:00:11. > :00:15.review into the letters issued to Republican On The Runs has found the

:00:16. > :00:19.The Prime Minister commissioned a review led by Lady Justice Hallett

:00:20. > :00:21.after the First Minister Peter Robinson threatened to resign.

:00:22. > :00:24.The report found the letters were not an "amnesty" but there were

:00:25. > :00:27."significant systemic failures" in how the scheme operated.

:00:28. > :00:39.The collapse of John Downey's trial Vincent Kearney reports.

:00:40. > :00:43.The collapse of John Downey's trial sparked Unionist rage. There were

:00:44. > :00:46.claims of a secret deal to give IRA members and the steeds. The first

:00:47. > :00:51.minister threatened to withdraw from the Assembly unless there was an

:00:52. > :00:56.enquiry. I am not prepared to be the ahead of the government that was

:00:57. > :01:00.kept in the dark in this way. I wonder to be full disclosure, for

:01:01. > :01:05.the people to know what has gone on. Lady Justice Hallett was --

:01:06. > :01:09.appointed to conduct a review into Republicans being told they would

:01:10. > :01:14.not wanted by the police. In her reports today, she said the scheme

:01:15. > :01:19.was unprecedented and flawed but was not unlawful and did not give

:01:20. > :01:23.terrorist suspect an amnesty. That point was reinforced by the

:01:24. > :01:26.Secretary of State at the House of Commons.

:01:27. > :01:30.Lady Justice Hallett is very clear. She concludes that the scheme did

:01:31. > :01:36.not amount to an amnesty for terrorist suspects. They were not

:01:37. > :01:41.handed a get out of jail free cards. I repeat again today to the people

:01:42. > :01:45.holding these letters, they will not protect you from arrest or

:01:46. > :01:49.prosecution. Should the police succeeding gathering sufficient

:01:50. > :01:52.evidence, you will be subject to due process of the law.

:01:53. > :01:56.The judge also rejected allegations that the scheme was a secret deal.

:01:57. > :02:01.The report says the scheme was kept below the radar due to its little

:02:02. > :02:05.sensitivity, but it would be wrong to characterise it as secrets. The

:02:06. > :02:08.report says dozens of police officers, prison officers and

:02:09. > :02:14.politicians must have known that some kind of scheme was operating.

:02:15. > :02:18.It out that an interested party had kept a close eye on developments in

:02:19. > :02:21.Westminster and the press. They may have appreciated their was some kind

:02:22. > :02:25.of scheme is not the precise details. John Downey's trial

:02:26. > :02:29.collapsed because he was wrongly told he was not wanted by the

:02:30. > :02:33.police. The report says the PSNI was to blame for that the stake and for

:02:34. > :02:36.not rectifying it when it later became aware that he was wanted in

:02:37. > :02:40.connection with the Hyde Park bombing. The judge says nothing in

:02:41. > :02:46.law or logic explains that these feelings -- failings. The report

:02:47. > :02:51.says that two other letters were sent by mistake. In a statement,

:02:52. > :02:58.Chief Constable repeated an apology from the PSNI. Ella Max Lady Justice

:02:59. > :02:59.Hallett does not offer a view on weather the letters sent should now

:03:00. > :03:01.be rescinded. She said that decision should be

:03:02. > :03:04.taken by the Secretary of State. The brother of one of the victims of

:03:05. > :03:08.the Hyde Park bombing has said the On The Run scheme should have been

:03:09. > :03:12.dealt with in a much more open way. 23 year old Anthony Daly was one

:03:13. > :03:23.of four soldiers murdered I think when you have bad lack of

:03:24. > :03:32.transparency, it leads to conspiracy as opposed to -- on a monumental

:03:33. > :03:35.scale. This was purely an scheme telling people who would not wanted

:03:36. > :03:40.that they were not wanted, if it had been done properly. If there was no

:03:41. > :03:42.reason to hide, I don't understand why it was not dealt with more

:03:43. > :03:46.transparently. Mark Devenport reports

:03:47. > :03:55.on political reaction here. Peter Robinson threaten to design if

:03:56. > :04:00.a judge was not appointed to get to the bottom of the on-the-runs

:04:01. > :04:03.scandal. Now the report is complete, if you satisfied?

:04:04. > :04:08.There is a heavy criticism of the Northern Ireland office for the

:04:09. > :04:14.systemic failures and I conclude very readily from my point of view

:04:15. > :04:19.that this scheme was wrong in principle and shambolic in practice.

:04:20. > :04:28.Both Unionist leaders claimed that the report claims their view --

:04:29. > :04:34.backs up their view that the on-the-runs scheme was a clandestine

:04:35. > :04:36.manoeuvre by the government. Lady Hallett said the scheme was

:04:37. > :04:42.very involved. It was done through the process of the British Attorney

:04:43. > :04:47.General and the bps. Far from it being secrets, she also notes that

:04:48. > :04:53.Sinn Fein on a continuous basis have pushed for a public manifestation of

:04:54. > :04:57.dealing with the issue of on-the-runs. It was raised on a

:04:58. > :05:00.continual basis. Old men Unionist parties insisted

:05:01. > :05:04.that they would not negotiate about the legacy of the Troubles until

:05:05. > :05:08.after the report was published. Since then, they have both walked

:05:09. > :05:12.out of interparty talks over the parading issue. Even though we have

:05:13. > :05:16.this issue -- this report, it is not clear which way the political

:05:17. > :05:22.process will go in the coming weeks. Whatever happens, there is still a

:05:23. > :05:26.responsibility of the five Executive parties to deal with the three

:05:27. > :05:30.outstanding issues. We cannot move forward as a society unless we

:05:31. > :05:34.resolve issues dealing with flags and parades and, most particularly,

:05:35. > :05:39.dealing with the issues of the past. Until we do that, we will not be in

:05:40. > :05:40.a position to take this society forward

:05:41. > :05:45.Alliance and the Nationalists want interparty talks to resume as soon

:05:46. > :05:48.as Sybil, but Peter Robinson says if negotiations ever recommends, they

:05:49. > :05:51.must not be an attempt to browbeat Unionists into accepting the Haass

:05:52. > :05:58.proposals they have already rejected.

:05:59. > :06:01.Today was the last day you could tax your car or get a driving licence

:06:02. > :06:06.by going to a local office of the Driver and Vehicle Agency. The

:06:07. > :06:09.The change has cost about three hundred people here their jobs,

:06:10. > :06:13.Unions say that their arguments for keeping the offices here were

:06:14. > :06:28.I have reticulated all the arguments, highlighted all the

:06:29. > :06:34.issues. We have made our case to retain the service here, to keep

:06:35. > :06:36.those jobs. Yet they really dismiss the case, they dismissed the

:06:37. > :06:39.argument. In doing that they really dismissed Northern Ireland, the

:06:40. > :06:40.people of Northern Ireland. Golf now and Rory McIlroy leads

:06:41. > :06:43.the Open golf championship by one He recorded a a first round of

:06:44. > :06:58.six under par at Royal Liverpool. Delighted with his day's works, Rory

:06:59. > :07:03.McIlroy headed to the clubhouse after a memorable opening round. He

:07:04. > :07:06.had reduced a near flawless exhibition of golf -- produced.

:07:07. > :07:16.Showing some of the form which has already helped him captured two

:07:17. > :07:21.major championships. The Hollywood man has his ice firmly fixed on

:07:22. > :07:30.another. He broke in six effortless Birdy pats. Even when he found

:07:31. > :07:35.trouble, his magical touch did not let him down.

:07:36. > :07:36.trouble, his magical touch did not Any time you can show it

:07:37. > :07:40.trouble, his magical touch did not bogey free round in the first day,

:07:41. > :07:44.you are going to take it. I'm really happy with that. It sets me up for a

:07:45. > :07:48.great week. The challenge for tomorrow is to try

:07:49. > :07:51.to end a string of disappointing performances.

:07:52. > :07:54.And in football there were three games tonight in the Europa League

:07:55. > :07:58.Linfield had a one-nil victory over AIK of Stockholm at Mourneview Park

:07:59. > :08:05.Derry City lost one nil to Belarussian side Shakhtyor Salihorsk

:08:06. > :08:11.Crusaders went down 4-nil in Stockholm to Bromma Poykarna.

:08:12. > :08:14.Now here to tell us if the good weather is likely to

:08:15. > :08:24.Good evening. The weather is going to turn unsettled over the next

:08:25. > :08:31.couple of days, with showers and the risk of thunder. No such problems

:08:32. > :08:35.tonight, a dry nights. Quite warm with temperatures slow to fall and

:08:36. > :08:40.may not drop lower than 15 degrees. A fairly madly nights. That will

:08:41. > :08:46.mean a human to feel to the air tomorrow. Humid air often means the

:08:47. > :08:48.risk of thundery showers. In the morning, many places dry with

:08:49. > :08:55.sunshine, especially towards the north coast. The showers low in from

:08:56. > :08:59.the east. To the south, and fair chance of some thundery downpours.

:09:00. > :09:03.In the Irish midlands, there will be some sunshine in between with

:09:04. > :09:06.temperatures reaching the mid-20s. Plenty of orange on the map due to

:09:07. > :09:13.the high temperatures across many areas of England. The low 30s, he

:09:14. > :09:16.really sticky day apart -- across parts of south-east England. Only

:09:17. > :09:20.the mid-teens out towards north-east Scotland. Quite a contrast from

:09:21. > :09:24.north to south. Northern Ireland is falling in the middle. Temperatures

:09:25. > :09:31.in the low 20s across parts of the West. Not just as warm as today but

:09:32. > :09:35.quite humid and sticky at times. Showers around which could be heavy

:09:36. > :09:38.and thundery in places, with the risk of lightning. To look towards

:09:39. > :09:43.the East Coast with an easterly breeze. Saturday, not so many

:09:44. > :09:46.showers around. Some dry and bright weather. There is the risk of some

:09:47. > :09:47.thundery showers towards the east coast. Some sharp showers around on

:09:48. > :09:51.Sunday but also some warm sunshine. You can keep up to date with

:09:52. > :09:54.News Online and follow this from the top of our heads

:09:55. > :10:15.to the edge of space. But in those few miles lies one of

:10:16. > :10:20.the greatest wonders of the world.
