0:01:06 > 0:01:13No big scares in tonight's forecast, but just to be sure I'll have the

0:01:15 > 0:01:18Belfast will have one fewer Accident & Emergency department

0:01:18 > 0:01:22within hours. The Medical Director of the Belfast Trust has admitted

0:01:22 > 0:01:25the unit at the City Hospital is unlikely to reopen in the immediate

0:01:25 > 0:01:28future. Health unions believe it's closed for good. The closure is

0:01:28 > 0:01:34expected to mean 40,000 extra patients for the Royal, Mater and

0:01:34 > 0:01:38the Ulster Hospitals. So, how will they cope? The City's A&E will

0:01:38 > 0:01:42close at 8.00am tomorrow morning. If you turn up after that you will

0:01:42 > 0:01:48be redirected to the nearby Royal Victoria Hospital. Emergency cases

0:01:48 > 0:01:55will be transported by ambulance. Nursing staff will examine patients

0:01:55 > 0:01:58and then decide to admit or transfer people to other hospitals.

0:01:58 > 0:02:01Some may be asked to see their GP or simply be sent home. Well,

0:02:01 > 0:02:04Halloween night is always a busy one for emergency staff. We can now

0:02:04 > 0:02:12go live to our Health Correspondent, Marie-Louise Connolly to see how

0:02:12 > 0:02:17the Royal is gearing up to be Belfast's main A&E centre.

0:02:17 > 0:02:21It may not appear busy now, but I need this time tomorrow night when

0:02:21 > 0:02:26the Royal Victoria Hospital becomes the main hub for accident and

0:02:26 > 0:02:29emergency care in Belfast this area will be available to treat the

0:02:29 > 0:02:34patients that will come as the result of the City's accident and

0:02:34 > 0:02:39emergency closure, but to hear how the hospital and its staff are

0:02:39 > 0:02:42queuing up for that, I am joined by the trust's medical director. The

0:02:42 > 0:02:49Royal College of Nursing has told the BBC that its members are

0:02:49 > 0:02:52concerned there were not enough beds available. And we are not

0:02:52 > 0:02:58going to expect to see any more patients coming through our doors.

0:02:58 > 0:03:03We had the same bed as we always have. We are increasing the

0:03:03 > 0:03:11physical capacity of our emergency capacity to increased - - to deal

0:03:11 > 0:03:15with increased demand. Waiting times have been up significantly.

0:03:15 > 0:03:19For the members of the public, will they have to wait longer to be

0:03:19 > 0:03:23treated? The that must be everybody's concern, but we work

0:03:23 > 0:03:28very hard to try and ensure that that does not happen. We will

0:03:28 > 0:03:33continue to have a medical admission - - Admissions Unit on

0:03:33 > 0:03:39the City Hospital side. We will have more experience that working

0:03:39 > 0:03:44longer ours on each of our sites. We expect them to be able to move

0:03:44 > 0:03:48patients through the system quicker. We believe we have taken the steps

0:03:48 > 0:03:53and changed the way we do things in order to make sure waiting times do

0:03:53 > 0:03:56not increase. Considering the millions that have been spent under

0:03:56 > 0:04:01refurbishment at the Ulster Hospital and here, you aren't still

0:04:01 > 0:04:09insisting that that is - - that this move is temporary. We made

0:04:09 > 0:04:14this move for operational reasons on a temporary basis. If we do

0:04:14 > 0:04:17succeed in recruiting the staff we need, we will reopen the City

0:04:17 > 0:04:22Hospital and there will be a wider consultation with the public about

0:04:22 > 0:04:28the future planning, but ultimately that is not a decision for us. That

0:04:28 > 0:04:32is a decision for a minister. order for this move to work and ran

0:04:32 > 0:04:36very smoothly, aren't you relying on the goodwill of the public? A

0:04:36 > 0:04:42lot of people who we have spoken to were even aware of the changes.

0:04:42 > 0:04:47Have you done enough to educate the public? I believe that we have. I

0:04:47 > 0:04:51think people will rapidly understand what is happening. We do

0:04:51 > 0:04:57need the goodwill of the public, but we need to earn it. We believe

0:04:57 > 0:05:02we are modernising our service to deliver the service they expect.

0:05:02 > 0:05:06We can actually hear the fireworks from where we're standing and its

0:05:06 > 0:05:11staff are appealing to the public to be safe to reduce the amount of

0:05:27 > 0:05:31A man in his 50s has died following a fire at a flat in Sydenham in

0:05:31 > 0:05:35East Belfast. He was rescued by firefighters from the first-floor

0:05:35 > 0:05:37flat at Station Road at around 8.00pm last night. He was taken to

0:05:37 > 0:05:41hospital, but died during the night from the effects of smoke

0:05:41 > 0:05:45inhalation. Early indications suggest the fire was accidental.

0:05:45 > 0:05:48The police say the sudden death of an elderly man near the village of

0:05:48 > 0:05:52Clady in County Londonderry was not suspicious. Hugh Scullion was found

0:05:53 > 0:05:55dead at his home on the Clady Road near Portglenone last night.

0:05:55 > 0:05:58A woman in Northern Ireland has managed single-handely to change

0:05:59 > 0:06:01the policy of a major UK chain store. The discount chain Poundland

0:06:01 > 0:06:09didn't allow its employees to wear poppies, until Lyndsey Patterson

0:06:09 > 0:06:13got involved. Mervyn Jess takes up the story.

0:06:13 > 0:06:19It is not every day that a member of staff brings about a change in

0:06:19 > 0:06:26company policy within 48 cars. That is what Lindsey Patterson did. Last

0:06:26 > 0:06:29Friday she went into her place of work wearing this poppy pin on her

0:06:29 > 0:06:34uniform. She was told by her manager that it was against company

0:06:34 > 0:06:39policy and she had to remove it. She refused and walked out of the

0:06:39 > 0:06:45store. The story hit online site of angry customers bombarding pine

0:06:45 > 0:06:49and's management with complaints. Within 48 hours the company's chief

0:06:49 > 0:06:52executive had changed the policy for their entire UK operation,

0:06:52 > 0:06:58leaving it up to the discretion of staff whether they wear a poppy or

0:06:58 > 0:07:03not. I feel it should not have got to the stage. I thought I should

0:07:03 > 0:07:09have been able to wear it. It shouldn't have been a problem.

0:07:09 > 0:07:15fact that it has been sorted, are you happier now? Yes, I am happy

0:07:15 > 0:07:23that I'm able to show respect to that troops. It is a win-win now

0:07:23 > 0:07:29four or that employee of, and any other employee can wear their poppy.

0:08:06 > 0:08:09The man who found the Titanic was in Belfast today. He discovered the

0:08:09 > 0:08:12wreck just over 25 years ago off the coast of Canada. Today he was

0:08:12 > 0:08:15visiting the new Titanic project and the drawing office where the

0:08:15 > 0:08:25ship began its life. That's where Mike McKimm caught up with him, as

0:08:25 > 0:08:26

0:08:26 > 0:08:29he met a new generation of Titanic enthusiasts.

0:08:29 > 0:08:34Today the latest discovery about the Titanic was being made by

0:08:34 > 0:08:37Belfast schoolchildren. There had been invited along to meet the

0:08:37 > 0:08:42explorer and find that he had discovered the ship back in 1985.

0:08:42 > 0:08:47He also had a chance to visit what has become known as the Titanic

0:08:47 > 0:08:51signature project, part of which depicts the bow of the doomed ship.

0:08:51 > 0:08:55Next year live video pictures from the wreck will be shown here. Even

0:08:55 > 0:09:03a quarter of a century after the fine, he is still excited by the

0:09:03 > 0:09:07story. I know that it is constantly rediscovered by every generation. I

0:09:07 > 0:09:12find the most useful part about it is the fascination of young people.

0:09:12 > 0:09:17I was surprised actually when we came home to find 16,000 letters on

0:09:17 > 0:09:22my desk from young people. I am able to use their fascination in

0:09:22 > 0:09:28the Titanic to get them to be fascinated in science and

0:09:28 > 0:09:33technology. We felt the Titanic in 2005 and it was clear that the ship

0:09:33 > 0:09:42was collapsing in on itself. Some would suggest that in time it would

0:09:42 > 0:09:46only be a rusty pile left on the seabed. I don't believe that. I

0:09:46 > 0:09:51think the greatest damage being done to the Titanic are by people

0:09:51 > 0:09:58going down and hitting with submarines. When time - - when

0:09:58 > 0:10:04cameras have gone deep inside the Titanic, it is in a high state of

0:10:04 > 0:10:10preservation. There is a kind of mixed feelings about the Titanic in

0:10:10 > 0:10:16Northern Ireland. Well, I am glad that Belfast is finally proud of

0:10:16 > 0:10:23having built the Titanic. They build an amazing shape. It wasn't

0:10:23 > 0:10:30their fault that it sank. It was an amazing piece of engineering. I am

0:10:30 > 0:10:34really pleased that they now are proud. He will be back in Belfast

0:10:34 > 0:10:38next year to mark the centenary of the sinking of the ship. Today

0:10:38 > 0:10:41young people got him to sign off on that.

0:10:41 > 0:10:44Now you may have noticed that there's a bit of excitement in

0:10:44 > 0:10:47Belfast surrounding the MTV Awards being held at the Odyssey arena on

0:10:47 > 0:10:50Sunday. Yesterday morning hundreds of fans queued outside the

0:10:50 > 0:10:53Waterfront hall to audition for a place in the audience. The

0:10:53 > 0:10:58screamers, as they're called in the industry, had to prove their

0:10:58 > 0:11:02passion, by, well, screaming! And that's not all that's been

0:11:02 > 0:11:07happening, the City Hall has been closed off, too. Our reporter

0:11:52 > 0:11:56It is only six days to go until the MTV awards had Belfast and it is

0:11:56 > 0:12:04hoped we will be swamped with big so that - - big celebrities and

0:12:04 > 0:12:10tourists. Why did they decide to come here? We came over in early

0:12:10 > 0:12:13January and had a really good chance to it get to know the city,

0:12:13 > 0:12:20enjoy some of the famous hospitality and that is what sold

0:12:20 > 0:12:24it, really. Combined with this great world-class venue, great

0:12:24 > 0:12:29hotels and the infrastructure can supported. Belfast is the smaller

0:12:29 > 0:12:39city we have ever done this show in, so are many ways it is a leap for

0:12:39 > 0:12:40

0:12:41 > 0:12:43us, but fingers crossed we will pull it off! It has cost the city

0:12:44 > 0:12:49council and the tourist board almost a million pounds to get MTV

0:12:49 > 0:12:53here, but it is thought our economy will make �10 million out of it. 19

0:12:59 > 0:13:06be serving drinks to the VIPs. is pretty exciting. A big kick for

0:13:20 > 0:13:25hotel rooms are gone. Speaking to hotelier's in the last couple of

0:13:25 > 0:13:35days, they are ready. They are looking forward to hearing

0:13:35 > 0:13:39champagne corks popping. 20,000 people are expected to come from

0:13:39 > 0:13:42all over the world. Of course, they will be spending money when they

0:13:42 > 0:13:46are here, but it is what they tell people when they get and that is

0:13:46 > 0:13:52really important. This is again ginger. We have never been at this

0:13:52 > 0:13:55level before. We have had tall ships, Special Olympics, presidents

0:13:55 > 0:13:59and prime minister's visit, but this goes all that out of the water

0:13:59 > 0:14:04in my opinion. It takes us into another international level of

0:14:04 > 0:14:09competency. So big expectations for raising the profile of the city and

0:14:09 > 0:14:14the economy, but let's not forget the music. Last night General

0:14:14 > 0:14:19fiasco kicked up Belfast Music Week. 170 gigs across the city in the

0:14:19 > 0:14:26run-up to the main event, so what does MTV, and you mean to them?

0:14:26 > 0:14:29can only be a great thing. Local artists are emerging. Hopefully a

0:14:29 > 0:14:33lot of tourists will come into Northern Ireland to help the

0:14:33 > 0:14:43economy. I think it is fantastic, and jam-packed week. You couldn't

0:21:22 > 0:21:27huge numbers this year to stack up for Hallowe'en. It has grown to

0:21:27 > 0:21:34such an extent that some shops like this one specialise in merchandise

0:21:34 > 0:21:39just for the occasion. It is for her friends, they get decorations.

0:21:39 > 0:21:43A lot of people are having home parties the -- this year. Everyone

0:21:43 > 0:21:50wants to be part of the celebrations. Shopkeepers are able

0:21:50 > 0:21:58to cash in. The highlight of course is a massive fireworks display on

0:21:58 > 0:22:03the River Foyle. Thousands of people lined the route, all keen

0:22:03 > 0:22:08for a glance of the colourful spectacle. Over the last 25 years,

0:22:08 > 0:22:14the costumes have been imaginative. There is still great enthusiasm for

0:22:14 > 0:22:21a party in 2011. It is so legend ary, some of the best celebrations

0:22:21 > 0:22:26are here. It is really special. Looking forward to more they year

0:22:26 > 0:22:32than last year, I will go down in see the fireworks and staff.

0:22:32 > 0:22:36Hallowe'en festivities have grown over the years. They have -- they

0:22:36 > 0:22:41contribute a lot to the local economy. We are talking about

0:22:41 > 0:22:48millions in terms of what it can do, it is not just about accommodation,

0:22:48 > 0:22:52it is about shops, restaurants, bars, visitor attractions. It is

0:22:52 > 0:22:59about everything which makes a complete product for the people

0:22:59 > 0:23:04coming here. I am sure you will be it is a carnival of colour. I am

0:23:04 > 0:23:09joined by a member of the council. Every year this event attracts

0:23:09 > 0:23:14thousands of people to come into the city centre. We have a great

0:23:14 > 0:23:20community behind the events and families come out in their costumes

0:23:20 > 0:23:26unique and special. We have just added music and attractions over

0:23:26 > 0:23:31their three-day event. This year is it -- this year it is the 25th

0:23:31 > 0:23:35anniversary and we hope people will get an extra up Spicer fun and it

0:23:35 > 0:23:42will be extra special. I remember when there was only about two or

0:23:42 > 0:23:46300 people but now they are about 25,000. Yes, we plan for about

0:23:46 > 0:23:5225,000 people coming into the city centre and I think it is because it

0:23:52 > 0:23:56has a good reputation, all ages enjoy it. The word has spread and

0:23:56 > 0:24:02we work on the marketing side to bring in the tourists. It is an

0:24:02 > 0:24:07occasion for the year that people plan to come to and enjoy. Economic

0:24:07 > 0:24:12rate is very important for pubs, clubs and would tells, it generates

0:24:12 > 0:24:20a lot of income? Events are very important for the city yet, as you

0:24:20 > 0:24:25know. They generate income through accommodation. Because of the

0:24:25 > 0:24:33spread over the weekend and the bank holiday, there had been a lot

0:24:33 > 0:24:36of people from the Republic of Ireland to her here. After the

0:24:36 > 0:24:42parade and the fireworks, we hope they will remain. We hope they will

0:24:42 > 0:24:46enjoy the city for what it is. The community here makes it special.
