:00:19. > :00:23.Good evening. This is BBC Newsline. The headlines this Monday evening.

:00:23. > :00:27.The worst team in Europe, why teenagers here are twice as likely

:00:27. > :00:32.to have permanent dental damage. see a whole range of dental disease

:00:32. > :00:36.coming in, from Ron -- rampant decay in pre-school children to

:00:37. > :00:41.children at primary school coming for treatment in the need of an

:00:41. > :00:50.number of extractions. He duped people into buying Turkish holiday

:00:50. > :00:54.homes he did not own. The victims of these gamma speak out. The first

:00:55. > :01:01.taste of winter arrives. Is the road surface ready to keep us

:01:01. > :01:05.moving. First, the spending cuts, tomorrow, the tax rises, a chill

:01:05. > :01:11.wind continues to blow through the Republic's economy. Rory is on a

:01:11. > :01:15.roll, a spectacular finish in Hong Kong kit HGV in the race to be

:01:15. > :01:21.European No. 1. And because that is here for another 24 hours are so,

:01:21. > :01:25.still some wintery showers, but eyes is the main concern. Teenagers

:01:25. > :01:30.here are among the worst in Europe for oral hygiene. Or when it comes

:01:30. > :01:35.to younger children, 60 per cent of by years-old at some form of tooth

:01:35. > :01:38.decay. A report, funded by Queen's University, has also found huge

:01:38. > :01:44.differences in treatment with people in affluent areas benefiting

:01:44. > :01:47.more from braces. According to dent this, if they were paid to provide

:01:47. > :01:51.preventative treatments, the problem would not be as serious and

:01:51. > :01:56.they are accusing the Department of Health of striking it speed by not

:01:56. > :02:04.implementing a new contract with dentist. Our health correspondent

:02:04. > :02:07.reports. They are shocking, but these pictures highlight where

:02:07. > :02:12.adolescents here are now among the worst in Europe for oral hygiene.

:02:12. > :02:15.We see a whole range of dental disease coming end, from rampant

:02:15. > :02:19.decay in pre-school children, two children at primary school coming

:02:19. > :02:22.for treatment for the first time, it in need of a number of

:02:22. > :02:26.extractions, which is tragic, because those same children are

:02:27. > :02:31.likely to have problems with the succession of tea. They are likely

:02:31. > :02:35.to need orthodontic treatment, but equally, they will be reluctant to

:02:36. > :02:40.have that treatment. Here on Belfast's Falls Road, the majority

:02:41. > :02:45.of patients are having extensive treatment, including extractions

:02:45. > :02:51.and fillings. The big Scot but is this the drinks. It started out

:02:51. > :02:58.with just a few fillings, nothing major, but then I ignored it when

:02:58. > :03:04.Mike he got worse, and in the end, it ended up with me having to have

:03:04. > :03:07.two root canals, which was not good. The report, funded by Queen's

:03:07. > :03:12.University, also found dramatic differences in treatment depending

:03:12. > :03:15.on your postcode. Those who are West does macro less well-off were

:03:15. > :03:22.less likely to have had a orthodontic treatment, compared to

:03:22. > :03:28.more affluent people. What are health system may be doing, is

:03:28. > :03:32.widening its social inequalities, so if we are improving the

:03:32. > :03:37.appearance of those adolescents with the highest social classes,

:03:37. > :03:41.why we are extracting and providing very intrusive treatments to the

:03:41. > :03:45.lower social classes, we may in fact be widening health

:03:45. > :03:51.inequalities in oral health. I must say but brace is doing a fantastic

:03:51. > :03:56.job. A dentist like this one at say the imbalance could be addressed if

:03:56. > :04:00.they were paid to educate about oral hygiene, as opposed to just

:04:00. > :04:05.removing and filling teeth. Then does realise that money is tight,

:04:05. > :04:09.especially in the Health Service, but we want a real emphasis on

:04:09. > :04:14.prevention and at the moment, we, getting paid for doing fillings and

:04:14. > :04:20.extractions, but we are quite happy to sit down and try to focus on a

:04:20. > :04:24.new system which rewards us for prevention. Dentists are currently

:04:24. > :04:32.negotiating a new dental contract with the Department of Health.

:04:32. > :04:36.Discussions began five years ago. Is it about getting more money. We

:04:36. > :04:40.wanted see better dental health for our population and it would make a

:04:40. > :04:44.dentist lives easier. Bottomley, it would make patients lies much more

:04:44. > :04:48.comfortable as well. To get to be rid of the problem, in England a

:04:48. > :04:52.new contract is been tried, were a small number of dentists are being

:04:52. > :04:59.paid for the quality of the treatment provided, as opposed to

:04:59. > :05:05.quantity. But the good be considered here. Joining now from

:05:05. > :05:11.our for a studio is Donnacha O'Carolan. That is a dreadful a

:05:11. > :05:16.dental check-up. Who is to blame for that record? I would not agree

:05:16. > :05:22.that it is a dreadful record. would not agree? So many teenagers,

:05:22. > :05:25.among the worst in Europe for oral hygiene? We have made massive

:05:26. > :05:29.improvements over the last five years. It is disappointing that

:05:29. > :05:32.members of the profession have told you that they do not get paid for

:05:32. > :05:38.prevention. We have brought in several preventative programmes

:05:38. > :05:44.that have been successful, for example, I can outline some of them.

:05:44. > :05:49.We brought into pay schemes in the most deprived areas. We have

:05:49. > :05:54.brought other's games, but we pay dentists for putting on. We pay

:05:54. > :05:57.vendors other payments for or giving preventative advice and

:05:57. > :06:00.giving the advice that the vendors have been talking about, we

:06:00. > :06:06.increase those payments in the last five years. In some cases, we have

:06:06. > :06:10.increased them by 100 per cent. question was put to dent his, do

:06:10. > :06:14.you think the dentists are being greedy? They are currently paid a

:06:14. > :06:19.monthly payment to secure and maintaining the oral health of

:06:19. > :06:23.children under 18, so they should be already providing the has

:06:23. > :06:27.prevented it of treatments? If I could give an example of a teenager,

:06:27. > :06:32.someone who is a teenager in a deprived area, we pay for the

:06:32. > :06:35.fillings, extractions and we also pay the debt is over 80 a year to

:06:35. > :06:39.give the Tiber prevented have advised that your reporter was

:06:39. > :06:45.talking about. Can I Alpine the progress being made. If we talk

:06:45. > :06:49.about the extractions, they have dropped from 40,000 in 2004, down

:06:49. > :06:53.to 25,000. It is still a lot, but they have dropped dramatically, but

:06:53. > :07:01.this is because of these preventative schemes. The report

:07:01. > :07:06.does not get a clean bill of health. We did not be better to put a dent

:07:06. > :07:12.his back into the schools? The strategy that you implemented is

:07:12. > :07:15.not really working? It is working. That dramatic drop in the number of

:07:15. > :07:21.extractions has not been seen as poor in the UK. The number of

:07:21. > :07:27.fillings has dropped by more than 20,000 in sex macro years. Those

:07:27. > :07:32.are dramatic improvements in health of... There is more progress to be

:07:32. > :07:38.made. Can we do that through preventative programmes in places

:07:39. > :07:42.like Sure Start, and nurseries, schools, health visitors, using two

:07:42. > :07:46.of the schemes which are evidence- based and are working. As well as

:07:46. > :07:51.that, the department has put support into a research tribe that

:07:51. > :07:56.has started and will look at using fluoride varnishes to reduce dental

:07:56. > :08:00.decay. We have been proactive and we have been successful and I am

:08:00. > :08:07.disappointed that the British Dental organisation have misled you.

:08:07. > :08:10.Clearly we must do better. Thank you. It has been revealed in court

:08:10. > :08:15.that a convicted conman secretly fled Turkey and a friend's but as

:08:16. > :08:18.the authorities began investigating his multi-million pound property

:08:18. > :08:26.scam. Kevin O'Kane from Portglenone was convicted on Friday of duping

:08:26. > :08:31.people into buying homes that he did not own in a holiday resort. A

:08:31. > :08:35.reporter has put into some of his victims. It was a properties than

:08:35. > :08:39.reading from Northern Ireland to the shores of Turkey were 52 year-

:08:39. > :08:43.old Kevin O'Kane it sold homes he had no right to be selling. The

:08:43. > :08:48.judge says he must be prepared for a prison sentence. In court, the

:08:48. > :08:52.judge granted continuing bail, rejecting O'Kane's claims that he

:08:52. > :08:57.is under threat from Turkish gangsters. The court also heard

:08:57. > :09:03.that Turkish bank accounts have been credited with 4.7 million,

:09:03. > :09:06.all that since withdrawn in cash and now missing. Of the properties

:09:06. > :09:11.GAN, the judge said that for now have million pounds was put into a

:09:11. > :09:15.bucket with no bottom. He called O'Kane's previous apologies to

:09:15. > :09:25.victims are hollow words. The we are here for fair play, to try and

:09:25. > :09:26.

:09:26. > :09:28.get a bit of money back for our cells and life goes on. There are

:09:28. > :09:34.far -- whenever the authorities decide to do with Mr O'Kane, it

:09:34. > :09:38.does not affect us. I will not be richer if he is in jail or at home.

:09:38. > :09:42.Dozens of people are involved in this, most from Northern Ireland.

:09:42. > :09:46.These people simply hoped and paid for a home in the son and they lost

:09:46. > :09:51.tens of thousands of pounds. Some of them have told me they will be

:09:51. > :09:58.back in court each day write a bundle sentencing to see if Kevin

:09:58. > :10:04.O'Kane loses his liberty. Well, we had our first real taste of winter

:10:04. > :10:09.last night. Most of us had its nose showers and it these temperatures

:10:09. > :10:13.are very noticeable, especially if you are outside our reporter who is

:10:13. > :10:21.at the roads service salt depot in East Belfast. How cold is it with

:10:21. > :10:26.you? He it is getting very net a and just before we came on air, he

:10:26. > :10:31.we had a quick flurry of snow, but I took the advice of the weather

:10:31. > :10:35.team and I have a layered up. This is just a hint of what our winter

:10:35. > :10:38.weather could bring. Shortly, we will be hearing from the roads

:10:38. > :10:43.service on how they are dealing with his current cold snap. This

:10:43. > :10:47.time last year, we or in the middle of the big freeze when temperatures

:10:47. > :10:50.in some places in Northern Ireland drop to minus a team, so what we

:10:50. > :10:56.have experienced today and yesterday has not come close,

:10:56. > :10:59.although it has caused some problems. It was the first snow of

:11:00. > :11:05.this winter and although it did not cause major disruption on the roads,

:11:05. > :11:10.there were difficulties for some passengers at Belfast city Airport

:11:10. > :11:14.and when fly be's de-icing equipment broke down. There Glasgow

:11:14. > :11:19.service was cancelled. For most of the day, the airline relied on the

:11:20. > :11:23.airport's equipment to keep things moving. The no further delays are

:11:23. > :11:27.expected. Still, it is a reminder of just what can happen in this

:11:27. > :11:32.weather, bringing back memories of the widespread problems caused by

:11:32. > :11:38.the big freeze last year. Although it has created some fantastic

:11:38. > :11:42.winter scenes. These were captured by a our district journalists who

:11:42. > :11:52.have been out and about today gathering pictures of the snow

:11:52. > :12:15.

:12:15. > :12:20.across Northern Ireland. The summer really lovely pictures there, but

:12:20. > :12:25.as we all know from last year, the reality is that the cold weather

:12:25. > :12:31.causes disruption and no one knows that better than this man from the

:12:31. > :12:36.roads service. How readily to deal with this cold snap? From now until

:12:36. > :12:39.April we have 300 staff on standby to go gritting. We have 135

:12:39. > :12:44.critters available and we have already started getting operations

:12:44. > :12:49.tonight, so we are well prepared. We were told that last year, they

:12:49. > :12:53.knew ran out of salt. BBC Newsline got a lot of complaints,

:12:53. > :12:57.particularly from people in rural areas, woke in they say to them?

:12:57. > :13:01.will grit all the main through roads that carried a 80 per cent of

:13:01. > :13:06.the traffic. We have brought in extra and resilience stocks to cope

:13:06. > :13:10.with any Severe weather, so some the roads there has pointed you we

:13:10. > :13:16.are more than prepared for a hard winter. How much does come down to

:13:16. > :13:20.personal responsibility for people to take care of their own areas?

:13:20. > :13:24.needed to treat all the main roads and I were asked drivers to drive

:13:24. > :13:28.carefully where possible. We cannot guarantee that the roads will be a

:13:29. > :13:32.ice-free at all times, so there for people to drive with care if in

:13:32. > :13:36.these conditions. No doubt we will catch up but he before the winter

:13:36. > :13:46.is out! Temperatures tonight are set to tumble, but how low will

:13:46. > :13:53.Angie Phillips will be joining me later for the latest weather

:13:53. > :13:58.forecast. Also to come on the programme. We take any sort of

:13:58. > :14:04.money, except matrimony! We're down at the market, but hear why traders

:14:04. > :14:07.fear for their future. Had we heard how he fought depression last week.

:14:07. > :14:13.Now, Mark Allen gets off to a winning start at the UK

:14:13. > :14:16.Championships. The Irish Government today announced budget cuts of 2.2

:14:16. > :14:19.billion euro. Tomorrow, the Finance Minister, Michael Noonan, will

:14:19. > :14:23.outline tax rises of a further 1.6 billion euro, including an increase

:14:23. > :14:25.in VAT by 2%. It's all part of the economic medicine prescribed by the

:14:25. > :14:34.Republic's funding partners in Europe and the International

:14:34. > :14:37.Monetary Fund. Our Business and Economics Editor, Jim Fitzpatrick,

:14:37. > :14:47.spent the day along the border to discover the effect on cross-border

:14:47. > :14:47.

:14:47. > :14:53.trade. A two % rise in price, it is noticeable when it comes to

:14:53. > :14:58.expensive items. But this jeweller is delighted with plans to raise

:14:58. > :15:02.VAT in the Republic to 23%. Because his shop is in Newry and he is

:15:02. > :15:06.hoping to see the return of the cross-border shoppers. It will be a

:15:06. > :15:10.huge boost. People will realise down south at prices are going to

:15:10. > :15:14.get higher and they will thing to what it was like the year before,

:15:14. > :15:20.they welcome back and get better value and they will go away,

:15:20. > :15:25.telling neighbours. It is fantastic. While traders in Newry might be

:15:25. > :15:29.hoping for a VAT inspired increase in business, the truth is, there

:15:30. > :15:33.was less money available to come north. Ireland is into its 4th year

:15:33. > :15:39.of austerity budgets and people here in Dundalk seemed almost

:15:39. > :15:48.resigned to being hit hard. We have got to the stage were a bit just

:15:48. > :15:52.let it go over our heads. You just have to get on. You keep hitting

:15:52. > :15:56.the lower paid people. It is just the way society is divided. It's

:15:56. > :16:02.like the jungle, those at the top and those at the bottom of the tree.

:16:02. > :16:06.We struggle on, that is all we can do. We cut back on luxuries.

:16:06. > :16:15.won't be able to afford to go to college next year. With higher fees

:16:15. > :16:19.and less of a grant. But the tough measures are winning international

:16:19. > :16:24.praise for Ireland. Particularly from funding partners in Europe and

:16:24. > :16:28.the IMF, the so-called troika. terms of the budget, it will be

:16:28. > :16:33.another step on the road to international brand Ireland being

:16:33. > :16:38.restored. Our credibility has improved, we can see that in terms

:16:38. > :16:42.of all these measures so that people see we stick to that can be

:16:42. > :16:47.agreed, it will be received very positively. International

:16:47. > :16:51.credibility does not mean much on the streets of Dundalk. The 100,000

:16:51. > :16:56.people walking in the pharmaceutical industry or Google,

:16:56. > :17:02.life is good, but for the rest of us, sorry, still gloom. And it will

:17:02. > :17:05.be. It is hitting business in Northern Ireland also, like this

:17:05. > :17:10.Warrenpoint construction and building supplies firm. There have

:17:10. > :17:13.been less people coming north, the VAT has had an impact but it's a

:17:13. > :17:20.general lack of money in the economy and people doing smaller

:17:20. > :17:24.work. Today, the Dublin government produced spending cuts and tomorrow

:17:24. > :17:30.they will introduce tax rises. Austerity is here to stay, north

:17:30. > :17:33.and south. Workers suffering from the asbestos-related lung condition

:17:33. > :17:38.Pleural Plaques will be able to apply for compensation from their

:17:38. > :17:41.former employers from next week. The Finance Minister, Sammy Wilson,

:17:41. > :17:43.says after a series of legal hurdles, the law to allow workers

:17:43. > :17:46.to pursue claims will become effective from December 14th. The

:17:46. > :17:54.Executive has already set aside 2.5 million for claims against

:17:54. > :17:57.government-owned companies. decades, the law allowed for claims

:17:57. > :18:00.against employers for this disease and we have fought this all the way

:18:00. > :18:05.to the House of Lords and we're putting his back the way it should

:18:05. > :18:09.be and has been for many decades and bringing justice for those many

:18:09. > :18:12.vulnerable and sick people suffering today. At every

:18:12. > :18:18.children's nativity play this month we'll hear the cry, there's no room

:18:18. > :18:21.in the inn. In Newtownards at the moment there's no room in the

:18:21. > :18:23.square, at least not for the market traders. While the area is

:18:23. > :18:26.refurbished, the Road Service won't allow the Saturday market to

:18:26. > :18:29.relocate to one of its nearby car parks. Claire Savage has been

:18:29. > :18:39.speaking to traders who believe their livelihoods are being put at

:18:39. > :18:43.risk. We take diners Club, any sort of money, except matrimony.

:18:43. > :18:48.Newtownards is known for being a market town but at temporary site

:18:48. > :18:50.cannot be found whilst Conway Square gets a makeover from January.

:18:50. > :18:55.Arts Council blames the Road Service for not allowing the market

:18:55. > :18:59.to use one of their car parks. One trader who has been here for 35

:18:59. > :19:03.years hopes the Minister responsible, Danny Kennedy, will

:19:03. > :19:08.intervene. Traders come from all over and they come to get one day's

:19:08. > :19:13.pay. They want to earn a living. And the market has been here for so

:19:13. > :19:18.long, it is a meeting place, people love it. And if they don't work

:19:18. > :19:23.with us, it will close. Other traders are worried. This is our

:19:23. > :19:27.livelihood. If we cannot get trade in here, we will lose big money.

:19:27. > :19:31.There will be a lot of people out of work and could be signing on to

:19:31. > :19:35.the dole if they don't get somewhere. No market, no money, we

:19:35. > :19:40.will lose our livelihood. And by law prevents a nearby car park

:19:40. > :19:44.being used. I don't think it would be a problem, having this in a car-

:19:44. > :19:50.park? You would not miss that too much of that is what they want to

:19:50. > :19:54.have it. This market would be missed. I can remember as a child,

:19:54. > :19:59.here and loving it. The Department of Regional Development says it is

:19:59. > :20:03.looking at the issue but the car- park traders want to use generates

:20:03. > :20:13.much-needed revenue. At a time when existing resources are heavily

:20:13. > :20:13.

:20:13. > :20:16.stretched. And we will keep a cross that story. The race to become the

:20:16. > :20:19.most successful European golfer will go all the way to the last

:20:19. > :20:22.tournament of the year in Dubai. Rory McIlroy is still very much in

:20:22. > :20:25.the running to be crowned the top prize money winner. Gavin Andrews

:20:26. > :20:30.is here with the sport. King Kong was just one of the headlines

:20:30. > :20:32.following Rory's gutsy win in Hong Kong. And the US Open champion has

:20:32. > :20:35.current European Order of Merit leader Luke Donald in his sights.

:20:35. > :20:44.Rory must win in Dubai this weekend and hope Donald finishes outside

:20:44. > :20:52.the top nine in the season finale. It was a bomb at of magic that saw

:20:52. > :20:56.the Hong Kong crowd and Rory McIlroy going wild. That wasn't too

:20:56. > :21:01.bad! Trailing the leader by three at the start of the day, he saved

:21:01. > :21:04.his best to last to pick up his third title of the season. But it

:21:04. > :21:08.was the manner of this when that please the 22 year-old most.

:21:08. > :21:13.Finally, to get this trophy in my hands, it's very special and means

:21:13. > :21:19.a lot. It meant a lot to go out, knowing that I had to play well, to

:21:19. > :21:22.get myself in the race and to keep myself in second place in the world

:21:22. > :21:31.rankings. There is a lot to play for and to produce that sort of

:21:31. > :21:34.golf today is very pleasing. Rory McIlroy will hope to bring this

:21:34. > :21:39.form to the Dubai World Championships. His winning cheque

:21:39. > :21:43.of just over 340,000 euros keep the race to be coming European No. 1

:22:42. > :22:47.Linfield had just one goal against Ballymoney United but the strike

:22:47. > :22:54.was enough to secure all three points. Although Mark McAllister

:22:54. > :22:59.was left wondering how he did not manage to double the lead. There

:22:59. > :23:02.was plenty of drama and plenty of goals at the Oval. Lisburn

:23:02. > :23:07.Distillery thought they were secured victory but substitute

:23:07. > :23:13.Richard Gibson rescued a point for Glentoran. For their manager, it

:23:13. > :23:22.just was not good enough. They had chances and some players have not

:23:22. > :23:26.done that. For me, we have to make changes. Crusaders infected

:24:12. > :24:19.with the help of one of their bigger names. Ulster get their

:24:19. > :24:25.first try! Stephen Ferris scored two tries as Ulster defeated the

:24:25. > :24:29.Scarlets 24 - 17 at Ravenhill. letter to get the win, because we

:24:29. > :24:33.have not fired that well in the past weeks but we're still

:24:33. > :24:37.disappointed because I were performance was excellent and we

:24:37. > :24:42.made some silly mistakes which can cost us. A Belfast Giants completed

:24:43. > :24:47.a weekend elite league double with this fight - 1 victory over Hull

:24:47. > :24:51.Stingrays on Saturday and a 4 - 2 win over the Cardiff Devils in

:24:52. > :24:56.Wales last night. And Ulster's newest signing, Steffan Terblanche,

:24:57. > :25:03.has finally arrived. We'll here from the South African on tomorrow

:25:03. > :25:06.night's Newsline. It may have added to the Christmas spirit but the

:25:06. > :25:14.snow does cause problems, as we heard earlier in the programme. And

:25:14. > :25:19.we're in for more chilly conditions Cold enough for more sleet and snow

:25:19. > :25:23.and people have been texting me to tell me about this in parts of the

:25:23. > :25:26.North but we will find sleet and snow will not be quite is

:25:26. > :25:32.widespread tonight. Those conditions left us with scenes like

:25:32. > :25:39.this one this morning. Even low- lying areas had a dusting but the

:25:39. > :25:43.hills some most of us know. Even a few inches and places. Ice will be

:25:43. > :25:49.the main concern tonight. There is a yellow warning for those icy

:25:49. > :25:55.conditions. Particularly on untreated roads and pavements but

:25:55. > :25:58.also with further sleet and snow showers. They will continue today.

:25:58. > :26:03.Certainly towards the north and parts of the West. A mixture of

:26:03. > :26:09.sleet and snow. And they are more less going to continue through this

:26:09. > :26:14.evening, drifting in on that blustery westerly wind. And bear in

:26:14. > :26:17.mind, where you get sick and snow, they could also wash the grit off

:26:17. > :26:21.the road. It will be problematic and cold with temperatures around

:26:21. > :26:28.freezing or maybe a couple of degrees lower in sheltered spots.

:26:28. > :26:32.The gusty wind overnight eventually eases down tomorrow. Quite breezy

:26:32. > :26:40.at first and it is an icy start. You could well be scraping ice off

:26:40. > :26:44.the windscreen. Still wintry showers around first thing,

:26:44. > :26:48.particularly towards North Antrim. Otherwise, it's a bright start for

:26:48. > :26:54.Antrim and County Down. Towards the West, cloudier skies and initially

:26:54. > :26:57.wintry showers but you will find they turn increasingly into rain

:26:57. > :27:03.into the afternoon and this band of cloud and rain works eastwards

:27:03. > :27:07.through the rest of the afternoon at towards evening time. And

:27:07. > :27:12.although temperatures recover, it certainly isn't too warm. The wind

:27:12. > :27:17.has seized, it will pick up tomorrow night, bringing more

:27:17. > :27:21.showers but not as widespread as they have been and not as much ice

:27:21. > :27:25.and frost. But still some pockets. A mixture of bright spells and

:27:25. > :27:29.mostly rain showers on Wednesday, and it's windy and for the middle

:27:29. > :27:35.part of the week it's looking less cold but unsettled with rain and

:27:35. > :27:39.brisk wind. Thank you very much. News Justin - within the last few
