:01:13. > :01:14.the full details of the circumstances surrounding the death

:01:15. > :01:20.of their relatives after treatment at the Royal Victoria Hospital's

:01:21. > :01:25.Emergency Department. Last night's BBC Spotlight programme highlighted

:01:26. > :01:30.the cases of five patients. They died in circumstances where delays

:01:31. > :01:33.may have been a contributory factor. This afternoon, Edwin Poots told the

:01:34. > :01:37.health committee at the Assembly that the coroner is now involved in

:01:38. > :01:44.four of the cases and he said this is not a crisis. A doctor who worked

:01:45. > :01:47.in the Royal's Emergency Department has told BBC Newsline he more often

:01:48. > :01:54.managed chaos and not patients. Our Health Correspondent Marie-Louise

:01:55. > :02:00.Connolly reports. Too few medics dealing with too few

:02:01. > :02:05.patients and what emerges is an environment struggling to cope. Last

:02:06. > :02:08.night's Spotlight programme revealed pressures in the Royal's emergency

:02:09. > :02:12.department led to delays which may have in a contributory factor in the

:02:13. > :02:15.deaths of five patients. It also revealed that doctors on the front

:02:16. > :02:20.line e-mailed and met with senior managers warning them of robin over

:02:21. > :02:27.one year ago. For the first time, one of those doctors has broken his

:02:28. > :02:31.silence to explain why. On many night shifts or weekend shifts that

:02:32. > :02:36.I worked there, I did not give a standard of care that I thought was

:02:37. > :02:43.appropriate to patients because our sole focus was on just managing the

:02:44. > :02:45.chaos. Over the past 18 months, questions about the safety of

:02:46. > :02:51.emergency departments from doctors, politicians, the public and the

:02:52. > :02:55.media have often been dismissed as hype. Only two weeks ago, the Health

:02:56. > :02:59.Minister gave this assurance. Northern Ireland's is a safe place

:03:00. > :03:06.to get emergency medicine. It is a safe place to have medical care.

:03:07. > :03:10.What is the true picture? While deaths in hospitals must be

:03:11. > :03:13.expected, what these latest fad cases highlight is whether the

:03:14. > :03:18.Biedermann is as safe as it should be. -- whether the environment is as

:03:19. > :03:24.safe as it should be. Doctor Millar did the figure could be higher. The

:03:25. > :03:29.cases must only represent the tip of the iceberg. These are cases that

:03:30. > :03:34.have been flagged up under serious procedure. There are a lot of people

:03:35. > :03:41.who have come into the hospital and have died or have come to harm read

:03:42. > :03:46.this procedure has not been flagged up. -- way this procedure has not

:03:47. > :03:51.been flagged up. Dealings were running high at the health committee

:03:52. > :03:56.where, under pressure, the Health Minister reiterated there is no

:03:57. > :04:02.crisis. The treatment and care of that those five people got may well

:04:03. > :04:06.have fallen short and we will have an appropriate investigation of that

:04:07. > :04:13.matter. I've people banking in hospital of 80,000 being treated is

:04:14. > :04:17.not a crisis. -- five people banking in hospital. Some people questioned

:04:18. > :04:23.the treatment of patients and families. Some people out there

:04:24. > :04:29.don't know whether the waiting time contributed to their deaths. My

:04:30. > :04:32.understanding is that some of those cases where particular conditions

:04:33. > :04:38.that needed treated urgently. So the waiting time was crucial. It has

:04:39. > :04:43.also been confirmed that the coroner is now dealing with four of the five

:04:44. > :04:48.cases. An indication of just how seriously the Belfast Health Trust

:04:49. > :04:52.is treating the issue. MLAs weren't the only ones to react

:04:53. > :04:54.to the revelations uncovered by the BBC's Spotlight programme. Medical

:04:55. > :04:57.professionals have been quick too. Some say they knew there were

:04:58. > :05:08.problems and aren't altogether surprised. Helen Jones reports.

:05:09. > :05:13.The revelations were shocking and the reaction quick to follow. For

:05:14. > :05:19.the Royal Oak and nursing, it is a case, we told you so 18 ago. -- the

:05:20. > :05:24.Royal College of nursing. It is disturbing that this system is not

:05:25. > :05:28.working. The ability of staff to provide safe and dignified care has

:05:29. > :05:31.been compromised. Some of the five patients who died had been waiting

:05:32. > :05:35.up to three hours after their initial assessment. The Belfast

:05:36. > :05:39.trust said they should have been seen within one hour. There is a

:05:40. > :05:44.shortage of hospital doctors throughout Northern Ireland and long

:05:45. > :05:49.trolley waits to not just affect the Royal Victoria Hospital. You need to

:05:50. > :05:52.have two or three days of high volume of people coming in and all

:05:53. > :05:56.of a sudden the beds are full. The whole hospital cannot admit them.

:05:57. > :06:00.They had this problem. I have repeatedly said this and said that

:06:01. > :06:07.this was what was needed to solve the problem. The response that I got

:06:08. > :06:13.was, I was told to resign. The minister did not want to you the

:06:14. > :06:18.truth. Is this system at the Royal Victoria Hospital at breaking point?

:06:19. > :06:23.It does not have enough staff to cope with the period. Something they

:06:24. > :06:28.occur at weekends. The important thing is that nobody actually can

:06:29. > :06:31.anticipate or forecast that accurately. The system is not

:06:32. > :06:39.flexible enough to put resources around the hospital to make sure

:06:40. > :06:42.that whenever the Q is there, the staff are there. It has announced

:06:43. > :06:45.the families of those five patients do not all know about the

:06:46. > :06:50.circumstances surrounding those deaths. The trust said some families

:06:51. > :06:56.do not want any more information and for those who do, they will be fully

:06:57. > :06:59.informed. On the whole, A E units do a good job with limited resources

:07:00. > :07:06.but the revelations have raised concerns. The last 48 hours have

:07:07. > :07:10.been a shocking time for people in our emergency departments. We are

:07:11. > :07:13.concerned on the patient council that the families who have been

:07:14. > :07:16.involved get the right support at this time and of course as well as

:07:17. > :07:20.the families that are directly involved, there will be other people

:07:21. > :07:24.who want to use our emergency services and will be worried about

:07:25. > :07:28.how safe they are. There are also people whose family have been in

:07:29. > :07:30.emergency departments in the past and they will be wondering about the

:07:31. > :07:36.care that they received there as well. Lots of issues for people who

:07:37. > :07:38.use emergency departments. It seems the health service is rarely out of

:07:39. > :07:46.the spotlight. Making headlines for all the wrong reasons. Mate we asked

:07:47. > :07:52.someone from the Belfast Health Trust to be interviewed this

:07:53. > :07:55.evening. -- we asked someone. No one was available.

:07:56. > :07:59.Attacks against the companies once owned by Sean Quinn appear to have

:08:00. > :08:02.taken a new twist - with another firm now being targeted. Last week

:08:03. > :08:04.it was announced that Quinn Rooftiles was being sold to Lagan

:08:05. > :08:08.Cement Products. Since then, hundreds of thousands of pounds of

:08:09. > :08:16.damage has been caused. Here's our South West reporter, Julian Fowler.

:08:17. > :08:21.The message left by those who vandalised this quarry near all is

:08:22. > :08:25.burned last week is clear. More than 800,000 pounds of damage has been

:08:26. > :08:29.caused to plant and equipment at three different sites in attacks

:08:30. > :08:37.similar to those carried out against the former Quinn Group. The attacks

:08:38. > :08:41.began after apprentice and rented it was selling Quinn Rooftiles and that

:08:42. > :08:45.the new owners were committed to continuing employment and production

:08:46. > :08:52.at this plant. -- Aventus. The campaign of sabotage which began

:08:53. > :08:59.some time ago has now spread all over Ireland. There has been arson

:09:00. > :09:04.attacks on three Lagan related properties in Aventus two and as far

:09:05. > :09:10.away as court. Lambert -- Lagan 's is owned by Kevin Lagan. Last year

:09:11. > :09:15.coming he was sent a bullet in the post during plans for a joint

:09:16. > :09:20.venture with Quinn Group. But the Pond Park quarry in Lisburn belongs

:09:21. > :09:24.to a different company. That is owned by his brother Michael. It

:09:25. > :09:29.said it is not connected in anyway to the former Sean Quinn businesses

:09:30. > :09:32.and says the attacks are nonsensical, serving no purpose but

:09:33. > :09:39.to damage property and threaten jobs. Lagan 's and says its

:09:40. > :09:43.indigenous eye this company committed to providing long-term

:09:44. > :09:47.quality employment. -- says it is an indigenous Irish company. It says

:09:48. > :09:52.there is no justification for this vandalism. Police are best to

:09:53. > :09:55.getting these latest incident but so far, no one has been charged in

:09:56. > :10:00.connection with the campaign of destruction. -- police are

:10:01. > :10:05.investigating these latest incidents.

:10:06. > :10:08.There's plenty to come on the programme before seven.

:10:09. > :10:15.We'll hear how an Armagh piper found himself playing with the rocker

:10:16. > :10:17.Bruce Springsteen. Some flights are being diverted from

:10:18. > :10:23.Dublin Airport to Belfast International because of the 100mph

:10:24. > :10:25.winds coming from the west. This latest Atlantic weather front

:10:26. > :10:32.hitting these shores is called Storm Darwin. As you'd expect, some Irish

:10:33. > :10:35.Sea sailings have been cancelled. We're being warned to expect strong

:10:36. > :10:40.winds tonight and possible damage to the electricity network. As Will

:10:41. > :10:49.Leitch reports, today's bad weather is not a one-off.

:10:50. > :10:52.The relentless cycle of storm and take this winter makes its mark

:10:53. > :10:58.again. This time a partial road collapsed in the busy A2 shore road

:10:59. > :11:02.between Rostrevor, a root undergoing repairs. It has meant buses

:11:03. > :11:09.diverted, motorists as to think of another route and big delays. This

:11:10. > :11:14.is a serious situation. That road uses a lot of heavy vehicles. We'll

:11:15. > :11:20.use a lot of by roads and they are very busy. I would not advise anyone

:11:21. > :11:25.to take this route. There needs to be a comprehensive survey carried

:11:26. > :11:29.out along this entire stretch. The sea wall collapsed last year as

:11:30. > :11:35.well. With rising tides coming, climate change coming, we need to

:11:36. > :11:39.make sure that this is fit for purpose for 21st-century weather

:11:40. > :11:41.conditions. Many places in the north-west had been affected by

:11:42. > :11:48.heavy snowfall overnight and some schools were forced to close. The

:11:49. > :11:53.roads service said it deployed extra critters. The rest of the rains have

:11:54. > :12:02.hit the South West of Ireland. Gusts of 100 mph. -- the worst of the

:12:03. > :12:13.rains. One onlooker captured the first few seconds of this incident.

:12:14. > :12:16.By late afternoon, more than a quarter of a million homes in the

:12:17. > :12:23.Republic were without power. Tonight, then align's Belfast to

:12:24. > :12:26.Liverpool ferry has been cancelled and airports are experiencing delays

:12:27. > :12:31.from other areas including Dublin. The North should escape the worst of

:12:32. > :12:39.the winds, even so and amber warning is in force for all areas here this

:12:40. > :12:43.evening. School principals who feared they would lose thousands of

:12:44. > :12:46.pounds in a budget shake-up have given a cautious welcome to news of

:12:47. > :12:50.a reprieve. The Education Committee at the Assembly has heard assurances

:12:51. > :12:52.that not a single school will lose money because of what's called the

:12:53. > :12:55."Common Funding Scheme". The minister has added extra money after

:12:56. > :12:57.widespread complaints from parents and teachers. This report from our

:12:58. > :13:06.education correspondent, Maggie Taggart. Most people assume that

:13:07. > :13:12.there is just the one stabbed. Within a few days the financial

:13:13. > :13:16.fortunes of 600 primary schools has improved. It has been clearly spelt

:13:17. > :13:21.out that no schools will lose money in their next budgets after the

:13:22. > :13:28.Minister for education intervened. His Commons that he will put a fund

:13:29. > :13:34.in place, so in terms of the funding position, that is clear. The aim of

:13:35. > :13:37.the changes was to divert extra money to improve schools which have

:13:38. > :13:42.a lot of pupils in poorer families. I understand they will still get

:13:43. > :13:47.increased budgets, not as much as expected, but a bit extra. This

:13:48. > :13:53.school was due to have been the biggest loser, it faced a cut of

:13:54. > :13:57.?44,000 and even though its existing surplus would almost have covered

:13:58. > :14:12.that, it fought against the cuts. I will give the Minister credit. He

:14:13. > :14:15.has taken a lot of criticism, but this is the day to give him credit.

:14:16. > :14:17.He has listened, over 15,000 submissions. Most MLAs today were

:14:18. > :14:24.not satisfied with the apparent good -- good news. Is it not just a stay

:14:25. > :14:32.of execution? As Sinn Fein minister backed the move of his minister. I

:14:33. > :14:37.say this now, if it turns out that there are losers, I will stand

:14:38. > :14:41.beside you on front of the cameras and criticise the Minister, because

:14:42. > :14:46.if he is telling lies, I will criticise him. The DUP chairman said

:14:47. > :14:53.if the Minister's proposals were not changed, they would be heading for

:15:14. > :15:25.man Michael Dunlop on his change of heart about racing this season. The

:15:26. > :15:28.Public Health Agency has launched a campaign on organ donation urging

:15:29. > :15:32.people to let their relations know if they want to be donors. The move

:15:33. > :15:35.comes is at time when the Stormont Assembly tries to find agreement on

:15:36. > :15:38.how people should donate. Eunan McConville has speaking to recent

:15:39. > :15:52.organ recipient, who had almost given up hope. A simple glass of

:15:53. > :15:55.water, but until recently it was far from simple for William Johnson. He

:15:56. > :16:01.had a defective kidney and until four weeks ago, he could not eat or

:16:02. > :16:06.drink what he wanted. This is him at two years ago, filmed during one of

:16:07. > :16:11.his dialysis sessions at his home. He did this four times a week for 16

:16:12. > :16:17.years. Then he got a call in January, a kidney had been found.

:16:18. > :16:27.After 16 years, I had given up any kind of hope that a transplant would

:16:28. > :16:29.be there for me. At times, he was so ill he could barely eat. Even

:16:30. > :16:36.playing with his friends was a struggle. Someone somewhere had told

:16:37. > :16:39.their family that they wanted to be an organ donor. This is a new

:16:40. > :16:44.advertiser meant that the Public Health Agency hopes will get people

:16:45. > :16:50.to sign the donor register. We will never forget what your family did.

:16:51. > :16:55.Donor registration has become a little sized. This is the system

:16:56. > :16:59.that is in place, people have to actively register and this campaign

:17:00. > :17:03.is urging people to do that, but it is also asking people to have a

:17:04. > :17:08.conversation with their families and loved ones, let them know what their

:17:09. > :17:12.wishes are. Talk to your loved ones about organ donation, do not be

:17:13. > :17:21.scared of it. It is something we think should be celebrated, because

:17:22. > :17:23.when you decide to do nature organs, you can save up to seven

:17:24. > :17:27.other lives. That is a good legacy. The dialysis machine is idle, but it

:17:28. > :17:31.will stay in his house for the next three months to give his body time

:17:32. > :17:38.to adjust to the new kidney and after that, he hopes it will be

:17:39. > :17:41.taken away for good. For any musician, being asked to record with

:17:42. > :17:44.another artist is always a compliment. For an Uillean piper

:17:45. > :17:47.from Armagh, a recent request came from a MOST unexpected quarter. Our

:17:48. > :18:03.South-East reporter Gordon Adair has been talking to Cillian Vallely.

:18:04. > :18:17.Cillian Vallely on stage with some familiar faces, recently he has been

:18:18. > :18:21.keeping different musical company. Born in Armagh, Cillian Vallely

:18:22. > :18:26.lives in New York and it was there that he received an unexpected

:18:27. > :18:33.insight. I was sitting one night in the apartments and someone sent a

:18:34. > :18:40.message, someone I did not know asking would I be available in the

:18:41. > :18:44.next day or so to do a recording and the guy was called Kurt and I

:18:45. > :18:49.thought it was his record. It soon became apparent that this was not

:18:50. > :18:54.his record and so Cillian Vallely put the obvious question to him, who

:18:55. > :19:03.exactly will I be recording with? He said, Bruce Springsteen. I remained

:19:04. > :19:08.calm. I almost thought he was joking. It was no joke and within

:19:09. > :19:12.days, Cillian Vallely found himself in the recording studio at

:19:13. > :19:17.Springsteen's New Jersey home laying down tracks for the new album. The

:19:18. > :19:25.end result has helped the album reached number one in ten countries,

:19:26. > :19:29.including the US and earned this modest Uillean piper and unlikely

:19:30. > :19:41.place in rock history. -- mackerel and unlikely place.

:19:42. > :19:45.Sporting talent next and a Ballymoney man we had thought

:19:46. > :19:51.wouldn't be racing this year. Stephen Watson has been talking to

:19:52. > :19:58.Michael Dunlop. He had threatened to quit road racing? He revealed to us

:19:59. > :20:04.on this programme in November that he was seriously considering giving

:20:05. > :20:08.up the sport. He'd split with Honda and told us back then he was finding

:20:09. > :20:13.it difficult to cope with the roller-coaster of highs and lows

:20:14. > :20:19.that the sport brings. But he's had a change of mind and you've been

:20:20. > :20:22.speaking to him. He's signed with factory team BMW to compete in the

:20:23. > :20:27.international road races, his first big race event will be the North

:20:28. > :20:36.West 200 in May. And in an exclusive television interview he told me he

:20:37. > :20:43.will be raring and ready to race. Here comes Michael, here's not

:20:44. > :20:47.giving up yet. That is exactly what Northern Ireland's hottest road

:20:48. > :20:50.racing talent was threatening to do. Michael Dunlop was disillusioned

:20:51. > :20:56.with the sport, but he has had a change of heart after an offer from

:20:57. > :21:01.one of the leading manufacturers. There was a lot of going back and

:21:02. > :21:05.forth, but my love is still there for the sport. The hunger and

:21:06. > :21:14.wanting to wind, it is still there. It was being in the right place and

:21:15. > :21:20.BMW know that. I will be the only man on the team. We have the factory

:21:21. > :21:24.behind this. Dunlop had a record-breaking last season, four

:21:25. > :21:29.victories at the Isle of Man TT and wins at the North West 200 and

:21:30. > :21:34.Ulster Grand Prix. Despite the success, he was not joking about

:21:35. > :21:40.early retirement. I had no intention of coming back, I loved the sport, I

:21:41. > :21:45.will not get away from that, I love the danger, it is hard to replace

:21:46. > :21:49.that and I am doing something this year which will be high risk and to

:21:50. > :21:55.all the people who think it is again, it is not. It is a big game,

:21:56. > :22:01.it it is a life risk thing and I wanted to make sure it was right for

:22:02. > :22:08.me. I know what I need to do. Here comes Michael Dunlop. Michael

:22:09. > :22:14.Dunlop, back on a bike and hoping to take a lot more chequered flags in

:22:15. > :22:17.2014. It's not just our golfers like Rory McIlroy, Graeme McDowell and

:22:18. > :22:21.Darren Clarke who are often enjoying the jet set lifestyle in America. A

:22:22. > :22:25.local swimmer is receiving some five star treatment and she's still a

:22:26. > :22:28.student. Portaferry's Syreka McMahon is training and studying at the

:22:29. > :22:38.Texas A University, one of the biggest colleges in the United

:22:39. > :22:42.states. Nigel Ringland reports. Living away from home for the first

:22:43. > :22:46.time can be daunting for any teenager, but Syreka McMahon has

:22:47. > :22:52.taken to life in Texas, enjoying fresh challenges in new

:22:53. > :22:57.surroundings. There are approximately 30 girls on the team,

:22:58. > :23:02.but within the swimming team, everyone is so competitive and we

:23:03. > :23:10.are all pushing each other and everything is a raise. I am loving

:23:11. > :23:13.the new experience. She is a mathematics major but when it comes

:23:14. > :23:19.to her swimming, she is only interested in the number one. I have

:23:20. > :23:24.won quite a few races for the university and it is lovely to be a

:23:25. > :23:35.part of the team and contribute. It is really exciting, we get to fly in

:23:36. > :23:39.our own jet. It is really exciting, it is really different, it is not

:23:40. > :23:46.something we have every day back home. Her main goal will be the

:23:47. > :23:50.Commonwealth Games, four years ago she represented Northern Ireland in

:23:51. > :23:59.Delhi. It has been my goal to excel and achieve. I am working hard in

:24:00. > :24:03.the pool. It is constantly vary in my thoughts. Her motivation to move

:24:04. > :24:09.to Texas was to become a better swimmer, we will start to see this

:24:10. > :24:12.year if it has worth it. Last night's sporting fixtures felt the

:24:13. > :24:14.effects of the bad weather. The Irish Premiership match between

:24:15. > :24:20.Warrenpoint Town and Glenavon was postponed due to a water-logged

:24:21. > :24:23.pitch. Crusaders' game at Ballinamallard United went ahead,

:24:24. > :24:29.but in testing conditions with Crusaders winning 2-1. Gary

:24:30. > :24:33.McCutcheon got the decisive goal in the second half. A result lifting

:24:34. > :24:37.the Belfast side to third in the table in hockey, Ireland made a

:24:38. > :24:39.winning start to the Under-21 Four Nations tournament in Newtownabbey.

:24:40. > :24:43.In freezing conditions, they had a 5-1 victory over Scotland. But as

:24:44. > :24:45.the snow got heavier, the night's other match between Germany and

:24:46. > :24:57.England couldn't be played. Our cameraman was very glad of that,

:24:58. > :25:04.because it was freezing! Some news just end and there is a power cut in

:25:05. > :25:08.the Newry area, we are being told, around 1500 households without

:25:09. > :25:12.electricity, it happened just after 6pm. There is no confirmation about

:25:13. > :25:16.the cause, but there is no question that storms are hitting some places.

:25:17. > :25:32.We have the latest weather. We have an amber wind warning and we

:25:33. > :25:37.are expecting winds to peak between now and midnight to up to 80 miles

:25:38. > :25:44.an hour, not as strong as earlier in parts of the Republic of Ireland, it

:25:45. > :25:49.got up to 100 mph, but strong winds are expected across southern

:25:50. > :25:53.counties of Northern Ireland, but fortunately they will ease away

:25:54. > :25:57.later on tonight. Combined with this windy weather, damaging gusts will

:25:58. > :26:01.have rain and snow showers moving end, some of them will be heavy and

:26:02. > :26:06.there will be fresh snow line, particularly on high ground, but it

:26:07. > :26:11.will be nasty on the roads and by the end of the night, temperatures

:26:12. > :26:16.will be low enough for frost and ice. A quieter day tomorrow, but it

:26:17. > :26:21.will be cold to begin with, wind and will not be a major problem, but you

:26:22. > :26:28.may find it will be tricky on some roads, try and bright weather for a

:26:29. > :26:33.time in County Down, but towards the West, the winds will intensify and

:26:34. > :26:37.there will be snow falling to low levels in parts of County Fermanagh

:26:38. > :26:41.and County Tyrone. The wintry showers continued throughout the day

:26:42. > :26:45.but will turn to rain and there will be sunshine in between, it will feel

:26:46. > :26:56.cold, the wind will be blustery, but not as bad a day as today. Add drier

:26:57. > :27:01.time in the morning, because rain will move in and with that there

:27:02. > :27:04.will be more strong winds, it is more low pressure will factor parts
