:00:41. > :00:45.I'm in Glasgow to look at the impact of the referendum result on Scotland

:00:46. > :00:52.Donegal beat the unbeatables to get the All Ireland final could

:00:53. > :01:06.It might not be much for some but there is a bit of rain on the way.

:01:07. > :01:10.When you look at the aftermath, it is difficult to believe that no one

:01:11. > :01:14.was seriously injured in this crash in County Tyrone this morning.

:01:15. > :01:17.52 people, most of them schoolchildren, escaped

:01:18. > :01:24.The bus and car collided on Omagh Road in Drumquin this morning

:01:25. > :01:34.as the children were heading to secondary schools in Omagh.

:01:35. > :01:41.It was the routine school run that almost ended in horror. The bus

:01:42. > :01:47.taking 48 pupils to, ended up on its side in this field. A car also

:01:48. > :01:53.involved in the crash at first was hard to see. The crash happened at

:01:54. > :01:55.around 8:20 this morning on the busy Omagh Road outside Drumquin. One

:01:56. > :02:02.young passenger described what happened. It was just like flashing

:02:03. > :02:07.before your eyes. I am sure everybody is just happy that we are

:02:08. > :02:12.here. I was not even worried about myself, I was right for everyone

:02:13. > :02:17.else and was checking they were OK. Around half the children were taken

:02:18. > :02:21.to the local hospital and the rest, including the bus driver and driver

:02:22. > :02:25.of the car, were taken to Altnagelvin hospital. Remarkably,

:02:26. > :02:30.nobody had serious injuries, but it was an anxious time for parents. My

:02:31. > :02:35.wife was at the scene earlier. I just went straight to the hospital.

:02:36. > :02:39.What are your thoughts, it must have been a terribly anxious time? You

:02:40. > :02:44.worry every time they go out the door but this'll have to go to

:02:45. > :02:48.school! An investigation to establish the cause of the crash is

:02:49. > :02:52.now underway. The one thing I do know is that on this stretch of the

:02:53. > :02:56.road, as traffic is coming towards, at that time of the morning and

:02:57. > :02:59.particularly when it was a bright morning, they would have been a

:03:00. > :03:05.little sun and whether this was a factor, I don't know. It is a fairly

:03:06. > :03:09.flat straight stretch of road and locals tell us that it is not an

:03:10. > :03:13.accident blackspot or anything. The priority now is for investigators to

:03:14. > :03:19.Hate crimes against East European immigrants over

:03:20. > :03:22.the weekend are being investigated by the police in north Belfast.

:06:47. > :06:51.but the debate is only just beginning about a redistribution

:06:52. > :06:59.As the dust settles on last week's results, BBC Newsline's Mark Simpson

:07:00. > :07:13.Good question, I think the truth is nobody knows what tomorrow will

:07:14. > :07:16.bring. All I can tell you is today in Scotland feels a little bit like

:07:17. > :07:21.the day after Christmas Day. Some are happy with what they got, some

:07:22. > :07:27.are unhappy and there have been a few family rows along the way.

:07:28. > :07:33.Today, right across Scotland, it has been a day of reflection. Scotland

:07:34. > :07:38.has given the rest of the UK a political headache. If it is not

:07:39. > :07:43.independence, how exactly should power be spread out? The more

:07:44. > :07:49.pressing problem for the Scots is how to reunite a nation divided

:07:50. > :07:58.into. The yes camp and the no camp. At the weekend, there was tension in

:07:59. > :08:03.the centre of Glasgow. 11 people were arrested. This was an isolated

:08:04. > :08:09.incident and not representative of the overall upliftment. Yes,

:08:10. > :08:15.disagreements, arguments that will always be together. I think a lot of

:08:16. > :08:20.these yes campaigners will not give up. We are quite happy people, we

:08:21. > :08:26.will live in the moment and we will get over it. We must make sure there

:08:27. > :08:29.is a positive outcome of the referendum and it looks as if there

:08:30. > :08:36.is a good opportunity for that across the call of the UK. But it

:08:37. > :08:40.is, located. Exactly which powers should Scotland get? Which powers to

:08:41. > :08:44.Northern Ireland want? Should England get some form of devolution?

:08:45. > :08:49.This Scottish academic says nothing will change soon. I don't think we

:08:50. > :08:56.are going to be quickly moving to a federal United Kingdom. As ever, it

:08:57. > :09:02.is a very slow moving incremental basis and Westminster is still

:09:03. > :09:06.retaining power within any new settlement that is offered. There is

:09:07. > :09:10.a large Irish committee in Glasgow and yesterday, many gathered to

:09:11. > :09:13.watch the all Ireland final. Most people here have a vote in the

:09:14. > :09:19.referendum and voted for independence. It is like losing a

:09:20. > :09:25.cup final. In two weeks time, we will have another go! That is

:09:26. > :09:29.basically at. It will take over ten years but the question is still in

:09:30. > :09:39.the table. Did you feel like a fraud putting any Scottish referendum

:09:40. > :09:44.Emilio Izaguirre I did because I was given the opportunity to so I took

:09:45. > :09:48.my chance. Scotland's rejection saved the union but it is a union

:09:49. > :09:55.that is facing a people. On both sides of the Irish Sea.

:10:09. > :10:17.is going to get a very polarised electorate and a long out -- long

:10:18. > :10:24.drawn out argument. They do look in danger of losing the referendum.

:10:25. > :10:28.Nobody ever promised them this but when the three party leaders came

:10:29. > :10:31.appear last week, the clear impression we were left with was

:10:32. > :10:35.that something was happening that were significant and would be coming

:10:36. > :10:40.down the line rather fast. That appears to be unravelling and if so,

:10:41. > :10:45.the 45% of the people who voted for a clean break from the UK and 25% of

:10:46. > :10:49.no voters who did so with these powers in mind and are going to be

:10:50. > :10:54.happy with some vague pledges around income tax and welfare reform. This

:10:55. > :10:57.is not going to go away. The rest of the UK is in the mix here injured in

:10:58. > :11:02.Northern Ireland, but might be on offer for it? Northern Ireland needs

:11:03. > :11:06.to be careful what it wishes for. Does it have the political cohesion

:11:07. > :11:12.and competence to do with a whole new raft of powers. What Westminster

:11:13. > :11:16.gives with one hand, it takes away with the other and given that the

:11:17. > :11:19.North has more public spending per head of population than anywhere

:11:20. > :11:24.else in the UK, that is a pretty big bug to balance. That is the latest

:11:25. > :11:27.from Scotland, we certainly live in interesting times.

:11:28. > :11:30.Following the Scottish vote, nationalists and unionists have

:11:31. > :11:33.clashed over whether there should be a border poll here.

:11:34. > :11:36.Devolution being the subject of the moment, the First Minister

:11:37. > :11:40.today confirmed the Department of Finance is preparing a paper

:11:41. > :11:46.examining the costs and benefits of devolving different taxes.

:11:47. > :11:53.Our political editor Mark Devenport is at Stormont this evening.

:11:54. > :12:03.This paper is not a an immediate response, it has been a longer piece

:12:04. > :12:07.that deals back to a pact that the executive had with David Cameron

:12:08. > :12:10.from June last year but what is interesting about what the First

:12:11. > :12:14.Minister said today was that he rammed through different kind of

:12:15. > :12:17.taxes and gave his view on it. Corporation tax, we know they agree

:12:18. > :12:21.about that and he said it was doable and he thought it would be valuable.

:12:22. > :12:25.You said there were other taxes like stamp duty and landfill taxes that

:12:26. > :12:29.practically, it might be possible to devolve but he was not sure of the

:12:30. > :12:33.benefits. Then he got to the ones he was clearly having more reservations

:12:34. > :12:41.about. He said BET, Stormont could use a devolved rate to give a

:12:42. > :12:43.handout to help the tourism industry but there will be considerable

:12:44. > :12:48.difficulties particularly with the European Union and on income tax

:12:49. > :12:50.that has been talked about in relation to Scotland, he thought

:12:51. > :12:58.they would be major difficulties and costs involved in any transfer that

:12:59. > :13:02.pair of -- that power. He was answering a question from Gerry

:13:03. > :13:05.Kelly from Sinn Fein, they are pretty convinced that getting fiscal

:13:06. > :13:10.powers to Stormont might be part of the recipe for addressing Northern

:13:11. > :13:15.Ireland's economic woes. Peter Robinson says he is far from

:13:16. > :13:20.convinced by that argument. There is a limit to the impact that many of

:13:21. > :13:26.those taxes and other arrangements would enable the executive to make

:13:27. > :13:31.real and meaningful change, so there is no panacea to be found in that

:13:32. > :13:35.but there is a significant cost if we were to take over responsibility

:13:36. > :13:39.for some of those elements of having to operate them ourselves and we

:13:40. > :13:43.don't have the economy of scale of the whole of the UK operating them.

:13:44. > :13:47.How realistic is the idea of collecting more local taxes? The

:13:48. > :13:52.problem is, there is no unity of purpose on this. On the one hand you

:13:53. > :13:55.had Sinn Fein very enthusiastic and on the other, the TUV saying it is

:13:56. > :14:02.ridiculous to talk about devolving extra powers to an executive which

:14:03. > :14:05.is not fit for purpose. The Labour Party is to set up an

:14:06. > :14:09.independent commission to examine the local economy and investigate

:14:10. > :14:15.how people on benefits or on low pay can be helped. The Commissioner will

:14:16. > :14:20.be chaired by Judy Heenan from the University of Ulster and by a

:14:21. > :14:22.Belfast advertising executive, Colin Anderson. The plan was announced at

:14:23. > :14:34.the party's annual conference in Manchester. Our reporter is there.

:14:35. > :14:38.The Labour Party say there are too many people trapped in poverty in

:14:39. > :14:41.Northern Ireland and there are too many people in unemployment. These

:14:42. > :14:45.are just two areas that the commission will investigate. Today I

:14:46. > :14:48.am delighted to announce that we are establishing an independent

:14:49. > :14:52.commission with a remit to improve opportunities for those who have no

:14:53. > :14:56.stake in the economy and at the margins of their communities. It

:14:57. > :15:00.will consider how an incoming Labour government can most effectively make

:15:01. > :15:05.a difference working in partnership with the Northern Ireland executive.

:15:06. > :15:09.What do local politicians think? Setting up a commission is fine and

:15:10. > :15:13.reports are fine but we have dozens of reports are gathering dust. What

:15:14. > :15:17.I want is action. I want a commitment from a future Labour

:15:18. > :15:24.government that they will actually invest money and resources in

:15:25. > :15:30.sorting out our youth unemployment problem. Others want more detail on

:15:31. > :15:34.what Labour are planning. We are absolutely certain that we do not

:15:35. > :15:37.want to see the removal of the welfare state, the dismantling of

:15:38. > :15:40.the welfare state that is happening in this country, where the most

:15:41. > :15:44.vulnerable and disadvantaged people in Britain are living in abject

:15:45. > :15:49.poverty and people are dying as a result of decisions taken by the

:15:50. > :15:52.Tory government. Is books and for the Secretary of State said the

:17:10. > :17:13.around 24 hours later, this black BMW on Collingwood Avenue was set on

:17:14. > :17:16.fire shortly after midnight on Sunday. Around the same time other

:17:17. > :17:20.cars on Damascus Street and Cadogan Street were destroyed. One student

:17:21. > :17:26.returned from a friend says to be told her car was on fire. Today this

:17:27. > :17:30.was all that remained. The six car to be burned out was a crusty bread

:17:31. > :17:37.on daily street, it was torched in the early hours of this morning, not

:17:38. > :17:40.long after midnight. The police say their investigation is at an early

:17:41. > :17:46.stage but hate crime has been ruled out. It is necessary that the police

:17:47. > :17:51.and Fire Service address these things, the risk to nearby

:17:52. > :17:55.properties and cars is very serious. One car on fire could set another

:17:56. > :17:59.car on fire and possibly houses. We must take it very seriously. At the

:18:00. > :18:03.end of the day it is a needless act and a waste of resources. The police

:18:04. > :18:06.say there is nothing to suggest one person was behind the attacks, they

:18:07. > :18:10.have appealed for anyone with information to contact them.

:18:20. > :18:22.an engineering centre where the average salary will be ?37,000.
