0:01:11 > 0:01:15insurers are reacting to this latest deluge and, of course, we

0:01:15 > 0:01:24will have a detailed weather forecast. First Mervyn Jess has

0:01:24 > 0:01:29visited some of the worst hit areas. Guy in after last night's floods,

0:01:29 > 0:01:36what was left of this kitchen and living room was being put in the

0:01:36 > 0:01:40bin and taken away. The water was just running through the back of

0:01:40 > 0:01:45the house, right out through the front. Several houses here were

0:01:45 > 0:01:51swamped. But first they realise something was wrong was when they

0:01:51 > 0:01:55noticed water pouring through the backdoor key holes. The water was 4

0:01:56 > 0:02:00ft deep. Once the manhole was opened it was like a geyser. All of

0:02:00 > 0:02:08the raw sewage was out and coming into the house. Yesterday's more or

0:02:08 > 0:02:18less constant rain damaged disc care home in County Antrim.

0:02:21 > 0:02:25Householders struggled to keep the floods at bay. This morning

0:02:25 > 0:02:32following trees blocked several Brits, as did landslides like this

0:02:32 > 0:02:42one near Ballyclare. Just outside Maghera, part of the roadside was

0:02:45 > 0:02:50simply washed away into a field. This railway bridge had a problem

0:02:51 > 0:02:55with the level of the water underneath it. A row of cottages,

0:02:55 > 0:03:01most of them occupied by pensioners, was flooded for the second time in

0:03:01 > 0:03:07a week. Ironically they are blaming ongoing work to improve and near by

0:03:07 > 0:03:17storm drain. Last week was worse. We have never had anything like

0:03:17 > 0:03:27this, since they started the strain out here. The carpet is up and

0:03:27 > 0:03:27

0:03:27 > 0:03:32you're back down to stone floors. For us to put another good car put

0:05:16 > 0:05:24peninsula tonight we are expecting winds of up to 45 miles an hour.

0:05:30 > 0:05:40was still passable down to port - - down to Portaferry. The ferry is

0:07:25 > 0:07:3034-year-old man has been charged in connection with the incident. He

0:07:30 > 0:07:34was charged with grievous bodily harm before the victim died last

0:07:35 > 0:07:39night. Joe O'Neill Riad his family in West Belfast and worked in this

0:07:39 > 0:07:45bar and was assaulted just a short distance away. The police now want

0:07:45 > 0:07:51to hear from anyone he was in this King Street area, or Castle Street

0:07:51 > 0:07:54area at about 1:15am yesterday morning.

0:07:54 > 0:07:56A watershed for the prison service - that's how David Ford described a

0:07:56 > 0:07:59report published today which recommends the most fundamental

0:07:59 > 0:08:02reforms in the history of the system. The proposals include a

0:08:02 > 0:08:05redundancy scheme that could mean up to 600 prison officers will lose

0:08:05 > 0:08:15their jobs, at a cost of at least �20 million. Our Home Affairs

0:08:17 > 0:08:22correspondent, Vincent Kearney, reports.

0:08:22 > 0:08:27There are almost 1800 people in prison here, the highest level in

0:08:27 > 0:08:32many years. The prison system is the most expensive in the UK, but

0:08:32 > 0:08:37also has been labelled the least effective. The latest reports

0:08:37 > 0:08:41published today recommends the most radical reforms in the history of

0:08:41 > 0:08:46the Prison Service. They include a redundancy scheme that could see up

0:08:46 > 0:08:51to 600 prison officers lose their jobs with about 300 new staff

0:08:51 > 0:08:57recruited under new terms and under or salaries. Publishing the report,

0:08:57 > 0:09:01David Ford acknowledged the scale of reforms needed. It is clear that

0:09:01 > 0:09:05lasting reform on this scale will take time. We cannot expect

0:09:05 > 0:09:12fundamental change to happen overnight. Before appealing to all

0:09:12 > 0:09:16political parties to support the changes. I now look to colleagues

0:09:17 > 0:09:21to lend their weight and support to making the strategy happen.

0:09:21 > 0:09:25hopes of cross-party support were short-lived. Some politicians

0:09:25 > 0:09:30attacked the proposal to introduce a time limit for prisoners to be

0:09:30 > 0:09:34held on romance before trial. A number of Unionists claimed this

0:09:34 > 0:09:39could lead to potentially dangerous criminals being automatically

0:09:39 > 0:09:44released after a year. This statement this morning from the

0:09:44 > 0:09:50minister reads more like a criminal's charter Thanatos about

0:09:50 > 0:09:55anything else. The report has all the smell of the Patten report

0:09:55 > 0:09:59around it. It strikes me that this report has more to do with the

0:10:00 > 0:10:04comfort of the prisoners than it has to do with looking after the

0:10:04 > 0:10:10victims. The opera of the reports later issued a statement saying it

0:10:11 > 0:10:14did not contain a recommendation to release prisoners after a year. She

0:10:14 > 0:10:18also urged the pigeon service to act quickly to implement the

0:10:18 > 0:10:21proposed changes. One of the things we said at the end of the

0:10:21 > 0:10:25introduction was what we did not want was to distribute to result in

0:10:25 > 0:10:29a report but no change because there is history of that. For that

0:10:29 > 0:10:34reason we're saying that although the whole change programme will

0:10:34 > 0:10:41take a long time, the next six months are crucial in pitting the

0:10:41 > 0:10:44foundations in place. Details of the redundancy package for prison

0:10:44 > 0:10:49officers are still being finalised. It is understood the total cost

0:10:49 > 0:10:59will be at least �20 million. Still to come on the programme: The

0:11:39 > 0:11:44murdering her that day, but his defence say the jury cannot even be

0:12:06 > 0:12:09claimed that there were striking differences between Robert Black's

0:12:09 > 0:12:12three known killings and that of Jennifer. He said Jennifer had not

0:12:12 > 0:12:17been dressed as he liked his victims to be dressed and that when

0:12:17 > 0:12:21her body was recovered her shoes were still in place. He said

0:12:21 > 0:12:27missing shoes were a tell-tale sign that Black had been at the scene of

0:12:27 > 0:12:30a crime. The shoes were always removed. He said that this was a

0:12:30 > 0:12:34difficult and emotional case, but said they had to make the decision

0:12:34 > 0:12:38could lead, calmly and dispassionately, even if they had

0:12:38 > 0:12:42the utmost sympathy for Jennifer's family and none at all for Robert

0:12:42 > 0:12:47Black. Maybe some or all of you would like to convict him because

0:12:47 > 0:12:56of what you know about him, but you don't decide verdicts on a motion.

0:12:56 > 0:13:03The judge will begin his summing up tomorrow.

0:13:11 > 0:13:15evidence. Inspector Bill Elliott was shot by Republicans from the

0:13:15 > 0:13:18Official IRA at the scene of a bank robbery in 1974. The author and

0:13:18 > 0:13:20screenwriter Ronan Bennett, who was then aged 18, was jailed for the

0:13:20 > 0:13:23murder. His conviction was overturned a year later. A senior

0:13:23 > 0:13:33police officer says he believes they can make progress despite the

0:13:34 > 0:13:39During the process, some opportunities were identified and

0:13:39 > 0:13:42as a result, the case will be reopened for investigation and it

0:13:42 > 0:13:46is my view that there are people out there who will have information

0:13:46 > 0:13:50that might assist the investigation. People do know who is involved and

0:13:50 > 0:13:54I would appeal to those people to come forward with information in

0:13:54 > 0:13:57order that the suspects can be proper for the court.

0:13:58 > 0:14:00If you have spent the weekend brushing water out of your house or

0:14:00 > 0:14:09business, what help can you expect from the insurance company? Our

0:14:09 > 0:14:12consumer correspondent joins us. Perhaps you have already had a

0:14:12 > 0:14:16flooding experience but it does affect insurance, doesn't it?

0:14:16 > 0:14:19As if clearing up after a flood is not bad enough, the sting in the

0:14:19 > 0:14:25tail comes when you try and renew your insurance. Most of us these

0:14:25 > 0:14:28days use price comparison sites on the internet. But if you have had a

0:14:28 > 0:14:37flood and made a claim, you may find it more difficult to get

0:14:37 > 0:14:41insured next time around. insurance companies do all used the

0:14:41 > 0:14:46technology to find out what the risk is. That somebody was seeking

0:14:46 > 0:14:51insurance through a search engine and you were asked the question,

0:14:51 > 0:15:01high close you are to a watercourse. The chances are you may still

0:15:01 > 0:15:01

0:15:01 > 0:15:06receive a rejection but he may still receive insurance.

0:15:06 > 0:15:10These weather events are becoming more and more frequent? A higher

0:15:38 > 0:15:43terms of frequency of their event and cost of events. In total UK

0:15:44 > 0:15:49terms, costs have increased over 200% in the equivalent period in

0:15:49 > 0:15:51the last century so it is an increasing problem.

0:15:51 > 0:15:55The cost of household insurance hasn't been increasing as fast as

0:15:55 > 0:16:05motor premiums. Home insurance is a a very competitive sector of the

0:16:05 > 0:16:12

0:16:12 > 0:16:15market. A vital service helping premature

0:16:15 > 0:16:18and seriously ill babies is desperately looking for help from

0:16:18 > 0:16:20new mothers. The human milk bank in Irvinestown helps babies in

0:16:20 > 0:16:27neonatal units across Ireland by supplying donated breast milk to

0:16:27 > 0:16:30babies who cannot be fed by their own mothers. But supplies have been

0:16:30 > 0:16:40hit because with people under financial pressures, many women who

0:16:40 > 0:16:43

0:16:43 > 0:16:47would have been donors have returned to work sooner.

0:16:47 > 0:16:54These babies are thriving but six- month-old baby Lily needed some

0:16:54 > 0:16:58help at the start of her life. was born with erratic breathing and

0:16:58 > 0:17:02she went to the neonatal unit and she had some Donna milker their,

0:17:02 > 0:17:06hence the reason that I would like to give a little bit back as well.

0:17:06 > 0:17:12Jackie has now become a donor for the human milk bank in Irvinestown.

0:17:12 > 0:17:18It helps sick babies in hospitals all over Ireland. Where helping

0:17:18 > 0:17:24lots of babies, some of them very premature. One baby we are helping,

0:17:24 > 0:17:29her mother has cancer and is unfit to feed. We have another bum who

0:17:29 > 0:17:32has been involved in a car accident and she is having done a milk for

0:17:32 > 0:17:36her baby because she is still in intensive care. Breast love this

0:17:36 > 0:17:42also given to babies who have heart surgery as it helps prevent

0:17:42 > 0:17:47infection. So far this year, donors have helped more than 400 babies

0:17:47 > 0:17:51including 35 sets of twins and six sets of triplets. But while there

0:17:52 > 0:17:55have been plenty of mum's willing to donate to the bank, the economic

0:17:55 > 0:18:03downturn is having an impact. At this time of year, the freezer

0:18:03 > 0:18:10should be full of milk but as you can see, the shelves are empty.

0:18:10 > 0:18:15also ask for a minimum donation of three litres because lots of mums

0:18:15 > 0:18:18have to go back to work up much earlier. Often they can be that

0:18:18 > 0:18:25main breadwinner and just for them to provide three litres and then

0:18:25 > 0:18:30managed to get back to work, they are doing fantastic work. More new

0:18:30 > 0:18:33mums are desperately needed to keep this life-saving service running.

0:18:33 > 0:18:37Feeding your own baby is a struggle at the start to get used to it so

0:18:37 > 0:18:42if you can help somebody in the meantime until they get over an

0:18:42 > 0:18:49illness or anything, it would be brilliant. If baby Lily could speak,

0:18:49 > 0:18:52I am sure she would say thank you to the donor mums who helped her.

0:25:21 > 0:25:26the bridge. I think it is excellent, it has connected the two sides.

0:25:30 > 0:25:36hairstyle, though! I think it is terrific, it has been a great asset

0:25:46 > 0:25:56here early, it is on a first-come, first-served basis. You never know
