:01:32. > :01:39.Belfast, we are joined on the phone by a BBC Radio Ulster's traffic and
:01:39. > :01:44.travel reporter. Which areas are badly affected this evening?
:01:45. > :01:51.The Albert Bridge Road and Temple Moore Avenue are blocked. Bell's
:01:51. > :01:57.Bridge is not passable. In the south, Armagh road is blocked at
:01:57. > :02:03.the Embankment. In the city centre, avoid great Victoria Street and
:02:03. > :02:13.Bridge Street, you cannot pass them. Police have closed some roads
:02:13. > :02:18.because of a protest. In Londonderry, a road into the city
:02:18. > :02:22.is blocked. Reports are that Ballyclare town-centre is
:02:22. > :02:26.gridlocked. If she has any updates, we will
:02:26. > :02:30.return to her this evening. The DUP and Ulster Unionist party
:02:30. > :02:34.leaders are understood to be meeting the leaders of the loyal
:02:35. > :02:38.orders around now. There is speculation about an announcement

:02:42. > :02:52.flak's dispute and other issues like the low rate of voter

:03:04. > :03:09.With just over a week until Christmas, the atmosphere was far
:03:09. > :03:15.from festive at City Hall at the weekend. Loyalists came from all
:03:15. > :03:19.parts of Belfast for the city centre protest rally. Hundreds
:03:19. > :03:23.gathered in front of the building that is at the centre of the
:03:23. > :03:28.dispute, carrying the Union flag that is only allowed to be flowed
:03:28. > :03:31.at City Hall on designated days of the year. There was traffic
:03:31. > :03:37.disruption, however shopping continued in the city centre. The
:03:37. > :03:42.Christmas market remained open throughout the protest. The police
:03:42. > :03:45.had warned that blocking the roads around City Hall was illegal.
:03:45. > :03:55.However, fears over confrontation appeared to be quickly defused by
:03:55. > :04:00.loyalist leaders and senior officers on the ground. The protest
:04:00. > :04:05.lasted one hour. Up to 1,000 people marched around City Hall. People
:04:05. > :04:08.came here to have peaceful protests. We have all sorts of orders in
:04:08. > :04:13.place. I am trying to make sure people understand and stay legal
:04:13. > :04:16.within this. A prayers for peace vigil was held at city hall at the
:04:16. > :04:22.weekend with hundreds of people linking hands as they encircled the
:04:22. > :04:28.building. There must be another way to try to understand where all of
:04:28. > :04:34.these feelings and fears come from. The last thing we want to do is
:04:34. > :04:38.manipulate and exploit them, and I fear that has been happening.
:04:38. > :04:44.Families gathered outside City Hall yesterday in support of calls for
:04:44. > :04:46.peace and a halt to street protests. Meanwhile the First and Deputy
:04:46. > :04:51.First Ministers are arranging a meeting of the main Stormont party
:04:51. > :04:55.leaders tomorrow with a view to them calling for an end to the flag
:04:55. > :04:59.protests. A source close to the deputy first minister says he is of
:04:59. > :05:03.the view that the UDF is behind the protest activity and the attempted
:05:03. > :05:12.murder of a woman police officer on duty outside an east Belfast of
:05:12. > :05:17.this last week. Pubs and shops in Belfast are
:05:17. > :05:20.reporting business down by up to one-fifth as protests continue. Our
:05:20. > :05:24.Business correspondent reports that the disruption is changing spending
:05:24. > :05:29.habits. After yet another weekend of
:05:29. > :05:33.disruption, traders in Belfast have had once again been counting the
:05:33. > :05:36.cost. A bomb scare made this avenue resembled a ghost town on what
:05:36. > :05:40.should have been one of the busiest shopping days of the year. This was
:05:40. > :05:45.on top of the Union Flag protests, which are hitting traders in the
:05:45. > :05:49.pocket. One business reported custom at the weekend was down by
:05:49. > :05:57.15% on the same time last year. December should make up for the
:05:57. > :06:02.losses from January. In December we need to make more money to make up
:06:02. > :06:07.for a moment in January, but we have not been making that money.
:06:07. > :06:15.That is someone's wages that we are losing. I would say we have lost
:06:15. > :06:18.�1,000, two or 3 members' wages. We cannot carry on like that. Fears of
:06:18. > :06:22.being caught up in trouble are changing spending habits, making
:06:23. > :06:26.shoppers more focused. It appears people are not spending as much
:06:26. > :06:30.time in the city centre when they are not shopping, and are not
:06:30. > :06:36.staying so late in the evenings. When they shop, they are targeting
:06:36. > :06:40.specific items, so it is less casual and spontaneous. The revenue
:06:40. > :06:43.lost to Belfast is not all being spent in towns and shopping centres
:06:43. > :06:48.elsewhere. In fact, some of it could be leaving Northern Ireland
:06:48. > :06:53.altogether. The other thing that is happening, it is becoming more
:06:53. > :06:55.obvious, this year there is more mail order by the internet, and I
:06:55. > :07:00.think these protests have encouraged people to experiment
:07:00. > :07:05.with the internet. And with people becoming reluctant to go out, pubs
:07:05. > :07:10.say there trade is down some 20%. We cannot afford a hit like this.
:07:10. > :07:17.The issue is not for us to comment on, but the impact is and we need a
:07:17. > :07:21.quick resolution. The busy city centre streets today masked the
:07:21. > :07:24.concerns of many Belfast traders. They can only hope for a last
:07:24. > :07:32.minute change in fortunes. But with only seven shopping days left until
:07:32. > :07:34.Christmas, time is running out. Almost 40 people have lost their
:07:35. > :07:38.jobs at a Belfast engineering firm. FIN Engineering was based on
:07:38. > :07:41.Saintfield Road in the south of the city. It was placed into
:07:41. > :07:46.administration earlier this month and has now ceased to trade with
:07:46. > :07:50.the loss of 37 jobs. The firm had been trading since 1990, providing
:07:50. > :07:54.specialist engineering services to the construction industry.

:09:41. > :09:45.But the judge also directed that Sinn Fein should pay legal costs,

:09:51. > :09:57.said to be running into six figures. A 44-year-old Londonderry man who
:09:57. > :09:59.admitted a car bomb attack has been sentenced to 13 years in jail.
:09:59. > :10:02.Philip O'Donnell, of Baldrick Crescent, pleaded guilty to causing
:10:02. > :10:09.an explosion likely to endanger life outside the city's Strand Road
:10:09. > :10:12.Police Station. He also admitted other charges, including hijacking.

:10:26. > :10:30.1970 to save a report by the Historical Enquiries Team reveals
:10:31. > :10:39.significant new information about his murder. Lewry Leonard, a member
:10:39. > :10:43.of the IRA, was shot by loyalists in his shop.
:10:43. > :10:47.Lily Leonard was lurk -- was working late in his butcher shop
:10:47. > :10:51.when he was shot dead and his body dumped in a fridge. He was active
:10:51. > :10:56.in the south Fermanagh brigade of the IRA and his family suspect he
:10:56. > :11:00.was targeted by loyalists as a result of sheep -- of security
:11:00. > :11:05.force collusion. Today they released findings of the report
:11:05. > :11:15.that says he was almost certainly killed were two loyalists from
:11:15. > :11:21.
:11:21. > :11:25.Belfast. Two strangers from Belfast drove to a sleepy village in
:11:25. > :11:31.December 1972, he was definitely targeted. Were you aware he was in
:11:31. > :11:35.the IRA at the time of his death? It was not something that was
:11:35. > :11:41.discussed, really. It was a difficult time. While there is no
:11:41. > :11:45.proof of collusion, the ADT has found significant failings in the
:11:45. > :11:49.investigation. It describes the loyalist as high priority suspects
:11:49. > :11:55.but they were never arrested, even though four bullets were found in a
:11:55. > :11:59.hire car when it was returned after the murder. The Leonard family save
:11:59. > :12:04.the RUC turned a blind eye and that even the most basic of
:12:04. > :12:07.investigations could have prevented another killing. Mr Leonard's
:12:07. > :12:12.family believe the failure to arrest and question the two
:12:12. > :12:15.suspects meant they were free to kill again. The following year,
:12:15. > :12:22.intelligence suggests they were also responsible for the murder of
:12:22. > :12:27.Jim Murphy. We simply want the truth to come out, because there
:12:27. > :12:31.has been a shadow over this murder for so long. The family say they
:12:31. > :12:34.now need time to consider all of the new information they have been
:12:34. > :12:39.given. An inspection report on Maghaberry
:12:39. > :12:41.prison says standards are better, but still not good enough. The
:12:41. > :12:44.latest assessment lists continuing concern about the safety of
:12:44. > :12:49.prisoners and the way they are treated, with Catholics being
:12:49. > :12:52.treated less favourably than Protestant inmates. The Prison
:12:52. > :12:59.Service says it is confident the problems can be addressed. Our Home

:13:03. > :13:07.Three years ago, inspector said Maghaberry was one of the worst
:13:07. > :13:13.performing presence in the UK. A report published today says
:13:13. > :13:17.progress has been made, but much more is needed. Some progress, and
:13:17. > :13:23.I would pay tribute to the efforts that have been made by the Governor,
:13:23. > :13:27.and senior managers at Maghaberry. It is still not where it needs to
:13:27. > :13:32.be. Significant work still needs to be done to turn it into the sort of
:13:32. > :13:36.prison that we are expecting. Inspectors say the prison still
:13:36. > :13:41.does not provide a sufficiently safe environment for those held
:13:41. > :13:45.there. They point out there is no effective strategy to tackle the
:13:45. > :13:50.problem of bullying. The report says there means to be more
:13:51. > :13:54.activities for prisoners, half of whom spent -- spend up to 20 hours
:13:54. > :13:58.a day locked in their cells. It says there is an imbalance in the
:13:58. > :14:02.way that Catholic and Protestant prisoners are treated. Inspectors
:14:02. > :14:06.say Catholic prisoners have less access to work and education
:14:06. > :14:10.activities and are more likely to be punished for their behaviour and
:14:10. > :14:17.the refused home leave. Is the head of the Prison Service disappointed
:14:17. > :14:21.at the pace of progress? No, we are not disappointed because change of
:14:21. > :14:27.this type will inevitably be slower than we might hope, because it
:14:27. > :14:30.needs to be real change that can be met, so we are not disappointed, we
:14:30. > :14:35.are optimistic and we are clear about what needs to be done and we
:14:35. > :14:39.know we can do it. Today's report makes 93 recommendations for
:14:39. > :14:43.improvement. After a highly critical report three years ago,
:14:43. > :14:47.the Prison Service said it would be judged on its performance the next
:14:47. > :14:51.time inspectors came calling. Now they have done so, a lot more work
:14:51. > :14:55.remains to be done. Inspectors say they have been encouraged by what
:14:55. > :15:01.they describe as green shoots of recovery but they say does shoots
:15:01. > :15:03.are in the early stages and need lots of support to grow.
:15:03. > :15:06.Belfast had its row over the Christmas market and complaints
:15:06. > :15:10.that it did not have enough local vendors. Now, Londonderry's festive

:16:20. > :16:25.any... No-one is it to take trade from anyone else, the point is to
:16:25. > :16:29.bring more trade to the city. far, it seems shoppers have been
:16:29. > :16:34.impressed was stuck it is great to see, it adds to what is on offer
:16:34. > :16:38.for the City over Christmas. It is very, very pleasant to walk through
