0:00:16 > 0:00:20Good evening. This is BBC Newsline. The headlines: The Real IRA is
0:00:20 > 0:00:25blamed for bomb attacks on Catholic police officer and on a doctor who
0:00:25 > 0:00:28works for the PSNI. This is a man who is the chairman
0:00:29 > 0:00:34of the Board of trustees. This is a man who spends his life helping
0:00:34 > 0:00:40others. We speak to the doctor whose home was attacked.
0:00:40 > 0:00:44Ulster Unionist leaders are to face Orange Order disciplinary meetings
0:00:44 > 0:00:49were -- proceedings for attending the funeral of mass murdered
0:00:49 > 0:00:51policeman Ronan Kerr. The search for Karen Coyles was
0:00:51 > 0:00:55that of the London on to this coastline.
0:00:55 > 0:00:59BBC Newsline investigates the industry of private tuition for the
0:00:59 > 0:01:06unregulated transferred test. The wind has these and the rain has
0:01:06 > 0:01:13been clearing but it is not likely to stay that way for long.
0:01:13 > 0:01:16Good evening. The homes of the Catholic PSNI officer and a doctor
0:01:16 > 0:01:21who has worked with police as a forensic Medical Officer have been
0:01:21 > 0:01:24targeted an overnight bomb attacks near Claudy. No one was hurt. In a
0:01:25 > 0:01:29moment we will speak to Keith that -- Doctor Keith Munro.
0:01:29 > 0:01:32The more senior police officer in Londonderry says he believes the
0:01:33 > 0:01:38Real IRA was responsible and has described their tax as reckless and
0:01:38 > 0:01:43desperate. Residents outside Claudy say they
0:01:43 > 0:01:47first became aware of an attack late last night. Neighbours say it
0:01:47 > 0:01:53is normally a quiet country area and they are shocked by what
0:01:53 > 0:02:01happened. We heard a loud bang at around 12:15pm. The police came to
0:02:01 > 0:02:11the door and said that there had been an incident. There was a big
0:02:11 > 0:02:16bang. The house shook. We did not know what it was. The police say a
0:02:16 > 0:02:19device damaged the front door of his serving PSNI of us are. He has
0:02:19 > 0:02:26been in the service for the three years. They discovered his home had
0:02:26 > 0:02:30been targeted early this afternoon -- morning after a night should.
0:02:30 > 0:02:36Pre-summit should is strong condemnation. They say it was a
0:02:36 > 0:02:44cowardly bomb attack. They have urged anyone in this community to
0:02:44 > 0:02:51come forward. Parishioners attending Mass condemned the
0:02:51 > 0:02:55bombers. There are people who do not move on and will not allow
0:02:55 > 0:03:00society and to move on. The attack a peace-loving family who are doing
0:03:00 > 0:03:05their best to bring us forward to a better future. It is shocking that
0:03:05 > 0:03:11this has happened at this time. It is a very criteria. There has been
0:03:11 > 0:03:18no trouble here. In a separate attacks several miles away, army
0:03:18 > 0:03:22bomb disposal experts were called to deal with the device. Dr Keith
0:03:22 > 0:03:26Munro has worked with the police over many years. We have a police
0:03:27 > 0:03:30doctor, a person who has been a doctor and a police doctor for over
0:03:30 > 0:03:3440 years, who spent his professional life coming to police
0:03:34 > 0:03:39stations, ensuring that people here arrested by the police get the
0:03:39 > 0:03:43medical attention they deserve. Ensure that their welfare is looked
0:03:43 > 0:03:48after. He is the chairman of the board of trustees. He spends his
0:03:48 > 0:03:52life helping others. Last night, these two servants of the community
0:03:52 > 0:03:58were targeted by people whose actions stand in stark contrast to
0:03:58 > 0:04:04their own. Police say the men, two of whom are aged 36 and the other
0:04:04 > 0:04:08who is 20 years of age have been arrested in Derry.
0:04:08 > 0:04:16Stay with us, we will be talking like to Dr Munro.
0:04:16 > 0:04:18Back in April, the cult -- Ulster Unionist leader Tom Eliot and the
0:04:18 > 0:04:23party's Executive Minister Danny Kennedy attended the funeral of the
0:04:23 > 0:04:26murdered Catholic police constable Ronan Kerr. Now we can reveal they
0:04:26 > 0:04:30are to face internal disciplinary proceedings within the Orange Order
0:04:30 > 0:04:40for doing so. A lodge in Belfast has made a formal complaint against
0:04:40 > 0:04:40
0:04:40 > 0:04:46the two men. Man at's funeral was remarkable. --
0:04:46 > 0:04:51Ronan Kerr's funeral was remarkable. But unlike the other politicians
0:04:51 > 0:04:57present, they are members of the Orange Order. Mr Kennedy belongs to
0:04:57 > 0:05:05a lodge in County Armagh. Mr Elliott is a former county master.
0:05:05 > 0:05:10It bands its members from attending Catholic funerals. There was a
0:05:10 > 0:05:16letter of complaint written to the Grand Lodge. That lodge has gone
0:05:16 > 0:05:21further. They are making formal complaints to the two men county
0:05:21 > 0:05:29lodges which means further action will follow. This is the logic
0:05:29 > 0:05:34behind the complaints. -- the lodge. They are taking part in the Belfast
0:05:34 > 0:05:3912th. It alleges the two men had sold out principles for political
0:05:39 > 0:05:42expediency. They should have known better. Neither Tom Eliot nor Danny
0:05:42 > 0:05:46Kennedy would comment today but a source close to them said they had
0:05:46 > 0:05:50no regrets and they believe they had done the right thing by
0:05:50 > 0:05:54attending constable care's funeral and they had no hesitation in
0:05:54 > 0:05:59supporting his family. They felt no less orange our union us for doing
0:05:59 > 0:06:03so and that they were annoyed that the kind of mindset displayed by
0:06:03 > 0:06:07Ilott here was that complained about them. A spokesman for the
0:06:07 > 0:06:11Orange Order said its complaints procedure is a private matter.
0:06:11 > 0:06:16Unfortunately for them this now threatens to become very public
0:06:16 > 0:06:22indeed. The search is continuing for the
0:06:22 > 0:06:26missing woman Karen Coyles. The 47- year-old to was the chairman of a
0:06:26 > 0:06:35local club has not been seen since Sunday night. Her car was found
0:06:35 > 0:06:39outside Ballycastle cheap died club -- -- GAA club.
0:06:40 > 0:06:44This is a sea of the search far Karen Coyles. Having spent the day
0:06:44 > 0:06:49here, it has been another troubling day for this community and for her
0:06:49 > 0:06:54family. While hope still remained that she would be found safe and
0:06:54 > 0:06:59well, fears are growing this evening.
0:07:00 > 0:07:05The search is now focused here about 1.5 miles away from her car
0:07:05 > 0:07:11was found. Friends from this area have been helping out all day,
0:07:11 > 0:07:21others have travelled from neighbouring blocks. We have had
0:07:21 > 0:07:21
0:07:21 > 0:07:26numerous contacts from clubs from all around the county. It is really
0:07:26 > 0:07:35just a matter of the fact that everyone is together and doing
0:07:35 > 0:07:41their bit. Just shocked. It is not Karen. Karen is well respected,
0:07:41 > 0:07:46well-loved in the community by everybody. Karen is one of those
0:07:46 > 0:07:51people, I expect her to walk in here and ask, how can I help, what
0:07:51 > 0:07:58is going on here. Everybody knew Karen. It is out of character for
0:07:58 > 0:08:03her. Something is not right here. This is the coastline along
0:08:03 > 0:08:08Ballycastle. It is a very rugged coastline. Extensive searches have
0:08:08 > 0:08:13been carried out on the land along the cliff faces and at sea.
0:08:13 > 0:08:17This afternoon there was a renewed focus on this area. A couple of
0:08:17 > 0:08:27divers went into the bottom of the cliff-face. Out of a camera's view
0:08:27 > 0:08:33I watched as two divers looked around the rocks. And while the
0:08:33 > 0:08:39specialist team did their set, volunteers will look on the land.
0:08:39 > 0:08:45We were along the rocks, there was nothing at all. I thought I would
0:08:45 > 0:08:49come up here and scan along the cliff with binoculars. Intensive
0:08:49 > 0:08:53searching has been prompted by a train search-and-rescue dog. The
0:08:53 > 0:09:02dogs searched the area at dawn. It indicated there were some clues
0:09:02 > 0:09:10around here. Joining me in Ballycastle is
0:09:10 > 0:09:19someone from the committee rescue service. The reaction from the dog
0:09:19 > 0:09:23was significant. It was. It led us to the general area at the moment.
0:09:23 > 0:09:27Air allowed other teams to identify any idea that we are concentrating
0:09:27 > 0:09:32on. You will have your specialised team working year through this
0:09:32 > 0:09:36evening and tomorrow. specialist teams have work today
0:09:36 > 0:09:41and they will continue. The ground search team will work the rest of
0:09:41 > 0:09:44the evening as well. Thank you for joining us. While much of the fog
0:09:45 > 0:09:49is now will be on the search-and- rescue and the possible outcome,
0:09:49 > 0:09:55here this evening the feelings and the mood of this community is quite
0:09:55 > 0:09:58sombre but they are sharing in the agony of Karen's family.
0:09:59 > 0:10:04Unemployment has risen again in Northern Ireland, although the rate
0:10:04 > 0:10:07of increase remains the UK average. End of this there were 60,400
0:10:07 > 0:10:12claimants, that is a 100 on the previous month. It means the
0:10:12 > 0:10:18unemployment rate for the last three months is 7.4% compared to
0:10:18 > 0:10:22the UK average of 7.9%. A young woman had told police she
0:10:22 > 0:10:25was raped in roots in front of her children has appeared in court. But
0:10:25 > 0:10:33she is being accused of wasting police time and perverting the
0:10:33 > 0:10:37course of justice. This will month appeared in court
0:10:37 > 0:10:43for the first time today. She made allegations of rape in March. Back
0:10:43 > 0:10:46then she told police she was walking here, near her home with
0:10:46 > 0:10:51her two children when she was attacked by a man who sexually
0:10:51 > 0:10:54assaulted her. She said the man was in his fifties and he was walking a
0:10:54 > 0:10:59white dog. Police appealed for witnesses and started an
0:10:59 > 0:11:02investigation. But in August it was no stock a day who found herself
0:11:03 > 0:11:07charged over the matter. Police accuse her of wasting their time
0:11:07 > 0:11:11and perverting the course of justice. In court today the 24-
0:11:11 > 0:11:15year-old repeatedly shook her head as the charges were read out. And
0:11:15 > 0:11:19as a police constable said he could connect those accused to that
0:11:19 > 0:11:23charges. But a defence Alastair said her client denied the charges
0:11:23 > 0:11:28and had given a full account to the pleas of what had happened. The
0:11:28 > 0:11:31solicitor also said that she regards herself as a victim of rape.
0:11:31 > 0:11:35The police constable said there were discrepancies in the several
0:11:35 > 0:11:41accounts the woman had given. And our request for anonymity was
0:11:41 > 0:11:47denied and she was released on bail to appear again on 23rd October.
0:11:47 > 0:11:51Still to come on the programme: Extreme disappointment at the
0:11:51 > 0:11:56Miyagi University campus or the slashing of extension plans. And we
0:11:56 > 0:12:03talked to the man who bounced back after this in the car crash in the
0:12:03 > 0:12:07Far East. -- Magee University campus.
0:12:07 > 0:12:11You may have done the run already this evening taking your child to
0:12:11 > 0:12:15their extra transferred test tuition. Thousands of parents are
0:12:15 > 0:12:19doing the same as children prepare for the entrance tests in November.
0:12:19 > 0:12:28It has become something of an industry but not one that parents
0:12:28 > 0:12:32are proud. It is a taboo subject at the school gates.
0:12:32 > 0:12:38It is coming up to four o'clock and after a day spent in school, these
0:12:38 > 0:12:47children have come to this centre for an extra 80 minutes' tuition
0:12:47 > 0:12:50for the transfer test. Their parents pay 26 as session. The due
0:12:50 > 0:12:56to concentrate on English and maths and familiarising the children with
0:12:56 > 0:13:00the format of the unofficial Tests. The syllabus the teachers are
0:13:00 > 0:13:05teaching are on the test, so some of the children need an extra
0:13:05 > 0:13:10explanation to help them through that. That is what we help with.
0:13:10 > 0:13:14Also the technique for the test is vital to get through this test.
0:13:14 > 0:13:21That is one of the main reasons that the children would come to the
0:13:21 > 0:13:25centre. A month his pupils is this boy. He will be doing both Tests,
0:13:25 > 0:13:30that is five papers and all. His mother says he needed help with his
0:13:30 > 0:13:36maths and she wanted to give them the best chance to get into a
0:13:36 > 0:13:44grammar. You hear of other women who have put themselves through
0:13:44 > 0:13:47tutoring before the exams. I felt that I had to help him to raise his
0:13:47 > 0:13:56marks up and to give them the best opportunity of having this tuition
0:13:56 > 0:13:59to do well in exams. All more also -- almost all cost... When Martin
0:13:59 > 0:14:03McGuinness announced he was scrapping the 11-plus, it was
0:14:04 > 0:14:06supposed to be the end of test based selection. Instead, we have
0:14:07 > 0:14:11seen him in an industry grow up around the transfer and the
0:14:11 > 0:14:17internet is the place where people sell everything, from past papers
0:14:17 > 0:14:24to on lines of resources to tuition. We decide to carry out a pall of
0:14:24 > 0:14:28the transfer provided around Northern Ireland. It is about
0:14:28 > 0:14:35firms' advertising on the internet. It is a tax transaction that the
0:14:35 > 0:14:40taxman does not hear about. A former teacher has been offering
0:14:40 > 0:14:45tuition for 22 years. He charges 16 per person and takes the
0:14:45 > 0:14:51children in groups. In neighbouring counties, a teacher does not agree
0:14:51 > 0:14:56with tuition. He has four primary children on his books. He has been
0:14:56 > 0:15:06doing for her a few years and charges 18 a head. He is qualified
0:15:06 > 0:15:20
0:15:20 > 0:15:29but says some parents will collar A couple from England who have just
0:15:29 > 0:15:35arrived in Fermanagh, plan to offer tuition there. They have just
0:15:35 > 0:15:42started to advertise. Up in Derry, they are less keen to talk about
0:15:42 > 0:15:47this. We found a qualified teacher. She has just one child, and says
0:15:47 > 0:15:53she has seen fewer children looking for tuition. She charges 20 per
0:15:53 > 0:15:59hour. In Antrim, a qualified teacher with 12 years' experience
0:15:59 > 0:16:05has around seven children coming to her, some twice a week. She charges
0:16:05 > 0:16:1020 per hour and gets annoyed with tutors to guarantee success.
0:16:10 > 0:16:16There is no register or regulation of those offering tuition. Much is
0:16:16 > 0:16:22done by word of mouth or roadside advertising like this. That means
0:16:22 > 0:16:32anyone can offer themselves. We found an A-level student offering
0:16:32 > 0:16:33
0:16:33 > 0:16:38due to turn students for 10 per hour. They have had some interest.
0:16:38 > 0:16:45This man is a spokesman for grammar schools that Randy test. He knows
0:16:45 > 0:16:50the tuition takes place and says he would prefer if it did not.
0:16:50 > 0:16:54We see too much of an overload. With the best motives, but learning
0:16:54 > 0:17:01itself becomes a chore and they get turned off at a time when we should
0:17:01 > 0:17:06be trying to encourage them. Many parents are still determined to
0:17:06 > 0:17:11push for a grammar school education for their children, so while the
0:17:11 > 0:17:19entrance test is there, two Russian will be for part of the unregulated
0:17:19 > 0:17:23system. -- tuition. The employment and learning
0:17:23 > 0:17:30minister Steven Farrer has dealt a body blow for the hopes of higher
0:17:30 > 0:17:35education places in Derry. The minister was at the Magee campus
0:17:35 > 0:17:40today to deliver the bad news in person. He planned extra 2,000
0:17:40 > 0:17:45places will now be cut to a few hundred. The department says that
0:17:45 > 0:17:51financial pressures are to blame. Academics believe that the freeze
0:17:52 > 0:17:56on fees here led to this withdrawals. The college staff say
0:17:56 > 0:18:01that while they are deeply disappointed, their campaign is not
0:18:01 > 0:18:06over and they aim to keep this on the political agenda. I spoke to a
0:18:06 > 0:18:11professor earlier. I am extremely disappointed by this
0:18:11 > 0:18:15news. On one hand, I think the minister should be congratulated in
0:18:15 > 0:18:19the sense that for the first time there is recognition that we need
0:18:19 > 0:18:24to increase the number of undergraduate places available in
0:18:24 > 0:18:30Northern Ireland, but the number of places being talked about are
0:18:30 > 0:18:37extremely limited and we are very disappointed. You were hoping for
0:18:37 > 0:18:402,000 places and this will not happen. That is correct. The
0:18:40 > 0:18:45minister says he only has enough money to fund several hundred
0:18:45 > 0:18:51places. That is extremely disappointing for us but we are
0:18:51 > 0:19:01pushing the minister to ensure that whatever places are on the table,
0:19:01 > 0:19:03
0:19:03 > 0:19:10they come to the Magee campus because we are the only institution
0:19:10 > 0:19:13with a pit on the table. Higher education must be a priority for
0:19:13 > 0:19:20this executive. If we are to rebuild the economy in Northern
0:19:20 > 0:19:25Ireland, higher education must be a priority. Many students will now be
0:19:25 > 0:19:32choosing to go to university in Northern Ireland rather than
0:19:32 > 0:19:37elsewhere, while the tuition fees are frozen. How much of a blow will
0:19:37 > 0:19:41thus be to them? There is already huge pressure on
0:19:41 > 0:19:45places in Northern Ireland. This will increase as students who would
0:19:45 > 0:19:50otherwise have less Northern Ireland will decide to stay because
0:19:50 > 0:20:00of the law to Russian fees. We will see an increase in competition for
0:20:00 > 0:20:04
0:20:04 > 0:20:08places. This campaign is not over. We will work with our partners to
0:20:08 > 0:20:18ensure that the Magee campus plan does not go off the political
0:20:18 > 0:20:29
0:20:29 > 0:20:33agenda. The Irish rugby coach Declan Kidney
0:20:33 > 0:20:39has unveiled his team for the weekend's World Cup match.
0:20:39 > 0:20:44One player he was unable to select for this crunch game against
0:20:44 > 0:20:49Australia was Gerry Flannery. He has picked up an injury in training.
0:20:49 > 0:20:55After a disappointing performance in the opening game against the USA,
0:20:55 > 0:21:04Declan Kidney has made it four changes. Stephen Ferris, Tom Court
0:21:04 > 0:21:14and Rory best retain their places, with Andrew Trimble on the bed. --
0:21:14 > 0:21:15
0:21:15 > 0:21:20to the bench. Declan Kidney has refreshed the side. He is confident
0:21:20 > 0:21:25that the underperforming side can deliver.
0:21:25 > 0:21:30The lads who have been left off are very unlucky to have been left off.
0:21:30 > 0:21:37I have picked these lads because I think they can play well. I believe
0:21:37 > 0:21:42they can give us the result we want. A Ireland have beaten Australia
0:21:42 > 0:21:47just twice in the past 10 attempts and never in the World Cup but the
0:21:47 > 0:21:55Irish captain is confident of an upset.
0:21:55 > 0:21:59As a team, you back yourself on the achievements you have. The medals
0:21:59 > 0:22:05you have in your pocket. Fresh in their minds will be their victory
0:22:06 > 0:22:10in the Tri Nations. We feel that on our day, we are capable of beating
0:22:10 > 0:22:15anyone, we just have to make sure that performance is up there with
0:22:15 > 0:22:20our best, to make sure that we do not allow the Australians to play
0:22:20 > 0:22:25and we impose ourselves on them. A win for Ireland is not crucial
0:22:25 > 0:22:29this Saturday but it would be an important indicator of their World
0:22:29 > 0:22:35Cup ambitions. Over the past few years, we have
0:22:35 > 0:22:41followed the progress of this young racing driver, Wayne Boyd. Now aged
0:22:41 > 0:22:4820, he is bidding to become an IndyCar Driver. That is the US
0:22:48 > 0:22:54equivalent of Formula One. He has just returned home after another
0:22:54 > 0:22:59winning performance at the Baltimore Grand Prix.
0:22:59 > 0:23:08Wayne Boyd was extremely lucky to escape unharmed after this dramatic
0:23:08 > 0:23:18crash. Since, he has won twice in America this year. I am on a
0:23:18 > 0:23:26programme, and hopefully I will be there next year. It is a stepping
0:23:26 > 0:23:34ladder up their CVs. When he is not where it -- not racing cars, he
0:23:34 > 0:23:37works selling parts and working on carts. Formula One is still his
0:23:37 > 0:23:43dream but America offers the more realistic career progression.
0:23:43 > 0:23:50I think Indy car is more bearable. It is so difficult to get into a
0:23:50 > 0:23:54Formula One. Indy car, it is the F one of America, but I really do
0:23:54 > 0:24:01prefer it out there. It is a more relaxed lifestyle and the fans are
0:24:01 > 0:24:06great out there as well. He intends to step closer to
0:24:06 > 0:24:11IndyCar this coming season. At just 20, he is still on track to make it
0:24:11 > 0:24:17to the top of the sport. He is pretty good that the karting
0:24:17 > 0:24:27as well. Robin Mackle Roy could mess next year's Irish open because
0:24:27 > 0:24:27
0:24:27 > 0:24:32it clap -- clashes with a big event in the United States. Because of a
0:24:32 > 0:24:37new proposed sponsor for the Irish Open, the event could move from its
0:24:37 > 0:24:44normal slot, meaning that a La Route De Carteret alloy could then
0:24:44 > 0:24:54play. It is two wins out of two for
0:24:54 > 0:24:56
0:24:56 > 0:25:03Northern Ireland in the cricket. Technical difficulties prevented us
0:25:03 > 0:25:11from talking to Dr Keith Munro. You will be able to hear him reflecting
0:25:11 > 0:25:21on what happened on our late bulletin this evening. And now the
0:25:21 > 0:25:22
0:25:22 > 0:25:32Through the next 24 hours, it is a lot quieter. We went has East as
0:25:32 > 0:25:35
0:25:35 > 0:25:45well. -- the wind has eased. This is something I have never seen, a
0:25:45 > 0:25:52
0:25:52 > 0:25:55lunar rainbow. Pretty impressive. There are actually stars in the sky.
0:25:55 > 0:26:01Fairly clear skies out there at the moment particularly in northern and
0:26:01 > 0:26:07central areas. It has taken longer for the cloud to clear away from
0:26:07 > 0:26:14the South. Not a bad end to the day for the northern half of Northern
0:26:14 > 0:26:24Ireland. It is not likely to stay that way. The cloud in the South
0:26:24 > 0:26:31and to the West is set to return. Temperatures are fairly similar to
0:26:31 > 0:26:37last night. At around ten degrees. Tomorrow, the emphasis is still on
0:26:37 > 0:26:47a lot of dry weather. The cloud could be low enough to bring the
0:26:47 > 0:26:50
0:26:50 > 0:26:57odd patch of mist. But generally it is dried. A lot of cloud, parts of
0:26:57 > 0:27:01County Antrim and County Down where daylight suddenly breeze. I am not
0:27:01 > 0:27:07saying there will not be the odd bright spell in the West but
0:27:07 > 0:27:12probably more cloud. Tomorrow will be mostly dry here as well. If you
0:27:12 > 0:27:18have to do anything outside, tomorrow is the day. Tomorrow night,
0:27:18 > 0:27:25the cloud will gather again bringing spells of rain. By Friday,
0:27:25 > 0:27:29it is not looking good. Even when that clears, bright spells and
0:27:29 > 0:27:35blustery showers fall on Saturday and Sunday looks like the better
0:27:35 > 0:27:42day of the weekend. A reminder of the top stories. The
0:27:42 > 0:27:48Real IRA is being blamed for bomb attacks in County Londonderry. The
0:27:48 > 0:27:52Ulster Unionist leader Tom Elliot and his deputy Danny Kennedy are to
0:27:52 > 0:27:55place Orange Order disciplinary proceedings for attending the
