:09:45. > :09:46.failing to tackle alleged vote rigging because of
:09:47. > :09:51.He said there was evidence of pressure put on vulnerable
:09:52. > :09:54.people to vote according to the will of elders in some
:09:55. > :09:57.communities of Pakistani and Bangladeshi background.
:09:58. > :10:02.The government has accepted many of the report's recommendations
:10:03. > :10:05.and says it wants to protect anyone who is at risk of being
:10:06. > :10:08.tricked or bullied out of their democratic rights.
:10:09. > :10:11.Though the case here in Tower Hamlets captured
:10:12. > :10:14.the headlines, there were fewer than 700 allegations
:10:15. > :10:18.of electoral fraud in 2015 - a year in which more than 51 million
:10:19. > :10:22.And just a handful of people were actually convicted.
:10:23. > :10:24.Critics say the Government's response is disproportionate
:10:25. > :10:29.and could deter some people from voting.
:10:30. > :10:34.Some Labour MPs believe the Government has a hidden agenda.
:10:35. > :10:39.It is a generalisation, but if you accept that more people
:10:40. > :10:43.who do not have a passport, or a driving licence,
:10:44. > :10:45.are likely to be from poorer communities and that people
:10:46. > :10:50.from those communities are more likely to vote Labour,
:10:51. > :10:53.then absolutely I think it does disproportionately affect
:10:54. > :11:07.The evidence shows most elections in the UK are free and fair,
:11:08. > :11:10.but ministers believe they do need to do more to ensure
:11:11. > :11:13.people have confidence in the system and if the trials are successful,
:11:14. > :11:16.all voters may have to show proof of ID before they can vote
