0:02:18 > 0:02:24deliver more services because it is cheaper. They will shift money away

0:02:24 > 0:02:26from hospitals. The Executive of the Health and Social Care Bill

0:02:26 > 0:02:31board said this morning that we have a love affair with buildings.

0:02:31 > 0:02:36That is a subtle hint that buildings are going to change.

0:02:36 > 0:02:40Perhaps the hospital in Newry will be downgraded in future. We have

0:02:40 > 0:02:45seen accident and emergency services closing. This is a time

0:12:17 > 0:12:24�10,000. That means that �5,000 to each charity has not been paid.

0:12:47 > 0:12:54able to have a holiday and learn the piano. They would not happen

0:12:54 > 0:13:01otherwise. �5,000, we have got children desperately waiting for

0:13:01 > 0:13:05such equipment. It changes lives. So why did the money stop? We have

0:13:05 > 0:13:11the documents that show the council was liable to pay the ground rents

0:13:11 > 0:13:17as far back as 1962. We also have the documents to show they had been

0:13:17 > 0:13:22paying its sporadically as late as the early 1990s. Then the tears and

0:13:22 > 0:13:27said a letter asking for proof that they owed them money. They wanted a

0:13:27 > 0:13:37copy of the deed. The actual document could not be turned up.

0:13:39 > 0:13:42The fact that the landlord could not produce what is called the

0:13:42 > 0:13:48Counterpart deed, the original deed would be in the hands of the person

0:13:48 > 0:13:53who holds the ground. That is Derry City Council. And that is a deed

0:13:54 > 0:14:03that the council is in possession of. They passed on a copy of it to

0:14:04 > 0:14:05

0:15:31 > 0:15:35clarified that they do not have any further outstanding demands for a

0:15:35 > 0:15:39ground rent on the property, and encouraged the charities to contact

0:15:39 > 0:15:45the council. Both charities have said they will contact the council

0:15:45 > 0:15:51once again, to pursue the issue. We will keep you updated with any

0:15:51 > 0:15:58development in the future. A government-appointed watchdog has

0:15:58 > 0:16:05called for more transparency over donations to political parties here,
