:01:17. > :01:20.and strong economic reasons to give it the go-ahead. There is no doubt

:01:20. > :01:23.this planning decision will be a controversial one.

:01:23. > :01:26.It will be made by the Environment Minister by the end of next month.

:01:26. > :01:29.The developer has told an American magazine that he expects Alex

:01:29. > :01:32.Attwood will approve his proposal for a hotel and golf course.

:01:32. > :01:38.Nicola Weir tells us what is proposed for the Causeway coast,

:01:38. > :01:44.home to Ireland's biggest tourist attraction.

:01:44. > :01:48.These are the plans for a 120 bedroomed Golf resort and spat

:01:48. > :01:54.close to the giant's Causeway. They have been submitted by an American

:01:54. > :01:57.businessman. He has told a magazine that he expects the development be

:01:57. > :02:02.given the go-ahead. But the National Trust believes the

:02:02. > :02:08.application is inherently and fundamentally wrong. It cites at

:02:08. > :02:11.its main reason, the potential loss of World Heritage Site status. This

:02:11. > :02:16.is the land they want to build on. It is within a three: to

:02:16. > :02:20.protections on around the Giants Causeway. At the moment, an

:02:20. > :02:25.ordinary household are living inside the zone, could not extend

:02:25. > :02:29.their property over and above what they already have. Objectors are

:02:29. > :02:34.wondering why an American businessman can build at major golf

:02:34. > :02:37.resort in the same media. But do local MP says the permit --

:02:37. > :02:42.potential economic benefits far outweigh any arguments against it.

:02:42. > :02:46.He says that it is wrong to call it at the Dell and at the Giants

:02:46. > :02:50.Causeway. He added it was over a mile away from the causeway and

:02:51. > :02:54.would utilise a beautiful countryside at at to its very best.

:03:29. > :03:32.promised with the hiring of more specialist investigators.

:03:35. > :03:42.issues like illegal dumping has been running well short of its full

:03:42. > :03:47.complement of staff, as BBC Newsline's Julian O'Neill reports.

:03:48. > :03:52.The crime unit within the Environment Agency has never seemed

:03:52. > :03:56.is this investigation involved cat litter soaked in diesel as part of

:03:56. > :04:01.a fuel laundering scam. But the unit, which also investigates

:04:01. > :04:06.illegal dumping like this waste, buried in for a manner, has been

:04:06. > :04:09.understaffed for several years. I told to a specialist in

:04:09. > :04:15.environmental law, he said the staffing problems had noticeable

:04:15. > :04:19.problems. -- consequences. In terms of the cases we have seen prosecute,

:04:19. > :04:22.there is a distinct lack of enforcement at the bottom end of

:04:22. > :04:26.the scale and also the top end of the scale. The small fly-tipping

:04:26. > :04:30.offences are not being dealt with that all and also, at the same time,

:04:30. > :04:35.there is very few of the big financial cases which involve CDs

:04:35. > :04:38.criminality. The Department of the Environment has written to Stormont,

:04:38. > :04:44.explaining the difficulty. It's his recruitment has been delayed

:04:44. > :04:49.because of serious financial difficulties. As a result, many

:04:49. > :04:53.issues and cases cannot be pursued. And, even after a recruitment drive

:04:53. > :04:58.which is under way, the unit will remain challenged responding to

:04:58. > :05:02.priorities. The unit is responsible to the Department of the

:05:02. > :05:08.environment and should have 41 staff but it is running currently

:05:08. > :05:11.at just 25, with many of the vacancies at senior level. The

:05:11. > :05:15.Department of the Environment told the BBC that the recruitment of

:05:15. > :05:20.specialist additional staff is currently under way. People like

:05:20. > :05:24.financial and criminal investigators. Once completed it

:05:24. > :05:29.will allow the unit to expand its caseload. A living poster in the

:05:29. > :05:32.process of being filled up, at the direction of the minister. There

:05:32. > :05:37.have also been told to encourage courts to take crimes like illegal

:05:37. > :05:41.dumping much more seriously. Two men have been in court on

:05:41. > :05:44.cocaine charges. They were among five people arrested earlier this

:05:44. > :05:54.week in Bangor, Belfast and Coleraine. Will Leitch was in the

:05:54. > :06:00.

:06:00. > :06:04.court for BBC Newsline. The two men are brothers. The each

:06:04. > :06:10.faced six charges of possession of Class A and class B drugs with

:06:10. > :06:14.intent and conspiracy to supply. Bail was refused for one and both

:06:14. > :06:18.men were remanded in custody until 3rd January. A detective constable

:06:18. > :06:22.told the court he could connect both the men to a police operation

:06:22. > :06:29.on Wednesday. A part of an ongoing investigation by the organised

:06:29. > :06:39.crime back branch -- the organised crime branch. Cooking with a street

:06:39. > :06:44.value of �120,000 was seized. �11,000 -- �1,100 was seized.

:06:44. > :06:48.Police say they can connect that to unfit and sulphate found at an

:06:48. > :06:52.address in south Belfast worth the same amount. Three other men are

:06:52. > :06:56.due to appear this morning on charges connected will now appear

:08:56. > :08:58.the local high school. They are "get to know you" meetings aimed at

:08:58. > :09:01.developing better relationships with young people. The pilot scheme

:09:01. > :09:04.is the first of its kind in Northern Ireland and the police

:09:04. > :09:06.hope it will help the students be more aware of what's going on in

:09:06. > :09:09.the community. Our district journalist Ciara Riddell reports.

:09:13. > :09:21.neighbourhood policing team. Officers have come to the school to

:09:21. > :09:26.hold a police surgery. It is this type of openness between youngsters

:09:26. > :09:34.and officers that the police are aiming for. I do not want to see,

:09:34. > :09:38.or them to see us, as purely law- enforcement. Bring us more

:09:38. > :09:43.international in by a -- natural environment when they are in school,

:09:43. > :09:48.I want him to see that they are on first name terms with me so that
