:01:23. > :01:27.Residents describe it as something from a war zone. Police fired baton

:01:27. > :01:34.rounds and used water Canon. Five police officers were injured after

:01:35. > :01:39.a hi jacked bus was driven into a land rover. It started after

:01:39. > :01:46.officer removed Union flags flying near the Catholic church. Today has

:01:46. > :01:52.been about picking up the pieces. This local spent the day on

:01:52. > :01:57.telephone to the insurance company while searching for his wife's car.

:01:57. > :02:03.It was pushed out to the end of the street and apparently set on fire.

:02:03. > :02:08.When we came down on Sunday, it was on the kerb completely burnt out.

:02:08. > :02:14.It has been brought around here. It took me from 8am to now to find out

:02:14. > :02:19.where the car was. The insurance company is not interested. Rioters

:02:19. > :02:24.also ripped up anything they could use as missiles. They ripped these

:02:24. > :02:30.and broke them off the wall to flow t -- throw at the police. They

:02:30. > :02:35.thought that tree had them and sneaked around, they must have been

:02:35. > :02:40.rubber bull ets in my backyard as well. It was the most terrifying

:02:40. > :02:50.experience and I'm here from 1972 and I have never witnessed anything

:02:50. > :02:50.

:02:50. > :02:54.like that. The trouble also stprod Newtonabbey and Carrick Fer gus --

:02:54. > :02:59.Carrickfergus. The PSNI apologised for how it handled the flags issue.

:02:59. > :03:05.With the eleventh night bonfire celebrations getting under way in a

:03:05. > :03:08.few hours, police and those with influens -- influence are appealing

:03:08. > :03:10.for calm. The police have launched an inquiry into how they handled

:03:10. > :03:13.the removal of flags in Ballyclare. Community representatives have

:03:13. > :03:23.accused the PSNI of breaching a long-standing local agreement.

:03:23. > :03:24.

:03:24. > :03:28.Here's Vincent Kearney. A variety of flags are still flying in

:03:28. > :03:35.Ballyclare today. It was the removal after number, including the

:03:35. > :03:40.Union flag that led to rioting. Loyalists say the police were to

:03:40. > :03:43.blame for the violent response. There are a number of agreements in

:03:43. > :03:48.place across Northern Ireland for dealing with complaints about the

:03:48. > :03:53.flying of flags. If there were complaints in a particular area,

:03:53. > :03:58.such as close to a Catholic church, the police should talk to loyalist

:03:58. > :04:03.representatives. There has been a local agreement in place here in

:04:03. > :04:08.bally clir and Newtonabbey for three years. But a new police

:04:08. > :04:14.commander moved in just three weeks ago. Loyalists say he breached the

:04:14. > :04:20.term of they agreement when he ordered officer to remove flags.

:04:20. > :04:23.Winston Irvine is a loyalist representative on the north and

:04:23. > :04:29.west parades forum and has spoken to those involved in the trouble.

:04:29. > :04:32.Our sons and daughters are prepared to go out into theatres such as

:04:32. > :04:35.Afghanistan and in some circumstances, actually die on the

:04:35. > :04:40.sands of Afghanistan and yet this part of United Kingdom is not

:04:40. > :04:47.allowed to fly the Union Jack. That is intolerable and that is why

:04:47. > :04:52.people are outraged and there is anger within the Protestant and

:04:52. > :04:56.unionist community. The police have rejected allegations their action

:04:56. > :05:02.were responsible, but apologised for way the flags were Rae moved.

:05:02. > :05:08.There is a standard protocol in place. They reported to me they

:05:08. > :05:13.didn't feel those arrangements had been handled in the same way as in

:05:48. > :05:53.calm. Thr is no need for violence - - There is no need for violence.

:05:53. > :05:59.The police are hoping for the best, but preparing for the worst. With

:05:59. > :06:03.hundreds of officers and a fleet of new Land Rovers rdy to deal with

:06:03. > :06:06.any -- ready to deal with any trouble. The Justice Minister,

:06:06. > :06:09.David Ford, has said it was correct to remove the flags in Ballyclare

:06:09. > :06:12.and the police have nothing to apologise for. He told me earlier

:06:12. > :06:17.that he had no knowledge of any local agreement not being honoured.

:06:17. > :06:20.I have in knowledge of that. My understanding is the police

:06:20. > :06:25.officers who had been in the district, that is a wider district

:06:25. > :06:28.Lel and more locally for a numb be of years, were involved in --

:06:28. > :06:31.number of year were involved in negotiations to remove flags.

:06:31. > :06:37.Nothing happened as a result of discussion, although last year

:06:37. > :06:42.there was progress. On that basis, the police took action. Are you

:06:42. > :06:46.aware that there is in operation in some areas a local agreement?

:06:46. > :06:49.all I can say is that the police officers who were involved in

:06:49. > :06:53.discussions within district and locally would have been aware of

:06:53. > :06:58.what the situation was in recent years and I can only presume they

:06:58. > :07:01.acted in accordance with their normal arrangements. Do think there

:07:01. > :07:04.should be different level of agreement? We need to be careful.

:07:04. > :07:08.The suggestion that we would accept paramilitary flags as being

:07:08. > :07:13.appropriate in some area and not others I would find difficult to

:07:13. > :07:17.accept. We need to get a neutral environment where flags appropriate

:07:17. > :07:23.to particular celebrations are put up for short period of time. But we

:07:23. > :07:27.don't see areas dominated by people using flags in an abusive way.

:07:27. > :07:33.you accept any kind of police apology sends out a mixed message.

:07:33. > :07:40.I'm not sure there was a police apology. They were examining how it

:07:40. > :07:45.was carried out. They did say if people felt they haven't received

:07:45. > :07:49.the policing of standard they tried to deliver. Apology was used.

:07:49. > :07:56.was in the context of way in which things were carried out. I don't

:07:56. > :08:02.think there should be an awe poll ji, other than by those who --

:08:02. > :08:06.apologise, other than those who caused the rioting. Were they

:08:06. > :08:10.apologising for the way it was done, or the local agreement? I continue

:08:10. > :08:15.know the circumstances and it is not -- don't know the circumstances

:08:15. > :08:18.and what is clear to me is that there was significant violence in

:08:18. > :08:23.Northern Ireland, of which Ballyclare was the worst. That was

:08:23. > :08:32.created by those who close to go out and cause violence. We saw

:08:32. > :08:37.sectarian and racially-motivated hatred and attack on two churches.

:08:37. > :08:40.Is any police apology unhelpful? need to ensure that community

:08:40. > :08:44.leaders ensure we move from these difficulty and the police enforce

:08:44. > :08:50.the law and support the citizens who are seeking to live within the

:08:50. > :08:55.law. Is a police apology unhelpful? If a police officer chooses to give

:08:55. > :09:02.an apology for the way he carried out an operation, that is a matter

:09:02. > :09:05.for the police, not the Minister of justice. Thank you. Other news now

:09:45. > :09:53.fansy leaving the young fella. I tried to get in. They were taking

:09:53. > :10:00.him four or five metres each time. But then we drifted out another 10

:10:00. > :10:06.metres and we ended up 50 metres off the shore. That is when I

:10:06. > :10:12.realised we were in trouble. alarm was raised by a family member.

:10:12. > :10:17.Sisters Laura and Hayley Scher win who were on a day trip waded and

:10:18. > :10:24.swam out. Hayley told the BBC how she had tried to help. I attempted

:10:24. > :10:30.to try to pull them out of the sort of currents that they were in. They

:10:34. > :10:41.no way. They were left to wait for rescue boat which took them to

:11:22. > :11:25.in the 1994 Chinook crash says she's hopeful that a new report

:11:25. > :11:28.will bring comfort to the families of the two pilots who were blamed

:11:28. > :11:30.for causing the accident. 29 people were killed when the helicopter

:11:31. > :11:40.came down on the Mull of Kintyre. Here's our political reporter,

:11:41. > :11:42.

:11:42. > :11:46.Stephen Walker. It was the RAF's worst peacetime accident. The

:11:46. > :11:52.Chinook carrying 25 senior intelligence officer and four crew

:11:52. > :11:57.were piloted by Jonathan Tapper and Richard Cook. The flight took off

:11:57. > :12:02.on its way to Inverness where those on board were attending a security

:12:02. > :12:05.conference. As it approached the Scottish coach, the aircraft began

:12:05. > :12:10.to climb over the Mull of Kintyre, but crashed into the hillside.

:12:10. > :12:15.Those on board included some of the most senior officers in Northern

:12:15. > :12:19.Ireland's intelligence community. These were some of the most

:12:20. > :12:26.experienced and talented people in this field in the UK these were

:12:26. > :12:35.guys who have been working in this for 30 year and it was a huge gap

:12:35. > :12:38.to replace them. One who died was Kevin McGhee, a member of RUC

:12:38. > :12:43.Special Branch. His widow rarely speaks about the crash. Someone

:12:43. > :12:46.told me a few day after the accident that that is how it would

:12:47. > :12:53.pan out. That it would be pilot error. I could not believe it. But

:12:53. > :12:59.that is what happened. I have been shocked ever since. Relatives like

:12:59. > :13:09.Ann Magee have had a long wait and there have been a series of

:13:09. > :13:14.informations N1995 a review found the -- in 19195, a review found the

:13:14. > :13:19.pilots negligence. In 1996 a fatal accident inquiry left open the

:13:19. > :13:24.blame. Another report said pilot error could not be proved. This new

:13:24. > :13:28.inquiry was solt up to examine the evidence. Ann Magee hopes it will

:13:28. > :13:32.conclude that the two pilots were wrongly blamed. If that is lifted,

:13:32. > :13:36.it will be a huge relief. For me, not much difference at all in my

:13:36. > :13:40.circumstances. Except I will be relieved for them and very happy

:13:40. > :13:44.for them. It has been, I think they were physically feel the loss of

:13:44. > :13:50.that burden on their shoulders. That they have carried for so long.

:13:50. > :13:56.It will be wonderful. An MoD spokesman said it would be

:13:56. > :13:59.inappropriate to comment, the local authority will -- the report will

:13:59. > :14:02.be made public on Monday. Families of some of the 1,100 people in

:14:02. > :14:04.Southern Cross residential homes are worried what will happen to

:14:04. > :14:07.their relatives now that the company is to close. The English-

:14:07. > :14:16.based firm has been losing millions of pounds for years. Jim

:14:16. > :14:20.Fitzpatrick has more on this. What went wrong with the business?

:14:20. > :14:25.Southern Cross was a company that couldn't make money out of caring

:14:25. > :14:30.for people. When that is your core business, that is a problem. What

:14:30. > :14:36.happened is the losses were in a sense disguised by money they made

:14:36. > :14:40.out of property. They split their business into two. One seblly --

:14:40. > :14:45.essentially the property, the other that cared for older people. They

:14:45. > :14:49.sold their properties and offered generous terms to the landlords.

:14:49. > :14:56.With ever-increasing rents, so they got a lot of money up front. But

:14:56. > :15:04.the awe strty budget came in and they were no longer able to raise

:15:04. > :15:09.money by selling property and their whole business model fell apart. It

:15:09. > :15:15.is disconcerting for resident and we spoke so some relatives outside

:15:15. > :15:19.Belfast. How did they get into this mess? Who allowed them to run so

:15:19. > :15:23.long without somebody scrutinising what they were doing. It is

:15:23. > :15:29.unfortunate it has had to happen. I hope that some one else now can

:15:29. > :15:35.come and step in and take it over and that the care homes can still

:15:35. > :15:40.stay open. We were shocked. Because this is a marvellous place. I don't

:15:41. > :15:44.know what we would do without it. So you can see that relatives are

:15:44. > :15:48.happy with the care their relatives are getting. So it notice the

:15:48. > :15:53.actual management of the hopes, it was the whole business model.

:15:53. > :15:58.Today's news isn't unexpected, it need not necessarily be all bad. I

:15:58. > :16:02.have been told by people in the industry it is the first step to

:16:02. > :16:07.reing things. What happens to each of the 26 homes that we have in

:16:07. > :16:12.Northern Ireland? It could be a different story for each one. It is

:16:12. > :16:19.down to who owns the properties. 26 hopes in Northern Ireland, I

:16:19. > :16:23.understand that about 16 are owned by one landlord, that is NHP, that

:16:23. > :16:28.owns hundreds of home. Its homes will be dealt with in one block.

:17:44. > :17:48.putting the money in if they didn't think they could see light at the

:17:48. > :17:53.end of the tunnel. There is a lot of exciting thing happening here

:17:53. > :17:58.and it is a business decision that meem are -- people are making.

:17:59. > :18:05.Hoteliers are concerned about the impact on economisting businesses.

:18:17. > :18:25.more. We need more bedrooms. But I'm not sure that we need six new

:18:25. > :18:35.hotels. We're probably talking about 600 bedrooms. This site lies

:18:36. > :18:39.vacant. But there are plans to build a 139 bedroom hotel. Any new

:18:39. > :18:43.developments will need a substantial increase in visitor
