:01:14. > :01:17.evening. The police have released CCTV images of a man which were

:01:18. > :01:20.recorded just a short time before he was murdered. Basil McAfee's body

:01:21. > :01:24.was found in his North Belfast home on the Friday before Christmas. It

:01:25. > :01:27.has emerged that he was stuck on the head, possibly with an axe, and then

:01:28. > :01:31.stabbed. Eunan McConville reports. This is Basil McAfee in a local off

:01:32. > :01:36.licence in North Belfast at about 4pm on Thursday the 19th of

:01:37. > :01:40.December. In a matter of hours, he would be murdered. He was 50 years

:01:41. > :01:49.of age. A neighbour has told police that they saw Mr McAfee at about 8pm

:01:50. > :01:55.that evening. The last time she was seen alive. -- he was. The body of

:01:56. > :01:58.the father of two was discovered by his mother in his house at Henderson

:01:59. > :02:03.Avenue in North Belfast the next afternoon. Basil was sitting on his

:02:04. > :02:07.sofa when he was attacked and somebody hit him on the head with a

:02:08. > :02:11.sharp incident -- and lament and police believe that could have been

:02:12. > :02:15.an axe but he was also stabbed and his house was ransacked with a

:02:16. > :02:21.number of items, including money being taken. The motive for Mr

:02:22. > :02:26.McAfee's murder is still unclear. This was a brutal attack and we are

:02:27. > :02:30.unclear at the minute and remain open-minded as to the motive but we

:02:31. > :02:36.know he was struck several times on the head with a heavy bladed emblem

:02:37. > :02:39.and consistent with an axe and stabbed repeatedly with an axe. This

:02:40. > :02:46.evening, police returned to Henderson Avenue to hand out fliers,

:02:47. > :02:50.appealing for information. Police say that, according to his family,

:02:51. > :02:54.Mr McAfee was a bit of a loner and police want to hear from anyone who

:02:55. > :03:01.might have known as McAfee, even as a friend or acquaintance, but

:03:02. > :03:04.particularly from anyone with any information about the movements of

:03:05. > :03:12.Mr McAfee in the hours leading to his death. Nationalist leaders are

:03:13. > :03:16.tonight pressing the case for Haass proposals dealing with flags,

:03:17. > :03:19.parading and the past. The SDLP is expected to formally endorse the

:03:20. > :03:21.deal this evening. Unionists are still making up their minds.

:03:22. > :03:25.Alliance says all parties should implement what's already been

:03:26. > :03:33.agreed. Martina Purdy has the latest. Up all night trying to come

:03:34. > :03:42.up with New Year's resolutions. But on the last morning of 2013, there

:03:43. > :03:46.was no firm agreement. And no New Year cheers. But a rather sober end

:03:47. > :03:50.to months of talks and some advice from the diplomats, who say their 39

:03:51. > :03:54.page report is a good start to solving old problems in the New

:03:55. > :03:59.Year. If you are asking, do we have a foundation and a serious

:04:00. > :04:06.possibility for meaningful political progress? The answer is yes. Is

:04:07. > :04:09.there any guarantee? No. The document deals with three key areas

:04:10. > :04:13.- flags parading and the past. The flags issue proved the most

:04:14. > :04:16.difficult - there was no agreement. Instead, what emerged was a proposal

:04:17. > :04:21.for a commission on identities, culture and traditions. On parading

:04:22. > :04:24.there were a number of proposals, including the creation of two new

:04:25. > :04:27.bodies to deal with applications for parades, protests and commemorations

:04:28. > :04:35.and another to make decisions if there's no agreement. There's a

:04:36. > :04:41.proposal for a new code of conduct for those taking part in events and

:04:42. > :04:44.those opposing them. When it came to the past, there was no overall

:04:45. > :04:49.consensus, although the talks perhaps went further towards

:04:50. > :04:51.agreement than many expected. The main proposal involves a new

:04:52. > :04:58.historical investigations unit which could lead to prosecutions. A second

:04:59. > :05:00.strand would offer victims an information commission which, in

:05:01. > :05:07.turn, could provide some limited immunity from prosecutions. A

:05:08. > :05:10.proposal that could trip up some, but not, it seems, the sure-footed

:05:11. > :05:20.Sinn Fein leader, who says he is recommending the Haass paper to his

:05:21. > :05:26.party executive. This is the time to call it and Sinn Fein is calling it

:05:27. > :05:33.and we think that is what the people want. We think there is significant

:05:34. > :05:37.progress possible if these proposals are acted upon in good faith. This

:05:38. > :05:42.is not a matter of getting agreement, that is essential, but

:05:43. > :05:46.also implementing the agreement so I appeal to all of the parties,

:05:47. > :05:51.particularly the leaders, to be very clear about their position and not

:05:52. > :05:55.to fudge this opportunity. It was the row here at City Hall over the

:05:56. > :05:59.Union flag which led to the Haass talks process. A year on, there's

:06:00. > :06:04.still no agreement. Just a contribution to progress. How big is

:06:05. > :06:09.that contribution? That's for our politicians to decide. This evening,

:06:10. > :06:18.the SDLP Executive and Assembly team is gathering to formally endorse the

:06:19. > :06:23.package. A 27-year-old man who was stabbed in the neck is in a serious

:06:24. > :06:26.but stable condition in hospital. He was attacked by another man at

:06:27. > :06:31.Euston Parade in the Ballymacarret area of East Belfast just after 10pm

:06:32. > :06:37.last night. A police officer who was wounded in a knife attack has been

:06:38. > :06:41.released from hospital. He was cut in the face by what is thought to

:06:42. > :06:44.have been a Stanley knife when a patrol responded to a report of an

:06:45. > :06:48.assault at the loyalist protest camp on Twaddell Avenue. There had been a

:06:49. > :06:52.fight involving a teenager who had tried to damage a banner. The boy

:06:53. > :06:54.then ran off towards a nearby pub. A 16-year-old was arrested for

:06:55. > :07:01.wounding with intent and having an offensive weapon. Sinn Fein have

:07:02. > :07:05.condemned the latest street racing by car thieves in West Belfast as an

:07:06. > :07:10.orgy of destruction and intimidation of the community. On New Year's Eve

:07:11. > :07:13.a large group of young people gathered to watch stolen cars being

:07:14. > :07:19.driven at high speeds with handbrake turns on the Falls Road. Mervyn Jess

:07:20. > :07:24.reports. This is what the Lower Falls road

:07:25. > :07:33.looks like normally. This is what it was like late on New Year's Eve.

:07:34. > :07:37.These images of stolen cars roaring up and down the carriageway near the

:07:38. > :07:40.Falls swimming pool were captured by one of the dozens of onlookers who

:07:41. > :07:45.had gathered there for the spectacle. At least two vehicles are

:07:46. > :07:48.seen speeding up and down the road, doing handbrake turns and their

:07:49. > :07:54.engines screaming as smoke pours from them. People on the footpaths

:07:55. > :07:59.and standing on the road seem oblivious to the dangers of the cars

:08:00. > :08:05.spinning out of control. What happened with the other night was

:08:06. > :08:12.orchestrated by people who live in this area and who used social media

:08:13. > :08:14.to organise this and you have these people who care nothing about the

:08:15. > :08:18.residents who live here. And they put their lives at risk. This is

:08:19. > :08:23.another appalling example of that but the community, as families

:08:24. > :08:28.breathed through car crime demonstrates, they stand resolutely

:08:29. > :08:33.against those involved in this order threat local people. At one point a

:08:34. > :08:39.police vehicle drives through the scene. Some missiles are thrown and

:08:40. > :08:43.it drives on. However, more police arrive later and one of the stolen

:08:44. > :08:46.cars is abandoned before being hemmed in by the PSNI. The police

:08:47. > :08:50.say no arrests were made during the incident. In a statement, the PSNI

:08:51. > :08:53.says over the past year an operation targeting crime and anti-social

:08:54. > :08:56.behaviour in the Lower Falls has led to 400 people being arrested or

:08:57. > :09:02.reported to the Public Prosecution Service. The police also say levels

:09:03. > :09:15.of car crime have reduced in West Belfast as a result of their

:09:16. > :09:18.operations. This sort of thing went on throughout the years of the

:09:19. > :09:22.Troubles. However, it does show that despite the best efforts of people

:09:23. > :09:25.to steer young people away from this type of behavior, it's been passed

:09:26. > :09:31.on to a new generation of so called joyriders. Plenty still to come,

:09:32. > :09:45.including: Rory McIlroy on his plans for the year ahead. Good news if

:09:46. > :09:50.you're expecting a rise in interest rates this year. Any increase could

:09:51. > :09:55.be delayed, according to one of our main hikes. Rates are being kept

:09:56. > :10:00.rock button for four years as part of the response to the economic

:10:01. > :10:04.crisis. Here's Julian O'Neill. This man, Mark Carney, is important to

:10:05. > :10:08.anyone paying a mortgage. As governor of the Bank of England, he

:10:09. > :10:11.has a big say in what happens to interest rates. The bank will

:10:12. > :10:14.consider raising them from their historic low when UK unemployment

:10:15. > :10:23.falls to 7% - a target which is approaching on the horizon. Is a 40

:10:24. > :10:28.present chance we could see on implement falling by the end of 2014

:10:29. > :10:32.but he is only going to look at it then and will only consider that

:10:33. > :10:36.then. He will look at is this investment and confidence, so our

:10:37. > :10:40.prediction would be the middle of 2015. Holding off an interest hike

:11:01. > :11:06.a month. But when it eventually comes, a rise of 1% will increase

:11:07. > :11:10.that payment to around ?500. This mortgage expert is worried that some

:11:11. > :11:17.people have a shock in store. He says too many home buyers have not

:11:18. > :11:22.thought ahead. You do not care what it will cost in the future, you just

:11:23. > :11:27.wanted. I would be the same in that situation so I find that a lot of

:11:28. > :11:32.people, even with the best tuition, will not pay much attention to what

:11:33. > :11:35.future rates will be. Rates will eventually rise, even if the general

:11:36. > :11:39.consensus at the moment is that that will not be anytime soon. First, the

:11:40. > :11:43.Bank of England wants to see a sustained period of strong economic

:11:44. > :11:47.growth. In theory, household budgets should be in better shape to cope

:11:48. > :11:48.with a higher rate, but that is unlikely to ease many people's

:11:49. > :12:04.anxiety. We're stepping back in time. The

:12:05. > :12:08.Glasnevin Cemetery Museum in Dublin has opened an exhibition to mark the

:12:09. > :12:13.founding of the Irish Volunteers and the Irish Citizen Army. It is part

:12:14. > :12:16.of a series of commemorations marking the centenaries of events

:12:17. > :12:23.that shaped Ireland, North and South. Here's Shane Harrison.

:12:24. > :12:27.Glasnevin Cemetery from afar. It's here that many of those who gave

:12:28. > :12:30.their lives for the cause of Irish freedom are buried. And the museum

:12:31. > :12:33.is currently showing an exhibition to mark the founding of the Irish

:12:34. > :12:38.Volunteers and the Irish Citizen Army. The loaned items on show were

:12:39. > :12:41.gathered after the museum asked people to bring in for evaluation

:12:42. > :12:46.things that they were told were of historic importance. They included

:12:47. > :12:50.uniforms, Irish Volunteer membership cards and a sawn-off shot gun that

:12:51. > :12:53.would have been carried around Dublin hidden under skirts by

:12:54. > :13:00.members of the women's organisation, Cumann na mBan. There's also a lot

:13:01. > :13:03.of interest in something Roger Casement, who grew up in County

:13:04. > :13:07.Antrim and who's buried here, once owned. The British diplomat turned

:13:08. > :13:13.Irish rebel was executed for treason after landing off Kerry from a

:13:14. > :13:18.German U-boat in 1916. He had been in Germany trying to get guns. His

:13:19. > :13:25.bible, which few knew of and was only recently confirmed as his, is

:13:26. > :13:29.also on display. He had this Bible in Germany and how it got back to

:13:30. > :13:37.Ireland is a mystery. It was either on his body when he landed in 1916

:13:38. > :13:41.or he left it in Germany and somebody sent it over afterwards. It

:13:42. > :13:44.would have in after the war by the time they sent it so it is a mystery

:13:45. > :13:52.of how it got acted Ireland. This exhibition will run until Easter

:13:53. > :13:59.2014. Still to come this evening, we will hear an updated weather

:15:26. > :15:31.best intentions in the world after Christmas. They go off it for a few

:15:32. > :15:35.weeks and then by the middle of January they are ready to go out

:15:36. > :15:39.again! If that is something that is really important to you and you feel

:15:40. > :15:43.you have failed and you will never achieve it, it can leave you feeling

:15:44. > :15:47.hopeless and helpless and you should avoid that. You can do it, it just

:15:48. > :15:56.takes planning and some help. Get that Adam cleaned! You will be fine!

:17:52. > :17:59.lots of questions to answer himself. He was visiting children and their

:18:00. > :18:04.families at a local charity Lodge in Newcastle, a new facility for cancer

:18:05. > :18:08.care. It would be quite a while before he is back on again as he is

:18:09. > :18:18.about to start another global golfing season. It starts with hard

:18:19. > :18:22.practice in Dubai. This year I have no equipment changes so it would be

:18:23. > :18:26.a stable start to the year. I will concentrate on getting ready to

:18:27. > :18:30.play. I would not say the start of this year was a distraction but

:18:31. > :18:33.there were more things to think about whereas this year it would be

:18:34. > :18:40.more settled and I am really looking forward to. And the 24-year-old is

:18:41. > :18:48.determined to add to his successes so far. I won a major championship

:18:49. > :18:54.for two years running but I think another championship would be nice

:18:55. > :18:59.and I will try and make up for what they didn't achieve. I will put

:22:43. > :22:44.intense weather elements to our doorstep. Barra Best has been

:22:45. > :22:47.looking back. It's been a remarkable year for

:22:48. > :22:50.weather. We endured the coldest spring for more than three decades,

:22:51. > :22:53.we finally enjoyed a bbq summer, and winter storms battered the coast.

:22:54. > :22:56.Winter hit hard in mid-January when snow led to power cuts for

:22:57. > :23:04.thousands, it delayed and cancelled flights and provided the first big

:23:05. > :23:10.test of winter for gritters. We have been gritting throughout this

:23:11. > :23:16.morning and we expect to be doing so this evening and tonight.

:23:17. > :23:19.The bigger snow event hit two months later in March. It provided postcard

:23:20. > :23:22.scenery and lots of fun, but also devastation for sheep farmers in

:23:23. > :23:24.particular who lost thousands of animals to the elements. Army

:23:25. > :23:26.helicopters delivered food to livestock, while emergency services

:23:27. > :23:34.delivered supplies to people stranded. We have had people who

:23:35. > :23:38.have not been able to get dedications so we have arranged to

:23:39. > :23:42.deliver that and we have also used the helicopters and inaccessible

:23:43. > :23:50.areas to try and get supplies to those hands. It was in July that the

:23:51. > :23:53.weather went from one extreme to the next. The summer heatwave sent

:23:54. > :23:59.temperatures soaring to 30 degrees. We come from the sap of Italy so it

:24:00. > :24:02.is usually very warm. The warm spell lasted for more than two weeks

:24:03. > :24:04.putting many European hotspots in the shade. But, the heat sparked

:24:05. > :24:13.thunderstorms which caused flooding for some. It got deeper and deeper.

:24:14. > :24:16.It was incredible. In the space of a few minutes, there was flooding all

:24:17. > :24:19.over the house. Several months passed before the winter storms

:24:20. > :24:22.struck in December. Winds with gusts more than 80 miles an hour battered

:24:23. > :24:29.the coast. They brought down power lines and trees. They even caused

:24:30. > :24:33.part of this shop to collapse. It sounded like a car going into the

:24:34. > :24:41.world. I am still in shock. I have not stop shaking. I can't believe

:24:42. > :24:44.it. Questions now surround the weather of 2014 and what it'll

:24:45. > :24:54.bring. Unfortunately it is quite simple impossible to predict. It

:24:55. > :24:56.might be impossible to predict the weather in the long term but we can

:24:57. > :25:00.in the short term. And it's not looking good in the

:25:01. > :25:03.next few days. These pictures show some of the sandbags put in place in

:25:04. > :25:08.the Sydenham area of East Belfast in advance of a tidal surge tomorrow

:25:09. > :25:10.and over the weekend. The police say they will be issuing further advice

:25:11. > :25:19.in the coming hours and we will keep you up to date. Angie, the immediate
