:00:58. > :01:01.mild day, it's cooling down again as well. Stormont is stepping in to

:01:01. > :01:04.sort out the future of one of our best known listed buildings.

:01:04. > :01:08.Crumlin Road courthouse in north Belfast has been lying derelict for

:01:08. > :01:10.15 years now and is a state of serious disrepair. It's owned by a

:01:10. > :01:20.private developer, but now Stormont is intervening with an action plan.

:01:20. > :01:25.

:01:25. > :01:31.Julian O'Neill has this exclusive report. The damage is clear for all

:01:31. > :01:36.to see. A series of fires several years ago left this 160-year-old

:01:36. > :01:42.listed building exposed to the elements. According to an architect

:01:42. > :01:47.for the building's own e it is not beyond repair. There is still a

:01:47. > :01:51.structure which is capable of restoration. Number one court, the

:01:51. > :01:55.bit that survived the most and a lot of the original features are

:01:55. > :01:59.there. Although it looks terrible and it is terrible and it would be

:01:59. > :02:05.great to see work starting, we still have a structure that is

:02:05. > :02:12.important and can be restored. Crumlin Road jail is enjoying a new

:02:12. > :02:17.lease of life, thanks to fub lick - - public funds. But the court has

:02:17. > :02:21.failed to attract investment. As far back as 2007 the jail and the

:02:21. > :02:25.court house were seen as playing a key role in the revitalisation of

:02:25. > :02:30.what is one of the most deprived parts of Belfast. While the jail

:02:30. > :02:34.has been refurbished into a tourist attraction, at the court house,

:02:34. > :02:39.time has stood still, as first plans for an office and then a

:02:39. > :02:42.hotel have failed to get off the drawing board. Stormont has

:02:42. > :02:48.commissioned a report and it will establish the building's condition

:02:48. > :02:53.and value. It will also select the preferred development option. And

:02:53. > :02:57.taking back public ownership through vesting or buying the court

:02:57. > :03:03.house is a possible outcome. The social development minister says it

:03:03. > :03:07.is time to act. I see it in terms of regeneration, economic

:03:07. > :03:12.development, employment opportunities. Also the removal of

:03:12. > :03:15.a blight from that part of the city. We have condemned people, the

:03:15. > :03:20.owners have condemned people for years to living in an area where

:03:20. > :03:24.that is what they look at day after day. That is unacceptable. We need

:03:24. > :03:28.a resolution and I'm determined that we will do that. The owner has

:03:28. > :03:33.a new idea and his architect told me it is to turn the corporate

:03:33. > :03:37.house into a museum for records and drawings of local historic

:03:37. > :03:47.buildings. There has been a muted reception in the community. Bearing

:03:47. > :03:52.in mind this building sits, it is actually an interface between

:03:52. > :03:58.Antrim Road, Cliftonville and Shankill, I feel -- fail to imagine

:03:58. > :04:05.what would draw someone like myself or someone from a deprived building

:04:05. > :04:12.to access a wilding -- building to access architect. The economic down

:04:12. > :04:21.U-turn has not helped. The study on its future is due to be completed

:04:21. > :04:24.by July. The deaths of three members of the Spence family last

:04:24. > :04:27.September has been described as the worst farming tragedy here in 20

:04:27. > :04:30.years. The inquest into the deaths of Noel Spence, and his two sons

:04:30. > :04:38.Graham and Nevin finished today and our reporter Claire Savage was in

:04:38. > :04:45.the Coroner's Court in Belfast. Today giving evidence was the state

:04:45. > :04:49.pathologist professor Jack Crane. He said when the men entered the

:04:49. > :04:54.tank, the level of toxic gases was high enough to render the men

:04:54. > :04:58.unconscious and when they fell into the slurry, they died. Two Health

:04:58. > :05:02.and Safety Executives gave evidence about the dangers of working in

:05:02. > :05:06.tanks on farm and recommended a number of precautions. You take of

:05:06. > :05:11.taking a bottle of fizzy drink with the cap on, shake it and removing

:05:11. > :05:16.the cap. You get a huge quantity of gas released. That is what happens

:05:16. > :05:21.when you mix slurry. The advice is get the animals out, mix on a windy

:05:21. > :05:27.day, open all openings, put in the pump, start it up and get out and

:05:27. > :05:30.stay out for half an hour at least. The coroner said this was an

:05:30. > :05:35.unbelievable tragedy and when it happened people were river eted to

:05:35. > :05:39.the newspapers and radio as they couldn't believe such a tragedy

:05:39. > :05:43.could happen in the 21st Century. He added until this happened, not

:05:43. > :05:48.everyone was aware of the dangers and said what he has been told is

:05:48. > :05:54.the message is getting across to the wider Northern Ireland farming

:05:55. > :05:59.community. And that the tradgejibg - tragic death were now known

:05:59. > :06:04.throughout the British Isles. He said not only was a it a loss to

:06:04. > :06:10.the farming communities, but to anyone that loved rugby and that

:06:10. > :06:15.Nevin's loss was felt throughout the rugby world. The coroner added

:06:15. > :06:20.that often the ending of an inquest brought closure to a family, but he

:06:20. > :06:29.didn't that that was the case in this instance and he hoped the

:06:29. > :06:33.Spence family would be able to get on with their lives. A 26-year-old

:06:33. > :06:36.man has died in a car crash in County Armagh. It happened on

:06:36. > :06:39.Monaghan Road at Madden on Monday. The man was driving a silver car

:06:39. > :06:44.which went into a hedge. The police have appealed for anyone who saw

:06:44. > :06:47.the crash to contact them. Detectives are treating as

:06:47. > :06:50.attempted murder an incident in Omagh when a pipe bomb was left

:06:50. > :06:52.close to a police officer's home. The off-duty officer fired after he

:06:52. > :06:55.said he saw people acting suspiciously near the house in the

:06:55. > :07:05.Coolnagard area on Friday night. The police officer no longer lives

:07:05. > :07:08.

:07:08. > :07:10.there but had returned to carry out repairs. A judge has ruled that a

:07:10. > :07:13.15-year-old girl should remain in a juvenile detention centre, after

:07:13. > :07:15.hearing claims that she was involved in sex and drug-taking

:07:15. > :07:19.sessions with men linked to Loyalist paramilitaries. The

:07:19. > :07:29.teenager - who is in care - was refused bail to help her sever ties

:07:29. > :07:30.

:07:30. > :07:34.with any men trying to exploit her. Julie McCullough has the story.

:07:39. > :07:42.bail hearing for the teenager today. The 15-year-old, who can't be

:07:42. > :07:46.identified for legal reasons, is charged with assaulting a member of

:07:46. > :07:50.staff and another resident at a children's home. Last week it was

:07:50. > :07:53.claimed that she breeched her conditions, by leaving the home

:07:53. > :07:58.without permission early on a morning that she was due in court.

:07:58. > :08:03.The court was later told she had said a local LVF man had demanded

:08:03. > :08:08.she go to his home at 5am. A prosecution lawyer told the court

:08:08. > :08:12.that the girl referred to engaging in sexual activity with more than

:08:12. > :08:15.one man and taking cocaine and other drugs. He said she was

:08:16. > :08:19.forming dangerous bonds and that the trust wanted to break the bonds.

:08:19. > :08:23.He said while the home was happy to have her back, they wanted her to

:08:23. > :08:27.spend some time in secure accommodation first. What did her

:08:27. > :08:31.legal team have to say? Well, a defence lawyer accepted that the

:08:32. > :08:37.girl had left the home at the request of a local known figure.

:08:37. > :08:40.But he added she said her own safety was never in doubt. And she

:08:40. > :08:45.denies some of the circumstances outlined about her activity with

:08:45. > :08:49.older men. However, the judge pointed out that vulnerable young

:08:49. > :08:55.people in care are being targeted very often for sexual purposes. And

:08:55. > :08:59.he said those who do it seem to know who might easily fall under

:08:59. > :09:06.their influence. He ruled she should remain in a juvenile

:09:06. > :09:10.detention centre until secure accommodation is found. Thank you.

:09:17. > :09:21.justified in shooting an official figure in the IRA in Belfast 40

:09:21. > :09:29.years ago. The finding has come from the Historical Enquiries Team.

:09:37. > :09:45.battle in the 70s. A year later, he was dead. Shot by the army running

:10:15. > :10:18.justified. It was unjustified. report says while Joe McCann was

:10:18. > :10:23.wanted in connection with terrorist crime and the soldiers thought he

:10:23. > :10:30.was armed, his actions did not amount to the level of specific

:10:30. > :10:36.threat to justify them opening fire. All three soldiers, A, B and C,

:10:36. > :10:42.opened fire and Joe fell. Having been struck by three bullets. He

:10:42. > :10:49.was unarmed. It has not been possible to question the Special

:10:49. > :10:54.Branch version of events. Because incredibly the RUC then and the

:10:54. > :10:58.PSNI now claim no -- not to be aware of the Special Branch

:10:58. > :11:04.officers who were following Joe. The feignedings themselves were

:11:04. > :11:09.that the paras were unjustified in their use of lethal force and

:11:09. > :11:14.contravened the yellow card and their own procedures. The shooting

:11:14. > :11:19.of this IRA figure led to widespread rioting in Belfast at

:11:19. > :11:24.the time. The Historical Enquiries Team report concludes there are no

:11:24. > :11:34.lines of inquiry, or further investigative opportunities that

:11:34. > :11:43.could clarify the circumstances of his death. Still to come: Two

:11:46. > :11:48.Alliance Party is being accused of denying parents the choice over

:11:48. > :11:51.their children's education by proposing a major increase in

:11:51. > :11:54.places in integrated schools. It's one of a series of proposals in a

:11:54. > :12:04.new Alliance document setting out how the Executive should build a

:12:10. > :12:16.do alliance hope to achieve this expadges in integrated education?

:12:16. > :12:21.They are setting a dramatic target for more than tripling the number

:12:21. > :12:25.of children in integrated schools by 2020. They would make it easier

:12:25. > :12:32.for some schools to deClare themselves as integrated and saying

:12:32. > :12:37.all new build schools should be integrated. The alliance minister

:12:37. > :12:43.said the party is responding to popular demands. In the fast few

:12:43. > :12:49.weirs we have had 6% of our -- in the past few year we have had 6% of

:12:49. > :12:53.children in integrated schools. The schools have a range of benefits.

:12:54. > :12:58.We have a plan to increase the number of places in Northern

:12:58. > :13:02.Ireland and we believe that is in line with what most people want to

:13:02. > :13:07.see. What has been the reaction to that plan? Well there has been

:13:07. > :13:12.criticism of the plan from other parties. The DUP and Sinn Fein and

:13:12. > :13:20.the SDLP say that the plan appears to eliminate parental choice. We

:13:20. > :13:26.asked Jim Clarke from the council for Catholic maintained schools

:13:26. > :13:30.whether this increase was realistic. The simple answer is no. We have

:13:30. > :13:35.had 25 years of department encouraging integrated education

:13:35. > :13:40.and we have 6%. We have many spare places in the integrated sector.

:13:40. > :13:44.Only five or six schools are oversubscribed. The offer of

:13:44. > :13:49.Catholic education is available throughout the world and it is

:13:49. > :13:56.nearly almost a sign of a mature society that we can offer a faith-

:13:56. > :14:01.based option. We are prepared to offer a fate-based option,

:14:01. > :14:05.alongside the Protestant churches if communities want that. This I

:14:05. > :14:11.about a shared feature with flag flying at the centre of attention.

:14:11. > :14:16.What is the party proposing there? They suggest that the designated

:14:16. > :14:20.day flag flying policy should be applied to all government buildings

:14:20. > :14:24.and should be rolled out across the other new supercouncils which are

:14:24. > :14:30.due to come into existence. They also call for regulation of the

:14:30. > :14:35.flying of flags on street furniture, such as lamp posts. So people could

:14:35. > :14:38.apply for a licence to fly the union flag around a certain day and

:14:38. > :14:42.after that it would be their responsibility to take that flag

:14:42. > :14:49.down. I should say that this is of course an alliance proposal and the

:14:50. > :14:56.First Minister in a BBC interview rejected the notion of any Parades

:14:56. > :15:00.Commission-style body to regulate flag flying. So not all the parties

:15:34. > :15:39.in Dublin. What is the latest on the investigation. The Irish

:15:39. > :15:44.justice minister and senior police officers believe a burnt out car

:15:44. > :15:48.found in woods near the scene is linked to the murder of Adrian

:15:48. > :15:56.Donohoe, whose funeral will take place tomorrow. It emerged the car

:15:56. > :16:00.was stolen in a village a few days before the murder and kept out of

:16:00. > :16:07.circulation. There are reports that police have a good idea who the

:16:07. > :16:11.murder gang are, but those reports are not being officially confirmed.

:16:11. > :16:16.The focus remains on North Louth criminals. Politicians have been

:16:16. > :16:21.paying tribute to the police officer today? Yes members of the

:16:21. > :16:24.Parliament stood in silence in tribute to Adrian Donohoe. The

:16:24. > :16:29.Taoiseach told the house that the murder of a garda is a capital

:16:29. > :16:34.offence with a mandatory 40 year sentence and in paying tribute he

:16:34. > :16:38.said no effort would be spared in bringing the killers before the

:16:38. > :16:47.courts. Let me assure everyone here, everyone in his family and in the

:16:47. > :16:55.country, that we will do everything possible to bring those who

:16:55. > :17:00.murdered Adrian Donohoe to justice. And we will not rest and we cannot

:17:00. > :17:05.rest until we have done. So Sinn Fein president, Gerry Adams,

:17:05. > :17:13.appealed to anyone with information to contact the police. H said Mr

:17:13. > :17:19.Donohoe's murder brought memories of the murder of Gerry McCabe in

:17:19. > :17:24.1996 and Ger ger apologised to Gerry McCabe's widow and said he

:17:24. > :17:28.was sorry for the pain inflicted on those who had served the state.

:17:39. > :17:49.Kinawley in County Fermanagh. It's thought the same gang was involved.

:18:10. > :18:19.the gang searched the house. The I offered the man with a hammer a cup

:18:19. > :18:23.of tea. Which he declined. So I didn't feel frightened, my house

:18:23. > :18:26.keeper was terrified. She said it was the worst ordeal she had

:18:26. > :18:33.experienced. Me said the murder of police officer had crossed his mind.

:18:33. > :18:38.I felt this was of a minor nature compared to the, horrible events in

:18:38. > :18:42.Dundalk. I knew Adrian Donohoe. I was in parish some years back and

:18:42. > :18:47.he was a wonderful young man. Wonderful. Half an hour after

:18:52. > :18:57.made their way to the pa roachial house elsewhere. Two women were

:18:57. > :19:02.counting money in the office when the gang came through the door.

:19:07. > :19:11.sacred. But I have been heartened by the messages of support by

:19:11. > :19:19.people in the Parrish who are sickened this is happening. It is
