:00:00. > :00:07.A huge fire engulfs a luxury hotel in central Dubai -

:00:08. > :00:11.hours before the New Year celebrations.

:00:12. > :00:13.The building - more than 60 storeys high -

:00:14. > :00:16.quickly became a burning inferno, a terrifying scene for those

:00:17. > :00:22.We saw this huge plume of black smoke.

:00:23. > :00:24.Before we knew it the whole of the Address Hotel was covered

:00:25. > :00:29.The cause of the blaze remains unclear.

:00:30. > :00:30.We'll have the latest from the scene.

:00:31. > :00:35.The clean-up operation starts across the UK after the widespread

:00:36. > :00:42.Police in Brussels detain three people in connection with an alleged

:00:43. > :00:48.terror plot to target the city's New Year celebrations.

:00:49. > :00:53.And a new dame at the House of Windsor - the EastEnders

:00:54. > :00:57.and Carry On star tops the celebrity list of this year's New Year's

:00:58. > :01:20.A huge fire has broken out in a high-rise luxury

:01:21. > :01:24.hotel in central Dubai - close to the world's tallest

:01:25. > :01:27.It erupted as Dubai prepared to hold a major

:01:28. > :01:30.Officials said the fire began on the 20th floor.

:01:31. > :01:36.So far there are people reported lightly injured but no casualties.

:01:37. > :01:45.Here's our correspondent Bridget Kendall.

:01:46. > :01:52.Literally a towering Inferno, an intense blaze sweeping through one

:01:53. > :01:57.of Dubai's luxury downtown hotel. A dramatic and terrifying picture, but

:01:58. > :02:02.hardly what the crowds had come for. The blaze broke out less than three

:02:03. > :02:10.hours before the city's planned spectacular New Year fireworks

:02:11. > :02:13.display. Just a few metres away from the Burj Khalifa, the world's

:02:14. > :02:18.tallest building, the fire apparently started on the hotel's

:02:19. > :02:23.20th floor. Before long, flames engulfed the side of the 63 storey

:02:24. > :02:30.building, sending out billowing smoke and scattering blazing debris.

:02:31. > :02:34.Inside, one resident said of the alarms went off, there was absolute

:02:35. > :02:38.pandemonium as people rushed to get out of the building. Amazingly with

:02:39. > :02:43.the help of fire brigade and civil defence teams it seems everyone was

:02:44. > :02:47.evacuated. Officials said apart from one person who suffered a heart

:02:48. > :02:54.attack, there were only moderate and light injuries. One jazz singer was

:02:55. > :03:00.performing inside the hotel as the blaze started. Absolutely stampede,

:03:01. > :03:05.it was incredible. I was actually never so terrified. All the women,

:03:06. > :03:08.all the glamorous took off their high heels and ran. We left

:03:09. > :03:15.everything. There was debris falling down. It shot up through the entire

:03:16. > :03:24.hotel. Everyone was screaming and running. I thought this was a film.

:03:25. > :03:28.The wind was strong tonight and the smoke and fire took hold of the

:03:29. > :03:35.whole building right through. I can't imagine it not being in the

:03:36. > :03:40.interior. After little more than an hour the fire subsided. What caused

:03:41. > :03:42.it isn't clear. There's been no sign it was deliberate despite fears

:03:43. > :03:49.around the world of possible terrorist attacks. And the Dubai

:03:50. > :03:52.authorities didn't want to stop the party. At midnight the celebrations

:03:53. > :03:57.went ahead, but it won't be the fireworks that the start of 2016

:03:58. > :04:01.will be remembered for, but a massive hotel fire which

:04:02. > :04:04.miraculously did not cause more injuries.

:04:05. > :04:06.Clean-up operations are underway across the UK after the flooding

:04:07. > :04:11.North-east Scotland - hard hit by yesterday's storm -

:04:12. > :04:14.faces more heavy rain at the weekend.

:04:15. > :04:16.There's also been travel disruption, with the West Coast Main Line

:04:17. > :04:20.between Carlisle and Glasgow closed because of a damaged viaduct.

:04:21. > :04:26.After being battered by rain and gales, Scotland has been taking

:04:27. > :04:33.In Ballater in the Cairngorms, there is widespread destruction.

:04:34. > :04:35.Prince Charles and the Duchess of Cornwall came to talk

:04:36. > :04:43.This was the A93 on Deeside, swallowed by the water,

:04:44. > :04:47.leaving a huge repair bill and weeks of work.

:04:48. > :04:54.Further south in Newton Stewart, it was a similar picture.

:04:55. > :04:56.Debbie Scott was just one of many people trying

:04:57. > :04:59.to salvage their waterlogged belongings.

:05:00. > :05:25.This was one of the worst affected towns.

:05:26. > :05:28.Scotland's First Minister came here to see for herself.

:05:29. > :05:33.I've been talking to some residents and local businesses and this

:05:34. > :05:37.is probably the worst flooding episode that Newton Stewart and much

:05:38. > :05:42.of this region has experienced for some people in living memory.

:05:43. > :05:44.Northern England missed the worst of the weather yesterday,

:05:45. > :05:51.In Croston in Lancashire, the RAF was back in action,

:05:52. > :05:54.lowering sandbags to shore up flood defences.

:05:55. > :06:00.Can I shake your hands and say thank you very much.

:06:01. > :06:02.In York today, the Labour leader Jeremy Corbyn came

:06:03. > :06:08.The only people who have been here helping me is Cleveland Fire

:06:09. > :06:14.And the Muslims brothers from Bradford and London.

:06:15. > :06:16.And those left angry because they feel they

:06:17. > :06:22.Do you think it makes a difference for high profile people to come?

:06:23. > :06:27.We're getting on now and on a cleaning mission now.

:06:28. > :06:29.But definitely, it makes a big difference for people

:06:30. > :06:35.But after the high-profile visitors have gone, this carries on,

:06:36. > :06:38.and the worry for people living in York and other cities affected

:06:39. > :06:41.by flooding over the last month is that this will happen again

:06:42. > :06:48.The hope is that the weather will hold for the next few days

:06:49. > :06:50.at least, to allow the northern flood plains to drain

:06:51. > :07:00.Security has been stepped up across Europe for the New Year

:07:01. > :07:05.In France, 100,000 officers will be on duty

:07:06. > :07:08.and a fireworks display in Paris has been called off.

:07:09. > :07:10.In Brussels, official festivities have been abandoned

:07:11. > :07:13.after information came to light about an alleged plot

:07:14. > :07:17.In London, extra armed police will protect train

:07:18. > :07:27.Daniel Boettcher is in central London for us now.

:07:28. > :07:37.How obvious is that heightened security? Security for this event is

:07:38. > :07:40.always tight. Both highly visible release presents both inside the

:07:41. > :07:45.viewing area and others parts of central London. We have seen police

:07:46. > :07:49.launches on the river and the force helicopter overhead and there are

:07:50. > :07:53.extra armed officers that stations and other transport hubs.

:07:54. > :07:58.Preparations for the display are almost complete. Behind me crowds

:07:59. > :08:02.are beginning to build up. For the second year this is a ticket only

:08:03. > :08:06.event. Just over 110,000 people were able to get those tickets. They have

:08:07. > :08:09.come through a security point, where backs have been checked and police

:08:10. > :08:15.have warned anybody without a ticket not to come here because they will

:08:16. > :08:17.not be allowed in -- bikes have been checked. Daniel Boettcher.

:08:18. > :08:19.Labour has suspended the Rochdale MP Simon Danczuk,

:08:20. > :08:21.following newspaper allegations that he sent sexually explicit

:08:22. > :08:25.Mr Danczuk, who is 49, said that while the story

:08:26. > :08:28.was "not entirely accurate" his behaviour was "inappropriate".

:08:29. > :08:36.Nearly 1200 people have been recognised in the Queen's New Year

:08:37. > :08:39.They include well-known entertainers and sporting heroes,

:08:40. > :08:43.as well as civil servants and others who work for the public good.

:08:44. > :08:55.She's long been a national treasure, now she a dame.

:08:56. > :09:02.I'm just so honoured, I'm so thrilled.

:09:03. > :09:07.I just say thank you, and I'll do my best to be a very

:09:08. > :09:11.good dame - and I don't mean in pantomime!

:09:12. > :09:15.There's a knighthood for 20 time champion jockey AP McCoy.

:09:16. > :09:20.It's very surreal, it's hard to get my head around it.

:09:21. > :09:24.I never thought anything like that would ever be bestowed

:09:25. > :09:31.A knighthood too for Lynton Crosby, the election strategist credited

:09:32. > :09:33.with masterminding the Conservatives' general election

:09:40. > :09:42.Luther star Idris Elba becomes an OBE.

:09:43. > :09:45.Football legend Denis Law is made a CBE.

:09:53. > :09:58.As in previous years the majority of awards have gone to people not

:09:59. > :10:00.in the public eye, many of whom never expected to be

:10:01. > :10:06.People like James Banks, a bagpiper for 50 years.

:10:07. > :10:09.I'm very proud to be recognised, but it's nice to see

:10:10. > :10:14.that the instrument, the music and the general culture

:10:20. > :10:33.That's all from us, but before we go here are some New Year's Eve

:10:34. > :10:36.celebrations that have already happened around the world.

:10:37. > :11:24.Good evening. We are likely to bring in the New Year on a chilly note

:11:25. > :11:26.with
