:01:29. > :01:30.are not dealing with specific parades are protests in these

:01:31. > :01:36.discussions and I want to make that absolutely crystal clear. Despite

:01:37. > :01:41.those comments, politicians are all too aware that the talks will resume

:01:42. > :01:43.tomorrow morning very much under the shadow of the expected Parades

:03:23. > :03:26.by police about alleged breaches of Parades Commission rulings.

:03:27. > :03:31.The bandsmen attended the station voluntarily and were not arrested.

:03:32. > :03:33.A teenager who has anorexia has criticised treatment

:03:34. > :03:37.at our only Child and Adolescent Mental Health Unit.

:03:38. > :03:41.Aoife Boyle was admitted to Beechcroft in South Belfast in May

:03:42. > :03:44.but her parents were so alarmed at her treatment they discharged her

:03:45. > :03:58.I spoke to the Boyle family and to management at the unit.

:03:59. > :04:04.A teenage girl in crisis. Aoife Boyle had had eaten nothing in ten

:04:05. > :04:09.weeks when she was admitted to Beachcroft underweight and seriously

:04:10. > :04:13.ill. I hated every minute of it. It was like being in prison and not

:04:14. > :04:17.allowed to go anywhere. I could not stand as that was considered

:04:18. > :04:19.exercise. I could not walk anywhere by myself in case I harmed myself. I

:04:20. > :04:25.was told, if you do by myself in case I harmed myself. I

:04:26. > :04:29.you know what will happen, in a threatening way. The Boyle family

:04:30. > :04:37.feel they were excluded threatening way. The Boyle family

:05:14. > :05:24.treatment for eating disorders. The Karen -- they say they cannot

:05:25. > :05:27.Young boys would prefer to have a female and in terms

:05:28. > :05:29.of who is helping them, some people strike a particular

:05:30. > :05:32.relationship with staff and they feel more comfortable, but all

:05:33. > :05:35.of the staff are trained to deliver that in a safe and dignified way.

:05:36. > :05:37.In the end, the family discharged Aoife from hospital

:05:38. > :05:42.They're paying for private help, something that Aoife also believes

:05:43. > :05:44.This is all you think about constantly.

:05:45. > :05:58.Even if there is something coming up, like going out with

:05:59. > :06:12.Elderly people going without food and not being kept hydrated -

:06:13. > :06:15.those were allegations made to BBC Newsline by a whistleblower

:06:16. > :06:19.Today, they led to official criticism of the watchdog body

:06:20. > :06:25.that's meant to carry out inspections across Northern Ireland.

:06:26. > :06:29.Now the independent watchdog body , the RQIA, has been told it should

:06:30. > :06:40.Our health correspondent Marie-Louise Connolly reports.

:06:41. > :06:43.It was here at Cherry Tree Nursing Home that

:06:44. > :06:45.a former care worker alleged basics like feeding and toileting were

:06:46. > :06:49.But she said it wasn't just staff who ignored the basics.

:06:50. > :06:50.In fact, the regulators ignored her complaints,

:06:51. > :06:53.leaving her with no option but to become a whistleblower.

:06:54. > :06:55.Nine years on and a review confirms that the

:06:56. > :06:58.This latest review focussed on how the RQIA responded to

:06:59. > :07:04.In its report, the review team said the regulator

:07:05. > :07:06.should have taken a more rigorous approach to enforcing care

:07:07. > :07:12.And that, despite repeated and multiple failings at the home,

:07:13. > :07:17.enforcement action was taken on just three occasions in eight years.

:07:18. > :07:21.The team said the RQIA's inspection reports gave little assurance that

:07:22. > :07:25.what was wrong at Cherry Tree had been properly addressed.

:07:26. > :07:29.In their recommendations, the report?s authors said the RQIA

:07:30. > :07:33.should review its enforcement policy for nursing homes like Cherry Tree.

:07:34. > :07:37.That it could consider the recruitment of assessors with

:07:38. > :07:40.care home backgrounds to take part in inspections.

:07:41. > :07:42.And that there should be greater support and protection

:07:43. > :07:48.The BBC's investigations on nursing homes has triggered the question -

:07:49. > :08:00.is the regulator tough enough on those who breach regulations?

:08:01. > :08:12.You can drive a relationship rebuilding the big steak or through

:08:13. > :08:21.-- the big steak or through mutual engagement. We believe in both.

:08:22. > :08:24.Last year, Elizabeth Calvert told the BBC how she found her

:08:25. > :08:28.She said families shouldn't have had to wait this long for answers.

:08:35. > :08:38.The owners of Cherry Tree said that while the

:08:39. > :08:40.report's recommendations do not deal with Cherry Tree House specifically,

:08:41. > :08:42.the report provides useful insight into our own shortcomings.
