > :07:45.she described as critical, and one that could change at any moment.

:07:46. > :07:49.Over the past few days, doctors have been cautious about speculating too

:07:50. > :07:53.far into the future and do not want to comment on the long-term impact

:07:54. > :07:58.of his accident. They want to focus on his immediate care, they say. He

:07:59. > :08:04.is due to turn 45 years old on Friday, and his family remain at his

:08:05. > :08:06.bedside. Doctors treating the former Israeli Prime Minister Ariel Sharon

:08:07. > :08:11.say his condition has seriously deteriorated. Mr Sharon, who is 85,

:08:12. > :08:14.has been in a coma for eight years, after suffering a major stroke.
