:00:28. > :00:40.Here's our South West reporter Julian Fowler.

:00:41. > :00:44.People gathered at the gates of the quarry as they have done for the

:00:45. > :00:46.last three weeks. But feelings of fear

:00:47. > :00:48.and anger were replaced by relief. They held an ecumenical service

:00:49. > :00:50.celebrating the decision The Environment Minister said he was

:00:51. > :01:06.taking a precautionary approach. I have listened to many people over

:01:07. > :01:10.this past period of time who have raised numerous concerns, chiefly

:01:11. > :01:17.around the hydrology in the Fermanagh area. That remains a key

:01:18. > :01:20.concern for me. It is one we have not seen conclusive evidence that

:01:21. > :01:24.there will not be an impact on, therefore in the absence of that

:01:25. > :01:28.evidence I have no option other than to ask for an environmental

:01:29. > :01:29.statement. If Tamboran want to drill here to

:01:30. > :01:33.find out how much shale gas is in the rock, they will now need to

:01:34. > :01:47.apply for full planning permission - It is a great relief that the

:01:48. > :01:50.Minister has made the decision. It is the first time we will have the

:01:51. > :01:55.opportunity to be consulted. It is of grave concern to the local

:01:56. > :01:58.community. The fact that we have to go through the planning process with

:01:59. > :01:58.the impact assessment will delay the project up

:01:59. > :02:02.Tamboran Resources said it was deeply concerned

:02:03. > :02:07.at the minister's decision and is reviewing its position.

:02:08. > :02:10.A major emergency operation swung into action on Strangford Lough this

:02:11. > :02:16.afternoon after a sudden squall hit a world championship boating event.

:02:17. > :02:19.Initial reports suggested scores of people were in the water

:02:20. > :02:36.87 boats were taking part in this boating event on Strangford Lough

:02:37. > :02:43.when a squall, bad weather, came in very quickly. Around 20 competitors

:02:44. > :02:48.ended up in the water. Some of the GP 14s capsized. This is not

:02:49. > :02:55.unusual. The crew are all trained on how to write the boats. A stronger

:02:56. > :03:00.squall registered 37 knots following the first, capsizing a further

:03:01. > :03:05.number of the fleet. The inshore lifeboat was tasked quickly along

:03:06. > :03:08.with coastguard teams. They were on the scene quickly and able to

:03:09. > :03:13.establish how many people were in danger and who were safe. Two

:03:14. > :03:18.helicopters were involved as with the police, the fire service and the

:03:19. > :03:21.ambulance service. The Ulster Hospital declared a major incident

:03:22. > :03:27.in preparation for receiving patients but few needed hospital

:03:28. > :03:32.attention. The operation is over and in the end very few people needed

:03:33. > :03:36.medical attention. Only two people had to go to hospital. One with a

:03:37. > :03:39.suspected broken wrist, the other with an injured knee.

:03:40. > :03:43.The Health Minister's told the BBC he can see merit in the idea

:03:44. > :03:45.of charging people who end up in Accident and Emergency

:03:46. > :03:50.It comes after a number of deaths which have been linked to waiting

:03:51. > :03:54.As Chris Buckler now reports, there has been mixed a reaction

:03:55. > :04:04.The NHS is a service under pressure. Waiting times are a constant worry

:04:54. > :04:58.trolleys either waiting for treatment or waiting to be admitted.

:04:59. > :05:03.That has caused a blockage in the system. The pressure tends to be

:05:04. > :05:07.greatest at the weekend when alcohol inevitably contributes to the

:05:08. > :05:10.numbers at hospital. It has led some to call for a debate about charging

:05:11. > :05:15.people who end up needing treatment as a result of drink or drugs. The

:05:16. > :05:21.principle of it has merit. We already charge people, insurance

:05:22. > :05:28.companies for example, for people who have come in as a result of road

:05:29. > :05:33.traffic collisions, etc. There is an ability to make money from various

:05:34. > :05:37.sources. It is not something wholly alien to the system. The suggestion

:05:38. > :05:41.of making people pay is controversial but there was some

:05:42. > :05:47.support for it in Belfast. If you are going in drug it is self

:05:48. > :05:51.afflicted. Fair enough, because they are taking the time of the doctors.

:05:52. > :05:57.Health services in our bad when something has to be done but I do

:05:58. > :05:57.not about charging. -- the health services in a bad way. And are

:05:58. > :06:05.always difficulties when services in a bad way. And are

:06:06. > :06:07.change to the principle of the health service being free for all.

:09:16. > :09:19.autumnal the further north you are. Tomorrow looks as though the brunt

:09:20. > :09:24.of the showers will be towards the north coast. They will drift further

:09:25. > :09:29.south during the day. There will be a few scattered showers.

:09:40. > :09:43.will stay with us and so will be showers. Bright and sunny where

:09:44. > :09:47.where as well and temperatures up to 19 degrees. For Thursday and Friday

:09:48. > :09:51.things will settle down for plenty of dry and bright weather and

:09:52. > :09:55.temperature is hopefully a little bit as well.
