:00:48. > :00:51.and the disgust remains. The police get more time to question

:00:52. > :00:53.a man about a double murder in east Belfast.

:00:54. > :00:55.In sport the Linfield manager says sorry for his embarrassing internet

:00:56. > :00:59.video. And it'll be a fine winter's day

:01:02. > :01:09.shortly. First to the Haass talks and the DUP

:01:10. > :01:13.leader Peter Robinson has said the proposals put forward so far on the

:01:14. > :01:18.past, parades and flags are unacceptable to his party. Mr

:01:19. > :01:22.Robinson said if he thought that the document was the final paper there

:01:23. > :01:26.would be steam coming out of his ears. In what seemed to be a

:01:27. > :01:29.response on social media Sinn Fein's Martin McGuinness advised, what he

:01:30. > :01:36.called, the more excitable among us to cool their jets. Today was the

:01:37. > :01:40.first time all five Executive parties got sight of the draft

:01:41. > :01:44.proposals put forward by Dr Haass. The US diplomat hopes to have

:01:45. > :01:53.agreement this week. Here is our Political Reporter Stephen Walker.

:01:54. > :01:58.The signs of Christmas were hard to avoid at this Belfast hotel. Today

:01:59. > :02:03.it was home to the five executive parties, but there was little sign

:02:04. > :02:08.of political goodwill after they all had a chance to read the first draft

:02:09. > :02:12.of the Richard Haass report on flags, parades and the past. If I

:02:13. > :02:15.thought this was the final paper then there would be steam coming out

:02:16. > :02:20.of my ears but it is not the final paper and we still have work to do

:02:21. > :02:25.and we are up to doing that work. We are committing ourselves to continue

:02:26. > :02:28.the process so we can have a satisfactory outcome. Other

:02:29. > :02:33.Unionists had similar concerns. Maggie Thatcher on an occasion like

:02:34. > :02:55.this once famously said, out, out, out. We are a long way from in, in,

:02:56. > :02:57.in. That is the challenge and we accept it. We will work positively

:02:58. > :02:59.over the next few days to try and deliver. Alliance said they hoped

:03:00. > :03:01.other parties were not playing political games. These are serious

:03:02. > :03:03.issues, issues with the ability to unlock a different future for

:03:04. > :03:07.Northern Ireland. The time for playing games is up and the time for

:03:08. > :03:08.serious work has started. Today Richard Haass was in London to brief

:03:09. > :03:11.officials in Downing Street and Secretary of State. The SDLP thinks

:03:12. > :03:16.the British government has distanced itself from the talks process. The

:03:17. > :03:21.British government has, and continues to be, detached from this

:03:22. > :03:26.process. It continues to maintain the argument that this is about five

:03:27. > :03:31.parties and it is not. It is about five parties and to governments. No

:03:32. > :03:35.one from Sinn Fein was available for interview tonight but Martin

:03:36. > :03:44.McGuinness did tweak a reference to the First Minister.

:03:45. > :03:51.Richard Haass had hoped to have a document ready by Thursday that all

:03:52. > :03:55.the parties could sign up to. This reaction to his first draft

:03:56. > :03:59.indicates that there is much talking and rewriting to do if an agreement

:04:00. > :04:02.is to be reached by the end of the week.

:04:03. > :04:06.Our political editor Mark Devenport is with me now. So, Mark, not a very

:04:07. > :04:12.positive reaction to Dr Haass's proposals so far. What's the next

:04:13. > :04:18.move? It is certainly hotting up. I think

:04:19. > :04:25.we can interpret, as in previous negotiations, all of these

:04:26. > :04:28.shenanigans outside the table to trying to affect whether compromises

:04:29. > :04:33.on the negotiating table. The DUP are not spelling out what they are

:04:34. > :04:36.unhappy about but there is a lot of speculation that flags have been the

:04:37. > :04:40.most difficult issue and they were not happy about the Richard Haass

:04:41. > :04:43.interest in a new Northern Ireland regional flag nor about some of the

:04:44. > :04:48.suggestions from the team about the circumstances in which a trickle

:04:49. > :04:52.could be flown in Northern Ireland. Potentially one could see it on the

:04:53. > :04:57.occasion of Irish president 's visit. Whatever has been explored

:04:58. > :05:01.there, obviously Peter Robinson is unhappy at the moment and Martin

:05:02. > :05:09.McGuinness has quoted his own words back at him. On another matter it

:05:10. > :05:14.emerged today that Lord Laird is facing a four-month suspension from

:05:15. > :05:18.the House of Lords. Remind us why that is happening? The conduct

:05:19. > :05:22.committee has recommended this suspension and it has to be ratified

:05:23. > :05:26.by the full house of laws and that is likely to happen. They have

:05:27. > :05:29.upheld a finding by the Lords standards Commissioner that Lord

:05:30. > :05:35.Laird broke the standards of the House of Lords by seeking to create

:05:36. > :05:37.an all-party group at the behest of consultants or carry out

:05:38. > :05:42.Parliamentary services at the behest of reporters, as it turned out, in

:05:43. > :05:47.return for a payment of some kind. This goes back to June when he was

:05:48. > :05:51.the target of two undercover sting operations, one including -- one

:05:52. > :05:56.involving the Sunday Times who set up a fake energy company and the

:05:57. > :06:03.other one was the panorama programme of the BBC. He was also asked to

:06:04. > :06:06.lobby for the South Pacific state of Fiji. He was talking about getting a

:06:07. > :06:11.trip to Fiji and this is a reminder of what he told Panorama in that

:06:12. > :06:34.encounter. How embarrassing has this been for

:06:35. > :06:37.the leadership? It has been a difficult one for the Ulster

:06:38. > :06:44.Unionists. First of all Lord Laird heads said he had done nothing wrong

:06:45. > :06:49.and he was originally backed by the party but when those video clips

:06:50. > :06:53.were seen he said it was on a defying and the parliamentary whip

:06:54. > :06:57.was removed. This is now a serious matter that there has been such a

:06:58. > :07:01.serious penalty. It has not been said whether he will be taken back

:07:02. > :07:04.into the party once this has run its course but it is looking fairly

:07:05. > :07:07.unlikely on the basis of this report which is very strong in the findings

:07:08. > :07:10.against Lord Laird. It's estimated ?60,000 was lost by

:07:11. > :07:13.restaurants affected by Friday night's bomb attack in the Cathedral

:07:14. > :07:16.Quarter area of Belfast. A small device in a holdall went off as

:07:17. > :07:24.police officers were clearing the area. Detectives believe they've

:07:25. > :07:30.caught a suspect on CCTV. Conor Macauley reports.

:07:35. > :07:40.Response to recent dissident republican attacks has walked the

:07:41. > :07:44.line between and reassurance. The chief comes to the was out in the

:07:45. > :07:46.Belfast Christmas market this afternoon and afterwards he was

:07:47. > :07:54.asked about the Cathedral Quarter bombing. We have a minority, a

:07:55. > :07:57.hard-core minority, who for reasons of their own hatred and their

:07:58. > :08:02.inability to move on are determined to take the city back but this is a

:08:03. > :08:06.European city of renown, it is a world city that is making progress.

:08:07. > :08:10.It is a city that will not be taken back. The menu boards were back out

:08:11. > :08:15.this morning as businesses at the scene counted the cost of the

:08:16. > :08:20.incident. A small bomb with petrol attached left in this holdall

:08:21. > :08:31.exploded just after 6:30pm as the area was thronged with Christmas

:08:32. > :08:33.revellers. It brought severe disruption to what has become the

:08:34. > :08:36.entertainment centre of the city. It may have been a small bomb but it

:08:37. > :08:39.had a big economic impact on this part of the city on Friday night.

:08:40. > :08:42.There are about 550 restaurant seats in this square and all of them were

:08:43. > :08:46.cleared out and no one came back in on Friday night. One restaurant said

:08:47. > :08:49.the cost was something in the region of ?5,000 so broadening that out the

:08:50. > :08:56.bill for the restaurants alone in this part of the city was something

:08:57. > :09:00.around the region of ?60,000. This man and his partner have sunk their

:09:01. > :09:04.life savings into a nearby coffee shop. He left a job in the civil

:09:05. > :09:09.service to open the business and it had only been trading for four days

:09:10. > :09:13.when the bomb went off. I just hope that we are going to continue having

:09:14. > :09:16.a business open here and that people will come in and support us and

:09:17. > :09:24.support the people of Belfast. We cannot be held to ransom like that,

:09:25. > :09:28.no more. The Lord Mayor has spent the weekend rallying support for the

:09:29. > :09:32.city and its businesses. We have confidence in Belfast by people

:09:33. > :09:36.would like to keep us outside of the city centre and intimidate and

:09:37. > :09:39.frighten us. They want to have our voices stilled but that all the

:09:40. > :09:44.carol services I was out over the weekend the message was we will

:09:45. > :09:48.still love Belfast, believe in Belfast and celebrate Belfast. There

:09:49. > :09:52.was no sign of a lack of consumer confidence this afternoon. This was

:09:53. > :09:55.the cue for a shopping centre. Extra security measures are now the norm

:09:56. > :09:58.again. BBC Newsline's Mervyn Jess is in the

:10:08. > :10:11.I am standing here in St Andrews Square, just a few yards from where

:10:12. > :10:15.the bomb went off on Friday night. The restaurants around me are open

:10:16. > :10:20.and people are eating and enjoying their evening out. The theatre is

:10:21. > :10:25.open as well and RPA you can see people using the gym. It has not put

:10:26. > :10:32.them off coming out tonight. Over here is the man that works with the

:10:33. > :10:35.development of this area and looks after the whole area. You obviously

:10:36. > :10:39.are not pleased about what happened but what is the feeling amongst

:10:40. > :10:44.people like yourself who have been working to try and generate Belfast

:10:45. > :10:49.-- business in this part of Belfast? On Saturday and Sunday this

:10:50. > :10:52.place was packed again. People have a perspective and realise that what

:10:53. > :10:56.happened on Friday night, while it is worrying and concerning, it will

:10:57. > :11:01.not put them off. A lot of effort is being made in this place by so many

:11:02. > :11:04.people on the artistic and cultural front from private perspective and

:11:05. > :11:08.government perspective to stop this happening. It will keep going. This

:11:09. > :11:12.place is thriving and it is the beating heart of the city and people

:11:13. > :11:17.will not be put off from coming here and having a good time. The success

:11:18. > :11:21.of it is more has made it the target? I suspect so but who can

:11:22. > :11:26.tell how these people think. I suspect that is the reason. They

:11:27. > :11:30.know it is a successful play so they try to disrupt it and this is what

:11:31. > :11:34.it is about, disruption. We have to be vigilant and careful but we also

:11:35. > :11:38.have to get things into perspective. This is a very safe

:11:39. > :11:48.city centre and a very safe place to come. Everybody is welcome here and

:11:49. > :11:50.everybody has a good time when they come. He met with the police today

:11:51. > :11:54.to talk about security, briefly, it is a fine balance. You want to have

:11:55. > :11:59.security but you don't want people to be put off from enjoying

:12:00. > :12:05.themselves. Absolutely. It is about being vigilant and working with the

:12:06. > :12:08.police. I think it is as you say, not about putting people off, it

:12:09. > :12:17.really isn't and it will not be either. I -- you think it will be a

:12:18. > :12:21.happy Christmas here? Come and have a beer, I am sure you will have a

:12:22. > :12:24.good time. It is a chilly night and there are a lot of people about but

:12:25. > :12:26.it will pick up as the night goes on.

:12:27. > :12:30.People are still out of their homes tonight because of a bomb alert on

:12:31. > :12:33.the outskirts of west Belfast. It began at around 11:00am when a

:12:34. > :12:36.suspect device was found at Glenmeen Close in Hannahstown, off the Upper

:12:37. > :12:47.Springfield Road. The army were called to examine it and the street

:12:48. > :12:52.is still cordoned off. Here we are again. I condemned an incident last

:12:53. > :12:58.week and now people have been evacuated from their homes. People

:12:59. > :13:02.know they are not going to get back into their houses after coming back

:13:03. > :13:05.from school. The only people who are being messed with is the community

:13:06. > :13:09.who live here. The police have been given more time

:13:10. > :13:17.to question a 33-year-old man about the murder of two people in east

:13:18. > :13:21.Belfast. The bodies of Finbar McGrillen and Caron Smyth were found

:13:22. > :13:24.in a house last Friday. The police are treating the motive behind their

:13:25. > :13:29.killings as domestic. Helen Jones reports.

:13:30. > :13:34.Very little is known about the circumstances surrounding these

:13:35. > :13:39.murders. What happened in this flat, when or why, is under investigation.

:13:40. > :13:43.It is a very quiet street and we are very sad that it has happened.

:13:44. > :13:47.Nobody seems to know who it is. Between us and our next-door

:13:48. > :13:50.neighbour we ask if anybody knew who it was but everybody keeps

:13:51. > :13:54.themselves to themselves in this street. 40-year-old Karen Smith has

:13:55. > :14:00.family coming from Southdown and Finn Margaret McGreal in -- Finbar

:14:01. > :14:05.McGrillen is understood to have come from Castlewellan. The police say

:14:06. > :14:11.they were killed between Wednesday the 11th and Wednesday the 13th of

:14:12. > :14:15.December. Police received a report from a member of the public who

:14:16. > :14:19.advised police that he found the door of the flat had been quite

:14:20. > :14:23.badly damaged. Police attended and in the living room of this flat they

:14:24. > :14:29.discovered the body of a man and a woman. They were pronounced dead at

:14:30. > :14:33.the scene. A postmortem will be carried out in the coming days to

:14:34. > :14:37.determine the exact cause of death however we are treating this at the

:14:38. > :14:42.moment as a suspected domestic homicide. They believe the person

:14:43. > :14:47.who killed the couple may well have been in a relationship with one of

:14:48. > :14:50.them. The result of postmortem examinations have not been released

:14:51. > :14:54.yet and detectives have more time to question a 33-year-old man who was

:14:55. > :14:59.arrested on Saturday afternoon. Still ahead on BBC Newsline before

:15:02. > :15:14.place in the all-Ireland club semi-finals. A 24-year-old man has

:15:15. > :15:17.died after his motorcycle crashed in County Down yesterday.

:15:18. > :15:23.It happened on the Katesbridge Road in Moneyslane. The name of the man

:15:24. > :15:26.who died has not yet been released. A postmortem examination is being

:15:27. > :15:30.held on the body of a 30-year-old woman found in north Belfast. Her

:15:31. > :15:35.remains were in an alleyway close to the Antrim Road on Sunday morning.

:15:36. > :15:38.The man cleared of murdering the Castlederg teenager Arlene Arkinson

:15:39. > :15:45.will find out next week if he will get legal aid for her inquest. The

:15:46. > :15:48.jury in Robert Howard's trial was not told he is serving life for

:15:49. > :15:54.murdering and raping a girl from London. The body of the 15-year-old

:15:55. > :15:59.Tyrone girl, who went missing in 1994 after a night out in Bundoran,

:16:00. > :16:03.has never been found. An inquest into her death was ordered after the

:16:04. > :16:05.family asked the senior coroner to examine how the RUC had conducted

:16:06. > :16:09.its investigation. The man known as the Black Santa has

:16:10. > :16:13.begun his annual Christmas sit-out for charity at St Anne's Cathedral

:16:14. > :16:16.in Belfast. The Dean will be collecting money until Christmas

:16:17. > :16:19.Eve. The vigil started in 1976 and has raised millions of pounds for
