:01:02. > :01:06.The Haass talks chairman says he won't give up on proposals

:01:07. > :01:10.negotiated over many hours during the Christmas holidays. Today the

:01:11. > :01:14.public gets to see what was on the table. Richard Haass has published a

:01:15. > :01:18.summary of the package on flags, parading and the past. He has

:01:19. > :01:23.suggested people would be better off if they tackled the difficult issues

:01:24. > :01:27.now - as it would only get harder in future. This evening the Ulster

:01:28. > :01:31.Unionist Party's Executive meets to discuss the proposals. This

:01:32. > :01:34.afternoon Martin McGuinness claimed negative elements in the Orange

:01:35. > :01:36.Order were setting the agenda for unionist parties. Our political

:01:37. > :01:49.correspondent Martina Purdy has this report. Richard Haass had aimed to

:01:50. > :01:54.get a deal on flags, parades and the past by Christmas was always a long

:01:55. > :01:59.shot. But in the last days of negotiations, amid predictions of

:02:00. > :02:03.doom, he refused to give up. I'm not in the business of doing

:02:04. > :02:09.postmortems, because the patient is still alive. The talks ended without

:02:10. > :02:14.agreement on New Year's Eve with only nationalist parties signed up,

:02:15. > :02:18.he has issued a two-page summary of the proposals. Saying that people

:02:19. > :02:25.here would be better off if they signed up. But his sense of urgency

:02:26. > :02:29.isn't shared by unionists. Is the process dead in the water? Yes, it

:02:30. > :02:32.has been dead since last week. It has been dead in the water since the

:02:33. > :02:37.start. There was no point at which they were going to agree and even

:02:38. > :02:44.now when people say they were close, they were not. The gaps were wider

:02:45. > :02:59.than anyone realises. In a statement the deputy First Minister said:

:03:00. > :03:07.The Orange Order issued its own statement, dismissing Martin

:03:08. > :03:11.McGuinness's claims and accusing him of trying to deflect attention from

:03:12. > :03:17.his own murky past. In his statement, Martin McGuinness also

:03:18. > :03:21.said the purpose of any new group was to implement the Haass

:03:22. > :03:29.proposals, not renegotiate them. He said the negotiations are over. The

:03:30. > :03:35.Ulster unionists have promised a statement after the meeting. The DUP

:03:36. > :03:40.declined to comment, saying that party offics would be considering

:03:41. > :03:46.the prosals. -- proposals. Some say it is time the two governments

:03:47. > :03:51.stepped in. It takes a lot of humility for our parties to say we

:03:52. > :03:57.can't do it. If they can't, for the sake of all of us, for the sake of

:03:58. > :04:02.good politics and policing, for the sake of good judicial process, for

:04:03. > :04:05.the sake of peace within your community, I think they should

:04:06. > :04:10.invite the two governments in to finish the process. So the Haass

:04:11. > :04:17.talks might be over, but there is still plenty to talk about. And if

:04:18. > :04:20.you'd like to read the two-page summary of the proposed deal which

:04:21. > :04:33.the Stormont parties failed to agree, you can see it on our news

:04:34. > :04:40.website. The Sinn Fein MLA Gerry Kelly says had been given a warning

:04:41. > :04:44.over actions he took over an Orange Parade. The incident happened in

:04:45. > :04:47.June last year. Mr Kelly interveeped to speak to police officers at the

:04:48. > :04:53.scene. He was then carried on the front of a police rand Rover for --

:04:54. > :04:58.Land Rover for a time. The informed warning will stay on h record for 12

:04:59. > :05:06.months. Mr Kelly said he believed he was calming a difficult situation.

:05:07. > :05:09.The police have paid tribute to 40 organisations and groups that helped

:05:10. > :05:12.in the operation to prevent serious flooding. 45,000 sandbags have been

:05:13. > :05:18.handed out by the authorities over the past few days. The north coast

:05:19. > :05:21.was worst hit today, but, as BBC Newsline's Tara Mills reports, some

:05:22. > :05:30.urban areas were spared the severe flooding that had been feared. A

:05:31. > :05:35.sustained period of bad weather was forecast, and parts of coast took

:05:36. > :05:41.another battering today. Emergency services were again out in force.

:05:42. > :05:47.This wall was damaged in Friday's storms and today took more of the

:05:48. > :05:53.same. One MLA said the sea wall defences date back centuries and

:05:54. > :05:59.need to be updated. Only for the quick and efficient response by the

:06:00. > :06:03.council things could have been a lot worse here today. Some of the most

:06:04. > :06:08.dramatic scenes at the weekend were on this road in Warrenpoint. Today,

:06:09. > :06:14.things were calmer. In the north-west the banks of the Foyle

:06:15. > :06:18.came close to bursting and the search and rescue service were

:06:19. > :06:25.monitoring water levels. Now, they're high. It is a 2.8 metre tide

:06:26. > :06:31.and there is only two feet between here and the water. But it notice

:06:32. > :06:36.danger -- but it is not dangerous at the moment. The Sydenham area has

:06:37. > :06:41.been the focus of the prevepgs operation. But with drier

:06:42. > :06:47.conditions, the high tide didn't cause any flooding. The policeman

:06:48. > :06:53.said on Thursday night is there anywhere we could go. Our son said

:06:54. > :07:01.we are not leaving. What is the use? I am concerned, because I have had

:07:02. > :07:06.to book the day off work and my employers have been quite adaptable

:07:07. > :07:10.and appreciate that. Schools in some areas finished early, including this

:07:11. > :07:15.one. The principal of the school said it could be perceived as over

:07:16. > :07:21.the top, but it is bete to be -- better to be safe than sorry. If we

:07:22. > :07:26.had had heavy rain, or the winds continued there could be flooding.

:07:27. > :07:32.We prefer to sacrifice an hour than the children going home in the

:07:33. > :07:37.middle of any flooding and danger. Flooding did affect up with part of

:07:38. > :07:42.Holyrood here. Police closed the road and diverted traffic. Questions

:07:43. > :07:49.have been asked about whether the police have taken the lead in this

:07:50. > :07:53.operation. The PSNI said it was a category 1 alert, meaning a danger

:07:54. > :08:00.to life. Thankfully lives and property in this area have been left

:08:01. > :08:05.unscathed. Residents are relieved the alert appears to be over for

:08:06. > :08:09.now. One of the worst affected areas over the lest few days was the Ards

:08:10. > :08:13.Peninsula. The tidal surges washed away parts of some roads on the east

:08:14. > :08:19.coast. Chris Page has spent the afternoon there. When the sea is so

:08:20. > :08:26.close, it is perhaps easy to forget how powerful it can be. It was no

:08:27. > :08:31.day for a picnic as waves pounded the coast. Yesterday, part of the

:08:32. > :08:36.road was washed away. Today, with another storm surge imminent, people

:08:37. > :08:41.were hoping for the best, but prepared for the worst. This is high

:08:42. > :08:46.tide and the waves are ferocious. But it doesn't look as though the

:08:47. > :08:50.surge will be strong enough to reach the houses on the other side of the

:08:51. > :08:57.sea wall. In the end it was a spectacle rather than an emergency.

:08:58. > :09:02.It has got a sort of raw beauty. I could watch it all day. It is

:09:03. > :09:08.frighteningly exciting I suppose. But it is quite spectacular. Not

:09:09. > :09:14.etch was heeding the warnings to take care. -- everyone. The

:09:15. > :09:19.coastguard warned people away. The waves threw boulders ashore. Here

:09:20. > :09:23.residents took it upon themselves to clear the road. They're worried the

:09:24. > :09:30.sea is wearing down the shore. We are losing more of the coastline. It

:09:31. > :09:36.is tragic. There is nothing we can do. This man has only just moved

:09:37. > :09:42.here. A baptism of fire is the way it was described to me. The water

:09:43. > :09:48.was half way up our driveway. So it got quite close. It has been a

:09:49. > :09:56.dramatic few days with high tides and strong winds. But the worst of

:09:57. > :10:00.the battering is over. An ice rink in Newry was promoted as a winter

:10:01. > :10:05.wonderland that was creating a Christmas spirit in the city. But,

:10:06. > :10:07.for dozens of young people who worked there during December, the

:10:08. > :10:10.spirit has long since disappeared because they haven't been paid. This

:10:11. > :10:14.evening, they're planning to protest at the local council to try to get

:10:15. > :10:20.the money they're owed. Kevin Sharkey reports. The skating is is

:10:21. > :10:24.over and some empty pockets too. But little snow and ice at Christmas,

:10:25. > :10:30.this is where would be ice skaters spent their time. And the company's

:10:31. > :10:35.social media promotion suggested customers were having a fun time.

:12:26. > :12:37.east Belfast. A convicted child killer and rapist

:12:38. > :12:41.has been granted legal aid for an inquest into the death of a girl he

:12:42. > :12:44.was cleared of murdering. The High Court was told today that funding

:12:45. > :12:47.has been approved for Robert Howard to be represented at the hearing to

:12:48. > :12:52.examine the disappearance of 15-year-old Arlene Arkinson. The

:12:53. > :12:55.teenager from Castlederg in County Tyrone went missing in 1994 and her

:12:56. > :13:00.body has never been found despite many searches. In 2005, Robert

:13:01. > :13:03.Howard who had lived near her home was acquitted of her killing. The

:13:04. > :13:11.inquest is expected to begin in Omagh in April. Police, politicians

:13:12. > :13:17.and community groups have been meeting to discuss ways of tackling

:13:18. > :13:20.car crime in west Belfast. In an incident which we highlighted last

:13:21. > :13:24.week, several hundred people turned out to watch stolen cars being raced

:13:25. > :13:37.along the Falls Road. BBC Newsline's Mervyn Jess reports. This was the

:13:38. > :13:43.scene on New Year's Eve. Social media messages were used to attract

:13:44. > :13:48.a couple of hundred people to watch car thieves race stolen vehicles.

:13:49. > :13:52.Today an emergency meeting of various agencies was called to

:13:53. > :13:59.discuss ways of tackling the problem before someone is killed or injured.

:14:00. > :14:05.It was around the lack of arrests and the lack of action and they

:14:06. > :14:09.hoped that within, over the next fortnight, that a series of meetings

:14:10. > :14:14.will take place and information sharing to allow the police to act.

:14:15. > :14:20.Community groups stressed that while this type of activity is less common

:14:21. > :14:24.than it was, it is not wanted by most people in the area. It is

:14:25. > :14:31.disheartening for this to happen over the holidays. It is not the

:14:32. > :14:35.norm any more. It is one of those Aun-off incidents. And I'm not

:14:36. > :14:38.saying it doesn't happen, but it doesn't happen all the time. There

:14:39. > :14:44.is good work being done within the area to curb this situation. The ips

:14:45. > :14:48.Kent and -- incident and the coverage it got has sparked this

:14:49. > :14:53.response. Not for the first time, police, politicians and community

:14:54. > :15:01.workers are left searching for an answer to this decades old problem.

:15:02. > :15:04.A man has been arrested in County Donegal in connection with a

:15:05. > :15:07.suspected hit-and-run incident in County Fermanagh. The accident

:15:08. > :15:10.happened in the early hours of yesterday morning on the Tullychurry

:15:11. > :15:13.Road at Leggs near Belleek. The victim has been named locally as

:15:14. > :15:17.Patrick McCafferty. It's understood he was in his 50s and from the area.

:15:18. > :15:21.Detectives investigating the murders of two Catholic workmen almost 20

:15:22. > :15:25.years ago have arrested a man in north Belfast. Gary Convie and Eamon

:15:26. > :15:32.Fox were killed when gunmen opened fire at a building site in North

:15:33. > :15:34.Queen Street in May 1994. A 42-year-old is being questioned on

:15:35. > :15:42.suspicion of murder, attempted murder and membership of the UVF.

:15:43. > :15:45.Attacks on three houses in East Belfast have been condemned as

:15:46. > :15:49.racist crimes by Alliance MP Naomi Long. Windows were smashed at the

:16:03. > :16:07.Waste is to be turned into power at a new energy plant at Bombardier

:16:08. > :16:10.Aerospace in East Belfast. Planning permission was today granted for the

:16:11. > :16:25.?85 million project that is creating 130 construction jobs.

:16:26. > :16:29.In the years to come, the lights at Bombardier will burn from its own

:16:30. > :16:33.separate power source. It will come off the grid and be supplied by its

:16:34. > :16:36.own station. The new power source. It will come off the grid and be

:16:37. > :16:38.supplied by its own station. The new power plant will be here, somewhere

:16:39. > :16:41.on this land within Belfast's Harbour estate and be fuelled by

:16:42. > :16:47.non-recyclable industrial waste. This will be waste that cannot

:16:48. > :16:57.currently be recycled. It will not be food waste, paper or plastic. The

:16:58. > :17:03.plant will operate like this one in Norway. Each year, Bombardier's

:17:04. > :17:09.facility will fire up 120,000 tonnes of rubbish. Gas will generate steam

:17:10. > :17:14.to drive a turbine which will produce electricity. It should be

:17:15. > :17:18.operational within three years will stop it will save Bombardier about

:17:19. > :17:23.?2 million a year, or about one third of its annual fuel bill.

:17:24. > :17:27.Reducing big energy bills has become a priority issue for all of our

:17:28. > :17:31.manufacturers but particularly for a company the size of Bombardier will

:17:32. > :17:38.stop it currently pays three times more than -- more in Belfast than in

:17:39. > :17:44.its sister plant in North America. We have seen energy costs going up

:17:45. > :17:49.year on year and we put a strategy forward but we wanted to get on top

:17:50. > :17:54.of our energy costs. The new plant will be run by an energy company,

:17:55. > :17:58.yet to be identified, selling directly to Bombardier. There have

:17:59. > :18:01.been occasions when environmentalists have described

:18:02. > :18:04.burning waste as a primitive, dirty energy but there were no formal

:18:05. > :18:12.letters of objection to this planning application.

:24:57. > :25:00.worst is now past. What we have tonight is a blustery night ahead

:25:01. > :25:03.and plenty of strong winds as well. We do still have a yellow warning

:25:04. > :25:10.for strong winds in place until midnight tonight. The showers, two,

:25:11. > :25:15.continue overnight. There will be plenty of those around. All that

:25:16. > :25:21.cloud cover means it stays reasonably mild. Overnight

:25:22. > :25:28.temperatures of seven degrees. This low-pressure system, tomorrow that

:25:29. > :25:31.moves its way northwards and its impact is lessened. Then we get a

:25:32. > :25:35.change on the way after that so there really is just one more day of

:25:36. > :25:41.the showery and blustery started in with. Plenty of showers still around

:25:42. > :25:48.tomorrow but as we go through the day, they lose their intensity and

:25:49. > :25:51.the gaps in the cloud widen and we start to see some better and

:25:52. > :26:00.brighter spells as we go through the day. The temperatures are quite mild

:26:01. > :26:07.at eight or nine degrees. If you can dodge the showers, it should be

:26:08. > :26:11.quite a usable day. The showers continue through into the evening

:26:12. > :26:14.and all the time, lessening in intensity and becoming more

:26:15. > :26:19.isolated. The clearing skies in that tomorrow night will be cool.

:26:20. > :26:25.Overnight temperatures of three or four degrees. Once we get into the

:26:26. > :26:30.second half of this week, we can say goodbye to the wild stuff and hello

:26:31. > :26:35.to something brighter. When the state itself is looking like quite a

:26:36. > :26:38.reasonable day. The wind speeds have really dropped off and we have some

:26:39. > :26:46.clearer skies with highs of a degrees. By Thursday, we still have

:26:47. > :26:50.some showery stuff around. It is a story of gradual improvement through

:26:51. > :26:55.this week as things get much better for the second half of the week.
