:00:07. > :00:12.The First Minister Peter Robinson says the Stormont institutions have

:00:13. > :00:15.been put under threat by today's ruling by the Parades Commission.

:00:16. > :00:18.It barred the Orange Order from returning along part of the Crumlin

:00:19. > :00:24.The decision led to unionists walking out of talks on flags,

:00:25. > :00:28.parades and the past which only began yesterday and

:00:29. > :00:40.Stormont this morning, and Day two of the talks aimed at resolving

:00:41. > :00:46.differences over parades, flags in the past. Inside the committee room,

:00:47. > :00:51.the different delegations met to discuss the issues. Former IRA

:00:52. > :00:55.leaders and a senior official in the Orange Order amongst them. Within 20

:00:56. > :00:58.minutes of these pictures, the two main Unionist parties worked out

:00:59. > :01:02.after learning that the Parades Commission had ruled that the rift

:01:03. > :01:07.on Orange parade could not go past the Ardoyne shops. The Alliance

:01:08. > :01:13.leader and Justice Minister was very far from being impressed. I am

:01:14. > :01:17.horrified and disgusted by the behaviour of the DUP and Ulster

:01:18. > :01:20.Unionists. They talked about the importance of these talks to resolve

:01:21. > :01:25.outstanding issues which played community. Now win today, unrelated

:01:26. > :01:32.to the business in the talks, they have out. In doing so, they have

:01:33. > :01:36.left us with further problems and are raising tensions on the streets.

:01:37. > :01:44.It will be a fraught couple of weeks. If everybody within society

:01:45. > :01:48.who once the peace process to succeed comes together and makes it

:01:49. > :01:52.absolutely clear that violence can have no part whatsoever in how we go

:01:53. > :01:55.forward over the next couple of weeks, that would be a good start.

:01:56. > :02:03.It is about people showing leadership. The two main Unionist

:02:04. > :02:07.parties at Stormont say they want to see a peaceful and lawful reaction

:02:08. > :02:12.to the Parades Commission ruling. But the First Minister had this to

:02:13. > :02:14.say about the future of devolution. Institutions have been put under

:02:15. > :02:19.threat by the behaviour of the Parades Commission and those who

:02:20. > :02:23.threaten the Parades Commission. It is up to us to seek a peaceful

:02:24. > :02:27.response and we trust that along the line people will recognise the

:02:28. > :02:31.importance of having respect and tolerance for the cultural

:02:32. > :02:34.expression of our tradition. And that violence will no longer be

:02:35. > :02:39.allowed to be the determining factor when decisions are taken. Unionist

:02:40. > :02:44.parties said there will be a graduated response to the ruling.

:02:45. > :02:45.After the walk-out today, tomorrow's meeting in Dublin has now

:02:46. > :02:49.been spawned. -- postponed. Orangemen and their supporters are

:02:50. > :02:51.furious at today's ruling It has also raised tensions in the

:02:52. > :03:06.interface area around Ardoyne shops. The lodges are allowed down the

:03:07. > :03:10.Crumlin Road past Ardoyne shops and a 12 morning. But once again, they

:03:11. > :03:16.are not allowed to parade back up the stretch of road in the evening.

:03:17. > :03:21.Last year, protests led to loyalist violence. However, in previous

:03:22. > :03:26.years, when the parade to did get up the Crumlin Road, there was violent

:03:27. > :03:30.protests from Republicans. Today's decision by the commission has

:03:31. > :03:35.angered Orangemen and supporters. There are longer term implications

:03:36. > :03:40.here. What has happened as tarnished the democratic system. I think it

:03:41. > :03:45.will affect how the institution and loyal orders interact with the

:03:46. > :03:50.democratic system. The commission said there had been significant to

:03:51. > :03:55.assess from the Orange Order on its approach to this parade. However, it

:03:56. > :04:01.also said that some within the order had called for a protest over last

:04:02. > :04:06.year's determination which resulted in violence and that undermined

:04:07. > :04:14.progress. I am totally dismayed. I cannot see how a democratic Parades

:04:15. > :04:18.Commission can take the threat of republican extremists over

:04:19. > :04:22.democracy. It shows violence wins over democracy. It is an absolute

:04:23. > :04:29.disgrace. The whole Protestant communities disgusted. Whether we go

:04:30. > :04:32.from here? They have got it right. There is no reason why the Orange

:04:33. > :04:36.Order should be marching through this community. We would ask

:04:37. > :04:41.political leaders to take that on board and give the alternative route

:04:42. > :04:45.the resources it needs to be viable. People, communities and groups will

:04:46. > :04:51.have decisions and choices to make. I need to be clear. We will uphold

:04:52. > :04:56.the role of law. We will uphold the Parades Commission determination.

:04:57. > :05:00.When you boil it down, the Parades Commission took the view that the

:05:01. > :05:03.potential for public disorder outweighed the significance of the

:05:04. > :05:10.12 parade being a road back-up the Crumlin Road. Today's ruling will

:05:11. > :05:15.increase tensions in an already volatile interface area.

:05:16. > :05:18.Earlier, the north Belfast MP Nigel Dodds joined me in the studio.

:05:19. > :05:21.I asked him exactly what his party meant by a graduated response to

:05:22. > :05:29.Well, what we will do is come together as a unionist community.

:05:30. > :05:33.The Unionist family with a loyal orders, to prevent violence. We do

:05:34. > :05:40.not want violence on the streets and get everyone to remain calm. To

:05:41. > :05:44.follow through a plan of action which will involve Unionist leaders,

:05:45. > :05:49.Unionist political parties of political suasion -- all political

:05:50. > :05:56.persuasions. We have made it clear that... As a first step, we will not

:05:57. > :06:00.engage with people about parades, flags in the past who are not

:06:01. > :06:04.sincere, who are hypocritical and hiding behind the threat of

:06:05. > :06:10.violence. Is this political leadership to walk out of talks and

:06:11. > :06:15.increase on Saturday and tension? -- uncertainty and tension? The tension

:06:16. > :06:17.has been caused by the Parades Commission.

:06:18. > :06:19.49 police officers were injured in three days

:06:20. > :06:21.The Secretary of State Theresa Villiers said that

:06:22. > :06:31.The scenes from last year were utterly unacceptable. They were

:06:32. > :06:33.shocking. They saw many police officers injured and that is one of

:06:34. > :06:40.the major reasons why it is essential that the law is updated.

:06:41. > :06:44.That everyone in positions of leadership calls for a moderate and

:06:45. > :06:45.temperate reaction to this determination.

:06:46. > :06:49.And the new Chief Constable George Hamilton will be live on The View

:06:50. > :06:52.after this news bulletin, giving his response to the day's developments.

:06:53. > :06:56.The promoter of next month's Garth Brooks concerts in Dublin says

:06:57. > :06:59.he's disappointed that the licences for two of the five

:07:00. > :07:02.shows at Croke Park have been rejected by the city's council.

:07:03. > :07:06.160,000 people bought tickets for the two concerts

:07:07. > :07:11.in question and many have already booked hotels and transport.

:07:12. > :07:13.Dublin City Council said the level of disruption to residents

:07:14. > :07:24.The concerts were organised by Aiken Promotions.

:07:25. > :07:32.It is devastating. How can go three shows... ? It was two consoles and

:07:33. > :07:36.then crawled into this massive event, five shows, that the whole

:07:37. > :07:43.world was talking about. -- it was to shows. He started getting

:07:44. > :07:46.excited. What started as a simple show became this monster.

:07:47. > :07:49.Football now and in tonight's Europa League first round, four

:07:50. > :07:52.Linfield won their away match against

:07:53. > :07:59.At Seaview, Crusaders won 3-1 against FK Ekranas of Lithuania.

:08:00. > :08:02.Derry City beat Aberyswyth Town 4-0 at the Brandywell.

:08:03. > :08:04.And in the last game to finish tonight, Hafnarfjordur from Iceland

:08:05. > :08:17.Looking ahead to tomorrow and the weekend weather with Angie.

:08:18. > :08:22.We have a spell of wetter weather heading our way but at least in the

:08:23. > :08:28.first part of the night it is mainly dry. That changed at to take place

:08:29. > :08:31.in the second half of the night. The diesel pick-up from the south and

:08:32. > :08:39.clip will thicken to bring spells of rain, particularly in the north and

:08:40. > :08:43.west. -- the breeze picks up. Into tomorrow, things will eventually

:08:44. > :08:47.improve for most of us. It is not getting off to a great start. That

:08:48. > :08:50.rain and brisk winds extending across all parts through the

:08:51. > :08:55.morning, it and even in the rush hour, we can see persistent spells

:08:56. > :08:57.of rain in places. It will be pretty unpleasant out and about on the

:08:58. > :08:59.of rain in places. It will be pretty unpleasant out and about roads in

:09:00. > :09:03.the morning and visibility might be a bit of an issue as well a surface

:09:04. > :09:07.water and spray. That band of wet and windy weather extends from the

:09:08. > :09:11.Republic of Ireland into the north and west of Scotland. Little energy

:09:12. > :09:19.stores into the IBC to affect parts of north-west England, North West

:09:20. > :09:22.Wales and parts of England. The best sunshine is in the south-east. The

:09:23. > :09:29.very one day and temperatures could be heading up to 27 Celsius. -- warm

:09:30. > :09:33.day. Try when starts to move into the West of Ireland and we will see

:09:34. > :09:37.drier weather moving to the north of Ireland as well. It could be the

:09:38. > :09:40.afternoon before we see the rain bleeding from the East. The evening

:09:41. > :09:45.might be a bit brighter. Low pressure remains in charge to the

:09:46. > :09:47.north of us as we head into the weekend. Although there will be

:09:48. > :09:49.priced spells around, they will also be showers. They could be heavy and

:09:50. > :09:50.thundery. News Online and Radio Ulster can

:09:51. > :09:56.keep you up to date until then. When Barbara and I

:09:57. > :10:09.started the Review, we were seeking to examine

:10:10. > :10:12.the workings and the truthfulness

:10:13. > :10:16.of establishments.
