:01:03. > :01:09.The DUP plan to use some of the money clawed back this

:01:10. > :01:13.quarter to meet those penalties met a brick wall.

:01:14. > :01:17.Sinn Fein refused and now the parties have compromised by parking

:01:18. > :01:22.the problem until the next quarterly budgets in October and January.

:01:23. > :01:25.The deal has not come a moment too soon for some of those

:01:26. > :01:31.At one point the failure to agree a budget was said to have jeopardised

:01:32. > :01:35.funding for the Historical Abuse Inquiry and there were claims that

:01:36. > :01:44.free public transport for pensioners was at risk.

:01:45. > :01:52.The Finance Minister Simon Hamilton is facing a budget deficit

:01:53. > :01:56.His solution is to make cuts of 2% across all departments,

:01:57. > :02:03.The main parties seem as divided as ever.

:02:04. > :02:06.Penalties were to be imposed as part of this monitoring round.
