:00:00. > :00:00.That is all from the BBC News at 6.00pm. So goodbye from me

:00:00. > :00:30.A major rescue operation as a sudden squall hit an international sailing

:00:31. > :00:32.event on Strangford Lough. I will have the latest.

:00:33. > :00:35.A sporting sensation - the plaudits pour in for Rory McIlroy after

:00:36. > :00:41.Should drunks and drug users have to pay for going to casualty?

:00:42. > :00:44.The health minister says it's worth thinking about.

:00:45. > :00:45.The Environment Minister rejects a plan to drill

:00:46. > :00:55.And ex-tropical storm Bertha may have cleared away but she's

:00:56. > :01:04.I'll have your weather details shortly.

:01:05. > :01:07.A big sail boat race in Strangford Lough today turned

:01:08. > :01:11.into a major emergency incident when a squall hit dinghies

:01:12. > :01:16.At one stage, reports suggested scores of people were

:01:17. > :01:23.The event, which involved around 100 14-foot-long dinghies, was taking

:01:24. > :01:27.place a couple of miles north of Killyleagh, near Taggart Island,

:01:28. > :01:33.Two helicopters and lifeboats were scrambled to the scene.

:01:34. > :01:46.Our reporter Eunan McConville is there live with the latest.

:01:47. > :01:57.This was a GP14 event, a 2-person boat, and about 90 boats were

:01:58. > :02:03.underwater. The competitors' ages ranged from 16 until 60 and initial

:02:04. > :02:08.reports came through that as many as 80 people were in the water. That

:02:09. > :02:13.was not actually the case, they had been hit by bad weather, but those

:02:14. > :02:18.reports triggered a large-scale rescue operation. It is seven boats

:02:19. > :02:26.were taking part in this event on Strangford Lough went a squall, bad

:02:27. > :02:32.weather, came in quickly. Around 20 competitors ended up in the water.

:02:33. > :02:35.Some of the boats capsized. This is not unusual, crews are trained in

:02:36. > :02:41.how to write thereabouts, but a further stronger squall registering

:02:42. > :02:50.37 knots followed the first, capsizing a further number of the

:02:51. > :02:54.fleet. Coastguards got into action quickly and got onto the scene and

:02:55. > :02:58.established how many people were in danger and got them safe. Two

:02:59. > :03:03.helicopters were involved in the rescue operation, as were the

:03:04. > :03:09.police, Fire Service and ambulance. The Ulster Hospital declared a major

:03:10. > :03:14.incident but few patients actually needed hospital attention. This was

:03:15. > :03:18.a large-scale operation that lasted a few hours but it has now been

:03:19. > :03:22.scaled back. All the people who went in the water have been accounted

:03:23. > :03:25.scaled back. All the people who went and injuries involved are relatively

:03:26. > :03:34.taken to hospital, one with a suspected fractured wrist, the other

:03:35. > :03:37.with knee injury. The accident and emergency department is back to

:03:38. > :03:40.normal at the Oscar hospital and as you can see, the

:03:41. > :03:44.normal at the Oscar hospital and as much calmer than it was. It is

:03:45. > :03:53.obvious things are turning to normal there. It is returning to normal.

:03:54. > :03:58.One competitor spoke to a colleague and described it as a stir in a

:03:59. > :04:02.teapot. He said people who take part in these events are used to this

:04:03. > :04:08.sort of thing, they are trained to get in and out of the boat if it

:04:09. > :04:11.capsized as. They are wearing and have all the equipment that would

:04:12. > :04:17.defend them from the cold and that sort of thing, and this event is a

:04:18. > :04:30.four-day event and racing continues tomorrow morning. Now, it was a

:04:31. > :04:32.late-night glued to the television screen.

:04:33. > :04:35.And if you were unable to sit up into the wee small hours,

:04:36. > :04:37.then you've perhaps missed what Rory McIlroy described

:04:38. > :04:41.The world number one entered the USPGA as favourite, and once

:04:42. > :04:46.Rory burst into life in the final nine holes, and in doing so,

:04:47. > :04:56.It seems that he just cannot stop winning.

:04:57. > :05:00.This victory wasn't just about talent.

:05:01. > :05:07.It showcased Rory McIlroy's mental toughness.

:05:08. > :05:16.Just when it looked like victory was slipping away, like all great

:05:17. > :05:27.sportsmen, the best player on the planet produced a moment of magic.

:05:28. > :05:30.It's a magnificent shot, it really is.

:05:31. > :05:32.The resulting eagle kickstarted Rory's revival.

:05:33. > :05:36.And when the pressure was really on, he delivered,

:05:37. > :05:56.There were more yet heroics on the 17th.

:05:57. > :06:01.Ensuring that he stepped onto the final tee of the final day of the

:06:02. > :06:06.final major with a two shot lead. As darkness descended on Valhalla,

:06:07. > :06:20.the brightest star in golf tapped It is glory for a Rory in Kentucky.

:06:21. > :06:24.Happy being a two-time major champion coming into this year and

:06:25. > :06:29.all of a sudden I am a fourth time major champion and going for the

:06:30. > :06:36.career grand slam in 291 days, not that I'm counting, but it has been

:06:37. > :06:41.an incredible run of golf and I couldn't be more proud of myself or

:06:42. > :06:46.happier with where my game is at. Even at this early stage of his

:06:47. > :06:50.career, re-McIlroy is being compared to the greats of the game, and many

:06:51. > :06:56.of them had been paying tribute to his performance. Greg Norman said on

:06:57. > :07:00.Twitter out of darkness comes the brightest star in the future of

:07:01. > :07:07.golf. Congratulations, Rory, you seized the moment in time. And the

:07:08. > :07:15.most successful of them all, Jack Nicklaus, said Rory might even

:07:16. > :07:19.overhaul his total of 18 titles, but the current world number one wants

:07:20. > :07:25.to create his own legacy. I am trying to put all this talk aside

:07:26. > :07:31.every time it comes up, but Tiger and Jack are the two most successful

:07:32. > :07:36.players in our sport of all time and I am on a nice track at the moment,

:07:37. > :07:38.a nice pass, I still have a long way to go, but to be in their company at

:07:39. > :07:42.this age is very special. Rory will now take

:07:43. > :07:44.a few well-deserved days off, before the Manchester United fan

:07:45. > :07:46.will parade his silverware in front of the Old Trafford crowd ahead

:07:47. > :07:54.of their opening league fixture. Some high praise there are indeed

:07:55. > :08:00.from some real golfing greats. The County Down man's victories are

:08:01. > :08:02.having a real spin-off Mervyn Jess' report begins with

:08:03. > :08:05.the celebrations As darkness descended on Valhalla,

:08:06. > :08:09.Rory McIlroy lifted his fourth major, illuminated by the

:08:10. > :08:11.flashlights of the world's media. This morning, just a few hours

:08:12. > :08:14.after that victory, the Seniors team from his home club, Holywood,

:08:15. > :08:16.were competing against Dunmurry. Despite this putt, the Holywood men

:08:17. > :08:19.lost this particular match, but their spirits were still up

:08:20. > :08:31.after McIlroy's win in Kentucky. He played really well last night. He

:08:32. > :08:35.has been fantastic for the club because they in a father and son

:08:36. > :08:39.competition last Tuesday, the juvenile people around Holywood is

:08:40. > :08:43.unbelievable. He has given great encouragement.

:08:44. > :08:44.So how is the McIlroy factor affecting tourism

:08:45. > :08:47.Visiting golfers put more than ?22 million a year

:08:48. > :08:51.The average spend per day by a golfer is ?385,

:08:52. > :09:04.As well as the jewels in our crown like County Down, we have a real

:09:05. > :09:07.breadth in courses of abilities and budgets and there is so much more to

:09:08. > :09:09.do in Northern Ireland's other than play golf.

:09:10. > :09:11.At Holywood Golf Club today, some English visitors were preparing

:09:12. > :09:25.I come golfing to Ireland every year and Northern Ireland doesn't get the

:09:26. > :09:31.credit it deserves. People like or we are doing a fantastic job. In

:09:32. > :09:36.three or four years if he keeps going he will be top of the pile. In

:09:37. > :09:46.the next five years he will be an all-time great. There is no doubt

:09:47. > :09:49.that Rory McIlroy's success is attracting people, but one coat says

:09:50. > :09:56.getting people into the game at an early age has been a struggle. There

:09:57. > :10:00.is financial help there and pros are willing to coach kids and get them

:10:01. > :10:07.involved in golf and out playing, and just getting them to hit balls,

:10:08. > :10:14.even in an indoor area, is a start. Their re-McIlroy factor looks set to

:10:15. > :10:17.continue. I would say next to Bono, re-McIlroy is

:10:18. > :10:24.continue. I would say next to Bono, successful and well known face. If

:10:25. > :10:25.you go to the jungle you will find someone there who recognises Rory

:10:26. > :10:32.McIlroy. This staggering success someone there who recognises Rory

:10:33. > :10:38.re-McIlroy on the world stage has not just added bonus to his step but

:10:39. > :10:51.will also come as a massive boost to the game here in Northern Ireland.

:10:52. > :10:56.Still to come on the programme, after another day of destruction in

:10:57. > :10:59.the centre of Belfast, one trader says it's time to ban all parades

:11:00. > :11:01.and protests from the middle of the city.

:11:02. > :11:04.The Health Minister's told the BBC he can see merit in the idea

:11:05. > :11:06.of charging people who end up in Accident and Emergency

:11:07. > :11:11.There has been pressure on services in emergency departments

:11:12. > :11:14.and a number of deaths have been linked to waiting times.

:11:15. > :11:17.There has been mixed a reaction to Edwin Poots' comments.

:11:18. > :11:29.Waiting times are a constant worry and resources are often stretched.

:11:30. > :11:31.Hours and minutes can mean the difference between successful

:11:32. > :11:46.Colette's mother died at the Royal Hospital in Belfast

:11:47. > :11:51.And the trust later admitted that delays at the emergency department

:11:52. > :11:54.may have contributed to her death and for others.

:11:55. > :11:57.Even when she was seen after six hours, it was hours after

:11:58. > :11:59.that before she was scanned and then there were numerous issues.

:12:00. > :12:03.We often think maybe if we had made more of a noise in A, maybe

:12:04. > :12:21.And there have been months of problems,

:12:22. > :12:24.not just here but at A and health trusts across Northern Ireland.

:12:25. > :12:26.During the busy periods here in the emergency department,

:12:27. > :12:29.there have been patients lined up and down this room on trolleys,

:12:30. > :12:31.either waiting for treatment or waiting to be admitted, and that's

:12:32. > :12:36.New ways of working have been introduced to try to move patients

:12:37. > :12:38.out of A and into other departments quickly, and 40 extra

:12:39. > :12:43.I know people have to sit for hours waiting but it's just unfortunate

:12:44. > :12:46.and I think if there were more finances put in, I think it would be

:12:47. > :12:50.a better system and maybe get back to the way it was years ago.

:12:51. > :12:52.The pressure on emergency departments tend to be greatest at

:12:53. > :12:54.the weekend, when alcohol inevitably contributes to the numbers.

:12:55. > :12:57.It's led some to call for a debate about charging people

:12:58. > :13:01.who end up in hospital as a result of their own actions.

:13:02. > :13:08.We already charge people, insurance companies for example, for

:13:09. > :13:12.people who have come in as a result of road traffic collisions, etc, so

:13:13. > :13:20.there is an ability to recoup money from various sources, so it's not

:13:21. > :13:28.This suggested of making people pay the system.

:13:29. > :13:30.This suggested of making people pay is controversial but there was some

:13:31. > :13:35.support for it in Belfast. If you are going in there drunk,

:13:36. > :13:37.self-inflicted, you could avoid it. I think it's fair enough

:13:38. > :13:40.because it's not an accident and you're in accident and emergency

:13:41. > :13:43.taking the time of doctors. I know the service is

:13:44. > :13:45.in a bad way at the moment, something has to be done, but I

:13:46. > :13:49.don't know about charging for it. And there are always political

:13:50. > :13:50.sensitivities when people challenge the principle

:13:51. > :13:55.of free health care for all. An 18-year-old woman has died

:13:56. > :13:58.after a collision involving two cars It happened on the Portaferry Road

:13:59. > :14:01.shortly before 8:30pm. Two other people were taken to

:14:02. > :14:04.hospital for injuries which aren't Police have asked

:14:05. > :14:07.for anyone who was travelling on the road around the time

:14:08. > :14:14.of the collision to contact them. The Environment Minister's given

:14:15. > :14:16.the thumbs down to a plan to test The announcement came late this

:14:17. > :14:35.afternoon and our reporter Julian, what else has the Minister

:14:36. > :14:42.said? Town bored and moved onto this quarry two weeks ago. It wanted to

:14:43. > :14:47.drill a 750 metre deep borehole to test for shale gas. The process

:14:48. > :14:52.would not involve fracking and the company believed it could use

:14:53. > :14:54.permitted development rights but today the environment said the

:14:55. > :15:00.company must apply for full landing permission. He said he was taking a

:15:01. > :15:03.precautionary approach and he believed the work being carried out

:15:04. > :15:10.here could cause significant environmental damage. I have

:15:11. > :15:14.listened to many people over this past period who have raised numerous

:15:15. > :15:20.concerns, chiefly around the hydrology in the Fermanagh area, and

:15:21. > :15:24.that remains a key concern for me. It is one that we have not seen

:15:25. > :15:29.conclusive evidence there will not be an impact, and in absence of that

:15:30. > :15:36.evidence I have no option other than to ask for an environmental

:15:37. > :15:42.statement. Julian, what has the reaction been from locals?

:15:43. > :15:46.Protesters have maintained a permanent presence here at the

:15:47. > :15:51.quarry for the last three weeks and tonight they will hold an ecumenical

:15:52. > :15:55.service. There is a real air of celebration here but testers have

:15:56. > :16:03.also said their campaign will continue. The Minister has made the

:16:04. > :16:07.right decision. This is the first time we will have the chance to be

:16:08. > :16:11.consulted on this. This is something that is of grave concern to the

:16:12. > :16:14.local community and the fact we have to go through a full planning

:16:15. > :16:21.process with the environmental impact assessment may delay this up

:16:22. > :16:26.to a year. What about the company involved? Has it responded to the

:16:27. > :16:30.Minister's announcement? If it wanted to carry out the work you're

:16:31. > :16:35.at the quarry it must now apply for full planning permission and carry

:16:36. > :16:41.out an environmental statement and the community will be involved in

:16:42. > :16:45.that process. It may also decide to challenge the Minister's physician

:16:46. > :16:49.in the courts. In a brief statement tonight, the company said it was

:16:50. > :16:57.deeply concerned at the announcement and said it would be reviewing its

:16:58. > :17:00.position. Thank you, Julian. Now, under new management but a shock for

:17:01. > :17:07.within field as the new season gets under way. -- a shock for Linfield.

:17:08. > :17:10.Trade in Belfast city centre was down 70% yesterday as a result

:17:11. > :17:11.of disruption caused by a republican anti-internment

:17:12. > :17:16.One Belfast businessman says it's time to consider banning all marches

:17:17. > :17:19.and protests from the middle of the city.

:17:20. > :17:30.It's the not type of footfall city centre shops want.

:17:31. > :17:36.For the type of traffic. -- or the type of traffic.

:17:37. > :17:38.Little wonder, then, that so few shoppers stayed

:17:39. > :17:41.The parade went down Royal Avenue past Castlecourt shopping centre.

:17:42. > :17:44.The police managed to keep the republican marchers and loyalist

:17:45. > :17:56.It was over within 15 minutes, but the damage had been done

:17:57. > :18:04.Businesses in the city are losing money and patience.

:18:05. > :18:08.This restaurant was surrounded yesterday by police.

:18:09. > :18:12.The owners used to Twitter to try to let customers know they were still

:18:13. > :18:20.open in spite of the ring of steel, but it was too late.

:18:21. > :18:28.Our sales are hard, and the home restaurant is half as well. People

:18:29. > :18:35.do not come into town when there is that his presence. What is the

:18:36. > :18:40.solution? I think the answer for me and other traders are, can we not

:18:41. > :18:45.keep town out of protest parades? Go to Stormont, somewhere else, people

:18:46. > :18:52.have the right to protest, I am not getting involved in politics, but

:18:53. > :18:58.town should be a safe haven. Balancing politics and economics in

:18:59. > :19:02.Belfast is difficult. This was an example of how parades in the city

:19:03. > :19:07.can hurt trade. Business was done by 70% yesterday on the same week last

:19:08. > :19:13.year, that is not good and needs to be resolved. We respect the right of

:19:14. > :19:18.people to rate and protest but the risk and economic impact and people

:19:19. > :19:22.have to consider this. The policing bill alone run into tens of

:19:23. > :19:27.thousands of pounds. More than 500 officers were on duty. The bad

:19:28. > :19:31.weather meant it would never be a bumper day for business, but after

:19:32. > :19:38.that parade the city centre was virtually deserted. 24 hours later

:19:39. > :19:42.and Belfast is buzzing again. This city does have remarkable powers of

:19:43. > :19:47.recovery, but then again it has had plenty of practice over the years.

:19:48. > :19:50.Now, it was a busy weekend of sport that didn't really end

:19:51. > :20:07.There were a few bleary eyed sports reporters in the office this

:20:08. > :20:12.morning. What a payday firm Rory McIlroy and great to see those

:20:13. > :20:15.celebration shots. Here is a statistic, he is the third youngest

:20:16. > :20:21.player behind Tiger Woods and Jack Nicklaus to win or majors. There was

:20:22. > :20:23.also great company at Croke Park at the weekend.

:20:24. > :20:26.Three Ulster teams travelled to Croke Park at the weekend, but only

:20:27. > :20:29.one remains in the All-Ireland Championship, and that's Donegal.

:20:30. > :20:31.Their manager Jim McGuinness will now attempt what many are calling

:20:32. > :20:33.Mission Impossible, as Donegal take on Dublin for

:20:34. > :20:42.If Jim McGuinness was to leave Donegal to a third semifinal

:20:43. > :20:47.appearance in four years and his captain in top form. The Ulster

:20:48. > :20:54.champions were favourites and got off to a perfect start. However,

:20:55. > :20:56.there is a grit and determination about our

:20:57. > :21:01.there is a grit and determination relegation to division three. Just

:21:02. > :21:02.ask the Donegal team doctor. With eight minutes remaining, the

:21:03. > :21:06.unthinkable looked very eight minutes remaining, the

:21:07. > :21:10.Armagh took the lead. However, eight minutes remaining, the

:21:11. > :21:14.Donegal need their leader, he usually provides, and did so with

:21:15. > :21:20.the equalising point. One minute later, Patrick McBratney hit the

:21:21. > :21:26.winner. There was time for some late drama. Tony Kernan had a great

:21:27. > :21:31.afternoon but did this to go over. It drops short and Armagh were out

:21:32. > :21:39.of the championship, but will their manager be in charge next season? It

:21:40. > :21:43.is time to go behind the scenes and talk to the managing team and come

:21:44. > :21:45.to some resolution, but the most important thing is the progress in

:21:46. > :21:50.this team and that will important thing is the progress in

:21:51. > :21:53.no matter who is in charge. Monaghan had the task of taking on the

:21:54. > :21:59.defending champions in their backyard, and for 25 minutes Dublin

:22:00. > :22:04.looked rattled. But only for 25 minutes. Two goals in three minutes

:22:05. > :22:09.meant the game was effectively over at half-time, as Dublin cruised into

:22:10. > :22:14.the last four with 15 points to spare. The Monaghan manager is

:22:15. > :22:21.hopeful of remaining in charge in 2015. Obviously people in accounting

:22:22. > :22:28.make that decision but the process remained and the efforts they showed

:22:29. > :22:28.will not be affected. Dublin looked unbeatable but the risk at least one

:22:29. > :22:34.man who believes they very much are. Now, it was the opening weekend

:22:35. > :22:36.of the Irish League. Champions Cliftonville drew with

:22:37. > :22:38.Glentoran, but already a little bit of pressure

:22:39. > :22:41.on this man, new Linfield manager Warren Feeney, after

:22:42. > :22:52.his side lost 3-0 to Portadown. He won 46 caps for his country and
