:00:00. > :00:00.first look at the papers over on the BBC News Channel, but now on BBC
:00:00. > :00:13.Good evening. The Police Ombudsman has launched an investigation into
:00:14. > :00:16.video footage that appears to show police officers leaving an
:00:17. > :00:21.incapacitated woman in a bus lay-by in Londonderry. BBC Newsline has
:00:22. > :00:27.obtained other CCTV footage which also shows the moments leading up to
:00:28. > :00:30.the controversial incident. Here's our North-West reporter, Keiron
:00:31. > :00:35.Tourish. This is the mobile phone footage at
:00:36. > :00:38.the centre of controversy. It was taken on St Patrick's Day and shows
:00:39. > :00:43.how police officers dealt with a woman who was lying on the the
:00:44. > :00:48.roadway in John Street. She was moved a short distance before police
:00:49. > :00:52.left. Many have been alarmed that the police didn't at least move the
:00:53. > :00:56.woman on to the pavement. The man who took the footage, who didn't
:00:57. > :01:02.want to be fully identified, said he was shocked. I just didn't think it
:01:03. > :01:09.was right that two police officers left her on the bus lane. She could
:01:10. > :01:14.have got run over. Just as if they didn't care. What about the people
:01:15. > :01:24.who think you didn't care or do anything? I was going to go out and
:01:25. > :01:28.help. Me and a friend was going to help, but somebody else came out and
:01:29. > :01:31.so it was took care of. One councillor said the actions were
:01:32. > :01:35.unacceptable. Totally inexcusable. It is not acceptable for that type
:01:36. > :01:38.of response from the PSNI and they have failed this community and in
:01:39. > :01:44.particular that young lady in relation to how they treated her.
:01:45. > :01:49.BBC Newsline have obtained additional footage of the same
:01:50. > :01:53.incident from a different angle. It shows a man who is believed to be
:01:54. > :01:58.the partner of the woman being taken away by police before the incident.
:01:59. > :02:03.From this position, we can see the young woman running at the police
:02:04. > :02:07.car as they detain her partner. The police officers are again seen
:02:08. > :02:10.moving the woman from the side of the vehicle to the bus lay-by,
:02:11. > :02:14.before they get into the car and then leave the scene. A short time
:02:15. > :02:18.later a number of people come out of a business and help the woman
:02:19. > :02:21.inside. The policing board says that while the details are not clear,
:02:22. > :02:31.video footage of the police response raises question of the most serious
:02:32. > :02:37.nature. ?? YELLOW It was horrendous. It was bad news for us. The police
:02:38. > :02:40.exist to keep people safe. Our police officers taking this female
:02:41. > :02:44.from the middle of the road and leaving her in a bus lane does not
:02:45. > :02:51.look good. This incident shocked many people. The challenge now is to
:02:52. > :02:54.try to establish all the facts surrounding the episode. To that
:02:55. > :03:02.end, the police ombudsman has begun an official investigation.
:03:03. > :03:05.?? WHITE And tonight, the woman involved in the incident has been
:03:06. > :03:14.telling Radio Foyle her version of events. She says that she was put at
:03:15. > :03:18.serious risk by the police. I was drunk, obviously. It doesn't give
:03:19. > :03:22.them the right to throw me down. It could have been on the path, where I
:03:23. > :03:27.would have been safe but not lying on the side of the road where I
:03:28. > :03:30.could have been killed. It is out of order. You can hear more of that
:03:31. > :03:34.interview on the Morning Programme on Radio Foyle and Good Morning
:03:35. > :03:37.Ulster tomorrow from 6:30. Two men have appeared in court
:03:38. > :03:41.accused of the murder of a man in north Belfast at the weekend. Eamon
:03:42. > :03:45.Ferguson was found dead in a flat in Ardoyne Place in the early hours of
:03:46. > :03:47.Saturday. The accused are 26-year-old Louis Maguire, in whose
:03:48. > :03:54.flat Mr Ferguson's body was found, and 31--year-old Christopher Power
:03:55. > :03:57.of no fixed address. Both men deny the charge, and were remanded in
:03:58. > :04:01.custody. There's a security alert in East
:04:02. > :04:05.Belfast. Police sealed off a number of roads after a suspicious object
:04:06. > :04:08.was found at the junction of Albertbridge Road and Castlereagh
:04:09. > :04:20.Street. Army bomb experts were called to the scene. There are no
:04:21. > :04:23.more details at this stage. MLAs have rejected a proposal to
:04:24. > :04:27.reinstate the flying of the union flag on Belfast City Hall every day
:04:28. > :04:29.of the year. In the Assembly tonight, the Ulster Unionist plan
:04:30. > :04:33.was defeated on a cross-community vote. The decision was taken as part
:04:34. > :04:35.of a two- day debate on the Local Government Bill.
:04:36. > :04:39.The Chancellor unveiled his budget for 2014 today. George Osborne
:04:40. > :04:42.claims his measures will boost the income of pensioners and savers hit
:04:43. > :04:45.by low interest rates. The Finance Minister Simon Hamilton has welcomed
:04:46. > :04:53.some of the proposals but has again warned that public finances will be
:04:54. > :04:58.tight. Dan Stanton reports. The Chancellor called it a budget
:04:59. > :05:03.for makers, doers and savers. But in this bar, there was not much cheer
:05:04. > :05:09.over a reduction of 1pm the price of beer. I am not as sure that I will
:05:10. > :05:16.see the penny off in the bars. It will not be reflected in the price
:05:17. > :05:24.as we are paying. If I buy 360 pints, I will get one free, with a
:05:25. > :05:29.penny. Although 1p of my not sound much, the organisation paths of
:05:30. > :05:32.Ulster says it should preserve jobs in the industry. The main points of
:05:33. > :05:41.the budget are the personal allowance, the amount that you own
:05:42. > :05:45.before paying tax, will go up. Savers will also benefit. The amount
:05:46. > :05:58.you can put into an ice will jump to ?15,000. It is ?5,000 at the moment.
:05:59. > :06:04.Fuel duty is frozen and beers down one bite. Spirits stay the same and
:06:05. > :06:08.cigarettes go up above inflation. There are positives for savers and
:06:09. > :06:13.low-income families and we also have our first enterprise own year in
:06:14. > :06:15.Northern Ireland and we want to capitalise to create employment
:06:16. > :06:22.particularly in technology and financial services. There were some
:06:23. > :06:27.positive feelings in this factory in Lurgan. It makes thousands of egg
:06:28. > :06:33.cartons every week. The firm is doing well but the recovery is
:06:34. > :06:41.taking time to get to the staff. This year will duty, they froze it,
:06:42. > :06:49.so that may help. -- DC will duty. The income tax is the one for us.
:06:50. > :06:53.They may be more extra money for Stormont for infrastructure costs
:06:54. > :06:57.and departmental spending. One of the measures announced by the
:06:58. > :07:00.Chancellor today was the creation of an enterprise zone near Coleraine.
:07:01. > :07:03.The initiative has been welcomed, coming just days after it was
:07:04. > :07:06.confirmed that the Driver and Vehicle Agency office in the town
:07:07. > :07:16.was to close with the loss of 300 jobs. Here's David Maxwell.
:07:17. > :07:21.Enterprise zones have been talked about for some time, but it has to
:07:22. > :07:25.be said that today's announcement came as a pleasant surprise to the
:07:26. > :07:29.business community here in Coleraine. The first enterprise zone
:07:30. > :07:34.in Northern Ireland will be located close to the University of Ulster
:07:35. > :07:39.campus on the outskirts of the town. An enterprise zone is an area
:07:40. > :07:42.where the government offers tax or planning incentives to encourage
:07:43. > :07:46.businesses to set up. They believe that this will be a particularly
:07:47. > :07:50.attractive site due to the fact that a data centre has already been given
:07:51. > :07:56.the go-ahead. That is somewhere where large amounts of information
:07:57. > :08:01.can be processed and held. They believe that will attract online and
:08:02. > :08:05.competing firms. There will be 15 jobs created by the data centre, but
:08:06. > :08:10.we will have to see what other companies decide to take up these
:08:11. > :08:13.incentives and set up business here. And staying on the hi-tech theme,
:08:14. > :08:22.there's a special report on tomorrow evening's Newsline.
:08:23. > :08:27.There are big plans for Belfast to get three public -- free public
:08:28. > :08:34.Wi-Fi but it is already available in regional towns. We go to Dungannon
:08:35. > :08:40.to find out if and how it works. Here is the weather forecast.
:08:41. > :08:47.A cloudy start to the night but a change is on the way. This cold
:08:48. > :08:51.front is working its way across Ireland over the next 24-hour is. As
:08:52. > :08:56.we go through tonight, rain starts to work its way in from the West,
:08:57. > :09:00.spreading to all parts by dawn tomorrow. That means that your
:09:01. > :09:04.journey to work tomorrow morning could be quite interesting -- quite
:09:05. > :09:10.tricky. There are strong winds to contend with as well. This is the
:09:11. > :09:14.picture for tomorrow morning. The rain is just about everywhere. Some
:09:15. > :09:21.of it could be heavy at times. It gradually clears over to the east.
:09:22. > :09:26.That front as the dominant weather feature of the day. In front of it,
:09:27. > :09:32.brighter, warmer conditions, behind it, showers and cooler spells.
:09:33. > :09:35.Plenty of rain on the front itself. Through the afternoon across
:09:36. > :09:38.Northern Ireland, a mix of sunshine and showers but because of the
:09:39. > :09:44.colder air temperatures, some of those showers could fall asleep to
:09:45. > :09:49.all smoke over the Hill. A chilly feel to the day on Thursday
:09:50. > :09:54.afternoon. On Friday afternoon, we could see snow falling on the yields
:09:55. > :09:58.-- we could see snow falling on the hills. It will not last, because the
:09:59. > :10:03.sun is stronger. Quite unsettled picture. It will be wet and
:10:04. > :10:09.unsettled all the way through this week. That's it.
:10:10. > :10:20.Keep up-to-date with news online. But night.
:10:21. > :10:23.From an East End dynasty of funeral directors to the hardware store
:10:24. > :10:25.which could make you any kind of dolls house,
:10:26. > :10:31.as I find out if family businesses are better businesses.
:10:32. > :10:36.And not only is this an extraordinary archaeological find,
