:00:14. > :00:20.Good evening, the headlines on BBC Newsline: The mother of a teenager

:00:21. > :00:22.shot five times in the legs describes his attackers as thugs.

:00:23. > :00:32.NI21 will take no action against its leader Basil McCrea following

:00:33. > :00:43.allegations of inappropriate sexual behaviour. The Police Has this is

:00:44. > :00:46.Ombudsman clears the first stage in a legal bid to force the Chief

:00:47. > :00:48.Constable to hand over material. A senior scientist at a government

:00:49. > :01:00.agency is leave his post after an by the Department of Justice.

:01:01. > :01:02.There are proposals for new cameras to detect vehicles driving illegally

:01:03. > :01:06.I'm live at Pinehurst, North Carolina as Rory McIlroy and Graeme

:01:07. > :01:11.McDowell begin their second rounds at the US Open.

:01:12. > :01:14.High pressure is in charge of our weather for the next few days. It

:01:15. > :01:21.looks like a dry and mild, if rather cloudy, weekend ahead.

:01:22. > :01:24.Gunmen who shot a teenager in the legs last night fired through a

:01:25. > :01:31.plaster-cast that he was wearing because he'd earlier hurt himself in

:01:32. > :01:36.an accident. The 18-year-old from Londonderry was shot five times in

:01:37. > :01:39.total. Today, his mother said she didn't know why her son was targeted

:01:40. > :01:42.and described his attackers as bullies and thugs. The family have

:01:43. > :01:51.been speaking to our north west reporter Keiron Tourish.

:01:52. > :01:59.18-year-old Gareth Fisher was shot three times in one like, and twice

:02:00. > :02:04.in the other, just after 11pm last night. Two masked men arrived at his

:02:05. > :02:09.home in Rathlin Drive in Creggan, and made his way into a shed, where

:02:10. > :02:14.the teenager was watching a video with a friend. They shot through a

:02:15. > :02:19.plaster cast that Gareth had on one like after a recent motorcycle

:02:20. > :02:28.accident. These are boys. They will do as they want or nothing at all.

:02:29. > :02:36.It is shocking. Disgusting. That is all they are. I can't even find a

:02:37. > :02:42.word to describe them. Why do you think they did this? I don't have a

:02:43. > :02:49.clue. I really don't have a clue. It is shocking that people can do that.

:02:50. > :02:55.It is children shooting children. The 18-year-old was in hospital for

:02:56. > :03:09.several hours, as his anxious relatives waited for news. We want

:03:10. > :03:15.the -- we want peace, and we will fight for peace. It is heartbreaking

:03:16. > :03:19.to watch that family falling apart. It is from the cradle to the grave.

:03:20. > :03:30.That is his mother, that is her baby. One former Maher said the

:03:31. > :03:35.attack was horrendous. It is brutal. You are shot five times in both

:03:36. > :03:39.legs. Absolutely brittle. It is barbaric to be honest. The police

:03:40. > :03:44.have issued an appeal for witnesses. They have said they are still trying

:03:45. > :03:46.to establish a motive for the attack, and are following a number

:03:47. > :03:49.of lines of enquiry. They say there can be no justification for the

:03:50. > :03:59.shooting. It's understood the political party

:04:00. > :04:02.NI21 has decided no action should be taken against its leader Basil

:04:03. > :04:04.McCrea after receiving a report into alleged inappropriate sexual

:04:05. > :04:06.activity. A complaint was made by former employee, Ashleigh Murray.

:04:07. > :04:18.Our political editor Mark Devenport This report was asked for by NI21 's

:04:19. > :04:25.deputy leader John McCallister after receiving complaints from former

:04:26. > :04:29.staff members or staff members of NI21. We know that around the time

:04:30. > :04:34.of the election, when the story was breaking, Basil McCrea wrote an

:04:35. > :04:38.e-mail to NI21 party leaders, where he said that he faced allegations of

:04:39. > :04:42.sexual misconduct, but made it clear in that e-mail that he believed he

:04:43. > :04:46.had done nothing wrong. We haven't heard anything officially from NI21

:04:47. > :04:49.or from Basil McCrea during the course of the day, but we do

:04:50. > :04:54.understand from Ashleigh Murray, that she says she has been told that

:04:55. > :04:57.no action will be taken, and that she is unhappy about this, and wants

:04:58. > :05:02.to take the matter further by referring her complaints to the

:05:03. > :05:08.standards Commissioner. She believes other former staff members will take

:05:09. > :05:14.action. We do you think this leaves the party, the leader, and its

:05:15. > :05:18.deputy? Obviously, it is difficult, it depends on an official statement

:05:19. > :05:22.from NI21, but I think it is pretty clear that this was a partnership

:05:23. > :05:26.between John McCallister and Basil McCrea that was both a friendship as

:05:27. > :05:30.well as a political partnership, and that it is now completely separated.

:05:31. > :05:35.John McCallister was really only staying in the party to see out this

:05:36. > :05:38.process, and if the investigation is not going to Leeds to anything, I

:05:39. > :05:41.suspect that John McCallister probably want to be staying in a now

:05:42. > :05:44.21 much longer. An unprecedented legal challenge by

:05:45. > :05:47.the Police Ombudsman against the PSNI has cleared the first hurdle in

:05:48. > :05:50.the courts. Michael Maguire says his requests for information have been

:05:51. > :05:53.turned down on more than a hundred occasions. Our homes affairs

:05:54. > :06:08.correspondent Vincent Kearney has 20 years ago, six Catholic men were

:06:09. > :06:13.shot dead by the UVF, as they watched a World Cup match in a bar

:06:14. > :06:18.in Northern Ireland. No one has ever been convicted. The police ombudsman

:06:19. > :06:21.is investigating allegations that the police did not properly

:06:22. > :06:24.investigate, because an informer was involved, and that there was

:06:25. > :06:28.collusion between some police officers and the killers. Michael

:06:29. > :06:35.Maguire accused the police of obstructing the investigation. There

:06:36. > :06:38.are allegations of serious criminal behaviour and misconduct by police

:06:39. > :06:43.officers. The ombudsman announces attention to take the PSNI to

:06:44. > :06:47.court. We cannot have the situation where those who are the subject of

:06:48. > :06:53.an investigation will determine what information is given to those who

:06:54. > :06:57.are undertaking the investigation. The investigation started today. The

:06:58. > :07:00.High Court was told their request for information was turned down by

:07:01. > :07:04.the police. A lawyer for the ombudsman said the decision to begin

:07:05. > :07:09.proceedings had not been taken lightly. He said the police were

:07:10. > :07:14.obliged to hand over their sensitive material requested. He described the

:07:15. > :07:18.refusal to do so as the rational, misconceived, and mistaken. The

:07:19. > :07:21.police reject any suggestion that they are obstructing the work of the

:07:22. > :07:28.ombudsman, and to date, criticised his work to do -- his decision to

:07:29. > :07:32.take legal action. They have said he acted with unseemly haste. He said

:07:33. > :07:38.that he rushed to court on a acted with unseemly haste. He said

:07:39. > :07:43.of utmost sensitivity. He described dialogue between the two sides,

:07:44. > :07:47.before the matter was brought to court. The judge granted leave for

:07:48. > :07:51.judicial review, but adjourned the issue for two weeks, saying he will

:07:52. > :07:52.the two sides can come to an agreement that will avoid the need

:07:53. > :07:59.for a court hearing. Coming up later in the programme:

:08:00. > :08:02.What the country music star Nathan Carter has to do with rugby this

:08:03. > :08:24.weekend. A man who has lived here for over

:08:25. > :08:28.20 years has had his arm broken in a racist attack in front of

:08:29. > :08:31.Belfast city centre shoppers. The assault was earlier this week. The

:08:32. > :08:34.police have told us that in the past six weeks they have charged five

:08:35. > :08:37.people in connection with racist hate crime in Belfast and made

:08:38. > :08:48.fifteen arrests. Claire Savage In broad daylight, around 5:30pm in

:08:49. > :08:52.the afternoon, along Belfast 's's busiest shopping street, a racist

:08:53. > :08:59.attack. These pictures were taken by a passer-by on her mobile phone.

:09:00. > :09:02.This street trader struggles with two other men. The father of one,

:09:03. > :09:10.originally from Turkey, is knocked to the ground. He manages to get to

:09:11. > :09:14.his feet again. Before another scuffle and shoppers come to his

:09:15. > :09:19.aid. The two men then casually walk off, as the police and ambulance are

:09:20. > :09:25.called. The victim is left with bruises and a broken arm. Your Mac

:09:26. > :09:32.they passed my stall and looked at my face, and called me dirty

:09:33. > :09:35.language. I thought they were joking or messing about, and then I feel

:09:36. > :09:40.them punching me, and I am on the ground and they are taking the, and

:09:41. > :09:45.they are still calling the dirty language. They ripped my shirt. At

:09:46. > :09:50.the same time, they took my money. language. They ripped my shirt. At

:09:51. > :09:55.The initial attack happened here at a stall, before eventually spilling

:09:56. > :10:00.out into the main thoroughfare, where the footage was taken, in fuel

:10:01. > :10:03.view of horrified shoppers. The 45-year-old has been living here for

:10:04. > :10:09.more than 20 years and has been working as a licensed trade for the

:10:10. > :10:16.last ten, he says he will soar by a doctor that he did not have to go

:10:17. > :10:21.back to work, but he wanted to. I paid for the Council, I pay my

:10:22. > :10:27.mortgage. I have two paper everyone. If I am not working, I won't get

:10:28. > :10:29.paid. Two men were arrested. They had been released pending further

:10:30. > :10:37.enquiries. Two women who admitted assaulting a

:10:38. > :10:40.seriously ill patient and medical staff in a hospital intensive care

:10:41. > :10:46.unit have been given suspended jail sentences. 24-year-old Biddy Mongan

:10:47. > :10:48.of Stanley's Walk in Londonderry and 30-year-old Eileen Stokes from

:10:49. > :10:50.Mourne Park in Newtownstewart were told by the judge that their

:10:51. > :10:53.behaviour at Altnagelvin last The BBC understands a senior

:10:54. > :10:59.scientist at a government agency is to leave his post after an

:11:00. > :11:04.investigation by the Department of Justice. It found that it was

:11:05. > :11:08.inappropriate for him to be the co-owner of a laboratory business

:11:09. > :11:12.while employed as a civil servant. Here's our business correspondent

:11:13. > :11:25.Julian O'Neill. The scientist is soon to leave an

:11:26. > :11:31.organisation within this facility. Forensic science Northern Ireland.

:11:32. > :11:34.Last year, he was the subject of a complaint to David Ford from a

:11:35. > :11:39.commercial company and an investigation followed. I understand

:11:40. > :11:43.that a report by the Department of Justice concluded that it was not

:11:44. > :11:48.appropriate for this scientist to continue as part owner of a private,

:11:49. > :11:53.outside laboratory business, while at the same time, employed by a

:11:54. > :11:59.PSNI. One of the suggestions was that he retired. It was found that

:12:00. > :12:02.there was potential conflict of interest. This is because his firm

:12:03. > :12:12.was a competitor of companies seeking work from this company. He

:12:13. > :12:18.had been involved with the company for years, but it was not disclosed

:12:19. > :12:26.on the F S NI conflict register until 2012. This is despite a

:12:27. > :12:30.whistle-blower having common forward at an earlier point in time. I think

:12:31. > :12:35.they do have questions to answer about how the management dealt with

:12:36. > :12:41.this at the time, and why it was not properly registered in the first

:12:42. > :12:45.instance, and how conclusive was the declaration when it was first

:12:46. > :12:49.registered. The most important thing is that we have in place something

:12:50. > :12:53.that is fair, and is part of a government system. So that everyone

:12:54. > :12:57.understands exactly what they have got to do, and then you have to have

:12:58. > :13:03.a really thorough system that actually enforces them. David Ford

:13:04. > :13:06.said they investigated to contracts awarded by the forensic science

:13:07. > :13:12.Northern Ireland. And said that they had not been awarded properly. The

:13:13. > :13:16.report will now be passed to the audit office.

:13:17. > :13:20.The SDLP Leader Alasdair McDonnell has called on the police to extend

:13:21. > :13:23.their policy on the erection of flags in south Belfast to

:13:24. > :13:28.Yesterday, the police said they'd treat loyalist flags in a mixed area

:13:29. > :13:31.of the Ormeau Road in south Belfast as a breach of the peace.

:13:32. > :13:36.But as Mark Simpson reports, the police move has led to confusion

:13:37. > :13:51.The police have made it clear, any more flights put up in this part of

:13:52. > :13:55.south Belfast will be treated as a breach of the police. But the SDLP

:13:56. > :14:00.says that what the police do on the road they should also do elsewhere.

:14:01. > :14:09.The point is, that the action should not become find -- should not be

:14:10. > :14:13.confined to contentious areas of south Belfast, it has to extend

:14:14. > :14:21.right across the country. People should not be allowed to cause

:14:22. > :14:26.aggravation and to use the flag as a tribal elements and an element of

:14:27. > :14:30.provocation. The move led to a number of questions. Was it a

:14:31. > :14:34.wholesale change in policy, and what would it mean on the ground? The

:14:35. > :14:42.progressive Unionist party wants answers. I want clarification on how

:14:43. > :14:49.they are going to implement this. Every time we think someone is going

:14:50. > :14:50.to put a fight up, how do we do this? In a statement this afternoon,

:14:51. > :15:14.they said... The sequence of events this week has

:15:15. > :15:19.led to a lot of confusion around what is already a complex issue.

:15:20. > :15:23.Disagreements over flags are nothing new, but there is one thing which

:15:24. > :15:40.all sides agree on, the police can solve the problem on their own. --

:15:41. > :15:44.cannot solve the problem. We will be hearing from two of Northern

:15:45. > :15:49.Ireland's major champions. Join me live in Pinehurst.

:15:50. > :15:51.Many motorists, I'm sure, would admit to driving

:15:52. > :15:56.along bus lanes in Belfast when they are not supposed to.

:15:57. > :15:58.Well, avoiding a penalty could be more difficult in the future.

:15:59. > :16:00.Under new proposals, cameras may be put up

:16:01. > :16:03.and it could become a civil offence so motorists could be punished with

:16:04. > :16:06.a ?60 fine instead of the current ?30 fine.

:16:07. > :16:23.Bus lanes. Love them or loathe them they are here to stay. Many more

:16:24. > :16:26.have appeared on Belfast's roads in the past three years. At the

:16:27. > :16:29.moment, the police have responsibility for detecting the

:16:30. > :16:33.goals driving in bus lanes illegally, and now the Department of

:16:34. > :16:42.regional development is considering taking on that role, with plans to

:16:43. > :16:47.make it a civil offence. It has to be kept clear of those obstructions.

:16:48. > :16:53.At the moment, the resources are not there to do that effectively. This

:16:54. > :16:57.will hopefully make it much more rigorous. This bus lane is currently

:16:58. > :17:01.in operation, but in the past few minutes, I have witnessed a number

:17:02. > :17:04.of cars using it when they should not have been. A survey by the

:17:05. > :17:07.Department for regional development found that a

:17:08. > :17:08.Department for regional development vehicles are using bus lanes

:17:09. > :17:12.illegally, and that is something illegally, and that is something

:17:13. > :17:17.they want to crack down on. Promoters of sustainable transport

:17:18. > :17:23.are welcoming any moves to make travelling by bus a March octave

:17:24. > :17:27.option. Most people do comply with the legislation and stay in the

:17:28. > :17:30.lanes and don't go in the bus lanes. Their frustration is that people are

:17:31. > :17:34.doing it and getting away with it were appearing to get away with it.

:17:35. > :17:38.I think these new measures will certainly rectify that, which is

:17:39. > :17:43.probably the biggest problem. Thus Lane cameras have been operating in

:17:44. > :17:47.Scotland since 2012, detecting more than 400 drivers a day. Would they

:17:48. > :17:53.be a good thing for the roads in Northern Ireland? On totally agree

:17:54. > :18:00.with it. It is hard enough driving through this town without having

:18:01. > :18:06.them. Car drivers are driving in the bus lanes and causing accidents. The

:18:07. > :18:13.motorist always suffers. Whether it is car tax or other fees, we will

:18:14. > :18:17.never win. It is not clear when we are likely to see bus Lane cameras

:18:18. > :18:21.here, but it is expected they will be in place before the induction of

:18:22. > :18:25.a rapid transportation system in 2017.

:18:26. > :18:26.We're used to hearing about thousands

:18:27. > :18:29.of people descending on outdoor music festivals in the summer.

:18:30. > :18:31.But this weekend, the hottest tickets are for a big

:18:32. > :18:34.outdoor gig that's marrying the worlds of rugby and country music.

:18:35. > :18:36.I don't think Nathan Carter has ever played the game,

:18:37. > :18:39.but he's performing at the City of Derry club for the first time,

:18:40. > :18:57.A big-name visitor to the club to help the next generation. And now

:18:58. > :19:00.A big-name visitor to the club to another big name to help secure the

:19:01. > :19:06.club for the next generation. Commercial sponsors were queuing up

:19:07. > :19:13.to ensure their wares around sports grounds, but sponsors went... This

:19:14. > :19:19.club has lost more than half its sponsorship. During the downturn we

:19:20. > :19:23.lost 6% of our sponsorship from local businesses over the last five

:19:24. > :19:28.years. It is imperative to our survival and to the project that we

:19:29. > :19:37.are interested in. But all is not lost. One helping hand leaves the

:19:38. > :19:41.stage and another enters. There is something different to me about the

:19:42. > :19:47.atmosphere of an outdoor gig, especially if the weather is good.

:19:48. > :19:54.The people really want to get into it. The rugby club and its partner

:19:55. > :19:59.in this promotion will hope for a financial windfall, went up to 5,000

:20:00. > :20:01.fans come to these grounds tomorrow. On a day when sports and country

:20:02. > :20:12.singing will play in harmony. Next to North Carolina and

:20:13. > :20:15.the second round of the US Open. Graeme McDowell and Rory McIlroy

:20:16. > :20:17.were well placed up Stephen Watson is watching

:20:18. > :20:30.today's play. Thank you. Like the entire US Open,

:20:31. > :20:34.they have lots of work to do if they are to catch the runaway leader from

:20:35. > :20:41.Germany. He now leads this tournament by seven shots. Graeme

:20:42. > :20:45.McDowell is in second place. He has just teed off alongside Rory McIlroy

:20:46. > :20:53.was up they are hoping for big performances today. He has obviously

:20:54. > :20:56.gone out there in the afternoon and played incredibly well and continued

:20:57. > :21:00.that this morning. Just have to ignore what he is doing. I'd have to

:21:01. > :21:06.focus on my game plan this afternoon and try to play well. Hopefully take

:21:07. > :21:11.a few opportunities and stay hanging around for the weekend. There is a

:21:12. > :21:15.lot of golf to play. This course is going to get harder and harder. You

:21:16. > :21:19.cannot go pushing. I have to go on and play as well as they can. The

:21:20. > :21:23.temperature is starting to get really hot again this afternoon, so

:21:24. > :21:29.it is a case of trying to be patient. There was a little bit of

:21:30. > :21:36.overnight rain again. The heat is getting up there. The green will

:21:37. > :21:39.start to dry out. You have just got to be smart. There are some chances

:21:40. > :21:45.out there but you have to be smart the rest of the time. Even though I

:21:46. > :21:49.am going to start behind the lead, even though you are trying to get

:21:50. > :21:52.closer, you have to stay patient, because if you start being too

:21:53. > :21:57.aggressive on this course you could lose your way very quickly, and pars

:21:58. > :22:01.are good around here, the odd birdie here and there, and it will be right

:22:02. > :22:05.there for the weekend. It is a case of looking at the second place man.

:22:06. > :22:10.Exactly. Martin seems to be playing really well for the just continued

:22:11. > :22:15.from what he did yesterday. I'm it what it is like to be in that

:22:16. > :22:19.position. It is a good place to be. He is playing really solid and

:22:20. > :22:23.handling it well. There is still a lot of golf left in a lot of things

:22:24. > :22:24.can happen. Unfortunately, it looks like Darren Clarke will miss the

:22:25. > :22:29.halfway cut. Just a few weeks ago

:22:30. > :22:31.a serious leg injury threatened to end Conor McManus's season,

:22:32. > :22:33.but Monaghan's Gaelic Football captain has gone to extraordinary

:22:34. > :22:36.lengths to get back to fitness for this Sundays Ulster championship

:22:37. > :22:49.quarter final against Tyrone. It has been sporting life in the
