:01:14. > :01:23.coming in inside the last hour. A competitor in

:01:24. > :01:25.the Ulster Rally has been killed. It happened this afternoon near

:01:26. > :01:27.Fivemiletown in County Fermanagh. Our reporter Chris Page

:01:28. > :01:42.joins us from the newsroom. Details still coming into us here.

:01:43. > :01:49.This crash happened on stage three of the Ulster Rally this afternoon.

:01:50. > :01:56.There are two competitors in each car and one was killed. As team-mate

:01:57. > :02:01.has been taken to hospital. Just explain, the cars set off at

:02:02. > :02:07.intervals and therefore there are no other cars involved. Rallying is

:02:08. > :02:13.normally thought of as one of the safer forms of motor racing. There

:02:14. > :02:18.are stringent safety procedures. Fatalities are rare but not unknown.

:02:19. > :02:26.Someone was killed in Scotland earlier this year and sadly there

:02:27. > :02:29.has now been a fatality this afternoon in County Fermanagh.

:02:30. > :02:40.Racing has been called off for the day.

:02:41. > :02:43.The Arts Council has told the groups it funds that they should

:02:44. > :02:47.make plans for cuts of up to 5% of their budgets for this year.

:02:48. > :02:49.As our arts correspondent Maggie Taggart reports, 37 bodies

:02:50. > :02:52.were told that it's the result of ?78 million-worth of cuts agreed by

:02:53. > :03:06.37 organisations which get the largest funding were called to a

:03:07. > :03:10.hastily arranged meeting at the Arts Council yesterday and told to

:03:11. > :03:20.prepare for cuts of at least 1.2%, with a number -- another 3.2%

:03:21. > :03:26.possible. We were told to submit the impact of

:03:27. > :03:32.that cuts to the Arts Council. For us, that means savings of ?8,000 in

:03:33. > :03:36.this financial year and it was a big shock to think that we had the

:03:37. > :03:45.security of a grant being awarded to ask back in March and then in August

:03:46. > :03:47.to find out that, no, that is not the amount we have been awarded up

:03:48. > :03:51.the role. Almost halfway through the financial

:03:52. > :03:59.year, organisations like these ones were told to work out how to save

:04:00. > :04:03.1.2% of their budgets. They were told the cuts were not potential but

:04:04. > :04:07.definite. The Arts Council says no decision has been made on the cuts

:04:08. > :04:12.and they will work to mitigate the effects on those affected.

:04:13. > :04:19.That was not what came across yesterday. That would be lovely if

:04:20. > :04:21.that was the case. They said it would get worse.

:04:22. > :04:37.It hit get -- big get... It is a big change to our plans for

:04:38. > :04:43.the evening. It also means looking closely at where our core funding

:04:44. > :04:46.and persistence. For example, have a lot for salaries and exhibition

:04:47. > :04:50.costs for the artists which comes from exhibition funding. We need to

:05:30. > :05:32.of a 22-year-old man at Belfast City Hospital more than a year ago.

:05:33. > :05:33.Sean-Paul Carnahan died in hospital five months

:05:34. > :05:38.after he sustained a brain injury having tried to take his own life.

:05:39. > :05:40.The details emerged at a preliminary inquest hearing into his death.

:05:41. > :05:57.Sean Paul Carnahan was admitted to Belfast City Hospital after he tried

:05:58. > :06:03.to take his own life. He was a regular user of so-called legal

:06:04. > :06:09.highs. He was left brain damaged. His mother warned about the dangers

:06:10. > :06:13.of legal highs. Don't touch that stuff. You wouldn't

:06:14. > :06:17.want to be left away Sean Paul was left.

:06:18. > :06:23.She believes her son was responding in hospital.

:06:24. > :06:34.Sean Paul was a happy code, the brilliant we share the, always

:06:41. > :06:44.with him which he then tried to commit suicide and ended up in

:06:45. > :06:48.hospital with a brain injury for five and a half months.

:06:49. > :06:53.Today following the preliminarily inquest hearing, she accused the

:06:54. > :07:00.hospital of not looking after her son properly.

:07:01. > :07:08.I believed that he committed suicide -- tried to commit suicide and so

:07:09. > :07:14.they give up on him. But that was my child. I had to watch my child die.

:07:15. > :07:22.Waste away in front of my eyes. When my child died, he was six feet and

:07:23. > :07:28.he died at five stone. I am traumatised by that. I thought when

:07:29. > :07:33.I was putting him into their care that he was getting better, not

:07:34. > :07:37.starved to death. At the hearing this morning, the

:07:38. > :07:38.solicitor confirmed she had made a complaint to

:07:39. > :07:45.solicitor confirmed she had made a alleged criminal negligence of

:07:46. > :07:49.doctors to her son. The coroner queried the allegation and asked

:07:50. > :07:52.doctors to her son. The coroner it constituted one of alleged

:07:53. > :07:58.criminal manslaughter. But the solicitors for the family in the

:07:59. > :08:03.Belfast trust agreed that it did. Tracy now says she wants a full

:08:04. > :08:13.inquiry into her son's death. I will fight for him. He is my son

:08:14. > :08:21.and I have to fight for him. In a statement, the Belfast trust

:08:22. > :08:24.says it offers its sincere sympathy but that it would be inappropriate

:08:25. > :08:29.to make any further comment with an ongoing process.

:08:30. > :08:31.The Catholic Primate, Cardinal Sean Brady, has confirmed

:08:32. > :08:34.that he offered his resignation to the Pope last month in anticipation

:08:35. > :08:38.During his 18 year period as Archbishop of Armagh he has had to

:08:39. > :08:42.deal with strong criticism of his and the church's handling of cases

:08:43. > :08:46.For more we're joined now by our Dublin correspondent,

:08:47. > :08:50.Shane, do we know whether the Vatican will

:08:51. > :09:05.Sources close to Cardinal Brady seem certain that the offer to resign

:09:06. > :09:10.will be accepted, if not within weeks then by the end of the year.

:09:22. > :09:30.named, Eamon Martin. They think the Catholic Church in Northern Ireland

:09:54. > :09:59.secrecy. We know that Father Smith then went onto to abuse dozens of

:10:05. > :10:06.there were calls for Sean Brady to stand down, including from the

:10:07. > :10:12.Deputy First Minister Martin McGuinness. He seems to acknowledge

:10:13. > :10:19.he was damaged when he said he would continue to lead to the church but

:14:57. > :15:00.happening and is important that we try to prevent those.

:15:01. > :15:03.It is prevention rather than cure. Very much about prevention and

:15:04. > :15:09.making sure people are aware what the big causes are and planning to

:15:10. > :15:13.prevent them. I know lifting heavy kerbstones was

:15:14. > :15:18.one concern. Manual handling injuries would be

:15:19. > :15:23.the major cause of nonfatal accidents within the industry but we

:15:24. > :15:28.are also looking at things like falls from height is which kills the

:15:29. > :15:34.most people in the industry. There have been too tragic fatalities

:15:35. > :15:37.recently. We are looking at asbestos and making sure people identify that

:15:38. > :15:44.it is present before they begin work and if it is present then deal with

:15:45. > :15:47.it properly. It comes back to planning, making sure people

:15:48. > :15:49.understand what the risks are, the identified and a deal with them

:15:50. > :15:55.before the begins. Is this being brought on by the fact

:15:56. > :16:00.that more money is going into construction than in recent years?

:16:01. > :16:03.We have seen an increase in the number of sites that are being

:16:04. > :16:13.reported to us in terms of work carried out and as a result of that

:16:14. > :16:16.we are seeing more people coming and -- coming into the industry. It is
