:00:14. > :00:16.and has accused him of obstructing investigations into allegations

:00:17. > :00:22.Michael Maguire is taking the unprecedented legal action to

:00:23. > :00:26.try to force Matt Baggott to hand over sensitive intelligence

:00:27. > :00:29.material, including details about police informers.

:00:30. > :00:33.The killings include those carried out by the UVF in Loughinisland

:00:34. > :00:37.and the IRA murder of a police officer in Newry.

:00:39. > :00:53.Six men, all Catholics, murdered in a bar as they watched a World Cup

:00:54. > :00:58.game. It remains one of the worst atrocities of the Troubles. Today it

:00:59. > :01:04.is at the centre of claims that police haven't told everything they

:01:05. > :01:08.know about it and other kills. The claims from the police ombudsman. He

:01:09. > :01:15.has put pressure on the police to disclose everything that is know

:01:16. > :01:20.about the killings. One suggestion is that the RUC didn't conduct a

:01:21. > :01:24.full investigation, because they were protecting an informer and

:01:25. > :01:29.because there was collusion between some officers and the killers. As in

:01:30. > :01:35.many of the cases, no one has been convicted. A report by a previous

:01:36. > :01:39.ombudsman concluded the RUC failed to properly investigate what

:01:40. > :01:43.happened here. But said there was insufficient evidence of collusion.

:01:44. > :01:51.Those findings were quashed after a legal challenge by relatives of

:01:52. > :01:54.those killed. Now there is a fresh investigation and the Chief

:01:55. > :01:58.Constable is accused of obstructing him by refusing to hand over

:01:59. > :02:03.intelligence material the ombudsman said is essential for him to do his

:02:04. > :02:08.job. The ombudsman saids the Chief Constable is making it impossible

:02:09. > :02:11.for his office to investigate serious allegations of criminal

:02:12. > :02:17.activity and misconduct by police officers. We are talking about

:02:18. > :02:24.complex investigations into over 60 murders, where there have been

:02:25. > :02:29.allegations of police criminality and misconduct, the fact they may

:02:30. > :02:35.have been protecting individualed involved and appsing those questions

:02:36. > :02:38.requires -- answering those questions requires access to

:02:39. > :02:49.material. I need access that to come to a view to meet the allegations.

:02:50. > :02:54.He - He has launched a legal action. The police ombudsman office does not

:02:55. > :02:57.do investigations by negotiation. This is fundamental to the

:02:58. > :03:03.independence of the office and the requirement for me to undertake a

:03:04. > :03:08.clear and independent investigation. We cannot have a situation where

:03:09. > :03:14.those sungt to investigation will determine what information is given

:03:15. > :03:19.to the investigators. The Chief Constable is accused of blocking

:03:20. > :03:26.including incidents where police officers have been killed. There has

:03:27. > :03:33.been claims that Special Branch had been claims that Special Branch had

:05:51. > :05:56.difficult word to use. I have to say that whether it is because of my

:05:57. > :05:59.background or my mischievous childhood, I have been used to

:06:00. > :06:03.saying it. I don't find it a difficult word to use and I made it

:06:04. > :06:06.very clear to the people present tonight that I apologise for any

:06:07. > :06:10.offence that I might have caused and I made it very clear to them that

:06:11. > :06:15.the last thing that I would have on my mind would be to cause any one

:06:16. > :06:20.hurt or difference tress or to insult them. And I make that

:06:21. > :06:27.publicly clear in the clearest possible terms. We are very

:06:28. > :06:32.satisfied that he came here and I think it will go a long way to build

:06:33. > :06:36.relations. That is what is important. We need to work to build

:06:37. > :06:45.community relations and to work together to bring racial equality

:06:46. > :06:47.policy and we need to look at what ethnic minorities are doing for

:06:48. > :06:54.Northern Ireland. The First Minister will be hoping tonight's apology

:06:55. > :07:03.will end this controversy, but his critics might not be so quick to let
