:01:03. > :01:06.claims she was interrogated and falsely imprisoned by a man alleged

:01:06. > :01:11.to be the most high-ranking agent within the IRA has launched legal

:01:11. > :01:14.action against him. Fred Scappaticci is accused of being a

:01:14. > :01:20.senior member of an IRA unit which killed suspected informers - a

:01:20. > :01:23.claim he denies. The alleged victim is also suing the Ministry of

:01:23. > :01:30.Defence and the PSNI - she claims they knew what was happening. Our

:01:31. > :01:34.home affairs correspondent, Vincent Kearney, has this exclusive report.

:01:34. > :01:38.Bharat Killea was Barack to one agent within the ranks of the IRA

:01:38. > :01:42.and claims she was a victim of another. Fred Scappaticci, a man

:01:42. > :01:47.said to have been codenamed Stakeknife and was alleged to be to

:01:47. > :01:50.be the most high-ranking informer in the IRA. She claims police and

:01:50. > :01:54.the Ministry of Defence knowingly allowed her to be interrogated and

:01:54. > :01:58.threatened by a man acting as an agent of the state. Margaret Keeley

:01:58. > :02:03.has launched legal action against them and is now also taking action

:02:03. > :02:07.against Fred Scappaticci. She claims damages for personal

:02:07. > :02:11.injuries, false imprisonment, assault and battery. Over three

:02:11. > :02:16.days in 1994, detectives at Castlereagh questioned Margaret

:02:16. > :02:20.Keeley about an attack on a senior RUC officer. They also questioned

:02:21. > :02:26.her then husband, who uses the name Kevin Fulton and operated as an

:02:26. > :02:30.agent within the ranks of the IRA. When released, the I Ray Porter to

:02:30. > :02:34.a house in the New Lodge area of North Belfast and interrogated her

:02:34. > :02:39.for two days. She did not want to appear on camera but agreed to

:02:39. > :02:44.speak to the BBC. She says she has no doubt about who was calling the

:02:44. > :02:48.shots during the IRA interrogation. A man accused of being a senior

:02:48. > :02:54.member of the IRA's notorious Internal Security Unit, which

:02:54. > :02:59.hunted down and killed suspected informers. Freddy Scappaticci. A

:02:59. > :03:07.how did you recognise him? I knew him from Dundalk. And I saw a

:03:07. > :03:11.photograph of him. I said, that's him. He was one of the ones that

:03:11. > :03:16.was interrogating me. He interrogated me twice. On two

:03:16. > :03:20.different occasions. How did you react when you find out, when you

:03:20. > :03:24.heard the allegations that the man who interrogated you was an agent

:03:24. > :03:28.working for the state? I could not believe it. It's unreal, he should

:03:29. > :03:32.be brought to justice for what he has done to people and myself.

:03:32. > :03:36.initial request to include Scappaticci in Margaret Keeley's

:03:36. > :03:41.legal action was refused but that decision was overturned on appeal.

:03:41. > :03:46.In he said went, Mr Justice McCloskey said the allegations give

:03:46. > :03:50.rise to acute public concern and interest. It raised the spectre of

:03:50. > :03:56.a grave and profound assault on the rule of law and an affront to

:03:56. > :03:59.public conscience. This is the man at the centre of the case. The

:03:59. > :04:04.grandson of an Italian immigrant who came to Northern Ireland in

:04:04. > :04:07.search of work, Fred Scappaticci was a bricklayer who is accused of

:04:07. > :04:12.feeding as secret double life. He has a better than the past two

:04:12. > :04:16.being a republican but has denied claims that he was an IRA informer.

:04:17. > :04:21.I am Fred Scappaticci. I'm sitting today with my solicitor. I am

:04:21. > :04:28.telling you that I am not guilty of any of these allegations. I was

:04:28. > :04:33.involved in the republican movement. 13 years ago. But I have no

:04:33. > :04:36.involvement this past 13 years. Fred Scappaticci's West Belfast

:04:36. > :04:41.solicitor has been given an writ stating that his client is being

:04:41. > :04:46.sued and giving him two weeks to respond. A solicitor acting for

:04:46. > :04:54.Margaret Keeley says the case is unprecedented. It is hugely

:04:54. > :04:58.significant. The first time that case of this picture and indeed,

:04:58. > :05:01.quoting the judge, that is what he confirmed. Fred Scappaticci's

:05:01. > :05:06.solicitor confirmed that a writ has been served and said the

:05:06. > :05:08.allegations would be vigorously denied. The police have been

:05:08. > :05:14.searching the garden of a house in Ballyclare because of information

:05:14. > :05:16.that the body of an infant is buried there. The search is in its

:05:16. > :05:24.third day and our district journalist, Ciara Riddell, is at

:05:24. > :05:28.the scene. What do you know? search continued all day at this

:05:28. > :05:34.house behind me, you can see the police car at Hawthorn Way in

:05:34. > :05:37.Ballyclare. It started on Monday morning at around 11:00am when

:05:37. > :05:41.police received information that the body of an infant or baby might

:05:41. > :05:45.be buried at the back of this house. The person who give this

:05:45. > :05:49.information did not say from what we understand how long ago this had

:05:49. > :05:52.happened but we know it isn't linked to the current occupants of

:05:52. > :05:56.the house. The rent the house at the moment and were sent away from

:05:56. > :06:01.their home on Monday when the operation began. Over the past

:06:01. > :06:05.three days this has been a hive of activity. I have seen sniffer dogs

:06:05. > :06:10.coming in and out, a forensic team going in and erecting a tent at the

:06:10. > :06:16.back of the yard. As well as that, police have been searching using

:06:16. > :06:20.equipment given to them by Queen's University. So there is a lot going

:06:20. > :06:24.on and from what I understand, nothing has been found as yet. The

:06:24. > :06:30.operation it ended one hour ago when the police officers left. But

:06:30. > :06:37.this is still very much a crime scene. From what I understand, they

:06:37. > :06:40.will return tomorrow to continue. Thank you. The row between the

:06:40. > :06:42.Housing Executive and DUP minister Nelson McCausland shows no signs of

:06:42. > :06:45.letting up. It's believed the Housing Executive is refusing to

:06:45. > :06:47.give in to the minister's demand that the company Red Sky be

:06:47. > :06:50.reinstated as its main repair and maintenance contractor. The

:06:50. > :06:53.Executive dropped Red Sky in April following claims of poor

:06:53. > :06:58.workmanship and overcharging. But Mr McCausland wants the company to

:06:58. > :07:00.be kept on until a new system for awarding contracts is put in place.

:07:00. > :07:06.He rejects any suggestions of improper connections between the

:07:06. > :07:10.DUP and Red Sky bosses. This afternoon his party issued a

:07:10. > :07:13.statement on the matter. It said: There is not and never has been any

:07:13. > :07:15.inappropriate relationship between Red Sky and the DUP. Anyone who

:07:15. > :07:21.suggests otherwise should be prepared to stand over their

:07:21. > :07:24.malicious claims in court rather than trading in innuendo and smear.

:07:24. > :07:26.The party said it would be negligent for any elected

:07:26. > :07:36.representative not to regularly engage with a major employer in

:07:36. > :07:37.

:07:37. > :07:39.their constituency. The party's East Belfast representatives are

:07:39. > :07:42.rightly concerned at 400 jobs being jeopardised, particularly when

:07:42. > :07:45.there is more than a whiff of sectarian motivation. The DUP went

:07:45. > :07:48.on to say: Fraud and corruption will not be tolerated in any arm's

:07:48. > :07:50.length body and that includes the Housing Executive. With the latest

:07:50. > :07:52.developments, here's our political correspondent, Gareth Gordon. These

:07:52. > :07:55.union members believe Nelson McCausland's attack on a Housing

:07:55. > :07:57.Executive is an attack on them. is about time Mr McCausland give up

:07:57. > :08:03.presiding in this building and that he did the decent thing and

:08:03. > :08:06.resigned. The Minister stands by his allegations but rejects claims

:08:06. > :08:09.of inappropriate relationships between Red Sky and his party,

:08:09. > :08:14.including allegations that members have attended dinner parties at the

:08:14. > :08:18.home of the company honour. Do you know anything about dinner parties?

:08:18. > :08:23.Nothing. But I would not be surprised if at some time a

:08:23. > :08:29.politician happens to have a meal with the businessman, just as

:08:29. > :08:33.people have dinners with people from the BBC. Does that caused the

:08:33. > :08:37.problem? I have been at dinners with all sorts of people. I have

:08:37. > :08:42.had ice-cream with the mayor of Bangor. On all sorts of occasions

:08:42. > :08:46.and all sorts of meetings. You know that isn't the type of dinner or

:08:46. > :08:51.meeting that people are talking about? That is my challenge to the

:08:51. > :08:55.person who is making this charge. To come up with a real challenge,

:08:55. > :09:00.out or else withdraw. Would you be surprised that the claim was

:09:00. > :09:07.correct? I am waiting to hear anything for that individual. In

:09:07. > :09:14.due course, I'm sure he will find himself in difficulties. Bar Red

:09:14. > :09:16.Sky funding the DUP? Red Sky have not contributed to the DUP.

:09:16. > :09:22.Categorically, Red Sky do not contribute to the coffers of the

:09:22. > :09:24.DUP? When I ask, I was told they had not. The Minister was asked

:09:24. > :09:28.directly about the allegations by a picture of the community which

:09:28. > :09:34.oversees his department. I put to the Minister directly that he or

:09:35. > :09:38.his party have any interest with Red Sky and he assured me that

:09:38. > :09:43.isn't the case and I have listened and accepted that from the Minister

:09:43. > :09:46.and I have no difficulty repeating that on his behalf. My concern is

:09:46. > :09:51.that the issue around a company which has been found guilty of

:09:51. > :09:55.serious breaches of contract with the Housing Executive would be

:09:55. > :10:00.somehow allowed to continue providing a service for a period of

:10:00. > :10:04.time. This affair is now firmly in the political arena and retains the

:10:04. > :10:10.potential to cause difficulties around the Executive table. Were it

:10:10. > :10:17.will surely be released tomorrow. Our business correspondent, Kevin

:10:17. > :10:20.Magee, is here. Nobody is backing down, Kevin? The latest development

:10:20. > :10:24.is that the board of the Housing Executive have responded to the

:10:24. > :10:27.minister's request that this contract with Red Sky should be

:10:27. > :10:31.terminated and I understand the board of the Housing Executive have

:10:31. > :10:38.made it clear and in no uncertain terms that they will not be ending

:10:38. > :10:41.this contract with --. They have spell that out in the response. A

:10:41. > :10:46.three-month notice period had been given to Red Sky and that expires

:10:46. > :10:49.next week and my understanding is that the executive have people and

:10:49. > :10:54.other contractors in the wings, waiting to take over. The Minister

:10:54. > :11:00.has an option, he can apply to the Executive and tell them that they

:11:00. > :11:03.have to issue, he can tell them they have to do what he says but my

:11:03. > :11:07.understanding is they are threatening a judicial review. We

:11:07. > :11:10.have a major stand off and that is unusual in the public sector.

:11:10. > :11:15.contract was ended after a long investigation and to have some of

:11:15. > :11:22.the reports? This pile of documents goes to the absolute core of this

:11:22. > :11:29.dispute. 12 inches. I got these and there are hundreds of pages. These

:11:29. > :11:33.are what the executive says is evidence, that Red Sky was

:11:33. > :11:37.overcharging and the evidence is in here and the company have been

:11:37. > :11:42.asking for payments for work that was not finished and had not even

:11:42. > :11:47.been carried out. The executive say that if we go along with what the

:11:47. > :11:52.Minister has asked, we are turning our back on this body of evidence,

:11:52. > :11:56.which took two years together. sign of resolution? Well, the

:11:56. > :12:01.Minister goes on holiday on Friday, the Stormont Executive meets

:12:01. > :12:06.tomorrow, the contract is due to expire next week. So, I think that

:12:06. > :12:10.time is running out but there is no end in sight. Thank you. You're

:12:29. > :12:35.has been fined 25,000 for breaching health and safety law in an

:12:35. > :12:39.incident which left one of its workers with serious brain injuries.

:12:39. > :12:44.A judge said that 42 year-old Lucas Da Costa is close to being in a

:12:44. > :12:53.vegetative state. He was struck by falling pallets at the Linden Food

:12:53. > :12:56.factory. Natasha Sayee reports. The 42 year-old worked as a palace

:12:56. > :12:59.truck-driver in a warehouse at the factory and was asked to lift some

:12:59. > :13:03.palates but was not warned that they were not suitable for his

:13:03. > :13:08.truck and when he moved them, the load behind, stacked five metres

:13:08. > :13:13.high, collapsed on top of him. Mr Da Costa is originally from East

:13:13. > :13:17.Timor work and has four children, all under 10. He is now a living

:13:17. > :13:21.apart from his family at this nursing home, where he receives

:13:21. > :13:26.specialist care and, despite surgery, he remains severely

:13:26. > :13:31.disabled. The family are completely devastated, as you can imagine. The

:13:31. > :13:35.trial judge said that Mr de Costa has been left close to a vegetative

:13:35. > :13:40.state. You can imagine the impact, the devastating impact this has on

:13:40. > :13:44.the family. The managing director of London foods, seen here in the

:13:44. > :13:49.navy tie, released a statement, saying the accident was distressing,

:13:49. > :13:54.the company's health and safety manager also said safety at the

:13:54. > :13:57.factory is a priority. The judge said it was a tragic incident in

:13:57. > :14:02.which Mr de Costa had suffered serious debilitating injuries that

:14:02. > :14:05.would be with him for the rest of his life. But he said that London

:14:05. > :14:09.foods is a responsible company which takes up and safety seriously

:14:09. > :14:16.and had gone the extra mile to insure that accidents like this

:14:16. > :14:26.don't happen again. The company was fined �25,000 and the Dacosta

:14:26. > :14:27.

:14:27. > :14:32.Residents in Crossgar are in need of a Pied Piper. They're facing the

:14:32. > :14:37.nightmare of a rat infestation. No one knows where the rat have come
