0:01:18 > 0:01:22centre as part of a�10 million First tonight, a number of patients

0:01:22 > 0:01:24have been recalled by the Belfast Health Trust. It says it's a

0:01:24 > 0:01:34precautionary measure. Our health correspondent Marie Louise Connolly

0:01:34 > 0:01:39joins us now live from Belfast City Hospital. What has happened?

0:01:39 > 0:01:43Belfast Health Trust has decided to recall 59 patients to the

0:01:43 > 0:01:48immunology department at the Royal Victoria Hospital in Belfast. They

0:01:48 > 0:01:53made this announcement here at their headquarters this afternoon.

0:01:53 > 0:01:56These patients attend the Royal Victoria Hospital. These are

0:01:56 > 0:02:01patients with chronic skin conditions, chronic allergies,

0:02:01 > 0:02:06people who suffer from rheumatoid problems, who have problems with

0:02:06 > 0:02:12their joints. I say chronic because the experts here have said it is

0:02:12 > 0:02:16not just the ordinary outpatients who are being recalled, these are

0:02:17 > 0:02:24patients who have long-term problems and these concerns have

0:02:24 > 0:02:27been raised because back in August opinions regarding the treatment

0:02:27 > 0:02:32they were receiving, the type of treatment and their diagnosis.

0:02:32 > 0:02:38hearing this news, many people will be anxious. How concerned should

0:02:38 > 0:02:43they be? Health professionals here at the Belfast Health Trust were

0:02:43 > 0:02:50concerned enough that they had to bring in an expert from England.

0:02:50 > 0:02:56That was back in August to review a number of these patients' records.

0:02:56 > 0:03:00Those 59 patients are being recalled. I put to Dr Tony Stephens

0:03:00 > 0:03:05if the public should be concerned. He said obviously they were

0:03:05 > 0:03:10concerned, but he said they had taken this response to show the

0:03:10 > 0:03:16public that at this stage they were doing everything they could to make

0:03:16 > 0:03:22sure their treatment was the right treatment. Patience maybe on to

0:03:22 > 0:03:28high a dose or too low a dose, it is about optimising that. It is

0:03:29 > 0:03:33impossible to say if anyone has come to harm. I am talking about

0:03:33 > 0:03:39different in medical opinion, but that it is of continuing

0:03:39 > 0:03:44investigation. Anyone who is caught up in this health scare will have

0:03:44 > 0:03:49received either a phone call or a letter. There is a helpline also

0:03:49 > 0:03:54available, you are about to show that number, and the trust is

0:03:54 > 0:03:59saying to give it time until 8pm tomorrow night in order for members

0:03:59 > 0:04:09of staff to get in contact with them.

0:04:16 > 0:04:19The man whose resignation as Chief Executive provoked the premature

0:04:19 > 0:04:23departure of the Police Ombudsman has spoken for the first time about

0:04:23 > 0:04:25why he left his �90,000 a year job. Sam Pollock says he was unhappy

0:04:25 > 0:04:27with the approach being taken in controversial cases involving

0:04:27 > 0:04:31informers. He's spoken exclusively to our Home Affairs Correspondent

0:04:31 > 0:04:33Vincent Kearney for a BBC Spotlight programme to be broadcast tonight.

0:04:33 > 0:04:35The programme has uncovered failings in a number of

0:04:35 > 0:04:45investigations by the Ombudsman, including a complaint from the

0:04:45 > 0:04:48

0:04:48 > 0:04:52family of the murdered republican informer Denis Donaldson. Sam

0:04:52 > 0:04:57Pollock was chief executive of the Office of Police Ombudsman for more

0:04:57 > 0:05:01than 10 years. He announced his resignation in March, claiming the

0:05:01 > 0:05:06independence of the office has been lowered. He refused to speak about

0:05:06 > 0:05:12his reasons for leaving until now. I have spoken to him for a spot

0:05:12 > 0:05:22like programme due to be broadcast tonight. I sensed a dilemma or a

0:05:22 > 0:05:27conflict in terms of dealing with the issue of informants. To speak

0:05:28 > 0:05:34about this issue either directly or indirectly in murder, the loss of

0:05:34 > 0:05:40life, some atrocities, you can't afford that. I have also spoken to

0:05:40 > 0:05:46people who confirm his concerns, including the family of one of

0:05:46 > 0:05:49three people killed in a bomb attack in 1988. They have accused

0:05:49 > 0:05:58the ombudsman of changing a report that said the police could have

0:05:58 > 0:06:04prevented the deaths because they knew about the bomb. It was a real

0:06:04 > 0:06:11hard blow, we just felt let down. Really let down. Because they were

0:06:11 > 0:06:16set up to give us answers and they just gave us more questions.

0:06:16 > 0:06:20son of a murdered officer also criticised the Ombudsman for not

0:06:20 > 0:06:24telling him why detectives investigating the killing were not

0:06:24 > 0:06:29given all the intelligence material available. They should have been

0:06:29 > 0:06:33obliged in their reply to me to tell me exactly what they found.

0:06:33 > 0:06:38The ombudsman rejects claims his office has gone soft on the police.

0:06:38 > 0:06:45I can assure everybody we do deliver Independent impartial

0:06:45 > 0:06:51evidence based reports, and whether that is perceived by the public is

0:06:51 > 0:06:55a matter of debate. The programme also shows details of a complaint

0:06:55 > 0:07:00by the family of Denis Donaldson, who was shot dead at this remote

0:07:00 > 0:07:04cottage in Dummer Golf in April 2006. They claim police may have

0:07:04 > 0:07:09contributed to his death. The ombudsman declared the case closed

0:07:09 > 0:07:13last year with a finding of no misconduct by the police. We have

0:07:13 > 0:07:18established investigators were not aware of a potentially vital piece

0:07:18 > 0:07:21of information that may share light on what happened here 5 1/2 years

0:07:21 > 0:07:24ago. And you can see more on that in

0:07:29 > 0:07:31news. The Jennifer Cardy murder trial has

0:07:31 > 0:07:34been hearing police interviews in which Robert Black gives graphic

0:07:34 > 0:07:40and disturbing details of a fantasy about abducting and murdering a

0:07:40 > 0:07:43child. The prosecution says that amounts to a coded confession. The

0:07:43 > 0:07:48child killer and paedophile denies murdering the nine-year-old near

0:07:48 > 0:07:56her home in Ballinderry in 1981. Our district journalist Gordon

0:07:56 > 0:08:01Adair was in the court. The prosecution say there are many

0:08:01 > 0:08:08areas of direct crossover between Jenifer as murder and Robert

0:08:08 > 0:08:11Black's fantasy which he revealed to PSNI officers in 2005. On the

0:08:12 > 0:08:17tape played in court, female detective can be heard asking him

0:08:17 > 0:08:21how his fantasy would play out. He describes driving along in his van

0:08:21 > 0:08:27and spotting a girl. He says I would stop the van and start

0:08:27 > 0:08:30chatting to her. I might ask her for directions. Most of what he

0:08:30 > 0:08:34describes his two graphic to be broadcast, but at one stage he

0:08:34 > 0:08:39describes how the child would remain passive throughout. He says

0:08:39 > 0:08:45in your fantasies you never pick up an awkward customer, you are lucky

0:08:45 > 0:08:51that way. He is asked if particular places would trigger his fantasies.

0:08:51 > 0:08:56He replies "I might have a sport that I think would be an ideal spot

0:08:56 > 0:09:04that I have seen in the past, and I might be in a general area. Not

0:09:04 > 0:09:13necessarily close to that place, and I might see a girl that

0:09:13 > 0:09:18triggers that fantasy. "earlier the jury heard that children's clothing,

0:09:18 > 0:09:22object of a sexual nature and child pornography were discovered. The

0:09:23 > 0:09:28searchers came after Robert Black was caught on the Scottish borders

0:09:28 > 0:09:31with the six year-old girl trussed up in the back of his van. This was

0:09:31 > 0:09:38eventually to lead to him being convicted of three murders, and

0:09:38 > 0:09:41abduction and and -- an attempted abduction.

0:09:41 > 0:09:44One of the brothers who sexually abused generations of young people

0:09:44 > 0:09:47in Donagh in County Fermanagh must serve an additional six months in

0:09:47 > 0:09:52prison for abusing a sixth victim. 61-year-old Johnny McDermott from

0:09:52 > 0:09:54Moorlough Road is already serving a nine-year prison term. Today he was

0:09:54 > 0:10:04sentenced for indecently assaulting the younger brother of another of

0:10:04 > 0:10:08his victims. Julian Fowler was at the court in Dungannon. Last year,

0:10:09 > 0:10:15Johnny McDermott was sentenced to nine years in prison plus three on

0:10:15 > 0:10:22probation. On 35 charges of sexually abusing four young boys

0:10:22 > 0:10:27and a girl between 1969 and 2001. That case caused a public outcry

0:10:27 > 0:10:32when his two brothers, Jimmy and Owen, were found mentally unfit to

0:10:32 > 0:10:37stand trial, and despite being found to have carried out the abuse

0:10:37 > 0:10:41were allowed to return to their home in Donagh. They were later

0:10:41 > 0:10:47removed to secure accommodation at a hospital in Londonderry. Today

0:10:47 > 0:10:50Johnny McDermott was back in court where he listened to details of how

0:10:50 > 0:10:56he abused the younger brother of another of his victims. The abuse

0:10:56 > 0:11:01took place in 2002 when his victim was 12 years old. The first time it

0:11:02 > 0:11:08happened, the boy was indecently assaulted in his own bedroom. He

0:11:08 > 0:11:13was abused again while playing a game of hide and seek around Donagh.

0:11:13 > 0:11:20And again, while out on a hunting trip. Johnny McDermott had denied

0:11:20 > 0:11:24the charges, but changed his plea to guilty last month. The judge

0:11:24 > 0:11:28said his offending exemplified the sustained abuse of children growing

0:11:28 > 0:11:36up in the village, moving on through each successive teenage

0:11:36 > 0:11:42generation. He said, "as one person grow up and was old enough to avoid

0:11:42 > 0:11:49do, a younger person was identified and targeted." for this additional

0:11:49 > 0:11:53abuse, six months has been added to his prison sentence. The judge

0:11:53 > 0:11:58acknowledged that on its own the six-month sentence was lenient, but

0:11:58 > 0:12:03when taken together with the previous offences, it means a total

0:12:03 > 0:12:08sentence of 12 1/2 years which the judge said correctly reflects the

0:12:08 > 0:12:13offending. Today's weather has done little to

0:12:13 > 0:12:17drain all of the flooded fields and roads hit by yesterday's downpours.

0:12:17 > 0:12:22As you can see from these pictures taken by a viewer in Kells in

0:12:22 > 0:12:25County Antrim, roads became unrecognisable, more like rivers.

0:12:25 > 0:12:29Clearing up after water damage is a nightmare for homes and businesses,

0:12:29 > 0:12:32but it's worse for people who've suffered repeatedly from flooding.

0:12:32 > 0:12:39Four years ago our environment correspondent Mike McKimm spoke to

0:12:39 > 0:12:48Cora Dorrity who lives near Coalisland. He found out today that

0:12:48 > 0:12:53very little has changed. We have been flooded a number of times. We

0:12:53 > 0:13:00were not able to cope by staying thin, but I can't go through it

0:13:00 > 0:13:04again. Emotionally, it is a nightmare. That was in 2008, and

0:13:05 > 0:13:10yesterday the same night mare returned. She was flooded out again.

0:13:10 > 0:13:15Same house, same pictures, same damage. I could see the water

0:13:15 > 0:13:20coming up through the drains at the back, and I decided to go upstairs

0:13:20 > 0:13:23and have a look, and I saw the water in the fields and I thought

0:13:23 > 0:13:33here it comes again. You had been making phone calls during this

0:13:33 > 0:13:37time? I phoned the Rivers Agency, the water board, and they said they

0:13:37 > 0:13:43would send someone out. This said someone was on their way, we saw no

0:13:43 > 0:13:48one. What is it like living here, watching the rain coming down and

0:13:48 > 0:13:53wondering? You hear the rain against the window and think God,

0:13:53 > 0:13:57not again. I can't live like this any more. Men from the rivers

0:13:57 > 0:14:03agency did arrive yesterday before the flooding began but then they

0:14:03 > 0:14:07went away. By the time anyone came to help, it was too late. After

0:14:07 > 0:14:13what Cora Dorrity was told one of the problems may have been this

0:14:13 > 0:14:18nearby. It has been vandalised. Inside is a door that diverts water

0:14:18 > 0:14:22away from her area. She was told work men could not get it closed in

0:14:22 > 0:14:27time, and today she was told by her insurance company that if she makes

0:14:27 > 0:14:37a claim they will not insure her any more. Despite assurances this

0:14:37 > 0:14:40

0:14:41 > 0:14:46will not happen again, these people We have just heard that the

0:14:46 > 0:14:49Minister for Agriculture, Michel O'Neill, has called for an

0:14:49 > 0:14:57investigation into the repeated flooding of those homes.

0:14:57 > 0:15:03Still to come on the programme: Night club plans have residents on

0:15:03 > 0:15:07edge at Belfast's waterfront. And the first centre of excellence for

0:15:07 > 0:15:10judo is to be built in Londonderry. The estranged American wife of the

0:15:10 > 0:15:12double murderer Colin Howell has been ordered not to remove any

0:15:13 > 0:15:17assets from Northern Ireland. After Howell's arrest in 2009, Kyle

0:15:17 > 0:15:24Jorgensen returned to the United States. The case came up today in

0:15:25 > 0:15:30the High Court in Belfast. BBC Newsline's Will Leitch reports.

0:15:30 > 0:15:36Colin Howell, dentist and killer, jailed last year for the murder 20

0:15:36 > 0:15:42years earlier of his wife Lesley and Trevor Buchanan. His American

0:15:42 > 0:15:50second wife, culled Jorgen Persson, had left to return to the United

0:15:50 > 0:15:55States, taking children from their earlier marriage. Once then -- once

0:15:55 > 0:16:05there, she filed for divorce. Earlier this year Colin Howell was

0:16:05 > 0:16:06

0:16:06 > 0:16:10declared bankrupt. There followed a successful application for

0:16:10 > 0:16:18insolvency practitioners, protecting the interests of people

0:16:18 > 0:16:25to whom Colin Howell owed money. His former wife, Karl Robinson, was

0:16:25 > 0:16:34barred from removing any asset from Northern Ireland. The High Court to

0:16:34 > 0:16:40date saw proceedings in the absence of his former wife. But the court

0:16:40 > 0:16:50was told that she had agreed to abide by the border. The judge

0:16:50 > 0:17:00

0:17:00 > 0:17:02commented that he saw that as a sensible way to move things on.

0:17:02 > 0:17:05Apartment owners in Belfast want to block plans for early morning

0:17:05 > 0:17:08clubbing in their area. Owners of the former Edge Bar and Restaurant,

0:17:08 > 0:17:10along the River Lagan, want to open a late night spot with room for

0:17:10 > 0:17:19more than 1,000 young people. But, as Kevin Sharkey reports, local

0:17:19 > 0:17:24residents want a quiet night's sleep. The tranquillity of the

0:17:25 > 0:17:31Riverside is evident. Costly to purchase, but worth it until now.

0:17:31 > 0:17:37There are concerns that the night could sound like this. Especially

0:17:37 > 0:17:45if it is allowed to finish early in the morning. A proposal is to

0:17:45 > 0:17:48increase the capacity to over 1002 and to run for a club for nights

0:17:48 > 0:17:56per week. That is all too much for some residents of these

0:17:56 > 0:18:01neighbouring apartments. It is probably less than 10 metres from

0:18:01 > 0:18:05our building and the new development. We aware aware that it

0:18:05 > 0:18:11was operating as a restaurant and bar but the noise was minimal,

0:18:11 > 0:18:16acceptable. This is a whole new proposition and a complete change

0:18:16 > 0:18:21of use of the venue. So much to consider at a meeting of the

0:18:21 > 0:18:26Belfast City Council tomorrow night. We have to top a clear legal route

0:18:26 > 0:18:33to make sure that what we do is right and right for the people in

0:18:33 > 0:18:40Belfast. The nightclub plan has been proposed from the owners of a

0:18:40 > 0:18:50club of the same name in Ibiza. But the police are also objecting. The

0:18:50 > 0:18:50

0:18:50 > 0:18:56nightclub is in the same general area as an interface and police do

0:18:56 > 0:19:01not believe it is wise to bring so many people out onto the streets at

0:19:01 > 0:19:06such a difficult area in the early hours of the morning.

0:19:06 > 0:19:09The shoreline that lies off our coast generates money. Some of it

0:19:09 > 0:19:11is leased to business. But who should get that income? At the

0:19:11 > 0:19:14moment most of the money goes to the property portfolio owned by the

0:19:30 > 0:19:35MLAs argued over who should rule the waves.

0:19:35 > 0:19:39Under devolution, Stormont Main ruled the land for most purposes

0:19:39 > 0:19:43but Britannia still rules the waves. That is Britannia in the shape of

0:19:43 > 0:19:48the Crown Estate which belongs to the Queen although most of its

0:19:48 > 0:19:57revenue goes to the UK government rather than her Majesty. The Crown

0:19:57 > 0:20:07Estate owns most of the foreshore and gets its money from the

0:20:07 > 0:20:10

0:20:10 > 0:20:17licensing for offshore farming. Or for rent for the use of a marina.

0:20:17 > 0:20:22Sinn Fein once the Executive to get the money instead. We take control

0:20:22 > 0:20:26of the seabed and then leases and renewal of leases and went so we

0:20:26 > 0:20:30should have the money coming into our own coffers instead of going to

0:20:30 > 0:20:39the Treasury in London. The Crown Estate says the politics is a

0:20:39 > 0:20:46matter for Stormont and Westminster but says it gives half its money

0:20:46 > 0:20:51back to coastal villages. Half of the money will go back into the

0:20:52 > 0:20:59coastal villages. So no matter how large the income accrued in these

0:20:59 > 0:21:04areas, 50% of it will go back to local communities. And in the

0:21:04 > 0:21:11Assembly, the Unionists were not sympathetic to Sinn Fein's Maritime

0:21:11 > 0:21:15ambitions. Anyone who believes that a Member for East Antrim is

0:21:15 > 0:21:21genuinely interested in this motion in the interests of the people, it

0:21:21 > 0:21:26is clear that it is politically motivated to try to drive the crown

0:21:26 > 0:21:30off these shores. Predictably the politicians were divided with

0:21:30 > 0:21:34Unionists voting to insure that Britannia continued to rule are

0:21:34 > 0:21:44waves. Now some exciting news for the

0:21:44 > 0:21:44

0:21:45 > 0:21:48sport of Judo. Yes a multi-sports complex is to be

0:21:49 > 0:21:51built. After six years of planning, Ireland's first ever Judo Centre of

0:21:51 > 0:21:53Excellence is to be built in Londonderry. It's part of a ten

0:21:53 > 0:21:56million pounds investment in sport in the City. The major new campus

0:21:56 > 0:21:59will be located in St Columb's Park in the Waterside and should be

0:21:59 > 0:22:09ready to host some events during the City of Culture year in Derry

0:22:09 > 0:22:10

0:22:10 > 0:22:14in 2013. Keiron Tourish reports. 2000 schoolchildren are now being

0:22:14 > 0:22:20introduced the sport of judo. The same number of players are actively

0:22:20 > 0:22:23competing in the sport in 70 clubs throughout various council areas.

0:22:23 > 0:22:32The news today of a major new centre for the sport has been

0:22:32 > 0:22:37widely welcomed. It is to be the first purpose-built centre of

0:22:37 > 0:22:41excellence for judo in Ireland. There is a petition of more that

0:22:41 > 0:22:47can come away so the rest of the centre can be opened up for major

0:22:47 > 0:22:57competitions. Due to the strength of judo in the north-west, Derry

0:22:57 > 0:22:58

0:22:58 > 0:23:03stage the World Masters in 2002. Almost �10 million is to be built -

0:23:03 > 0:23:09- due to be spent building the centre of excellence. It will cater

0:23:09 > 0:23:19for up a wide range of activities. We are working with three governing

0:23:19 > 0:23:29bodies of sport. Mountaineering, judo and wrestling. Will also have

0:23:29 > 0:23:29

0:23:30 > 0:23:33a public access gymnasium. And swimming facilities. The opening of

0:23:33 > 0:23:38a new peace bridge in the summer has had as a dividend impact with

0:23:38 > 0:23:41many thousands of people going to cross for the first time to St

0:23:41 > 0:23:46Columb's Park. The council now hope there will be an added incentive

0:23:46 > 0:23:49with the opening of the new state of the-art facilities in two years'

0:23:49 > 0:23:52time. Well the search is on for this
