:01:07. > :01:09.Romanians have started arriving in the UK to look for work, the first

:01:10. > :01:12.migrants from those European countries since restrictions put in

:01:13. > :01:16.place seven years ago were lifted. They can now look for all sorts of

:01:17. > :01:19.jobs here. The Government has already pushed through a series of

:01:20. > :01:22.benefits changes it hopes will discourage a large influx. Here's

:01:23. > :01:34.our Political Correspondent, Ross Hawkins. Who should be allowed into

:01:35. > :01:39.live and work in Great Britain? Few questions are as politically charged

:01:40. > :01:45.and some of the Romanians arriving at this airport today seem to know

:01:46. > :01:50.it. I come to work in this country. Open the border and I come to work

:01:51. > :01:56.on to make money and go home. I am here to work. If they have jobs, I

:01:57. > :02:03.will work. There was plenty of scrutiny of them today. And there

:02:04. > :02:08.will be scrutiny to for politicians who spent weeks reassuring voters.

:02:09. > :02:13.From today there will be a three-month delay before migrants

:02:14. > :02:17.can claim jobseeker's allowance although they have not said how many

:02:18. > :02:21.people that will affect. After six, migrants will have to show they have

:02:22. > :02:27.a good chance of getting a job to receive benefits. They can be barred

:02:28. > :02:32.from coming back for up to a year as well. These changes will make sure

:02:33. > :02:38.people are coming here for the right reasons, to work and to contribute.

:02:39. > :02:43.One factor behind all the attention for arrivals at Luton today is an

:02:44. > :02:48.estimate made ten years ago when eight new countries entered the EU

:02:49. > :02:55.and there were no temporary work restrictions in the UK. 13,000

:02:56. > :03:02.people were expected to travel to the country but in the end, hundreds

:03:03. > :03:07.of thousands came, and that has had a profound affect on the sometimes

:03:08. > :03:11.stormy politics of immigration. Looking back, Labour admits they got

:03:12. > :03:18.it wrong in the past and a debate is needed now. The European elections

:03:19. > :03:26.are coming and they fear voters could turn to UKIP. There is a huge

:03:27. > :03:29.benefit in open-door migration but you have to weigh it up with social

:03:30. > :03:35.benefit is with those who are unemployed. You have to weigh it up

:03:36. > :03:40.with the social cost of communities that feel very divided. Some

:03:41. > :03:48.employers are looking to migrants to fill vacancies. This jobs website

:03:49. > :03:54.has 5000 positions on offer here. It will take more than a New Year's Day

:03:55. > :03:59.trip to the airport to get a clear view on how many will visit Britain

:04:00. > :04:02.and the impact they will have. Politicians in Romania and Bulgaria

:04:03. > :04:04.say fears of large numbers coming to Britain are overstated. Our

:04:05. > :04:07.correspondent Mark Lowen has been on the streets of the Romanian capital

:04:08. > :04:16.Bucharest to assess the appetite for emigration. It is icy in Bucharest

:04:17. > :04:26.but the New Year will warm hearts here. From today, Romanians and

:04:27. > :04:33.Bulgarians can work freely in any EU country. I want to go to work and

:04:34. > :04:40.make a better life, and raise money for my children, for my family.

:04:41. > :04:46.After that, I will come back, I will not stay there. Some advice from

:05:50. > :06:02.story has been overplayed with dangerous rhetoric. It is used to

:06:03. > :06:09.gain votes. It has instigated xenophobia and racism. One coach

:06:10. > :06:14.company has tripled their services to Britain the others said they do

:06:15. > :06:17.not expect any demand. I will go to the UK because it is a better

:06:18. > :06:23.standard of living and I cannot support my family here. I would

:06:24. > :06:33.never leave my country. For what? I am a patriot. Celebrations for a New

:06:34. > :06:35.Year and new perspectives. Nobody knows how many will leave the

:06:36. > :06:42.Romanians are glad to be treated as equals and that is one cause for a
